Supervisor Ruggiero opened the discussion at 7:36 PM. He gave a history of the
Carnwath property, including the acquisition of the property and the development on the Master
Plan. He also explained that he had the opportunity to visit the Pruyn House in the Town of
Colonic back in the year 2000. The first chapter of the Master Plan refers to the renovation of
that historic house. Supervisor Ruggiero then discussed the Master Plan, chapter by chapter.
Councilman Paoloni asked what the significance of adopting the Carnwath Master Plan
was as opposed to leaving it as a guide. Supervisor Ruggiero answered that there is no technical
significance. Adopting it will make it the Carnwath Master Plan as opposed to the Draft
Carnwath Master Plan. He went on to say that the Town was told earlier in the process that you
don't get grants if you don't have a Master Plan. The draft has been submitted with the grants so
far.
Councilman Bettina commented that the Master Plan is a great guide with good ideas.
He does not share the ideas of a bed and breakfast or a restaurant facility. He needs to make sure
that there is an income stream to support this project. Accepting this document, he feels, would
bind the Town to it.
Councilman Beale commended the citizens committee and Friends of Carnwath on the
work they have done. He thinks the property is a gem and the Town is lucky to have it.
However, he also feels that the Board needs to have some total costs for usability before them
before proceeding. There needs to be a process to go out to referendum and decisions need to be
made on those factors. He asked if there is a spending cap on this property or any grant money
that the Town qualifies for.
Supervisor Ruggiero discussed a $350,000 grant for the roof. He noted that the Board
not voting for the roof now may disqualify the Town from getting future grants. Councilman
Beale asked if the Town now qualifies to use the $350,000 grant to move along with the current
bid. Supervisor Ruggiero explained that the Town would have to work with the State. The State
is very upset that the Town took down the decks at the Mansion. He explained the rationale for
not following the requirements set by the State. A $500,000 capital request was put in to
Assemblyman Miller earlier this year. The legislators in Albany still have not passed the capital
portion of the budget.
Councilman Paoloni noted that he doesn't think the Board needs costs for each individual
item in the Plan. Each item stands alone. He believes the Plan should be kept as a guideline
moving forward. If adopted, one could say that the Board included the items in the Master Plan,
therefore, they voted for them. Supervisor Ruggiero asked the Town Attorney, Al Roberts, if the
Town would be bound to the Plan if they adopted it. Mr. Roberts answered that it does not bind,

but it is an indication that the Board is in favor of the components of the Plan. It is a statement
of intent of this existing Board as to the future use of the property.
Councilman Bettina mentioned that a handicapped resident had contacted him about
having handicapped hunting on the Carnwath property. Supervisor Ruggiero commented that he
doesn't agree with making Carnwath a deer shooting range.
Councilman Beale asked if it would be to the Town's advantage to consider the Plan a
"Vision Plan" as opposed to a "Master Plan". Supervisor Ruggiero replied that the Board can
call it whatever it wants. Councilman Paoloni noted that the Town has been fulfilling the
objectives of the Plan without adopting it. He doesn't understand what adopting the plan does.
Supervisor Ruggiero explained the timetable of the Plan. It is a living document that future
Town Boards can amend as the project progresses. Councilman Beale added that the price tag of
$24.2 Million, in 2004 Dollars, is a concern to him. Supervisor Ruggiero replied that the cost
doesn't have to be borne by the taxpayers. The structures are the Town Board's obligation right
now. You can't market buildings that are in such disrepair.
Councilman Paoloni commented that, by not adopting the Plan, you are not throwing it
out. Supervisor Ruggiero discussed the caterer that was interested in using the property. The
Board has the decision to accept the Plan or not accept it and put it on file. He believes picking
and choosing when to go by the Plan and when to not go by the Plan is meaningless, because you
would then be totally disregarding the Plan. Discussion followed.
