The regular monthly meeting of the Town Board, Town of Wappinger
was heldin the Town Hall, on Thursday evening, August 3rd, 1961.
Present: -Supervisor -Richard H. Linge, Justices of the Peace -
Joseph F. Kelly and Edward B. Beatty, Councilmen -Malcolm I.
Hait1l and Emory J. Hager, Town Attorney -James J. Lyons, Supe.
erintendent of Highways -Charles E. Mewkill, Sr., Town Clerk
Helen L. Travis.
The meeting was opened at 8 P. M. by Supervisor, Richard H.
Linge.
The minutes of the last meeting were read. A motion was made
by Judge Kelly and seconded by Councilman Hager that the minutes
be accepted as read. Motion carried
The bills for the month of July were read. A Motion was made by
Judge Beatty and seconded by Councilman Hager that the bills
be paid. Motion carried

A letter was read from Vincent W. Powers Manager of Castle Point
Hospital, in answer to our letter enclosing petition from Chelsea
Residents about soot nusiance. Mr. Powers stated he was taking
care of same at once.
A letter was read from the Wappingers Falls, Junior Chamber of
Commerce stating that they were interested in offering their
service to the Town Board for any civic activity in which the
Board thought they could be of. service. The Town Clerk was
instructed to write them a letter thanking them and stating
that is anything arose the Town Board would be glad to call
upon them.
A letter was read from Edwin S. Voorhis & Son, Inc., pertaining

to tax maps. The Board instructed the Town Clerk to turn this
letter over to the Assessors.
A letter was read from the Wappingers Falls Chamber of Commerce,
stating that the signs that they now have at some of the entrances
to the Town would be satisfacter.y to them.
A letter was received from the Central Hudson Gas & Electric Corp/ -
oration enclosing new contracts for Chelsea Lighting District,
Hughsonville Lighting District andTown of Wappinger forwhich
payment is to be made as a General Town Change.
The following resolution was made by Judge Kelly and seconded by
Councilman Hait, and duly carried.
WHEREAS the agreement with the Central Hudson Gas & Electric
Corporation for lighting the streets and highways in the following,
Chelsea Lighting District, Hughsonville Lighting District and
T otmco' Wappinger for which payment is to be made as a General
Town Charge, has been terminated on August 31, 1961, and
WHEREAS the Central Hudson Gas & Electric Corporation
has submitted a new agreement for lighting said Streets and
highways subsequent to that date,
NOW, THEREFORE, BE IT RESOLVED that the new agreement
date September 1, 1961 as submitted by the Central Hudson Gas
& Electric Corporation be and is hereby approved, and it is fur-
ther
RESOLVED that Supervisor Richard H. Linge be and is
hereby authorized to execute said agreement on behalf of the
Town Board of the Town of Wappinger.
The following resolution was made by Councilman Halt and seconded
by Judge Kelly and unanimously carried.
RESOLVED : that $285.75 be transferred from the Budgetary approp-
riation for Other Insurance and be allocated to
Insurance, Fire
and Liability.
Ala resignation of James E. Vredenburgh an Building Inspector
was presented. The Planning Board presented t#e name of Kenneth
Thornton. A motion was made by Judge Kelly and seconded by
Councilman Hager that Kenneth Thornton be appointed Building
Inspector to take effect on September 1st, 1961. Motion carried
Motion was made by Councilman Hait and seconded by Councilman
Hager that the Town usthe Town Constables on the Town Road
Judge Kelly and Judge Beatty to be in charge of placing :them
where and when they think they are needed most. Motion carried.

