1962-06-07The regular monthly meeting of the Town Board, Town of Wappinger
was heti in the Town Hall, on Thursday evening, June; 7, 1962.
Present: -Supervisor, Richard H. Linge, Justices of the Peace, Joseph
H. Kelly, Edward B. Beatty, Councilmen, -Malcolm Halt and George
Robinsen, Town Engineer, Chatles Maneri, Town Attorney, Judson
Williams, Supertntendent of Highways -Charles E. Mewkill, ar.,
Building Inspector -Kenneth Thornton, Town Clerk, Helen L. Travis.
Supervisor, Richard H. Linge opened the meeting at 8 P. M.
The minutes of the last meeting were read, there being no cor-
rections the minutes were approved as read.
The bills for• the month of 3Ma 1962 were read. Motion was made
by Councilman Robinson and seconded by Judge Beatty that the bills
be paid. Motion carried

The name of Robert Laffin was propsed for constable. Motion was
made by Judge Kelly and seconded by Councilman Hait that he be
appointed constable. Motion carried.
Motion was made by Judge Kelly and seconded by Councilman Robin-
son that the name of Ralp# Altonen be re -affirmed for Constable.
Motion carried.
Supervisor Linge prsented the following resolution:
RESOLVED that the office of Deputy Supervisor of the Town
is hereby created and that the person duly appointed to said pos-
ition shall serve without compensation for his duties as such
Deputy Supervisor, and
FURTHER RESOLVED that any person appointed to said office
of Deputy Supervisor shall execute
Clerk of the County of Dutchess an
amount od
and file in the Office of the
offittial undertaking in the
22,000.00 executed by a surety company authorized to
transact business in the State of New York in form satisfactory to t
the Town Board, which approval shall be endorsed thereon, the cost
of said undetaking to be a charge against the Town.
Motion was made by Judge Kelly and seconded by Councilman Robinson
that this resolution be passed. Motion carried.
Supervisor Linge than appointed Malcolm Hait as Deputy Super-
visor.
Supervisor Linge presented a map of Quiet Acres, which contained the
numbers of houses for the purpose of mail delivery.
Motion was made by Judge Beatty and seconded by Councilman Robinson
that the map be accepted by the Town Board. Motion carried.
I. C. B. M. Homes presented a deed of a piece of land to the Town
for a proposed road. Motion was made by Judge Kelly and seconded
by Councilman Hait that this be tabled so that it can be looked
into further. Motion carried
A map showing the Ervin Plan for the following roads was presented-
Chelsea Road, Losee Road, Park Lane, Montfort Road, Widmer Road,
St. Nicholas Road and Maloney Road. These roads are presented at
the present time, but when these roads are completed we can re-
apply for further roads. This plan is to be carried on in add-
ition to.our regular road work.
Motion was made by Judge Kelly and seconded by Councilman Robinson
that the proposed Erwin Plan be accepted as presented to the Board
and that the proper officials of the Town are hereby authorized to
apply to the State for aid on the Erwin plan for improvement of
roads shown on the map. Motion carried
The following resolution was made by Judge Kelly and seconded by
Councilman Hait.
RESOLVED, that the approval of sub-division maps by the Town
Planning Board prior to July 1, 1962, in the resolution adopted at
the last meeting, relative to new road specifications, refer to
the final plot plan,approval by said Planning Board.
Motion carried.
Supertiteor Linge asked Recreation Commission and Planning Board to
send copies of minutes to Town Clerk.
The resolution for Single Assessor was laid on the table for con-
sideration at a future date so that it can be discussed further.

The folliQnng resolution was made by Judge Kelly and seconded by
Councilman Robinson:
WHEREAS the Town Superintendent of Highways has duly re-
commended that purchase of>a 1962 model Dump Truck pursuant to
Section 142 of the Highway Law, and
WHEREAS sealed bids have been received by the Town Super-
intendent of Highways pursuant to Article 5-A of the Gaaeral Mun-
icipal Law and publicly opened and there read and said bids are as
follows:
Hoffman Ford Motors, Inc.
Kohl Motors, Inc.
$2,808.70 net after

NOW, THBEEFORE, the bid of Hoffman Ford Motors, Inco for
said equipment in the amount of net after trade-in allowance of
$2,808.70 is hereby accepted subject, however, to the conditions
hereinafter stated.
The terms of said payment will be as follows:
Trade-in allowance 0
Check drawn on Machinery Fund 2,808.70
Total 2,808.70
The Town Superintendent of Highways is hereby authorized, subject
to the approval of the County Superintendent of Highways, to surrender
to the above named vendor as part payment for the above Dump Truck
to be purchased, a 1955 3/4 ton Ford Pickup truck.
The contract to purchase said equipment shall be in a form
satisfactroy to the Town Attorney, duly executed by the Town Sup-
erintendent of Highways, and such vendor, and when duly approved
by the County Superintendent of Highways, it shall become effective
When such contrqct duly executed and approved, the Supervisor is

authorised to complete such purchase upon delivery of the item pur-
chased in accordance with the terms of this resolution and such con-
tract, and to pay the above amounts specified to be paid by check
or checks drawn on the Machinery Fund, Item 3, for $2,808.70

Mr. Dysard of Circle Drive, Chelsea appeared before Board and asked
iFCircle Drive, Chelsea was an accepted road. Mr. Maneri & Mr.
Mewkill to go over the road and then a letter is to be written to
Mr. Ward Scofield.
Mr. Weinberg stated that Block Dance would be held to June 21st,
charge to be $57.00. Asked hbout payment, was informed that payment
could not be made until after presentation of bill.
Arthur Bisom;--appeared before Board asking about single assessor.
Mr. Brooker appeared before Board presenting petition for changing
name of Park Lane back to original name Sppok Hill Road.
Motion was made by Councilman Robinson and seconded by Judge Kelly
that the name Park Lane by changed back to its originaly name
Spook Hill Road. Mention carried.
Raymond Schlecht and Mr•. Moran of the Swartoutville Civic Association
appeared before the Board stating they would like signs showing All
Angels Hill Road from Route 82. Mr. Maneri stated he would ask the
County about same. He also presented letter from the Association
asking about a Town Dump. The Board stated that this was under

consideration by the Planning.Board.
Mr. Rolleri appeRved before the Board asking about Roads in Quiet
Acres.
Motion was made by Judge Kelly and seconded by Judge Beatty that
the meeting adjourn. Motion carried.