Councilman Paoloni noted that his vision from day one was a community center similar
to the former IBM Country Club. This Plan doesn't share that vision. He disagrees that the two
buildings are the cornerstone for his vision. He believes that you could generate equal or much
more revenue as a community center. He doesn't agree with the black and white opinion that it is
either garbage and should be thrown away or it should be adopted. He noted occasions over the
past few years in which he was told that he approved something in the Master Plan, in the
Minutes, or in some obscure page that may have been glossed over. For this reason, he hesitates
to put his name to this so that it could be thrown in his face. He would be happy to use this as a
guide though. He mentioned, three or four weeks ago, that the Plan had never been approved in
refute to that type of comment that he approved something in the Plan.
Councilman Beale asked if it is the duty of the Town to build a bed and breakfast.
Supervisor Ruggiero replied that it is not.
Supervisor Ruggiero then opened the floor to public comments. The first resident to
speak was Florence Graff. She commented that there is no reason not to adopt the Master Plan.
Adopting the Plan does not mean that the Town has to do all of the items in the Plan. She
believes the Board should adopt the Plan and fix the roof, using the $350,000 grant. In the
meantime, the basic structure of the building should be repaired. Supervisor Ruggiero explained
that the basic structure has already been repaired and all that remains to be repaired is the roof.
Mrs. Graff also discussed renting out the spaces in the dormitory building. She believes there
should be a separate office for a Carnwath promoter.
The second resident to speak was Concetta Olivieri. Mrs. Olivieri asked what the total
cost of the roof is. Supervisor Ruggiero replied that the bid that is in front of the Board is for
$980,000. The $350,000 grant was again mentioned. Supervisor Ruggiero commented that the
$350,000 is not guaranteed. The Town may be disqualified from that grant. Mrs. Olivieri then
asked how much has been spent so far, not including the purchase price of the property.
Councilman Paoloni clarified that she was asking for just the Carriage House and the Mansion
costs. Mrs. Olivieri confirmed. Supervisor Ruggiero answered that it was $424,000 for the
Mansion and $451,000 for the Carriage House, or $876,000 total. Councilman Paoloni asked if
this was for the Mansion House and Carriage House and if was from the HG fund. Supervisor
Ruggiero replied that it was. Councilman Paoloni noted that he had come up with a total of
$1.0429 Million for this year. Supervisor Ruggiero replied that there are costs in there that are
design costs for the roof. The Supervisor and Comptroller have gone through the list and have
prepared an abstract for Councilman Paoloni. There are certain costs that are not emergency
related. Councilman Paoloni noted that the fund is labeled "Emergency Greystone Repairs" and
he has all of the abstracts. Councilman Beale mentioned that the resident was asking for the total
cost to date and not just for 2007. Councilman Paoloni replied that, for 2007, he has a total of
$1.0429 out of the HG fund. He asked for an explanation of what part of that number was not
for the Mansion and Carriage House. Supervisor Ruggiero then asked the Comptroller, Jean
Gallucci, to go over the numbers. Mrs. Gallucci commented that there are charges in the January
and February warrant that were charged back to December. Councilman Paoloni replied that he
does not have and January or February charges on his report. The earliest charge he sees is
March 6`''. Councilman Bettina asked the Comptroller what the exact number spent year-to-date
is. The Comptroller did not have that number on hand. Councilman Bettina noted that there
seems to be a discrepancy on the numbers and asked for her to get the total for the Board.
Supervisor Ruggiero asked Councilman Paoloni to meet with the Comptroller to go over the
numbers. He commented that the figure the Comptroller has does not add up to the number

Councilman Paoloni has. Councilman Bettina asked what the total Councilman Paoloni had is.
Councilman Paoloni replied that the total is $1.042 Million, but if you wanted to take out the
money for Swartz to design the roof, it would be $983,000. Supervisor Ruggiero stated that,
year-to-date, the total is $983,000. Councilman Paoloni commented that the Swartz money has
still been spent, so it should be counted. Supervisor Ruggiero noted that the resident asked for
the total of the emergency work. Mrs. Olivieri replied that she did not. She went on to discuss
the Toll Brothers Mansions that are going up all over the Town. She asked why the Town
couldn't have some modern buildings like that at Carnwath. Discussion about the testing of the
water at Carnwath followed.
