Motion Carried Motion made by Judge Beatty seconded by Councilman Hager that the bill for latex emulsion asphalt from Spoor Lasher & Co. be accepted this being the lowest bid. Motion carried Motion made by Judge Kelly seconded by Councilman Hager that the Town Board purchase a Tape Recorder Motion carried Motion made by Judge Beatty seconded by Councilman Hager that Judge Kelly be Given permission to have the safe removed from itis office at a price not to exceed $ %V 0, 6 G Motion carried Motion made by Judge Kelly seconded by Judge Beatty that the Supt.of Highways Virail Knight be empowered to advertize for bids on a power motor grader bids to be opened at the next Town Board meeting Motion carried lotion made by Councilman Hager seconded by Judge Kelly that the Board of Assessors,Town of Wappinger be authorized to rent a room in the National Banl,c Building for the purpose of holding their meetings and meeting the people of the Township concerning their assessments Motion carried Supervisor Scofield reported to the Town Board that he had a request from members of the New Hackensack Fire Coto give thought and consideration to change names of some of the roads such as Pine Ridge Drive,Pine Hill Drive Dorothy Lane because fire calls were very confusing and caused delay in service. Ken Thornton appeared in reference to change in names of various roads in 225 town and volunteered to look into the matter and try and improve the situation. Mr.Carmine Rende,Pi_ne Ridge Drive spoke on road condition and asked for immediate relief on the Town roads. Mr.Bison appeared relative to the hearings on the proposed increase by Central Hudson of the power rates. William Matraw representing Smithtown Road Association requested road maps also sign for Chef's Inn side of roadp Mr.Manarie Town Engineer said he would produce the map .referred to. John Brockemeyer refered to icy conditionon Cooper Road he also stated there were several holes on the same road which should have immediate attention Motion made by Councilman Hager seconded by Councilman Mewkill that meeting adjourn. Motion carried Edith H.Booth Town Clerk RECOMMENDATION OF TOWN SUPERINTENDENT I, VIRGIL KNIGHT, Superintendent of Highways of the Town of Wappinger, do hereby recommend that the Town Board authorize the purchase of the following described highway machinery, viz: a new Motor Grader, the same to meet the following minimum speci- fications, or equivalent thereof: SPECIFICATIONS FOR NEW MOTOR GRADER WEIGHT: Not less, than 25,000 lbs. without liquid ballast or counter- weights. To be manufacturer's regularly advertised weight, with standard equipment, hydraulic steering, electric starter and lights. DRIVE: Tandem Drive, chain and sprocket type, equipped with four single low pressure tires, not less than 13.00 x 24, 12 ply. FRONT WHEELS: Leaning front wheels, operated by power control, equipped with tires not less than 13.00 x 24, 12 ply. FRAME: Main frame to be of single unit construction, either rec- tangular or tubular section, weighing not less than 115 lbs. per ft. CONTROLS: An adequate mechanical, gear -operated control system, shall be furnished to operate blade and scarifier movements. This control system must be mechanically driven direct from the engine so as to be effective with main clutch either engaged or disengaged. BLADE: To be not less than 12 ft. long, 24" wide and 3/4" thick, with special box section, reinforcing beams, at least 5-1/2" x 1-1/411. BLADE RANGE: Blade shall be; mounted on a full revolving circle, having ample clearance between front and rear wheels to permit its being turned a full 360 degrees. It must be possible to move the blade when mounted in a center position on the blade beams, from ditch cutting position to a bank cutting position of not less than 90 degrees. Blade lift:..above the ground to be not less than 18". CIRCLE: Must be a full circle not less than 60-1/2 inches in dia- meter and capable of being turned by power control a full 360 degrees. Supporting guides shall have adequate provisions for adjustment both vertically and laterally. Circle shall be revolved and held in position by a self-locking worm and gear. ENGINE: Shall be 4 stroke cycle diesel at least 4-1/2" x 5-1/2" bore and stroke with at least 525 cubic inch displacement, 6 cylinders, developing 115 brake horsepower, at governed speed of 1800 at full load and capable of burning low grade fuel such as #2 furnace oil without excessive smoking, full flow full pressure lubrication system, 7 main bearing crankshaft, oil cooler, fuel system shall permit the individual replacement of either pumps or valves. Engine shall be equipped with a suitable auxiliary gasoline starting engine which shall have an electric starter. SPEEDS: Not less than six speeds forward and two reverse. BRAKES: Two independent braking systems are required, the service brake to be a foot operated wheel brake, and the parking or emer- gency brake to be on the transmission and operated by a hand lever. Either brake shall be of adequate capacity to fully control the e-11 machine under any operating condition. CLUTCH: To be the oil type, fully enclosed, separate from the engine oil system. A gear -type, pump, with screened inlet, to circulate the oil to clutch working parts. SCARIFIER: Scarifier to be of V -type, weighing not less than 1400 lbs. and having not less than 9 removable teeth. Teeth to have re- newable points. CAB: Cab shall be of all steel construction and fitted with shat- terproof glass throughout. TRADE-IN: The bidder must accept as part payment for the new equip- ment, a 1941 Galion Motor Grader, 12 ft. blade. This used motor grader will be traded in on the sale and the same may be seen and inspected at the Town Garage. Building in the Town of Wappinger, New York. SERVICE: It is recommended that no bid should be considered unless made by an authorized and franchised dealer for the equipment offered, which bidder shall maintain and operate a service department fully stocked with spare parts for the machinery offered within a radius of 30 miles of the Town Garage Building of the. Town of Wappinger. EQUIPMENT: Motor Grader to be equipped as follows: dual electric head lights, both front and rear; warning red light on roof of cab; hot water heater; electric windshield wiper; rain traps on all ex- haust pipes. EQUIVALENTS: The foregoing are minimum specifications acceptable to the Town and bids will be considered offering the equivalent of any or all of said specifications. i Town Superintendent of Highways At a regular Meeting of the. Town Board of the Town of Wappinger, held in the Town Offices, Mill Street, Wappingers Falls, New York, on the 5th day of March, 1959, JNlE/- Lr The following resolution was offered by J vv GE WHEREAS, the Town Superintendent of Highways has, at this meeting, recommended the purchase of certain highway machinery, viz: a new Motor Grader meeting the minimum specifications set forth in his recommendation which is attached hereto and hereby made a part of this resolution, and WHEREAS the, Town Board, pursuant to Section 142 of the Highways Law, has considered such recommendation, and the purchase of such highway machinery is deemed advisable and necessary for the proper maintenance of the town highways of the Town of Wap- pinger, and WHEREAS the. Town Board desires to authorize the Superinten- dent to enter into a contract for the purchase of such machinery pursuant to the statutes in such case made and provided, now therefore be: it RESOLVED that the Town of Wappinger advertise for sealed bids to the,end that a contract for the purchaseof such machinery may be awarded pursuant to law, and be it further RESOLVED that the Town Clerk be and she hereby is authorized and directed to advertise for such bids by causing a notice to be published in the: official newspaper of the Town, such notice and the publication thereof to be in compliance with Section 103 of the General Municipal Law.
