321 The regular monthly meeting of the Town Board, Town of Wappinger was held on Thursday evening, July 11, 19tkin the Town Hall, Mill Street, Wappingers Falls, N. Y. Present: -Town Board members -Supervisor -Richard H. Linge, Councilmen - Malcolm Hait & George Robinson, Justices of the Peace-Vincnet Fran- cese & William Bulger. Town Clerk Helen L. Travis, Town Attorney - Judson Williams, Town Engineer -Charles Maneri, Assessor -Kenneth Thornton, Building Inspector & Zoning tnspector-Joseph Ludewig, Superintendent of Highways -Kenneth Croshier. The meeting was called to order at 8 ofrolock by Supervisor Linge: The minutes of the June meeting were read. Motion was made by Councilman Hait and seconded by Councilman Robinson that the minutes of the June meeting be approved as read. Motion carried The bills for the month of June were read. Motion was made by Justice of the Peace Bulger and seconded by Councilman Robinson that the bills for the moth of June be paid. Motion was made by Councilman Hait and seconded by Justice of the Peace Francese that the resignation of Mrs. Nancy Russell from the Recreation Committee be accepted with regret. Motion carried Motion was made by Councilman Robinson and seconded by Justice of the peace Bulger that Mrs. Wilma Young be appointed a member of the Recreation Committee. Motion carried Motion was made by Justice of the Peace Bulger and seconded by Justice of the Peace Francese that the following Election In- spectors be appointed, effective July 1B, 1963 for a term of one year. A discussion was held pertaining to re=arranging election Districts The Board instructed the Town Clerk to contact Democratic Chairman George Brannen, stating that the Womens Republican Club had volun- 32 teered to help and ask Sf he can get 3 volunteers. If not Town Clerk will procure help to do this. A report was read from Justice of Peace, William J. Bulger as follows: 13 motor vehicle and traffic cases, showing fines of $105.00 collected. Three civil cases closed showing filing cost of $7.50. No criminal cases handled during the momth of June 1963. Report was read from Justice of the Peace, Vincent Francese as follows: 34 motor vehicle & traffic casses closed showing total fines collected of $340.00. 3 civil cases closed showing $6.00 collected in filing costs. 2 criminal casses closed showing $10.00 collect4d in fines. Issued five warrants for arrest. I am holding $8.50 in 4 civil casesxmtmsmd not yet closed. A total of $356.00 collected for fines and costs. Building Inspector, Joseph Ludewig reported as follows: 28 Building permits issued with at total value of $366,850.00. Fees collected and turned over to Town Clerk $356.50. 337 miles were covered on inwpection of buildings uner construction and on re- quest for zoning information. Checked on several complaints of zoning violations, and met with the Appeals Board and the Planning Board to discuss various problems. Motion was made by Justice of Peace, Francese and seconded by Councilman Hait that the salary of full time Zoning Inspector be made $2000.00 per year, and the salary 6f full time Buidling Inspector be made $3500.00 per year. Motion carried. Motion was made by Councilman Robinson and seconded by Justice of Peace Bulger that Joseph Ludewig be -appointed full time Building Inspector and Zoning £pspector as of July 1st, 1963. 325 Motion carried Kenneth Thornton, Chairman Board of Assessors reported that grievance INday was held on Thursday, July 9, 1943. About 50 people attended same. They have to do about 18 re-qppraisals, none of them very serious. The assessment roll has risen 14% this year. Attorney Wil6iams presented the re -zoning case of Louis Eck. Mr. Williams stated he had reviewed the case and thought that same should be returned to the Planning Board for proper record. Mr. Eck aggeed that this would be satisfactory. Bob Kearns -Fleetwood -discussed Franton Apartments, asking that min= utes of Zoning Board of Appeals be read. Attorney Williams read parts of minutes pertaining to this matter. Mr. Almena spoke on Franton Apartments. Asking several questions of Mr. Ludewig, u a i.d ox nct. Stating that only a small amount of grading had been done. Permit' was