Recycle Center [R1~~~~w~lf5) TOWN OF WAPPINGER NOV 0 9 2012 TOWN OF WAPPINGER TOWN CLERK Request for Proposals ------..--..-- Operation of Town Recycle Center and Transfer Station The Town of Wappinger is requesting proposals for the operation of its Recycle Center pursuant to a revocable license. The Recycling Center is located on real property owned by the Town on Old Route 9. This Request for Proposals (RFP) provides background information regarding the Recycling Center and sets forth the proposal requirements and the proposal selection process Please note that this RFP does not obligate the Town to select a licensee. Furthermore, the Town can, at its sole discretion, revise the proposal requirements and selection process at any time before awarding a contract to a licensee, or decide to reject all proposals. Background and Objectives: The Town of Wappinger (lithe Town") operates a Town Recycle Center (lithe Center") on a 2.75 acre parcel of real property located on Old Route 9 in the Town of Wappinger, County of Dutchess designated as Tax Parcel 6158-04-519005. The Center is open on Wednesdays and Saturdays from 9:00 am to 12:00 pm and is staffed by personnel from the Highway Department. The Center receives household garbage, household bulk items, recyclables, household waste from construction & demolition and yard refuse. Disposal of commercial solid waste is not permitted. The Center is registered with the NYS Department of Environmental Conservation as a solid waste transfer station and annual reports are filed. The Center also accepts trees, limbs and brush and chips them into mulch which is then provided to Town residents at no charge. Vehicle permits and trash tickets are sold to defray the costs of operation of the Center. The current fee schedule can be found on the Town's website at http://www.townofwappinoer.us/pdf/Recvcle%20Center%20Fee%20Schedule%20Revis ed.pdf. The objective of the Town Board is to find an experienced licensee to operate the Center and provide the same service, or an improved level of service, to the residents of the Town at a lower cost. Under this RFP, the Town will continue to accept trees, limbs and brush at its highway garage and it will chip those materials to create mulch that is available to Town Page 1 residents at no charge. This service which is currently provided at the Center will not be licensed to the vendor under the RFP. Scope of Services for Proposed License Agreement The Town is requesting a proposal for a licensee to operate the Center in a manner comparable to its present operation; however, the Town will retain control of disposal of trees, limbs, and brush, and the distribution of mulch. This operation will be relocated from the Recycle Center to adjacent Highway Garage Property. The Town contemplates that the Center will operate on a "pay as you throw" basis. If a license is granted after this RFP process, the Town will no longer issue permits and dump tickets; that will be the responsibility of the licensee. Proposals for the operation of the Town Recycling Center should include at a minimum: 1. An executive summary that concisely describes the proposer's proposal. 2. A profile of the proposer's company, which shall include: a. The company's size. b. The length of time the company has been in operation. c. A description of how the company is owned and managed. d. The names of the company's owners and officers. e. The company's experience owning and/or operating waste management facilities. Specifically, the proposer must set forth in detail why it is qualified to operate the Center which is the subject of this RFP. f. Whether there have been any complaints, investigations or disciplinary proceedings against or involving the company by or through any New York or federal governmental agency in the last five years. g. Whether there may be any conflict of interest if the Town were to award a contract to the proposer 3. A description of the operation of the Town Recycle center under a revocable license for a period of two years at its current location. The Town reserves the right to revoke the license upon sixty (60) days written notice. Page 2 4. A proposal for a renewal of the initial term of the license. 5. The hours of operations of the Center in the proposal must provide that the Licensee will operate the Center for a minimum of three hours on a weekday (preferably Wednesday) and a minimum of three hours on Saturdays. Such period of operation shall occur between the hours of 9:00 a.m. and noon. Additional hours of operation beyond those stated will be considered when reviewing the proposal. 6. An annual amount the licensee proposes to pay to the Town of Wappinger for the right to operate the Center. 7. Fees proposed for the disposal of the various items of solid waste shown on Schedule A shall be provided. Additional items may be added to Schedule A at the option of the proposed licensee. Said schedule of fees shall be in effect during the initial term of the license. 