Preliminary Budget for Fiscal Year 2008
Supervisor Ruggiero opened the Public Hearing at 7:37 PM. Town Clerk Chris
Masterson offered for the record the Affidavits of Posting and Publication, duly signed and
notarized (These Affidavits are attached hereto and made a part thereof the Minutes of the Public
Hearing).
Supervisor Ruggiero discussed the Preliminary Budget for those in attendance. Nothing
has changed from the Tentative Budget to the Preliminary Budget. If there are no changes to this
Preliminary Budget, it will become the Final Budget on November 20`x', 2007. He then asked for
comments or questions. With no comments or questions, Councilman Bettina made a Motion to
close the Public Hearing. The Motion was seconded by Councilman Paoloni and passed
unanimously. The Public Hearing closed at 7:38 PM.

III. Discussions
1. Comptroller's Office Software - KVS Information Systems, Inc.
Supervisor Ruggiero opened the discussion at 7:40 P.M. Jean Gallucci, the Town
Comptroller, had invited the President of KVS Information Systems, Edward M. Warnke, to give
the Board an overview of their services. This company offers a Software System that is suited for
Local Government offices. Mr. Warnke began his PowerPoint presentation.
Councilman Bettina asked whether the company provided services to any other
municipalities within Dutchess County. Mr. Warnke replied that Beekman and Lagrangeville are
current clients. Mr. Warnke continued with the presentation.
Councilman Bettina asked what the total cost would be for this product. The total price
for this project, including application, training, support, and conversion is approximately
$67,000. This includes unlimited users. The conversion could be completed within a two month
period.
Councilman Paoloni asked whether there had been a competitive study to see how KVS
differs from other companies. Mr. Warnke replied that one had not been completed, but he had
prepared a handout that included the benefits of using KVS Information Systems, Inc. In
closing, Mr. Warnke invited the Board to contact him by email if they have any other questions.
Supervisor Ruggiero closed this discussion at 8:15 P.M.
