Highway Superintendent Comments
Town Highway Superintendent, Graham Foster, notified the Board that there has been an
opening in the Highway Department since August of 2006. That position has been funded in the
2008 Budget and Mr. Foster intends on filling that position. He is also appointing George
Silvestri as the formal Deputy Highway Superintendent.
Supervisor Colsey asked for a motion to appoint Mr. Silvestri to the position of Deputy
Highway Superintendent. Councilman Beale made the motion. The motion was seconded by
Councilman Bettina and passed unanimously.

RESOLUTION: 2008-1
Resolution Establishing Purchase Procedures for the Town of Wappinger
WHEREAS, pursuant to Town Law, the Town Board adopts a budget for the ensuing
year; and
WHEREAS, the Town Board on November 15 2007, 2007, adopted the budget for the 2008
calendar year
NOW, THEREFORE, BE IT RESOLVED, that subject to the provisions of Sec 117 of
the Town Law, where provisions had been made in the annual budget for expenditures for the mum
purchase of equipment, supplies or goods, further approval by the Town Board to authorize the
purchase of such equipment, supplies or goods will not be required provided that such purchases
otherwise comply with the Town Procurement Policy.
BE IT FURTHER RESOLVED, that Town Board permission to seek bids on the
purchase of equipment, supplies or goods pursuant to the Town Procurement Policy will not be
required if any item is purchased through State bid or County bid.

Resolution Reaffirming the Adoption of Rules of the Town Board of the Town of
Wappinger
BE IT RESOLVED, to ensure the orderly conduct of Town Board business, the Town
Board wishes to re -affirm the adoption as set forth in Resolution No. 2006-01 of a set of rules
entitled "Rules of the Town Board of the Town of Wappinger" governing the Town Board.
BE IT FURTHER RESOLVED, that the Town Board of the Town of Wappinger
hereby re -affirms the adoption of the "Rules of the Town Board of the Town of Wappinger" as
the governing rules of the Town Board.

Resolution Authorizing Attendance and Designating a Representative and Alternate to the
Association of Towns Annual Meeting
BE IT RESOLVED, that the Town Board of the Town of Wappinger has authorized
members of the Town Board, Planning Board, Zoning Board of Appeals, Board of Assessment
Review, Comptroller, Town Justices, Town Attorney and employees of the Town of Wappinger
to attend the 2008 Association of Towns Annual Meeting at an attendee population not to exceed
18 persons, and
BE IT FURTHER RESOLVED, that the Town Board of the Town of Wappinger has
determined the purpose of attendance to be primarily educational, shall require all attendees to
attend a minimum of 4 hours of daily educational seminars for the purposes of reimbursable
expenses, and
BE IT FURTHER RESOLVED, that Christopher Colsey, Town Supervisor, is hereby
appointed as the Town of Wappinger Representative and Councilman Beale is hereby designated
as the Alternate Town of Wappinger Representative to the 2008 Association of Towns Annual
Meeting.

RESOLUTION: 2008-4
Resolution Authorizing the Submission of the Supervisor's Annual Report to the State
Comptroller
WHEREAS, subdivision 10 of Section 29 of the Town Law requires that the Supervisor
""" of each Town prepare and file with the Town Clerk within 30 days after the expiration of each
fiscal year an annual financial report accounting for all monies received and disbursed by him,
together with the certificates or certificate of the bank or trust company, and cause a certified
copy of such report to be published in the official newspaper, and
WHEREAS, in lieu of preparing the report required by Subdivision 10 of Section 29 of
Town Law, the Town Board may detennine, by resolution, that the Supervisor shall submit to the
Town Clerk within 60 days after the close of the fiscal year, a copy of the report to the State
Comptroller required by Section 30 of the General Municipal Law and the Town Clerk shall
cause a summary of such report to be published within 10 days after receipt thereof in a form
approved by the State Comptroller in the official newspaper.

NOW, THEREFORE IT IS HEREBY RESOLVED, that in lieu of preparing the
report required by Subdivision 10 of Section 29 of Town Law, the Supervisor shall submit to the

Comptroller required by Section 30 of General Municipal Law and that the Town Clerk shall

Chase, each being a banking institution maintaining banking rooms and offices in Dutchess
County, New York, be and they each hereby are severally designated as depositories of the
monies of this Town, and
BE IT FURTHER RESOLVED, that the Town Clerk be and he hereby is directed to
give notice to each of said banking institutions.

