Public Comment The first resident to speak was Gary Lindstrom. He asked for clarification of the line numbers that the board just voted on to restore back into the budget. Councilman Kuzmicz stated that they are the Buildings and Grounds lines. The next resident to speak was Joseph Incoronato. He suggested a cost analyst be done for the Carnwath Park. He stated that the investments over the years that the town has spent are in the tens of thousands of dollars to support and maintain the property. He suggested looking into other uses for the land, like a Christmas tree farm, a wind energy farm, solar panels or growing a high energy crop. The crop is used to make pellets for pellets stove. He added there should be some kind of goal for the use of the property. He suggested enlisting the help of Cornell Cooperative for suggested use of passive uses. He offered to be a mediator to get the people from Cornell to come and assess the land. Councilman Bettina offered his support. Al Roberts, Attorney to the Town, offered the preservation covenant, that the county has describing the limited use of the land, which will need to be looked at when deciding the use of the land. The last resident to speak was Bill Emslie. He thanked the board as well as Steve Frazier for their support and help at the Dutchess County Sports Museum. He added that with the work that Mr. Frazier and his staff have done the place no longer looks like a dump. He would like to see the work continue and to keep status quo at least at Camwath Park. Councilman Beale questioned if the Winter Fest would be taking place. Councilman Beale added that he would like to see the events there. He feels that the more people that are aware of the park the more ideas may come for the use of the property. He added that he liked the ideas that Mr. Incoronato presented to the board. Supervisor Gutzler added that the board should make a plan for Carnwath a priority in the coming year. Mr. Price added that the Mid -Hudson Road Runners Club is holding the Cross Country Race at Camwath this weekend. IV. V. Buildings and Grounds Motion To: amend 1220.104 A to $5000.00 RESULT: ADOPTED [UNANIMOUS] MOVER: William Beale, Councilman SECONDER: Vincent Bettina, Councilman AYES: Barbara Gutzler, William Beale, Vincent Bettina, Michael Kuzmicz ABSENT: Ismay Czarniecki Resolutions RESOLUTION: 2012-295 Resolution Adopting Preliminary Budget for Fiscal Year 2013 WHEREAS, pursuant to Town Law § 106 (2), the Town Supervisor, as Budget Officer, prepared a Tentative Budget for the Town of Wappinger for Fiscal Year 2013 and has filed the same with the Town Clerk as required by law; and WHEREAS, the Town Clerk has provided the Town Board with a copy of the Tentative Budget for fiscal year 2013 in accordance with Town Law § 106; and WHEREAS, the Town Board has reviewed the Tentative Budget and has made changes thereto deemed reasonable and appropriate and intends to adopt a Preliminary Budget as required by law; and WHEREAS, Town Law § 109 requires the adoption of a Final Budget on or before November 20, 2012; and WHEREAS, the Town Board has previously scheduled a public hearing for the Preliminary Budget on the 5th day of November, 2012 at 7:30 p.m.; NOW, THEREFORE, BE IT RESOLVED, as follows: 1. The recitations above set forth are incorporated in this Resolution as if fully set forth and adopted herein. 2. Pursuant to and in accordance with the provisions of Section 106 of the Town Law, and other applicable provisions of law, the annexed detailed statement of Town of Wappinger Page 2 Printed 11/14/2012 Snecial Meeting; Minutes November 1, 2012 estimated expenditures and revenues is hereby approved and adopted as the Preliminary Budget of the Town of Wappinger for the fiscal year beginning January 1, 2013. 3. The Town Accountant is directed to conform the changes agreed upon by the Town Board during its review of the Tentative Budget and such conformed copy should be filed with the Town Clerk as the Preliminary Budget. 4.
