Resolution Accepting Map, Plan & Report for Replacement of Roberts Road Pump Station
At a regular meeting of the Town Board of the Town of Wappinger, Dutchess County,
New York, held at Town Hall, 20 Middlebush Road, Wappingers Falls, New York, on August
13,2012.
The meeting was called to order by Barbara Gutzler, Supervisor, and upon roll being
called, the following were present:

The following Resolution was introduced by Councilman Kuzmicz and seconded by
Councilwoman Czarniecki.
WHEREAS, the United Wappinger Sewer District (UWSD) operates the Roberts Road
Sewage Pump Station; and
WHEREAS, the Engineer to the Town, Morris Associates, PLLC and the Sewer
Operator, CAMO Pollution Control, have noted that the pump station is of an obsolete design, is
over 20 years old, and is in need of replacement; and
WHEREAS, on June 11,2012 by Resolution 2012-185 the Town Board authorized
Morris Associates PLLC to prepare a Map, Plan and Report for the replacement of the Roberts
Road Pump Station; and
WHEREAS, the Engineer to the Town has determined that it is more cost effective to
replace the Roberts Road Pump Station with a gravity sewer main that connects Roberts Road to
the sewer main in Rosewood Court; and
WHEREAS, Morris Associates PLLC has prepared a map, plan and report, including an
estimate of cost pursuant to Section 202-b ofthe Town Law relating to the increase and
improvement of the facilities of the United Wappinger Sewer District, in the Town of
Wappinger, Dutchess County, New York (the "Sewer District"), being the purchase and
installation of approximately 800 linear feet of 8" gravity sewer line along with manholes from
the existing sewer line by the Roberts Road Pump Station to the existing sewer line located at
Rosewood Court in said Sewer District, including land or rights-in-Iand, original furnishings,
equipment, apparatus, appurtenances, and other incidental improvements and expenses in
connection therewith, at a maximum estimated cost of $256,000; and
WHEREAS, there are sufficient amounts in the unallocated fund balance of the UWSD
to pay for installation of the gravity sewer line and removal of the pump station; and
WHEREAS, the Town Board determines that this project is a Type II Action as defined
by 6 NYCRR 617.5(SEQR) and Chapter 117 of the Code of the Town of Wappinger (WEQR)
and, accordingly, the Town Board hereby expressly determines that this is an action that does not
require environmental review pursuant to the provisions of either SEQR or WEQR.
WHEREAS, the Town Board, by separate Resolution, intends to schedule a Public
Hearing in accordance with Section 202-b of the Town Law.
NOW, THEREFORE, BE IT RESOLVED, as follows:
1. The recitations above set forth are incorporated in this Resolution as if fully set
forth and adopted herein.
2. The Town Board hereby accepts the Map, Plan and Report for Replacement of the
Roberts Road Pump Station prepared by Morris Associates PLLC dated July
2012, a copy of which is affixed hereto.
3. The Town Board hereby directs the Town Clerk to file in her office the Map, Plan
and Report Extension No.2 to the United Wappinger Water District in
accordance with the provisions of Article 12 of the Town Law.

I. SUMMARY
1.1 Summary
This report has been prepared for the United Wappinger Sewer District
(UWSD) for the installation of a gravity sewer line that will allow for the
elimination of the Roberts Road Pump Station, which is located along
Roberts Road in the Town of Wappinger.
This Map, Plan and Report includes the boundaries and general plan for the
District, a report of existing and future sewer demands, a report of the
proposed method of operation, and the location of the proposed
improvements.
The total estimated capital costs for all of the proposed improvements were
approximately $256,000.
The United Wappinger Sewer District currently has existing funds available
for needed district improvements and has reported that sufficient funds exist
to fund the entire capital costs of $256,000. Therefore there will be no
bonding requirements or annual payments associated with this project.
Opera~ion and maintenance (O&M) costs are billed to residents of just the
UWSD based on a flat fee of $125 per quarter or $500 per year. The
proposed improvements will not have any significant impacts to the overall
O&M costs for the UWSD.
1.2 Recommendations
It is recommended that the Town Board review and accept the findings in this
Map, Plan and Report for improvements in the District as set forth in Town
Law Section 202-b.

