TOWN OF WAPPINGER RECREATION COMMISSION
MINUTES OF OCTOBER 10, 1974 MEETING
The regular meeting of the Town of Wappinger Recreation Commission was
held at the Town Hall on October 10, 1974. The meeting was opened at
7:40 P.M.
Present: Richard Garren, George Schlathaus, Joseph Ennesser, Mrs.
Alfred Arkell and Mrs. Raymond Beahan.
Absent: Hugh J. Maurer and James Porter
DIRECTOR OF RECREATION
Miss Laura Helion was present and had applied for the position of part-
time Director of Recreation. Mr. Maurer and other members of the
Conunission had previously met Miss Helion and discussed the position
with her. The Commission then appointed Miss Helion as part-time
Director of Recreation until December 31, 1974; her salary would be
the remainder of Mr. Roger's salary for the year. This appointment
would be subj ect to the approval of the Town Board or Miss HeU.on
accepted the position subject to this approval..
CORRESPONDENCE
A letter was received from the Commissioners of the Chelsea Fire House
to the Recreation Commission commending Mr. Viglotti who was the director
of recreation for the summer program. They werc~ very pleased with the
program this year especially that the building was left in very good
shape and we would be welcome again. The Commission requested a copy of
this letter be sent to Mr. Viglotti and Mr. Garren also requested a copy.
A letter was received from the Planning Board re Valley View Farms;
discussion on this was tabled until the following meeting.
A letter was received from the Red Cross regarding t.he Learn--to-Swim
Program conducted this summer at a cost of $2.50 per child, total bill
of $235.00. They looked forward to more children participating next
year. The secretary was directed to send them a voucher for their
signature.
A draft of the new proposed Zoning ordina~ce had been sent to Mr.
Maurer for review by the Commission and their comments on same.
The secretary was asked to inform those members absent that the next
meeting would be Thursday, October 17, 1974.

Mrs. Deborah Ruit was present regarding the secretarial job with
the Commission. She had been interviewed by Mr. Maurer and had been
observed while working at the Horse Show by Mr. Garren, Mr. Schlathaus
and Mr. Ennesser. Mr. Maurer was not present and therefore the
members tabled Mrs. Ruit's appointment; she was asked to attend next
weeks meeting.

Mr. Leif Jensen, Councilman attended the meeting and discussed recreation
with the members. He noted that there were quite a few boat enthusiasts
in the Town and he had visited the Chelsea Boat Club facilities. This
is the only facility in the Town and he felt it should be pursued; they
could try to swap land, make it easier to launch boats. Mr. Jensen was
interested and offered to meet with the yacht people if the Commission
so desired and see what could be worked out.
He then discussed the Schoonmaker Recreation Area with them. Mr. Maurer,
Mr. Schlathaus and Mr. Ennesser had made an inspection of the area and
were not satisifed. Mr. Jensen agreed with them as he, too, had been
making inspections of the area. It was not yet suitable as a recreation
area; it has to be brought up to grade before the 'rown accepts it. He
hoped to have it accepted by next Spring; no equipment could be brought
in as yet, it was still very muddy. Mr. Jensen felt they should stick
with it and make them comply.
He discussed the use of capital bonds for the Commission to use in
financing different projects that needed quite a bit of capital. These
could be presented to the Town Board for approval and then be turned
over to the Attorney to the Town to draw up bonding resolutions. He
said he would discuss it with them whenever they were ready.. They could
be financed over a ten year period.
The next item Mr. Jensen brought up was that he felt the Commission
should be giving jobs to Town of Wappinger people rather than those in
other towns. He noticed from signing vouchers that the address was
other than Wappingers Falls. Some members noted that they did try to do
this and in some instances the people did live in the Town although they
had addresses at different postoffices.
They discussed handball courts. Mr. Schlathaus noted that there was one
at Martz Field and one at Robinson Lane that were meant for that purpose.

PUBLICITY
Mr. Garren complained about the lack of publicity they were getting.
The W&SD News did not seem to cooperate with them. Mr. Ennesser said
he had brought in results from the Horse Show to their office but he
never did see them published. This problem went back some time, they
did not seem to be making much progress in getting Town of Wap~inger
Recreation news printed. They would like to put schedules in the
paper informing the residents what was going on in recreation.
There was no other business to discuss at this time.