The next resident to speak was Robert Relyea. He was confused about the discussion.
He thought the matter before the Board was the Carnwath Master Plan. Supervisor Ruggiero
commented that the discussions have become blended. Mr. Relyea does not believe that the
Master Plan locks the Board into spending specific amounts of money on specific projects. The
items in the Plan are what can be done if the Town can find ways to do thein. An advantage of
having the Master Plan in place is that it plays an important role in the awarding of grants. The
Town is not going to get grants easily if it can't show where it wants to go with the project and
what the vision is.
The next resident to speak was Alex Reese. He noted that a lot of work has gone into this
property since the purchase. He asked what the alternative was if the Board did not approve of
the Plan. He asked how the Board could put this in front of the people without a vision that the
five members of the Board could stand behind.
Councilwoman McCarthy commented that she was frustrated and worn out by all of this.
If she was part of the citizen's advisory committee that prepared this Plan, she would never
volunteer for another one. She went on to say that nothing gets spent without the approval of the
Board. The adopting of the Master Plan will only show that the Board has a vision. She asked
how they could expect to get someone to invest in the property without a commitment from the
Board to at least accept the vision for the property. Not having the Plan adopted was part of the
stumbling block on the roof project. To not put a roof on the Mansion is the kiss of death. If
there is no roof put on, the Board should spend another $600,000 to raze it. It would be horrible
and irresponsible, but the Board has difficulty making decisions around election time. She
doesn't see a majority looking to protect the investment already made in the building. She went
on to say that she is embarrassed to be part of such a dysfunctional group sometimes. She would
be saddened and disappointed if the Board does not have the foresight to protect the investment.
+r Councilman Beale took exception to Councilwoman McCarthy's comment that the Board is
dysfunctional. He reminded her that he was told when he first took office that the Carnwath
Master Plan had been adopted. In order to adopt the Plan, he feels it should be with the
consensus of the Town Board. The Board should pick one structure to be focused on and made
useful. He is not against the vision, but recommends looking at the total picture.
Councilman Paoloni brought up the historic nature of the property. He asked if it was on
the National Historical Register. Supervisor Ruggiero replied that he believed it is. Councilman
Paoloni commented that he looked at the Register and could not find anything mentioning
Carnwath or Greystone. The only thing he found was a listing of the Wheeler Hill Historical
District. Supervisor Ruggiero answered that the Carnwath property, and the buildings on it, are
the reason that the Wheeler Hill Road area was designated to be a historic district. After a more
in-depth search, the only inforination Councilman Paoloni could find was the name of the builder
and the name of the original tenant. He also discussed the fact that the Board is "grid -locked".
He disagrees with the justification that further money should be spent because other money has
already been spent. He supports the idea of letting the public decide. Councilman Beale added
that he has been receiving calls from residents asking how the Board could spend a million
Dollars for a roof on a building that has no usability or a time -line of when there will be
usability.
Councilman Paoloni cited a section of the Minutes of January 27t", 2007, in which lie
recommended going with the $7,000,000 proposal to build a brand new facility. With this
option, the Town would know exactly what it was getting. It would also benefit as many
w.. residents as possible as opposed to just a handful.
Councilman Beale again voiced his support of sending the topic out to referendum. In a
perfect world, he would love to restore the Mansion at all costs to whatever the Board wants it to
be made. He doesn't know what the Town wants to do with the property. He believes it is
important to know the answer to that before proceeding. He also believes that the Town needs to
increase traffic in the park and improve the public perception. Right now, there is not a good
feeling about the park. Councilman Paoloni agreed with the idea of a public referendum.
Eileen Manning, a Town employee in the Recreation Department, asked when the
referendum would be.
Mr. Reese asked how the Board could send the item out to referendum when the Board
can't come up with a consensus on the vision of the property. Councilman Bettina noted that

there were three Board Members at the last meeting approving a referendum. Mr. Reese again
asked about the vision of the Board. Councilman Bettina and Councilman Paoloni explained
that, once the building is weather -tight, the building will be safe to sit while the Board figures
out what the vision is.
