1962-01-04The regular monthly meeting of the Town Board, Town of Wappinger
was held in the Town Hall, on Thursday evening., January 4, 1962.
Present:-Supervisor-Ricahrd H. Lingo, Councilmen -Malcolm I Hait
and Georgg Robinson, Justices of the Peace:BJoseph F. Kelly &
Edward B. Beatty, Town Engineer: -Charles Maneri, Superintendent
of Highways -Charles Mewkill, Sr., Town Clerk -Helen L. Travis.
The minutes of the last meeting were read. A motion was made
by Judge Kelly and seconded by Judge Beatty that the minutes
be accepted as read. Motion carried
The meeting was opened at 8:00 o'clock by Supervisor, Richard
H. Linge.
The minutes of the Annual Meeting held on December 28th, 1962
were read. A motion was made by Councilman Hait and seconded by
Judge Kelly that the minutes of the Annual meeting be aceepted as
read. Motion carried.

Motion was made by Judge Beatty and seconded by Councilman Robinson
that the bills be paid. Motion carried
A letter was read from Joseph A. Kestner, Jr. relative to a meeting
with the Town Board and Town Planning Board.
The Town Clerk was instructed to contact the following names in
reference to appointment as Dog Warden.

Motion was made by Judge Kelly and seconded by Judge Beatty that
any member of the Town Board or any interested parties be allowed
to attend the Association of Town Convention in Buffalo on
February 13, 14 & 15th. Motion carried.
A motion was made by Judge Kelly and seconded by Councilman Hait
that Charles Maneri be appointed Town Engineer. Motion carried
Motion was made by Judge Beatty and seconded by Councilman Rob-
inson that Mrs. Concetta Silvestri by appointed Bookkeeper for
Supervisor Linge. Motion carried
Motion was made by Judge Kelly and seconded by Councilman Hait
that an appropriation of $1000.00 be made to Grinnell Library.

Motion was made by Judge Kelly and seconded by Councilman Hait
that the wage scale for Highway workers for the year be

$2.10 per hr. $1.90 per hr. $1.80 per hr.
Motion carried
Motion was made by Judge Kelly and seconded by Councilman Hait
that the following be appointed constables, Walter Altonen,
Elting Scott and John Yaccarine. Motion carried
Motion made by Judpe Beatty and seconded by Councilman Hait
that the Wappingers Falls. Office of the Marine Midland National
Bank of Southeastern New York be designated as the Depository
for Town Funds, for the Town of Wappinger for the year 1962.

Motion was made by Councilman Hait and seconded by Judge Kelly
that William Rutledge be appoint Chairman of The Board of
Assesssors. Motion carried
Motion was made by Judge Beatty and seconded by Councilman Rob-
inson that Mrs. Agnes Grosenbeck be appointed Deputy Town Clerk
for year 1962. Motion carried
Motion was made by Councilman Hait and seconded by Judge Beatty
that Helen L. Travis be appointed Registrar of Vital Statistics
for the Town of Wappinger for the year 1962. Motion carried
Motion was made by Judge Beatty and seconded by Councilman Hait
that the following resolution be accepted. Motion carried
Resolved that the Town Board does hereby fix the salaries
of the following Town officers and employees for the year begin-
ning January 1st, 1962 at the amount respectively stated and that
such salaries shall be payableat the time respectively specified.

Mr. Mewkill and Mrs. Travis to aeconsider thier salary raises as
of last year. This was answered by Supervisor Linge and Council
man Hait.
Mr. Brannan wanted to go on record as supporting Mr. Ryan.
Judge Joseph F. Kelly presented the name of James J. Lyons for
Town Attorney this was seconded by Gouncilman George Robinson.
Councilman, Malcolm Hait presented the name of Judson Williams
for Town Attorney, this was seconded by Judge Edward B. Beatty.
Vote of the Town Board for Town Attorney was taken as follows:
Joseph F. Kelly --Lyons, Edward B. Beatty -Williams, George
Robinson -Lyons, Malcolm Hait--Williams, Richard Linge-Williams.
Total votes cast 5- Williams 3 and. Lyons 2. Judson Williams
was aimm*xnrx declared Town Attorney.
Motion was made by Judge Kelly and seconded by George Robinson
that the Town Board be allowed $.08 per mile for milegge.

that the Town meeting be held on the First Thursday following
the first Tuesday of . egch month at 8 P. M. Motion carrried

that Kenneth M. Thornton be appointed Building Inspector.

Motion made by Judge Kelly and seconded by Councilman Hait that Eugen
Schuele by appointed to the Planning Bdard for 7 years, N'7
Supervisor Linge asked about considering dividing the Insurance
of the Town between the Insurance Agents in the Town. This
matter will be taken up by Mr. Linge at the next meeting. The
Insurance Agents are to be asked to be present at this meeting.
