01/09/1958187 A regular meeting of the Town Board,Town of Wappinger was held in the Toym Hall on Thursday Evening January 9,1958 Present Edward R.Scofield,Supervisor,Justices of the Dace Joseph F.Kelly and Edward B.Beatty,Councilmen Emory J.Hager and Harold J.Y,1ewkill,Supt.of Highway Virgil Knight,James J.Iyons Attorney and Edith H.Booth Town Clerk. Meeting was called to order by Supervisor Scofield at 7;30 P.M. Minutes of previous meeting read and approved as read. Motion i carried kb tion made by Councilman lilewkill seconded by Judge Kelly that Supervisor Scofield be designated as delegate to attend the annual meeting of the association of Towns . to be held at the Hotel Commodore and the Hotel Roosevelt ,New York City,beginning at 900 A.M.Ibnday February 10th. and ending Wednesday,February 12th,1958 and that any Town Official who cares to attend may do so it being a legal Town charge. Motion made by Judge Kelly seconded by Councilman Mewkill that the Deputy Supervisors appointment be approved by the Town Board Motion Carried 15otion made by Councilman Hager secondedby Judge Kelly Resolved,that from and afterthe date hereof,no proposed road shall be accepted as a public highway of the Town of Wappinger except upon recommendation of the Town Superintendent of Highways stating that such proposed road meets at least the minimum specifications attached hereto and herebr made a part of this resolution The Town Superintendent of Highways will not recommend,and the Town Board brill not accept or establish any new Town Road which does not meet the following minimum requirements and standards which have been jointly established }b,r the Town and County Superintendents of Highways to conform to legal requirements in New York,whi.ch requirements and standards must be met ��✓ and paid for b,'; the person or firm proposing that the Town take over such road. 1.The proposed roadway must be 3 rods in width,and its proposed name and location must be shown on a correct map thereof prepared by a licensed surveyor setting forth the correct metes and bounds description of such road.Four copies of such map mist be filed with the Town Superintendent at the time of the application to make such road a Town Roa.d.Such roadvray must not be subject to any right or easement in others which will in any way interfere with its use as a road at all times. 2. Such roadvray must be granted to the Town b,., as full covenant and warranty deed containing the correct metes and bounds description shown on said map, which deed must be in such formas may be required to entitle the same to be recorded in the Office of the County Clerk of Dutchess County,and the filing fees must be paid by the applicant. 3. Permanent easements to the Toti,rn must be furnished in such deed,or by a separate instrument granting to the Town and right to maintain all outlets for surface water which will run from such roadvray over private property to a point where a natural water courseexists and to which such outlet and and easements will carry such water 4. The proposed roadway must be made to conform to the minimurii requirements and standards set forth below, and in all cases adequate drainage shall be provided bV means of ditches and culverts and suitable drainage pipes. Leaching basins may only be used by special. permission,and then only when the same are located at the places specified and the same are built in accordance with the specifications therefor as set forth below. 5. All obstructions such as trees(especi.ally dead trees), buildings,walls and other things which would endanger those using such roadway or would interfere with the full and .free use of the roadway must be removed at the expense of -the person or firm proposing such road. 6. After gravel roadway has been graded to true al' nt,inspected and approved by the Town Superintendent of Highways,the travelle lust be surfaced as specified with Bituminous material and crushed stone or washed gravel (a) Four tenths of a gallon of MC-0,Medium Curing Liquid Asphalt shall be applied to the gravel roadway (b) Cover completely with 5/8 inch crushed stone and roll. (c) Seal with six tenths of a gallon of 110-3 Medium Curing Liquid Asphalt (d) Cover with 3/8 inch crushed stone and roll 7.The paving materials used must comply with the New York State Department of Aiblic Works Specifications and be approved by the Town Superintendent of Highways. 8.The Town Superintendent of Highvrays or his representative must be present during the paving procedure. 9. Before the completed roadway is accepted by the Town the Contractor must furnish satisfactory guarantee that all bills accrued during the construction of the roadway have been paid in full or make satisfactory arrangements therefor 10. No culverts shall be smaller'than 15" diameter. 11. No road shall have a grade of over 10% 12. Where ditches have a grade of over 6% they shall.'be paved similar to roadvray.