The next resident to speak was Nancy Cito. She agreed with Councilwoman McCarthy
that the Board is dysfunctional. She noted that this is her second time attending a Town Board
Meeting. If this topic goes out to referendum, Mrs. Cito believes that the residents will only see
an increase and taxes and vote it down. Her opinion is that sending it to referendum shows that
the Board does not support the Mansion, what it represents and what the Town wants to do with
it. Councilman Bettina again clarified that the residents are going to decide what is going to be
spent. Councilman Paoloni added that it is reckless to spend $10,000,000 on a building that is
not even on the National Historic Register.
Councilman Beale commented on hearing the word "dysfunction" tonight. He pointed
out that this is debate, not dysfunction. If the Board didn't debate and have discussions when it
came to spending this kind of money, the Board wouldn't be doing its job. He takes this project
seriously and takes it personally to be called dysfunctional.
Councilman Paoloni asked how many meetings the Board has had to discuss the future of
these buildings. Supervisor Ruggiero answered that it was a lot. Councilman Paoloni disagreed
and commented that he counts this meeting as the third. He doesn't feel that the Board has ever
had meaningful discussion on an upper spending limit. He recalls a study from ten years, in
which the buildings were classified as "beyond repair". He asked how buildings could get better
in the following 9 years.
Mrs. Graff asked if the purchase of Carnwath went out to referendum. Supervisor
Ruggiero replied that the Board voted on it without sending it out to a referendum. Mrs. Graff
followed up by asking why the Board was discussing a referendum to have the property fixed.
She explained that by going out to referendum when the economy is in the shape that it's in, and
the cost of living has risen to the levels that it's at, the people will vote against it. The buildings
will then decay. Councilman Bettina and Councilman Beale explained to Mrs. Graff that she is
making the Board's point. The residents are contacting them with the same points and are not
happy.
An unidentified resident claimed that Councilman Paoloni knew that the building needed
to be demolished. He asked what Resolutions he has put before the Board in that period of time.
Councilman Paoloni corrected the resident saying that the memo was written ten year ago, but he
just recently found out about it. Mr. Swartz explained the contents of the letter. In his words, now
the report pointed out that the buildings were in a decaying state. They were not in great
condition. The conclusion of the letter was that Carnwath was a valuable piece of land, and if
the Town wanted to maintain the open space, it was imperative that they purchase it. If they
were going to purchase it, there would need to be a significant amount of money put in for the
maintenance of the structures. He also warned the Town that, if there was no income stream, the
cost would be borne by the taxpayers.
Another resident from the audience commented on the referendum. He noted that the
vote would be in mid -winter. He asked if the roof could withstand the winter and last until the
referendum. Mr. Swartz mentioned a memo that he had sent to the Board which informed them
of the work that had been done. There is no one that can guarantee that it won't hold up. He
wanted to make it clear that his office cannot forecast how the temporary roof will perform and
what impact that will have on the other floors. By not doing the roof right now, he will have to
re -do the bids. It would be spring before a roof could be put on the building.
Mrs. Olivieri asked why this is the first time the residents are hearing about the problems
with the roof. Supervisor Ruggiero replied that it is not a surprise or the first time it has been
discussed. Councilman Beale asked if the roof has been in disrepair since 2003. Supervisor
Ruggiero replied that it has been an issue since 2002. He summarized the work conducted over
the years. Councilman Beale then asked if there was no logical load path back in 2003. Mr.
Swartz replied that there was not a traceable load path. Councilman Beale's point is that the roof
has withstood winter after winter and he does not see what the urgency is. The only new data is
that the Town knows there is no logical load path. Mr. Swartz explained that the knowledge that
there is no load path is the difference. Councilman Beale asked how long the stabilization work Eno
would last. Mr. Swartz answered that, if the roof is maintained, the stabilization work is
timeless. Discussion followed.