8. A provision that recyclable materials, including but not limited to glass, plastic, newspapers, cardboard and cans, may be deposited at the Center at no charge. Any limitation on disposal of recyclable items shall be described. 9. A discussion of single stream recycling capabilities for the Center. 10.A description of items which will be prohibited from disposal at the Center. 11 . Identification of how the solid waste from the Center will be disposed of including recyclable materials. 12.A discussion of what materials collected at the Center could be sold, if any, with a projection of the potential revenue generated by such sales. 13.A discussion of the personnel to be provided at the Center, including supervisory review, to assist the public and operate the center. 14.A discussion of complaint resolution and coordination with Town officials to resolve items of concern. 15. The feasibility of providing one day per year when residents can come to the Center and dispose of approximately one cubic yard of bulk materials at no cost to the resident. Page 3 16.A discussion of how fee payment will be administered at the site. The licensee will be required to accept cash, debit cards and credit cards at the Center. Any policy for acceptance of checks should be outlined. 17. A proposed procedure to verify that users of the Center are residents of the Town of Wappinger. (Corporate Seal) 18. Procedures to prevent the disposal of wastes not permitted at the site, such as commercial waste and hazardous waste. 19.An outline of housekeeping procedures to be done at the Center to insure that solid waste is appropriately contained. 20.A discussion of equipment to be used on the site and the energy use of said equipment. At present there is no electrical service at the Center. If electricity is required, the licensee shall be required to pay for electrical usage at the Center and the cost of connection. 21.A discussion of the solid waste containers to be used at the site for collection and transportation of materials off site. 22.A proposed schedule for removal of containers from the Center. 23.A description of securing the Center against unauthorized entry. 24.A discussion of how emergencies will be responded to at the site. 25.A description of insurance coverage to be provided to the Town. 26.Any other information that may aid the Town Board in its review of the proposal. Proposal Submission Requirements Proposals shall be submitted in accordance with the following: a) A preliminary proposal addressing items 1-15 above shall be received by the Town of Wappinger by November 15, 2012, at 4:00 p.m. so that the Town Board may consider the fiscal implications during its Fiscal Year 2013 budget process. A final proposal may be submitted in lieu of a preliminary proposal. b) A final proposal addressing all items listed in the RFP must be received by December 7,2012. Page 4 c) Eight hard copies of each proposal shall be delivered or mailed in a sealed envelope to the Town Clerk, Town of Wappinger, 20 Middlebush Road, Wappingers Falls, New York 12590. The exterior of the envelope shall be marked "Recycling Center RFP" d) Proposals shall be printed on 81/2 x 11-inch paper. e) Proposals shall include the name, address, phone number, fax number and email address of the lead contact person who can be contacted for more information and to whom the results of the proposal evaluations can be sent. f) The Town Board reserves the right to reject any and all proposals. g) Proposals shall not be returned to respondents once submitted. h) All Submitted proposals should bear the legend at the bottom of the cover sheet, in bold type of not less than 12 point "NOT SUBJECT TO FOIL - RELATED TO CONTRACT AWARD PROCESS" i) The Town Board may waive any technical defects in proposals submitted. Standards for Proposal Review While net revenue to the Town of Wappinger and responsibility of the licensee will be the major criteria in the selection of the licensee, the following may also be considered in making the selection: 1. Availability of the licensee to respond to emergencies at the center in a timely manner. 2. Availability of staff at the center to adequately assist residents with items for disposal, implement a work schedule, and carry out all responsibilities. 3. Layout of Center Operations. 4. System reliability. 5. Environmental protections. 6. Energy balance and efficiency. 7. The provision of single stream recycling capability. 8. Recovery of materials; or 9. Overall employment The evaluation of such proposals and the determination of whether a proposer is "responsible" may include consideration of the record of the proposer in complying with existing labor standards and recognizing state and federally approved apprentice Page 5 training programs, and the willingness of the proposer to provide for meaningful participation of minority group in the conduct of the work. During the evaluation of proposals, the Town Board may require clarification of information or may invite proposers to an oral presentation to amplify and or validate proposal contents.
