TOWN OF WAPPINGER RECREATION COMMISSION
MINUTES OF NOVEMBER 6, 1975 MEETING
N8xt meeting - December 4, 1975
The regular meeting of the Town of Wappinger Recre3tion Commission was held
at the Town Hall on November 6, 1975. The meeting was o~ened at 7:50 P.M.
Present: Mr. Hugh J. Maurer, Mr. George SChlathaus, Mr. Joseph Ennesser
and Mrs. Laura Zick
Absent: Mrs. Theresa Arkell, Mrs. Jean Beahan, Mr. Richard Garren and
Mrs. Mary Schmalz
ROCKINGHAM
Mrs. Parascandola, Mrs. Alberta Rowe, Mrs. Judy Markbein and Mrs. Nora
Flynn, residents of Rockingham, attended the meeting to ask the Commission
a few questions concerning recreation. Councilman Leif Jensen also attended
the meeting. Mrs. Parascandola wished to know how much money the bus used
for the Roller Skating trip cost the Commission and also how much the
Identification Cards cost. Mr. Maurer explained t~ t they pay $1.09 a mile
for the bus so the total cost. would be about $50 and the Identification
Cards cost approximately four cents a card. Mrs. Rowe said she felt the
Town should cut the luxuries first in the budget. ~Ir. Maurer said that
he does not feel recreation is a luxury as vandalism would be greatly
increased without it. Mrs. Rowe said she felt the people who use the
recreation facilities should pay a nominal fee to cover what is cut from
the budget. Mrs. Parascandola wished to know how much Mrs. Linda ~1ann
is paid for the Women's Exercise Program. Mr. Maurer told her that she
was paid $10.00 a night. Mr. Maurer asked Mrs. Parascandola if she felt
$10.00 a night was too high. Mrs. Parascandola said no, she felt it was
fair pay.
Mrs. Judy Markbein asked the Commission if there were going to be any
benches installed for this winter and she also said she was amazed that
with 400 residents living in Rockingham all they would be receiving is
some benches. Mr. Maurer explained that for this winter all that is
needed is the benches and after all it has only been three months since
the Commission received the deed to the property. Mrs. ~jarkbein then asked
if anything would be provided to insure that children 8 years of age and
under could get across to the playground safely. Mr. Maurer said he felt
that should be the parents concern. The Commission had no say in the
location of the recreation area, Schoonmaker decided where it would be
located. Mrs. Markbein asked if there would be a summer program at the
area. The Commission said probably not this year as there are no toilet
facilities or shelter.
Mrs. Markbein said she wished to know how.the Commission designated the
money to each recreation area. Mr. Maurer explained that it is decided by
what is needed and what is requested by the residents. So far the bigg~st
request from the residents at Rockingham has been for two ball fields.
Mrs. Markbein asked the Commission how the summer program was run and how
they decide who to hire. The Commission explained that each area has a
Director and a few Aids and they always try to hire someone trained in
Recreation for the position of Director and hopefully the Aids are going
into recreation also. Mrs. ~larkbein said that she heard that children
have been allowed to just walk off from the playground area during the
summer program. The Commission said they had never heard of it happening

and they can't improve the program if they don't hear the complaints. Mrs.
~ora Flynn wished to know how someone becomes aware that there is an
opening for a counselor. The Commission eXplained that it is advertised
in the pap~r.
Mrs. Alberta Rowe asked if there were any plans to fence the playground.
The Commission said no, they would rather put the money into facilities.
Mrs. Markbein asked the Commission if they could give an exact date on
when the residents would be able to use the Recreation Area.and what
Would be provided besides the ball fields.. Mr. Maurer said that
hopefully the area would be ready for use in the spring but if the
weather is bad they can't guarantee it. Mr. Maurer said that picnic tables,
swings, slides and a climber would be installed. Mr. Leif Jensen explained
that as years go by there will be other things. Tennis Courts could not
be built as the cost would be tremendous because the area is too wet. Mrs.
Nora Flynn asked if recreation could buy land. fl:r. Jensen said that the
Recreation Commission can't but the Town Board can and a few years ago
they had a chance to purchase 60 - 70 acres with 75% funding and it was
turned down by the voters, so the effort has been there. Management of
the Recreation would have been much easier if it had been under one main
site.
Mrs. Nora Flynn said she felt too much money is expended on baseball. Mr.
Maurer asked Mrs. Flynn what she felt was needed, the Commission is
always looking for new suggestions but so far baseball has been the prime
thing.
Mrs. Markbein said that her daughter attended the gymnastios program and
she was surprised to see only one instructor for 100 children. Mrs. Zick
eXplained that there had been a problem the last three weeks of the
program but she has learned from the experience and it would not happen
again this year. Mrs. Markbein said the progra~ was a good program and
she was pleased that they had it.
Mrs. Markbein asked if there would be softball for the 7 year old girls
again. The Commission said yes. Mrs. Markbein said she was very pleased
with that program. Mr. Maurer said that the main problem is communication
and it is very good when they attend the meetings and let the Commission
know what they want. Otherwise the Commission has no idea how the people
feel. Out of 2,500 survey sheets sent out only a few were ever returned.
Mrs. Markbein asked Mr. Maurer if he would come and speak at one of
their meetings and he said he would be happy to. Mr. Maurer thanked them
for attending the meeting and said he felt they would find the improvements
worth waiting for. If they ever have any complaints they should definitely
tell them to the Commission.

Mr. George Schlathaus motioned to approve the minutes for the October 16,
1975 meeting. It was seconded by Mr. Ennesser and carried. The meeting
was closed at 10:45 P.M.