Supervisor Ruggiero brought up the topic of the referendum. He asked what the Board is
going to tell the people that it plans on doing with the Mansion. The question is whether the
Board is willing to buy more time for this building. Not fixing the roof guarantees that nothing
will ever happen there. All of the money that has been spent so far will be gone forever.
Another resident from the audience pointed out that the Board voted to purchase the
property for the public good. The Board knows more about the property than the majority of the
population of the Town of Wappinger. The Board does not have the time to hesitate. She asked

that the Board have the courage to vote for the public good, because that is what she feels they
were elected to do. Councilman Beale explained that the Board also has the responsibility to
represent the people that don't care about Carnwath. The resident replied that those people don't
care about the public good or the environment. Councilman Beale stated that he would not
generalize like that. He knows many individuals that are very community conscious and really
don't care about this park. They do other things in the community though.
Mr. Relyea asked how certain members of the Board could vote for the initial repairs in
January and now vote against continuing. Councilman Bettina commented that, at the time of
the Emergency Board Meeting, he was very clear that any further money to be spent will go out
to referendum. Councilman Beale explained that the Emergency Meeting was called because
there was an imminent danger of collapse. Mr. Relyea went on to say that one way of protecting
the public would have been to demolish the building. It doesn't make sense to vote to shore it up
and then, nine months down the road, vote to tear it down. Councilman Beale replied that the
Board has discussed this at length. The first objective was to address the safety concerns. The
cost to tear the building down was comparable to the cost to do the emergency work.
Supervisor Ruggiero ended the discussion and summarized the events. He noted for the
record that Mr. Swartz has put the Town on notice of a dangerous condition that exists in the
roof at Carnwath Mansion. He went on to say that the liability is assumed by the five Board
Members for a failure to act. Mr. Swartz explained that it is not the emergent condition that they
saw in January. Councilman Bettina thanked Mr. Swartz for clarifying. Mr. Swartz further
explained that the emergent situation may exist if there is two feet of snow on the roof.
Supervisor Ruggiero asked Mr. Roberts, since the Town has been put on notice for a dangerous
situation, what would happen if it failed to act. He asked if the Town would be covered. Mr.
Roberts replied that he would check with the insurance company. His immediate opinion is that,
if the Town has been placed on notice and doesn't act, and the building collapses, the Town
would be held accountable. Councilman Bettina noted that the Town is acting by going out to
referendum. Councilwoman McCarthy mentioned that the Town could avoid having an
emergency meeting when the snow comes by repairing the roof right now. Supervisor Ruggiero
asked George Kolb, Director of Code Enforcement, if the building had a certificate of
occupancy. Mr. Kolb replied that it did not. He went on to say that, based on the outcome of the
vote tonight, and based upon the recommendations of the professionals, he cannot guarantee that
the roof is not going to be in imminent danger of collapse if there is a significant snow load.
Based on what he has seen, he has no other alternative, depending on which way the vote goes,
than to repost the building for the upcoming winter season. The reason the building was posted
last time was due to the fact that people were visiting the Museum. He cannot allow that.
Councilman Beale asked if it were correct that, if the Board decides to go out to referendum, Mr.