II. INTRODUCTION
2.1 Backqround
The original Map, Plan and Report for the United Wappinger Sewer District
(UWSD) and subsequent extensions are on file with the office of the Town
Clerk. The United Wappinger Sewer District (UWSD) is a Town Sewer
District that currently serves approximately 2600 parcels in the Town of
Wappinger. The UWSD conveys wastewater flow to the wastewater
treatment facility (WWTF), located in the Town of Poughkeepsie, that is
owned and operated by the Tri-Municipal Sewer Commission. The Town of
Poughkeepsie and the Village of Wappingers Falls also convey sewage flow
to the WWTF and together comprise the Tri-Municipal Commission that owns
and operates the plant.
The wastewater within the UWSD is conveyed by a series of gravity sewer
mains and force mains connected to pumping stations. One of the existing
pump stations is located on Roberts Road and is reported to have operational
issues. This is described in the Memorandum prepared by Camo Pollution
Control and is included in Appendix A of this report. It was noted that the
pump station is at the end of its anticipated service life and is experiencing
operational issues. Based upon the age and condition of this pump station, it
was recommended that this pump station be replaced. As an alternative to
replacement of the pump station, it has been proposed to install a gravity
sewer line that will allow for the elimination of the Roberts Road Pump
Station.
2.2 Purpose and Scope
The purpose of this amended Map, Plan and Report is to describe the
components to be provided for the installation of a gravity sewer line that will
allow for the elimination of the Roberts Road Pump Station, along with the
estimated increase in capital costs associated with the completion of the
proposed improvements.
In order to develop the above information, this report shall evaluate the
proposed improvements, and provide an analysis of the estimated capital and
user costs.

III. DESCRIPTION OF SERVICE AREA AND RECOMMENDED IMPROVEMENTS
3.1 Service Area Boundarv
The existing United Wappinger Sewer District service area is shown on the
District Map included in the back of this report. There will be no modifications
to the service area as a result of the proposed improvements.
3.2 Recommended Improvements
The installation of a gravity sewer line that will allow for the elimination of the
Roberts Road Pump Station will include the installation of 8" gravity sewer
lines along with manholes from the existing sewer line near the pump station
at Roberts Road to the existing sewer line located on Rosewood Court. The
proposed route will generally follow an existing Pedestrian Right-of-Way and
will require easements in order to make the connection between the existing
sewer lines. There is an existing utility easement which will be utilized for a
significant portion of this project.
The proposed improvements are subject to review and approval by the
Health Department. Detailed design plans and specifications will need to be
prepared for the prpposed improvements in order to obtain Health
Department approval.

IV. PROJECT COSTS AND USER COSTS
4.1 Capital and O&M Costs
The breakdown of capital costs for the proposed improvements associated
with the pump station replacement are shown in Appendix B. These costs
include all the legal, engineering and other such administrative costs as well
as the Gravity line connection and related work that would be required for
construction of the improvements. The total estimated capital costs for all of
the proposed improvements associated with the installation of a gravity sewer
line that will allow for the elimination of the Roberts Road Pump Station would
be approximately $256,000. This value is significantly less than the total
estimated capital costs of $358,000 that would be needed to replace the
existing pump station.
The United Wappinger Sewer District currently has existing funds available
for needed district improvements and has reported that sufficient funds exist

Roberts Road Pump Station
Several pump stations were installed throughout the Town as part of the expansion of the
Oakwood Sewer District in the early 1970's. Many of these pump stations were not typical.
Instead of having a centrifugal pump to move the sewage, compressors and an air lift type system
were required. Developers were required to install these air-lift type stations in the later part of
the 1970's. Overall, six of these stations were installed throughout the Town. They are as
follows:

These stations were problematic and difficult to operate when they were new. As they
now reach 40+ years old they are significantly more cost intensive to operate, and have outlived
their life expectancy. The Kendall Farms and Bel-Air stations were replaced as part of the
district's growth. The Cedar Hill air lift station failed and was replaced as part of a capital
improvement. Much of the cost associated with 'the capital improvements to replace the Cedar
Hill pump station was associated with the emergency operation of the station for six months
while the new station was engineered and installed.
At this time we are experiencing operational difficulties with the Roberts Road air lift
station. Some of these difficulties mirror the issues that we had with the Cedar Hill air lift station
before it failed. CAMO Pollution Control, Inc. feels that we can nurse the Roberts Road air lift
station on for a short period oftime. However, it is our recommendation that the Town Engineer
investigate replacing this 40 year old air lift station with a new Smith & Loveless wet well
mounted vacuum prime station. No emergency exists at this time so the station could be
installed while we continue operating the old station, and much of the emergency costs
experienced with the Cedar Hill replacement will not exist Additionally, the existing station
does not have an emergency standby generator. We also recommend that a generator be installed
when the new station is installed.