in effect when ;ordinance went into effect. George Leibler; Spoke asking -Were they issued a permit to build. Mr. ]udewig was requested to read letter of April 9, 1962 addressed to Mr. Ferrente. He also read a paragraph of letter he received from Mr. Ferrente pertaining to this matter. Attorney Williams statedthat it was his opinion that Town Board would lose the case against owners of Franton Apartments and sug- gested that Town Board refrain from taking any action against them. The Board expressed their fellings in the above matter as follows: Justice of Peace Bulger stated ,"Ihave no alternative but to follow 326 the advise of our Counsellor who states he thinks Board should not take a chance in Igringing suit against the builders of Franton Apartments. Councilman Hait stated he was also of the same feeling Councilman Robinson was also of the same felling Justice of the Peace-Francesewas of the same felling Fleetwood Manor Residents then presented the issue of the raods in Fleetwood Manor. Motion was made by Councilman Hait and seconded by Justice of the Peace Bulger that the Bonding Company for Fleetwood Manor be notified that the roads are not completed and that we are holding then responsible. Motion carried AnthonyGallo spoke stating he had started roads but weather had held them up. Murrill Effon Attorney spoke in behalf of The F1hetwood property. Fred. Koehler, Quiet Acres, spoke for Civic Committee. Explaining damage and presenting pictures of same, that had been done during the storm. He also asked about road signs. In reference to signs Mr. Croshier stated they are on order. Mr. Crosheer stated that the roads are still on bond and that he had spoke with Mr. Alexander. It was decided that Mr. Maneri, Mr. Croshier, Mr. Kohhler and Mr. Alexander would get together as soon as poss- ible and try to straighten this matter out. Stanley Shepf-asked if men could be sent to his place tomorrow to take care of catch basin. Mr. Croshier agreed that they would be there. Mr. Koehler, asked if letter could be sent to Mr. Alexander stating that these things must be taken care of as soon as possible. Board instructed the Town Clerk to send this letter. Mrs. Gencen asked about outcome of Town Board Suit. Mr. Williams stated that order has not yet been signed by Judge. Mr. Williams stated he will be out of Town for two weeks so he will ask Mr. Winne to contact Town Clerk when he receives same and she is to call Mrs. Gencen and let her know. Letter was received from Edge Hill Manor, Inc., asking for per- mission to install a water pipe line across and under Pye Lane and connecting pipes under the northerly side of Pye Lane. Motion was made by Councilman Hait and seconded by Justice of the Peace Francese that we, grant permission for Edge Hill Manor, and under Inc., to lay a pipe line across/Pye Lane addeaconnecting pipes under the northlarly side of Pye Lane. Motion carried A letter was read from Joseph E. Ludewig, Zoning Inspector in reference to Raw1's Trailer Park, atatmgg he had contacted Board of Health for information, on approval of same. The following is a copy of same. " At the request of the Town Board I contacted Mr. Jack Hill of the County Board of Health for informatiton on the Rawl's Trailer Park approval by the Board. Mr. Hill says that he fekls completely satisfied that the plan approved includes the necessary precautions to prevent contamination of Sprout Creek and the Department has an active interest to supervise the installation of the sewerage system. Mr. Rawls has engaged the firm of Barger and Russ to correct some features which the Board of Health objected to. - - 3 Mr. Hill says with the final approval of the plan a Board of Health permit to operate a trailer park will be issued. This . permit is rvokable if violations are found and not corrected." Mrs. Fay Rao, Dugans Lane appeared before Board in reference to road. Mr. Suozzo also appeared before Board in refereune to Dugans Lane. Attorney Williams agreed to look into the matter of Dugans Lane further and report on same at a later date. Motion was made by Councilman Hait and seconded by Justice of the Peace Francese that the meeting adjourer( Motion carried.