Kolb was going to post the building. Supervisor Ruggiero commented that posting the building
doesn't have anything to do with the other buildings. In other words, the Sports Museum would
remain open. Mr. Kolb answered that the Town would have to show an alternate path of access
that is out of harms way. Councilman Paoloni commented that he was confused as to whether
or not there was an emergency. if there is an emergency, he recommends shutting the park
down. Councilman Beale added that there is only an emergency when it seems like the vote is
not going to go in a certain direction. Mr. Swartz clarified that he never said there was an
emergency. He stated that he has told the Supervisor and the members of the Board, in no
uncertain teens, that the building is not in an emergent condition. Councilman Bettina
recommended shutting down the park and putting a fence around the buildings, so that the Town
can go out referendum. Supervisor Ruggiero asked if the property is going to be closed off
again. Mr. Kolb replied that he will recommend that to the Board, based on the vote and the
documentation. Supervisor Ruggiero followed up by asking, for clarification, if the Board would
be voting next to fence off the property, including the Museum. Mr. Kolb replied that he has to
do that unless the Town can show a proper means of access to the Museum. Councilman Paoloni
asked why that same decision would be made regardless of the vote. Mr. Swartz clarified that a
vote in favor of the roof would cause construction to commence immediately, resulting in the
area being fenced off for about three months anyway. Mr. Kolb went on to say that, if the roof is
not fixed, and if spring time comes and the structural engineer documents that the building is fine
for the non -winter months, it could then be reopened. In other words, the Museum could remain
open in the wann months. Supervisor Ruggiero asked if there was a specific radius that is the
danger area. Councilman Beale replied that it is one and a half times the height of the structure.
Discussion followed.
Councilman Beale asked if there was pending information that the Board was waiting for
concerning the Carriage House. Mr. Swartz replied that his next question for the Board was
going to be whether they wanted him to continue with the designs for the Carriage House.
Supervisor Ruggiero discussed the specific matter that would be stated in the referendum. The
designs for the Carriage House are very detailed for the purpose of having a specific number for

the referendum. Councilman Paoloni recommended having only the Mansion on the referendum
so that it has the best chances of approval.
Supervisor Ruggiero pointed out that it was clear that the bids were not going to be
awarded for the roof. The numbers for the referendum need to be recalculated. Once the
numbers are put out to referendum, they will become the fixed upper limit. Regardless of
source, not a penny more could be spent on the project without another referendum. The Town
Board will begin drafting Resolutions for a referendum. The Resolutions will need to have
numbers from a professional estimate. Supervisor Ruggiero asked if the number will increase.
Mr. Swartz replied that the costs will probably increase due to the season. Supervisor Ruggiero
closed the discussion at 10:26 PM and moved into the Resolution section of the Meeting.

Resolution Authorizing Bid for Roofing Rehabilitation to the Carnwath Farms Mansion
WHEREAS, bids were opened on September 6th, 2007, for the Roofing Rehabilitation
Project to the Carnwath Farms Mansion by Town Clerk, John C. Masterson; and
WHEREAS, the following bids were received:
E&A Construction Corp. $866,194.00* irregularities as set forth in the letter
report of September 10th, 2007, from The Swartz Architectural Group, P.C. to the
Town of Wappinger
Piazza Brothers Construction, Inc. $894,960.00
WM Manfredi Const. Corp. $960,000.00
Idema Gen Construction Inc. $1,303.277.00
WHEREAS, Donald L. Swartz, RA of The Swartz Architectural Group, P.C. the
assigned architect for the project, has submitted a written bid recommendation to the Town
Board in his letter report of September 10t1', 2007, a copy of which is on file at the Office of the
Town Clerk.
NOW THEREFORE, BE IT RESOLVED,
1. The recitations above set forth are incorporated in this Resolution as if fully set
forth and adopted herein.
2. The apparent low bids submitted by E&S Construction Corporation of
Brooklyn, New York, in the apparent amount of $785,394.00, is hereby rejected
because the firin failed to meet the bidding specifications as identified in the
September 10th, 2007 letter report of The Swartz Architectural Group.
3. The Contract for the Roofing Rehabilitation to the Carnwath Farms
Mansion is hereby awarded to Piazza Brothers Construction, Inc., of
Valhalla, New York, for an amount not to exceed Eight Hundred Ninety -Four
Thousand, Nine Hundred Sixty Dollars and 00/100 ($894,960.00) in
accordance with the bid recommendation letter report dated September 10th,
2007, from Donald L. Swartz of The Swartz Architectural Group, to the
Town Board.
4. Supervisor Joseph Ruggiero is hereby authorized and directed to execute a
contract by and on behalf of the Town of Wappinger with Piazza Brothers
Construction, Inc., of Valhalla, New York, in the form of contract as prepared by
The Swartz Architectural Group, and upon execution of the contract, The Swartz
Architectural Group, P.C. is authorized to issue a Notice to Proceed to Piazza
Brothers Construction, Inc. to commence work pursuant to said contract.