A Resolution was made by Judge Kelly and seconded by Councilman
Hait and unanimously carried, as follows:
WHEREAS the Town Superintendent of Highways did on the 29th
day of July, 1961, duly recommend the purchase of certain (machinery)
pursuant to the provisions of Section 142 of the Highway Law, and
a notice of such recommendation has been duly published as pro-
vided in such section.
NOW THEREFORE BE IT RESEOLVED that pursuant to Section
142 of the Highway Lew the Town Superintendent of Highways is
hereby authorized to purchase from Hudson River Sales Corporation,
Poughkeepsie, N. Y. with the approval of the County Superintendent
of Highways -
One new 1961 Model 367 "FWD" Truck of 36,000 GVW., in full
compliance with Town of Wappinger detailed specifications as to
truck uhits, Equipment, Dump Body & Hoist, Snow Plow Equipment
and the change over of the Sander Body from the old Town FWD
to the new FWD, together with painting and lettering, and per
Hudson River Sales Corporation bid of August 3, 1961.
for a total price of Nineteen Thousand Nine Hundred Fifty Dollars
($19,950.00), delivered at Town Garage, Wappingers Falls, N. Y.
and to be delivered on or about August 15, 1961
The Town Superintendent of Highways is hereby authoriaitd
subject bo the approval of the County Superintendent of Highways
to s urrender to the above-named vendor -One 1946 FWD TRuck as
listed., as part payment for the above Machinery to be purchased.
The terms of payment will be as follows:

A contract of purchase for the item purchased shall be duly
executed between the Town Superintendent of Highways and such
vendor, and when duly approved by the County Superih tendent of
Highways, it shall become effective. When such conliract has been
duly approved and executed, the Supervisor is authorized to com-
plete such purchase upon delivery of the item purchased in accord-
ance with the terms of such resolution and such contract, and to
pay the above amount specified to be paid by check or checks.
(1) by a check drawn on the Machinery Fund for 4/

drawn on the account established from the proceeds
of obligations to he issued pursuant to the Local Fiance
Law to finance such purchase. Such obligations will be author-
ized to be issued by this Board by a separate resolution.

The Torun Board willhole,, a special meeting on August 10th, 1961
on the matter of financing for the truck.
The Fleetwood Corporation for the Fleetwood Sewerage Disposal
Corp., presented an option tendered at no cost to the Town,
on the Sewerage Disposal.'.P1
A motion was made by Councilman Halt and seconded by Councilman
Hager, that the Town Board accept the offer of an option tendered
at no cost, by the Fleetwood Corporation for the Fleetwood Sewerage
Disposal Corp., and give Supervisor Linge permission to sign the
attached letter. Allwere in favor of same, with the exception
of Judge kelly who refrained from voting. Motion carried
A reolution was made by Councilman Hager and Seconded by
Malcolm Hait as follows:
WHEREAS THE Town Board of the Town of Wappinger has pur-
suant to Article 10 of the Transportaion Corporation Law
approved the formation of Fleetwood Sewerage Disposal Corporation
and
WHEREAS, Articl 10 of the Trnsportation Corporation Law
provides that the corporation shall retain at its own expense
a licenses professional en.neer nominated by the local gmverning
body,
NOW, THERFORE BE IT

RESOLVED, that DOLPH ROTFELD, a duly licensed engineer
tof 121 North Broadway, White Plains, New York, be and he hereby
is nominated as Engineer for FLEETWOOD SEWERAGE DISPOSAL
CORI-ORATION, and it is further
RESOLVED that all fees and disbursements of said engineer
shall be paid by FLEETWOOD SEWERAGE DISPOSAL CORPORATION and that
the Town of Wappinger shall not be responsible for any portion of
such fees and disbursements. Motion carried.
Judson Williams appeared for Wappingers Park Homes asking for
the acceptance of Indian Ridge Drive, Tuscarora Drive, Onondaga
Drive and Erie Drive, and prsented map of same and Daed to same.
Town Board ordered Town Engineer and Town Superintendent of High
ways to inspect roads and then bring their findings to the
special meeting.
Mr. Al. Bryers and MrA. Arthur Eck from Wappingers Pakr Homes
appeared at meeting, suggesting that the above roads be checked
before they are accepted.
A delegation from Dugans Lane appeared before the Board about
their road. Mrs. Fay Rao acted as speaker for same. Asked if
something couldn't possibly be done. Board stated they did
not see anything that they could do to help them.
Motion was made by Judge Beatty and seconded by Councilman Hait
that the meeting adjourn.
Motion carried.