Resolution Authorizing the Use of a Mechanical Check Signing Device for the Signing of
Checks
BE IT RESOLVED, that the voucher order checks of the Town of Wappinger may be
signed with a facsimile signature of the Supervisor of the Town as reproduced by a mechanical
check -signing device or machine provided that the safeguards specified by the manufacturer and
inherent in the operations of such device are properly observed, and
BE IT FURTHER RESOLVED, that a certified copy of this resolution be filed with all
banking institutions which are depositories of the monies and funds of the Town of Wappinger,

RESOLUTION: 2008-7
Resolution Establishing Petty Cash Funds for Various Offices
WHEREAS, the Justice Court has had an increase in its work load and has the need of
having to make change on a daily basis, and
WHEREAS, the Town Clerk of the Town of Wappinger has numerous requests for
expenditures of small amounts of cash for postage, supplies, making change on a daily basis, and
various miscellaneous items, for various departments of the Town of Wappinger, and
WHEREAS, a Petty Cash fund has been established for the Receiver of Taxes, pursuant
to the provision of Section 64, paragraph 1-a of Town Law, which shall be reimbursed to the
Supervisor for advances at the close of each fiscal year, and
WHEREAS, the Recreation Committee has numerous request for expenditures of small
amounts of cash for supplies and miscellaneous items and reimbursement of small expenditures
to various areas of the Recreation program and Maintenance work for the Town of Wappinger,
•— NOW THEREFORE BE IT RESOLVED, that the Town Justice Court, the Town
Clerk, and the Receiver of Taxes are hereby authorized and directed to establish a Petty Cash
Fund, in the sum of $200 each, for the use of said Justice Court, Town Clerk, and Receiver of
Taxes, and the sum of $100 for the use of the Recreation Committee, as provided by Paragraph
1-a of Section 64 of Town Law.

Resolution Authorizing the Recruitment of a Legislative Aide to the Town of Wappinger
BE IT RESOLVED, that the Town Board of the Town of Wappinger has detennined the
position of Legislative Aid to the Town Board to be of vital importance in the matters of, but not
limited to, constituent communications, legislative research and general administrative support,
and
BE IT FURTHER RESOLVED, that such position shall serve at the pleasure of the
Town Board of the Town of Wappinger and be compensated at a rate consistent with the salary
scale as established within the approved Town of Wappinger 2008 Budget, and
BE IT FURTHER RESOLVED, that the Town Board of the Town of Wappinger
hereby authorizes the Town Supervisor and Town Clerk to seek letters of interest and resumes

BE IT RESOLVED, that the Regular Monthly meeting of the Town Board of the Town
of Wappinger shall be held at 7:OOPM at the Town Hall, 20 Middlebush Road, in the Town of
Wappinger, Dutchess County New York, in the evening of the 4"i Monday of each month, or at
such other place or places within the Town of Wappinger as the Town Board shall from time to
time designate.
AND BE IT FURTHER RESOLVED, that the Regular Workshop monthly meeting of
the Town Board of the Town of Wappinger shall be held at 7:OOPM at the Town Hall, 20
Middlebush Road, in the Town of Wappinger, Dutchess County, New York, in the evening of
the 2" d Monday of each month, or at such other place or places within the Town of Wappinger as
the Town Board shall from time to time designate.
AND BE IT FURTHER RESOLVED, that the meetings of the Planning Board of the
Town of Wappinger shall be held at 7:30PM at the Town Hall, 20 Middlebush Road, in the
Town of Wappinger, Dutchess County, New York, in the evening of the 1St and 3'd Mondays of
each month, or at such other place or places within the Town of Wappinger as the Planning
Board shall from time to time designate.
BE IT FURTHER RESOLVED, that when a regularly scheduled Town Board meeting
or Planning Board occurs on a holiday, the meeting or workshop will be held on the following
Tuesday.
AND BE IT FURTHER RESOLVED, that the meetings of the Zoning Board of
Appeals of the Town of Wappinger shall be held at 7:30PM at the Town Hall, 20 Middlebush
Road, in the Town of Wappinger, Dutchess County, New York, in the evening of the 1St
Tuesday of each month, or at such other place or places within the Town of Wappinger as the
Zoning Board of Appeals shall from time to time designate.
BE IT FURTHER RESOLVED, that when a regularly scheduled Zoning Board of
Appeals meeting occurs on a holiday, the meeting will be held on the following Wednesday.