Resolution Authorizing Bid for Roof Reconstruction Asbestos and LBP Abatement to the
Carnwath Farms Mansion
WHEREAS, bids were opened on September 6t", 2007, for the Roofing Rehabilitation
Asbestos and LBP Abatement to the Carnwath Farms Mansion by Chris Masterson, Town Clerk
of the Town of Wappinger; and
WHEREAS, bid were received as follows:
Superior Abatement $137,000
Asbestos Corp of America $144,000
Jupiter Environmental $183,000
WHEREAS, Lawrence Holzapfel, of QUEST, has provided a bid recommendation to the
Town Board
NOW, THEREFORE, BE 1T RESOLVED,
1. The recitations above set forth are incorporated in this Resolution as if fully set
forth and adopted herein.
2. The Contract for the Roofing Rehabilitation Asbestos and LBP Abatement to the
Carnwath Farms Mansion is hereby awarded to Superior Abatement for an
amount not to exceed One Hundred Thirty-seven Thousand Dollars and 00/100
($137,000.00) in accordance with the bid recommendation letter dated September
18t", 2007, from Lawrence Holzapfel, to the Town Board.
3. Supervisor Joseph Ruggiero is hereby authorized and directed to execute said
contract on behalf of the Town of Wappinger.

RESOLUTION: 2007-222
Resolution Adopting Carnwath Master Plan
WHEREAS, the Town of Wappinger purchased a 99 acre estate property, which was
built in the 19t1' century and is located on Wheeler Hill Road in the Town of Wappinger,
commonly known as the "Carnwath Farms"; and
WHEREAS, there was a dedication of the Carnwath Farms project to the People of the
Town of Wappinger during festivities in June of 2003 which established the project as a public
recreation and arts amenity; and
WHEREAS, the Town's goal was to create a new cultural attraction to evoke a lasting
image of the heritage of Wappinger while utilizing Carnwath Farms' rich and varied cultural
history; and m"'
WHEREAS, the Town intends to draw a diverse audience and create multiple attractions
related to the various fon-ns of local arts; and
WHEREAS, the preservation of the site's significant open space was permanently
cemented as a conservation easement was developed to prevent use of a significant and highly
visible portion of the site for construction of residential or commercial structures; and
WHEREAS, the Estate contains several structures including a carriage house, mansion
and a chapel; and
WHEREAS, the Town has planned the long term rehabilitation of Carnwath Farms,
including the rehabilitation of the various structures contained thereon; and
WHEREAS, the Town of Wappinger has received several grants to help defray the cost
of repairs and planning; and
WHEREAS, the Town has retained the firm of Cerliglia & Swartz, registered architects,
to conduct a study to determine the nature of rehabilitation work needed for the various buildings
at Carnwath Farns; and
WHEREAS, Resolution No. 2002-249 was previously adopted on September 91l', 2002,
awarding the contract to prepare a Comprehensive Master Plan for the Greystone Estate
(Carnwath Farms) in accordance with the Proposal for Professional Services dated May l Olh,
2002; and
WHEREAS, Fraser Associates had drafted a Master Plan for the town owned property of
Carnwath Farms in February of 2004; and
WHEREAS, The Master Plan outlines history, opportunities, objectives, and "Kim
development concepts etc.; and
WHEREAS, the Carnwath Farms Master Plan provides an opportunity to preserve and
restore an example of American Landscape Architecture, which was a style created by Hudson
Valley raised Andrew Jackson Downing and influenced an architecture movement; and
WHEREAS, The Town of Wappinger Town Board wishes to approve a Master Plan for
the town owned property of Carnwath Farns.
NOW, THEREFORE, BE IT RESOLVED, that the Town Board has reviewed and
found appropriate to hereby adopt the Master Plan, prepared by Fraser Associates dated February
14`I', 2004.
