1979-04-12 ~.1 (< ". ... TOWN OF WAPPINGER RECREATION COMMISSION MINUTES APRIL 12, 1979 ... The regular meeting of the Town of Wappinger Recreation Commission was held on April 12, 1979 at Town Hall, Mill Street, Wappingers Falls, New York. Mr. Maurer opened the meeting at 7:45 P.M. Present: Hugh J. Maurer, Chairman, Mary Schmalz, Ronald Petro and Joseph Ennesser, Director. and Nicholas Johnson, Councilman Wendy Lecher was present representing the Angel Brook Civic Association, and asked those present about equipment for their recreation field. She was given to understand that there were funds alloted in the budget for their recreation field and, the residents in that area wanted to know what equipment had been provided for them. Mr. Maurer explained to Mrs. Lecher that $300 had been put in the 1978 budget for that recreation area, however, no specific request was received and they assumed that nothing was needed. They did maintain the field and at one time did have swings there, but they had long since disappe~ed. Mrs. Lecher said they did not realize they had to request anything, but frankly they really did not require anything but a level field. Mr. Maurer informed her the field had been fertilized, and would be seeded, but if they desired more work done on the area, he certainly would make every effort to level the field as much as they could. PLANNING BOARD Two letters had been received from the Planning Board--one dated March 21 1979 in regard to Hunt Country Estates (formerly Quail Homes) Recreation. The Recreation Commission had recommended money in lieu of land on this subdivision, however the Planning Board did not wish to accept this and they, in turn recommended lots 13, 14 and 19 as land dedication. The other correspondence dated March 27, 1979 referenced to exemption of the Recreation Commission from site plan approval. They questioned the Town Board on this, wanting to know if they were exempt, and why. Mr. '/ Page .'2 : · Recr. Comm. Minutes 4/12/79 J ._ '" Maurer invited the Planning Board to attend this meeting to discuss these +etters with them. Mr. Victor Fanuele, Chairman of the Planning Board was the only member who attended. A lengthy, sometimes heated discussion was held involving Mr. Maurer, Mr. Petro and Mr. Fanuele. who kept insisting that land should be taken in these subdivision because land would become more and more valuable. The two commissioners and Mr. Ennesser who had previously been a member of the Cmmmission, all differed with him. They had been all through that experience when they sometimes ended up with swamp lands. They all stuck to their opinions and it was agreed that both the Planning Board and the Recreation members should make site inspections together on proposed subdivisions and see if they could agree on the dedications to the Town. Perhaps they could both learn something. They all felt they should get together and air their differences more frequently--that could be a healthy situation and eventually harmonious. FOOTBALL BIDS Fomtball bids had been advertised and sent to three sporting good companies. None were received. Those members present agreed to rebid and Mr. Petro would supply the secretary with additional sporting good companies to send the bids to with the hope that some would bid on the equipment. The opening date was set for May 10, 1979. YOUTH BUREAU A memo was received from Mr. Ryan, Comptroller advising the Commission that they had a problem with a reimbursement due the County for funds received in 1978. A contract signed by the Town on July 6, 1977 was researched and found to be a true fact that $4,054.05, half of the reimbursement received was to be returned to the County. There was no cover letter received with the check and no other correspondence could be found in the Supervisor's files or the Recreation files, there- fore no one seemed aware of it. Nevertheless, the money had to be refunded and Mr. Ryan offered three options to the Commission. One was to wait for the State check and if that was an adequate amount, it could be sent to the County, the second was to take it out of Recreation budget, the third option was to seek permission from the Town Board to transfer the amount from contingency. Mr. Ryan asked for a recommendation from the Commission. paga 3 _ Re~r. Comm. Minutes 4/12/79 '" It was agreed to pick the first option, that of waiting for reim- bursement from the State, and if a sufficient amount was received, it could then be refunded to the County. Mrs. Schmalz was handling these applications for the State and County, but had no available information as of this date on the amount we would receive from the State. Mr. Maurer requested that she meet with Mr. Ryan the following Monday and discuss this with him. This was the first and only time the County had followed this procedu~e, so there would be no problem of this happening again. We learned that we were not the only Town who went through this confusion and had to reimburse the County half of what was received. The problem seemed to be lack of communication, since a contract was signed back in 1977, the refund received in 1978 with no follow up instructions in a cover letter. There was no further official business that could be discussed since there were only thr~e commissioners present. Mr. Maurer set the next meeting for May 10, 1979, in order to send a recommendation to the Town Board on the football bids which would be opened that day'. He commented that he would like to see all the members of the Commission present at the next meeting so that there would be unanimous participation. The meeting closed at 10:30 P.M.