Resolution Designating an Official Newspaper for the Town of Wappinger
BE IT RESOLVED, that the Southern Dutchess News, a newspaper regularly published
in the Town of Wappinger, Dutchess County, New York and having a general circulation in this
Town, and being a newspaper entered as second class main matter, be and the same hereby is
designated as the official paper of the Town, and
BE IT FURTHER RESOLVED, that the Poughkeepsie Journal, published in the
County of Dutchess and having general circulation therein, be and is designated as an additional
newspaper for the publication of Town Notices, subject to the limitations of Section 64,
.... Subdivision 11 of the Town Law of the State of New York, and
BE IT FURTHER RESOLVED, that the Town Clerk be and he hereby is authorized
and directed to give notice of such designation to the publishers of such newspapers.

It is my responsibility to notify you that in my effort to apply the adopted 2008 budget
onto the software system, I noticed a discrepancy between the adopted budget document
and the budget worksheets that I use as the posting standard under the Board's direction.
In the certified budget document circulated by the Town Clerk, under the budget line
A] 21-0. 100 Supervisor -Personal Services, the amount is $114,000.00. In the worksheets.
under the budget line A1220.100, the total amount accounted for is $112.000.00. This
leaves $2,000.00 that I am required to appropriate. This discrepancy prevents the posting
of the 2008 budget since the debits do not equal the credits. I am requesting your
determination as to where you would like this posted. Because of the way that the
official budget was adopted, without a budget modification. it has to stay within the
A1220.100 line as prescribed by law. Following. I provide some options for your
consideration:

Highway Department

Wappinger Highway Department will be in accordance with the C.S.E.A. contract, and

BE IT RESOLVED, that the position of Emergency Services Coordinator was a position
approved by the Town Board of the Town of Wappinger
BE IT FURTHER RESOLVED, that the position of Emergency Services Coordinator
has been determined to be under the jurisdiction of the New York Civil Service Agency and an
examination was offered in December of 2007, and
BE IT FURTHER RESOLVED, that the position of Emergency Services Coordinator
has been deemed of necessity by the Town Board of the Town of Wappinger, and
THEREFORE BE IT RESOLVED, that the Town Board of the Town of Wappinger
hereby authorizes the Town Supervisor and/or his designee to gain a prospective list of
candidates through the Dutchess County Department of Personnel in accordance with the
procedures set forth in New York State Civil Service, and such appointment shall be subject to
personal interview by a majority of members of the Town Board and by Resolution at a regularly

V. New Business
Councilman Bettina New Business
Councilman Bettina asked the Board to consider moving forward with legal proceedings
against the firm that did the reassessment work for the Town of Wappinger. He and the residents
that he represents are not happy with the job that John Watch and MJW did for the Town.
Town Attorney, Al Roberts, discussed the current status of a concerted effort of many of
the communities in the consortium to do something. Mr. Roberts noted that he would rather not
discuss the matter in open session.
Councilwoman McCarthy New Business
Councilwoman McCarthy would like to discuss the Conservation Advisory Committee
and Ethics Board at the next Town Board Meeting
Supervisor Colsey noted that this was an oversight on his part and will be added to the
next available Agenda.
Councilman Paoloni New Business
Councilman Paoloni noted that he had been asking for a Field Utilization Study report for
the fields at Robinson Lane. He was given a report from the Recreation Department, but the
report did not mention fields 5 through 8. Councilman Paoloni asked why those fields were not
on the report and was told that nobody uses thele. The fact that nobody is using those fields is
the reason that Councilman Paoloni was asking for the report to begin with. He asked for a full
report from the Recreation Department to include all fields.
Supervisor Colsey noted that Ralph Holt, Recreation Chairman, would be making a
presentation to the Town Board at the next Town Board Meeting.
Councilman Beale New Business
Councilman Beale noted that he would like the Town Board to take a look at the
possibility to appoint alternates to the Planning Board and Zoning Board of Appeals.
Councilman Bettina agreed that this should be considered.
Councilman Bettina New Business
Councilman Bettina has had several constituents call him complaining about vandalism
in the Town. Supervisor Colsey replied that Lt. Watterson has called and a meeting will be set
up to discuss this matter shortly.
Councilman Bettina also brought up the topic of a dog park. He pointed out that the
residents are very interested in this idea. They would be interested in using Castle Point Park as
a dog park.
