1961-08-10A Special Meeting of the Town Board, Town :of Wappinger was held on
Thursday evening, August 10th, 1961, in the Town Hall Mill Street.
Present: -Supervisor -Richard H. Linge, Justices of the Peace- Edward
B. Beatty and Joseph F. Kelly, Councilmen -Malcolm I. Hait & Emory
J. Hager, Superintendent of Highway -Charles E. Mewkill, Sr.,
Town Clerk -Helen L. Travis.
The meeting was called to order by Supervisor, Richard H. Lange
at 8 P. M.
Judson Williams appeared for Wappingers Park Homes submitting deed
and map for same and asked Town to Accept the Roads.
Motion was made by Judge Kelly and seconded by Councilman Hait that
Onondaga Drive, Erie Lane, Oneida Lane in the Wappingers Park Homes
be acepted and Bond be released after a certain section in the
center of road is properly filled in with Top Soil and graded and
seeded, and roads meet the specifications of Highway Superintendent
and Town Engineer. Motion carried
Motion was made by Judge Beatty and seconded by Councilman Hager that
the attached resolutions in reference to Serial Bonds by accepted.
Motion carried.
The matter of 2 to 4 year terms for Superintendent of Highway and
Town Clerk was discussed and it was agreed to keep it at a two
year term.
The Town clerk was instructed to obtain a copy of the Reese Deebfrom
Ray Aldridge.
A letter was read from the Recreation Commission enclosing recommendation
for Resse property.
The County Water District was discussed by the Board. Motion was made
by Councilman Hait and seconded by Judge Kelly that the Town Board
to on record as being in favor of the County Water District.
Motion was made by Councilman Hager and seconded by Councilman
Hait that the meeting adjourn. Motion carried

SERIAL BOND RESOLUTION
BOND RESOLUTION OF AUGUST 10, 1961, AUTHORIZING THE ISSUANCE AND SALE
OF SERIAL BONDS OF THE TOWN OF WAPPINGER, DUTCHESS COUNTY, NEW YORK, IN
THE AMOUNT OF $17,500.00 FOR THE PURCHASE OF CERTAIN HIGHWAY MACHINERY,
TO WIT: AN F. W. D. TRUCK, MODEL 367.
Dated August 10, 1961.
WHEREAS, the Town Board of the Town of Wappinger, N. Y., after due ad-
vertisement for bids pursuant to law, by a resolution duly adopted on the
3rd day of August, 1961, authorized the Town Superintendent of Highways
to purchase certain highway machinery, to wit: an F. W. D. truck, Model
367, at a total cost of $19,950, subject to approval of the County
Superintendent of Highways, and provided that $17,500.00 of such cost was
to be paid from obligations issued pursuant to the Local Finance Law
of the State of New York, and
WHEREAS, a contract for the purchase of such machinery was duly entered
into by the Town Superintendent of Highways, which contract has been
approved by the County Superintendent of Highways,
NOW, THEREFORE, BE IT RESOLVED:
1. The specific object or purpose for which such obligations are to be
issued pursuant to this resolution is to finance the balance of the cost
of said F. W. D. truck, Model 367.
2. The maximun cost of such machinery is $19,950.00, and the plan of
financing such cost is as follows: a trade-in allowance of $2,450.00,
and the balance of the cost by the issuance and sale of Serial Bonds in
the amount of $17,500.00 pursuant to this resolution.
3. The following determinations are hereby made:
a) the period of probable usefulness of such machinery is five years.
b) the sub -division of paragraph "a" of Section 11:00 of the Local
Finance Law which is applicable in the circumstances is sub -division 28.
c) the proposed maturity of the obligations authorized by this resolution
will not be in excess of five years.
d) that the total amount of bonds sold or to be sold at private sale in
the current fiscal year of the Town of Wappinger does not exceed the sum
of $30,000.00.
5. The power to:
1. fix the date of issuance,
2. fix the dates of installment maturities,
3. determine the form of the said bond,
4. prepare and sell said bonds at private sale, and
5. fix the interest rate to be borne by said bond,
is all hereby delegated to the Supervisor, within the limitations set forth
in this resolution and the Local Finance Law of the State of New York.
6. The Supervisor shall deliver such bond only against cash or certified
check, and in either case the purchaser shall pay par value plus accrued
interest.
7. This resolution shall take effect immediately.
THE FOREGOING RESOLUTION being put to vote on roll call was unanimously
adopted.

advertisement for bids, pursuant to law, by a Resolution duly adopted
on the 4th day of May, 1961, authorized the Town Superintendent of
Highways to purchase certain highway machinery, towit: a Hough Pay -
loader, at a total cost of $19,750.00, subject to approval of the
County Superintendent of Highways, and provided that $10,000.00 of
such cost was to be paid from obligations issued pursuant to the Local
Finance Law of the State of New York, and
WHEREAS, a contract for the purchase of such machinery was duly en-
tered into by the Town Superintendent of Highways, which contract has
been approved by the County Superintendent of Highways,
NOW, THEREFORE, BE IT RESOLVED:
1. The specific object or purpose for which such obligations are to
be issued pursuant to this resolution is to finance the balance of
the cost of one Hough Payloader.
2. The maximus cost of such machinery is $19,750.00, and the plan of
financing such cost is as follows: a trade-in allowance of $6,000.00,
a down payment of current funds in the amount of $3,750.00 from the
machinery fund, and the balance of the cost by the issuance and sale
of Serial Bonds in the amount of $10,000,00 pursuant to this resolution.
3. The following determinations are hereby made:
a) the period of probable usefulness of such machinery is
five years
b) the sub -division of paragraph "a" of Section 11:00 of the
Local Finance Law which is applicable in the circumstances is sub-divisia
28.
c) the proposed maturity of the obligations authorized by
this resolution will not be in excess of 5 years.
d) that the total amount of the bonds sold or to be sold at
private sale in the current fiscal year of the Town of Wappinger does
not exceed in amount the sum of $30,000.00.
4. That the Town of Wappinger shall issue shall issue such Serial Bonds
in the form of a "Statutory Installment Bond" as provided for by
Section 62.10 of the Local Finance Law.
5. The power to:
1. fix the date of issuance,
2. fix the dates of installment maturities,
3. determine the form of said bond,
4. prepare and sell such bond at private sale, and
5. fix the interest rate to be borne by said bond,
is all hereby delegated to the Supervisor, within the limitations set
forth in this resolution and the Local Finance Law of the State of
New York.
6. The Supervisor shall deliver such bond to the purchaser thereof
only against cash or certified check, in either case for par value
and accrued interest.
7. This resolution shall take effect immediately.
