TOWN OF WAPPINGER RECREATION COMMISSION MINUTES MAY 10, 1979 NEXT MEETING MAY 31, 1979 The regular meeting of the Town of wappinger Recreation commission was held on May 10, 1979, at Town Hall, Mill Street, wappingers Falls, New Yo rk . Mr. Maurer opened the meeting at 7:45 P.M. Present: Hugh J. Maurer, Chairman, Mary Schmalz, Ron Petro, Frank Presti, Vernon Smith and Joe Ennesser, Director. Mr. Maurer was happy to see a quorum at this meeting. FOOTBALL BIDS Bids had been advertised for the second time (the first time none were received). Five Bids were received--Tri-Carr Sports, $1,868.70, Sports Arena, $1,088.50, Kaye Sports, $1,012.50, Raleigh Athle~ic Equipment, $1,291.50, Schuman Army and Navy, $1,090.00. Discussion followed as none of the members were familiar with these vendors, other than Raleigh and Schuman. Kaye Sports was the low bidder and had offices in Kingston. Mr. Petro, as athletic coach at Marist College, had dealt with this firm and found them to be reliable. Mr. Petro moved that the Recreation Commission recommend to the Town Board that the Football Bid be awarded to Kaye Sports in the amount of $1,012.50 as low bidder. Seconded by Mr. Maurer and carried. CORRESPONDENCE A letter was received from Mr. Hawksley, Chairman of the Conservation Advisory Council enclosing copy of a letter from Frances Dunwell, Executive Director of The Center for the Hudson River Valley concerning the possibility of a grant for a waterfront restoration program. He felt this was the realm of the Recreation Commission and asked that they endorse this program with no financial obligation involved. Mr. Maurer directed that this matter be referred to the Town Board for their review and recommendation. The Commission agreed that they would endorse the program on the condition that no financial obligation be involved now or in the future. A letter was received from the Planning Board advising the Commission that a site inspection of the Klein and Alexander Subqivision would be arranged if the Commissioners did not desire the proposed land dedication indicated on the map submitted to them. The Commissioners agreed that they should make a site inspection with the Planning Board and set a tentative date of May 17, 1979 at 7PM when all who could attend would meet at the site. J ." Page 2 Minutes--Recreation Commission 5/10/79 YOUTH BUREAU This subject was not discussed, however, Mrs. Schmalz, commissioner in charge of the applications requested that the following letter be included in these minutes: April 12, 1979 Mrs. Mary Schmalz 7 Edgehill Manor Wappingers Falls, New York Dear Mrs. Schmalz: In response to your phone call, we don't see the return of the $4,054.05 any more than an oversight on the part of the Town of wappingers. The Supervisor signed and received a copy of the contract and agreement to allow the town to receive an additional amount of state aid, the amount dependent on the amount spent up to $7,500.00. You were asked to compile the data and submit it for paYment. You did this and the Supervisor received a letter and a voucher for his signature to approve the submission and allow the county to make paYment. The end result is that the Town of wappingers received $4,054.05 in addition to their direct State Aid to offset expenditure incurred by the youth program. The process of returning one-half has caused some confusion for some municipalities. For this reason, as of 1978, municipalities are no longer required to return the one-half. As to your second point, the amount of state aid the Town of Wappingers receives for 1978 will depend on the claim submitted (with appropriate back-up as explained at the March 14th meeting) to the Youth Bureau for audit. Best, Executive Director This subject had been discussed at the April 12 meeting and the Commission had recommended the option they chose to refund these monies. The Town was waiting for reimbursement from the state and if this amount was sufficient they would reimburse the County. . Pag~ 3 Minutes--Recr. Comma 5/10/79 ANGEL BROOK Mr. Dennis Truett, 24 Alpert Drive, president of the Angel Brook Civic Association was present at the meeting to speak to the Commission on equipment at their recreation field. Mr. Maurer noted that Wendy Lec~r was present at the April meeting and he thought they had resolved this matter. At the conclusion of the discussion at the April meeting, Mrs. Lec~r stated they did not require anything but a level field and Mr. Maurer informed her they would make every effort to level the field as much as they could1 Mr. Truett agreed they did want a level field, but he asked if ib was possible to make the field bigger, make a half way decent baseball field there. Actually there were three requests, l---level field and possible increase the size, 2---a water fountain and 3---could the Highway pave the cul-de-sac at the, entrance to the rec~eation area. Mr. Maurer stated again they would do their best to level this field, as for making it bigger, he had his doubts, as the whole area that was being used did not actually belong to the Town. The third request would have to be referred to Highway. He told Mr. Truett as he had told Mrs. Lecher they should come in to the Commission and request the items they would like to have. Actually the amount set aside was not much but they would endeavor to provide them with some equipment if they desired it. Mr. Truett asked if the maintenance was extra or was it included in the amount set aside for this field. He was informed that maintenance was separate; this was done for all the fields. Discussion followed on the size of the field and what it could be used for. Mrs. Schmalz felt it could be used for soccer, she needed soccer fields. At this point Mr. Maurer informed her they would be able to use Castle Point field for soccer in the near future. However, Mrs. Schmalz felt that this field would be too far to go this year. Mr. Truett concluded his discussion and thanked the Commission for their cooperation. DIRECTOR Mr. Ennesser had received letters from Chelsea Fire District, George Robinson, Sect-Trease granting permission to the Commission to use the Chelsea School Building for their Summer Program. They requested 'that all repairs be made and the building be left in a clean condition. They stated that the 1978 program was livery well received by the Chelsea Children". Also the Hughsonville Fire District, Robert Cacio, District Seer. granted permission to the Commission for their Summer Program. They anticipated major ground work and changes at their field and asked that the Commission move the present back stop and other facilities to another location. They noted also that the metal storage building was in a dilapidated condition. Mr. Ennesser asked permission to expend $125.00 to cover the cost of lining for the Jr. Olympics at Ketcham High School on June 2, 1979, ,) ... "Page 4 Minutes--Recr. Comm. 5/10/79 sponsored by the ~aycees and Jayncees. The Commissioners agreed to expend this money. Mr. Ennesser had received tickets for a Met Baseball Game for saturday July 28, 1979 and would take registrations for 110 children and 12 adults. The registration would be at the Town Clerk's office and all participating would require Town ID cards. No other business came before the Commission.
