MINUTES OF MARCH 7, 1974 MEETING

The regular meeting of the Town of Wappinger Recreation Commission.was
held at the Town Hall on March 7th, 1974 at 7:30 P.M.
Attending: Messrs. Hugh J. Maurer,. George Schlathaus, Joseph Ennesser,
Richard Garren, James V. Porter,
Mrs. Raymond Beahan,
Mr. W. Thomas Rogers, Director of Recreation
Before going into the business part of the meeting, the Commission met
with two young ladies from the Town of Poughkeepsie. They were interested
in organizing an "Out of Fun" softball league, which would be, as the
title implies, a fun program, not competitive. They had about 18 players
interested and they were present at Jean Beahan's requ~st, to ask the
Commission's help with registering girls and women from the Town of
Wappinger, 16 years of age and over. If they could get enough interest
in this Town, they would request permission to use our fields and perhaps
some equipment. There would be no monies involved. Tom Hog,ers was
directed to put this in his newspaper column and they would keep in
touch to see what the results were.
Mr. Roy Munab, Vice President of Pop Warner Football League appeared
before the Commission to inquire about funds for the past season's
equipment. He said they were in the red for about $1,400 and were looking
to the Recreation Commission for some help toward defraying this bill.
There was also a bill for electric for the night games. There had been
a lack of communication between the League and the Commission; there
was a figure budgeted for them, but since this was a bill from 1973, Mr.
Mauer explained that he would have to look into the legalfty of paying
it. He told Mr. Munao there had to be better communciation in the future.
Joseph Incoronato, Wappinger Conservation Association presented the idea
of organic farming to the Commission. It had worked successfully in
other localities and they thought it was a good idea. Edgehill III or
Castle Point Area would be good areas for it, they could work on an acre
of land and divide it into 20x20 or 20x40 lots, it would be like the
war time Victory Gardens. The cost would run about $10 per lot to cover
cost of tilling and cow manure, mainly for use of apartment dwellers.
Mr. Incoronato then went on to ask about fill for Fleetwood recreation.
The Commission, with the help of Bill Horton, Highway Superintendent, had
been slowly filling in the area, but Mr. Maurer explained that it would
take a good two or three years to complete it. He said they were doing
'the best they could.

Mr. Rogers gave a report on the winter p~ogram. It had progressed
very well except for the girls basketball and boys wrestling program.
These showed a definite lack of interest and he thought they should be
canceled out of next years program.
He reported damage claims at Wappinger Junior High. Investigation proved
it had nothing to do with Town of wappinger Recreation progr~m.
Mr. Rogers then talked about the summer program. The que~tion of a
swimming program came up and that still remains, a questio:l. Ther'e is
nothing definite on that; Mr. Maurer is working on it; he will check out
the Travis property and see if something can be arranged. Volunteers
are needed at all the summer playgrounds. Parents, adults, anyone
willing to help out and come up with ideas for the playground would be
more than welcome. Mr. Rogers would make an appeal in his weekly column.
The subject of roller skating came up because of recent publicity in
the Town of Poughkeepsie and their program. Mr. Rogers was directed to
pursue this sport for the Town of Wappinger. Although Town of Poughkeepsie
advertised free skating and free skates, it did not seem to be working
out too well, therefore, our program will probably not be planned that
way. However, the members felt that something could be initiated that
could be run smoothly.
TENNIS PROGRAM
A Tennis program was submitted to the members and is on file in the
Recreation files for anyone wishing to read it. The program should be
a good one this year; a schedule has been set up, Mr. Siracusa will be
the instructor. Some equipment had to be purchased and signs had to be
made and erected; Mr. Ennesser was working on this. Sign up procedures
would be posted and also court rules, which probably would have additions
or deletions from time to time. All information would be .in the weekly
column in'the W&SD News; there would be a lot of activity at the Martz.

CORRESPONDENCE
A letter was read by Mr. Garren, addressed to Mr. Maurer from Mrs. Rose
Wells, Wappinger, Park Homes regarding leasing land for recreation. This
was referred to Mr. R~ppleyea, Attorney to the Town for his reply to Mrs.
Wells.
The members of the Commission had received a brochure on the 1974 New
York State 'Recreation and Park Convention and Exhibition, May 5th through
May 8th, 1974 at the Granit Hotel, Kerhonkson, New York. They requested
permission to attend this convention and thi~was referred to Town Board.

Mr. Maurer reported on recreation at Castle Point and mentioned the fact
that all activities would have to take place on the river side of the
property, so there would be no problem of annoying patients.
Mr. Schlathaus made a motion to approve the minutes of the February 7,
1974 Recreation Commission minutes, seconded by Mr. Maurer and unanimously
carried.
The meeting adjourned at 9:50 P.M.
