Resolution Scheduling Public Hearings in Connection with Draft Town Comprehensive
Plan and Draft Generic Environmental Impact Statement (DGEIS)
Supervisor Ruggiero opened the Public Hearing at 7:07 PM. Town Clerk Chris
Masterson offered for the record the Affidavits of Posting and Publication, duly signed and
notarized (These Affidavits are attached hereto and made a part thereof the Minutes of the Public
Hearing). Supervisor Ruggiero explained that it has taken a few years to get to this point. The
Town Board appointed a citizens committee in 2003. That began the process to review the 1988
Comprehensive Plan. At the end of 2005, the Committee proposed the document that is now
before the Board. The Board spent most of 2006 reviewing and amending the document. The
Supervisor thanked the members that served on the committee as well as the members of the
Planning and Zoning Board, CAC members, and members of the Recreation Commission. At
that point, the Supervisor turned the floor over to David Stolman, Town Planner. Mr. Stolman
began by explaining what the Draft Comprehensive Plan and DGEIS were and pointed out that
the documents are available online and in the Town Clerk's Office. He went on to describe the
purpose of the Plan. The remainder of Mr. Stolman's presentation was an overview of the main
components of the Plan. At the conclusion of the presentation, Supervisor Ruggiero asked if Mr.
Stolman could provide the Town with the actual PowerPoint presentation so that it could be
available on the web.
Supervisor Ruggiero then opened the floor to public comments. The first resident to
speak was Peter Antonelli. Mr. Antonelli has a business on the Old Route 9 corridor. He asked
about the possibility of bringing water and sewer to that area. Supervisor Ruggiero replied that
the Plan does not call for that. In order to do that, under New York State Law, the Town would.
have to create a water district. The entities to be served would have to pay into that district.
There are not enough benefit units in that area for this to be economically feasible. He went on
to explain how recent expansions were made possible at the expense of businesses and
contractors. He explained certain hypothetical scenarios that might make water and sewer
possible in Mr. Antonelli's area, but the Plan does not call for it at this time. Phil DiNonno,
Chairman of the Town Planning Board, explained that changing the zoning in that area might
attract commercial investment that could bring extensions of the water and sewer to that area.
Mr. Antonelli followed up by asking if Evans Elementary School was part of the Village system.
Jay Paggi, Town Engineer, confirmed that it is part of the Village system.
The second resident to speak was Chris Iverson. Mr. Iverson pointed out that the
Stoneykill Farm is dedicated as R80. He asked, in the case that it reverted to private ownership,
would it be a good safeguard to designate it to be agricultural. Mr. Stolman replied that he
wasn't sure that designating it to be agricultural would be the most appropriate. He did mention
that it would certainly make sense to designate it to be the most restrictive residential zone.
Councilman Bettina mentioned that he believes there are deed restrictions from when the
property was deeded over to Cornell and the State of New York. Councilman Bettina and Mr.
Stolman recommended looking into the suggestion. Mr. Iverson's second item was a suggestion
to construct a sidewalk on Route 9D from the Village of Wappingers Falls to Hughsonville.
Supervisor Ruggiero noted that that section of Route 9D was the paved section of the Greenway
Trail and the suggestion should be looked at. Councilman Beale stated that he had recently
walked through Reese Park from Creek Road to Route 9D. He noted that you come out on the

highway when you exit the trail. Mr. Iverson's next point was a recommendation for a trail
expansion. He thought that a network of trails could connect Reimer Park, Reese Park, Bowdoin
Park and Stoneykill Farm. If this was put in the Master Plan, it could encourage the Greenway
Trail committee to consider the idea. For Mr. Iverson's final point, he mentioned that, in
Rockland County, developers have to prove their impacts on watershed before their projects are
permitted. He believes that preventive attention such as this could cut down on the taxpayers
paying for the damage caused by flooding and erosion.
Supervisor Ruggiero asked if there were any other comments or questions. He pointed
out that the Town Board would be back in session at 6:45 for a Public Hearing. The Board will
come back in session at 7:00 PM for the second Public Hearing on the Comprehensive Plan and
DGEIS. Councilman Bettina recommended sending letters to the Town residents to inform them
about the Comprehensive Plan because some residents are not computer savvy. A member of the
Citizens Committee brought up the topic of the Rail Trail. He recommended having access roads
and parking places for the residents. Supervisor Ruggiero explained that the County is planning
trail heads for the residents to use.
Graham Foster, Town Highway Superintendent, stated that the Town may want to
consider traffic sideline striping to designate bicycle lanes.
A resident of Alpert Drive mentioned that Old Hopewell Road is an unsafe road. He
asked if there is anything planned to improve the safety of that road. Supervisor Ruggiero
replied that the Town has been told that there are two federal projects coming down through the
County governments. Old Hopewell Road is one of those projects. They are supposed to look at
the hills and areas that would need realignments.
Councilman Beale mentioned a project that Councilman Paoloni and Councilman Bettina
were trying to initiate concerning the Chelsea Boat Ramp. Councilman Paoloni explained the
project and pointed out that the Chelsea Yacht Club representatives had no desire to enter into
discussions about the project. He agreed with Councilman Beale that the project should be put
into the Plan. Mr. DiNonno added that the Planning Board saw a conceptual plan for a
subdivision in Chelsea in which the developer would dedicate property to the Town for parking,
boats and trailers.
With no other comments or questions, Councilman Bettina made a motion to close the
Public Hearing. The motion was seconded by Councilwoman McCarthy and passed
unanimously. The Public Hearing was closed at 8:12 PM.
