MINUTES OF JUNE 7, 1973 MEETING
Next meeting - July 5, 1973
The regular meeting of the Town of Wappinger Recreation Commission was held
at the Town Hall on June 7, 1973 at 8:00 p.m.
Attending:
Messrs. Hugh J. Maurer, George Schlathaus, James V. Porter,
Richard Garren, Jo~eph Ennesser.
Absent:
Mrs. Alfred Arkell and Mrs. R. L. Eeahan

PUTCHESS COUNTY RED CROSS
Mr. Maurer introduced two representatives from the Dutchess County Red Cross
Mr. William C.. Elack, former Chairman and Donald Thelwell, present Chairman,
who came to discuss their "Learn-To-Swim Program" ahd if it could be co-
ordinated into the Wappingers Summer Program.
Mr. Elack stated that the Red Cross had their budget cut and the town would
have to fund it themselves~ They had the instructors but no place to teach.
Mr. Elack advised the Comm~ssioners that he had been with the organization 17
years and regretted to advise them that the budget had been cut but stated
we will furnish instructors. Last year there were 219 children who signed up
for the swim program at Mt. Alvernia and felt there was a demand from the
residents for their swim program. Eased on this registration we estimate
that it would be approximately $2.20 per child for a two week course, which
would have to be paid for by the Town.
Mr. Thelwell asked how many children will participate and then they could
ar~ive at a definite figure as the above cost was estimated on the 219
children which was village and town combined.
Mr. Maurer said there probably would be that many and asked if they could
operate with a fewer number of children.
A discussion followed trying to estimate the approximate number of children
who might possiblp register for the swim program. The feeling was that
more children might get involved with summer program due to the "Learn-To-
Swim Program". The, question of how old do children have to be and the
representative said that have to be at least school age.
Mr. Thelwell said they could still keep the cost down to $2.20 even if only
100 students came out for program. The two week program would be for 2 hour
sessions, three teachers, 4 classes (25 in each), with one-half hour slots.
Each child would be tested for their swimming abilities and the first session
available is June 26th. The commission declined that date and asked for
other dates available. They were July 9, July 23 and August 6. Mr. Thelwell
will contact Mr. Rogers for arrangements on a date and also to look over
swimming area to be used. He was advised that ropes can be put up to
separate program from regular swimmers at Travis'. Suggested time available
would be from 12:00 p.m. to 2:00 p.m. or 1:00 p~m. to 3:00 p.m.
Mr. Schlathaus stated that Mr. Travis needs 2 Life Guards for weekends (Sat.
and Sun.) preferably girls. Mr. Thelwell took information and would contact
Mr. Travis 'f;Jr send someone there. '

ANGEL BROOK ESTATES
Mr. Thomas Truman, 13 Tor Road, Chairman of Angel Brook Recreation Committee
said we are here in reference to the area the development has set aside, giv~n
to the Town, for future recreation area. What are your plans for this area,
the long and short range?
Mr. Maurer said presently, just mowing and keeping it tidy is what we are
planning to do this year. We sent a mower up there and there was paint cans
and trash and the tractor got broken down from all the debris.
Mr. Truman said the kids themselves have gone in to mow area. What we need
is help in leveling the field.
Mr. Maurer said we would schedule a field trip to see if bulldozing can be
done. We can put in a dozer for 2 to 3 days and yard rake it off. If there's
rock then it would need blasting. We will contact the engineers and get
their approval. Mr. Truman requested to be called when the engineers go to
play area at Res. 297-6154 and Bus. 897-3298. :
Mr. Schlathaus advised the group that there is a pool buried, up in that area.
Mr. Maurer said each year we try ~o put into and inject one of the suggestions
made by Survey Book in each play area.
RE-GENERATION GROUP
The Re-generation Group a~vised the Commissioners that they were going to try
and use Mesier Park or Parker's on Robinson Lane for their all day concert.
The Commissioners advised them if they were unable to get a, place to come
back and they would try to help them.
SUMMER BASKETBALL
The Secretary read a request from Mr. Rogers received by telephone. He has
about 40-45 people ready to start a Summer Basketball program at Martz Field
and would like permission to proceed.
A discussion followed in reference that mesh would have to be put on lights
for protection as it is needed for the summer. A motion was made and approved
for Summer Basketball. Mr. Rogers will be in charge of supervision.
REQUESTS FOR USE OF RECREATION AREAS
Mr. Maurer advised that the Boy Scouts made a request to use Reese Park on
June 12th and June 16th for their "Court of Honor", which was approved. Also,
at this time a discussion followed on who could use Recreation Areas. Anyone
who wishes to use areas should have the Commission's permission and should
contact Mr. Rogers, as he handles schedules.
TRAVIS
The Secretary was advised to write a letter advising Mr. Travis that the
Recreation Commission accepts his offer of $200.00'for eight weeks for our
Summer Swim' programs and we will supply our own life guards for our programs.

Mr. Garren advised that Port-a-toilet was available for $50 per month for
3 months. All in favor for renting. Approved unanimously. Opposed-none.

RECREATION CONSULTANTS
The Secretary was requested to send a letter to Mr. Charles R. Bauerlein, P.E.,
Recreation Consultant's, Inc., Box 307, Spring House, Pa. 19477 requesting he
send us the overlays in different colors, as we are working in conjunction
with the Planning Board for Recreation Areas.
Mr. Steinhaus requested that the commission sent him a memo whenever they
see proposed Recreation Areas. Which the Commission will be glad to do.
Mr. Ennesser asked for approval for a Soft ball Tournament on July 14th and
15th and 21st and 22nd. He was given approval but was. asked to follow-up on
scheduling.
QUIET ACRES
Mr. Porter asked if we are going to have our guys trim-up and pruning our
fields. He advised that there was some fill needed in lower end of field.
Mr: Porter also wanted to go on record about a problem he had at Quiet Acres
field.with a girls softball team. He was with a group of Little Leaguers, who
were working on the field due to the past rain storm. The firls came on the
field and were mad because work was being done on field and proceeded to get
very nasty about it because they could not play ball that night. As it was
they couldn't use field due to fact it much too wet and as a result I finally
asked them i f th~y wanted to get behind a wheel barrel and .help out, at which
time they left.
The following vouchers were approved for payment.
