RECREATION COMMISSION
JULY 12, 1979
NEXT MEETING---AUGUST 16, 1979
The regular meeting of the Recreation COmmission was held on
July 12, 1979 at Town Hall, Mill Street, Dutchess County New York.
The meeting was opened at 7:45 P.M.

Present: Hugh J. Maurer, Chairman, Ron Petro, Frank Presti,
Mary Schmalz and Joe Ennesser, Director.
Mr. Maurer introduced Frances Dunwell, Executive DiEector of The
Center of the Hudson River Valley, an organizat~on whose prime
interest is to develop access to the Hudson River for municipalities
and groups interested and work with the state for funding of their
projects. Ms. Dunwell had contacted Mr. Hawksley, Chairman of the
Conservation Advisory Council who had,referred her to the Recreation
COmmission and she was present at the invitation of Mr. Maurer to
speak to the COmmission on possible funding for a project on Town
owned lands with possible access to the river.
There were two possible sites, but one was questionable in the matter
of ownership. The one piece of property owned by the Town was at
Chelsea and there was a boat ramp of sorts there for residents owning
boats; however, it left a lot to be desired, and we did have a petition
from boating residents to improve this facility. We did have problems
with the owner of the Chelsea Yacht Club, so 'not much progress had
been made. The other site was at Castle Point, but there was a
difference of opinion on whether we owned frontage on the river. This
land was acquired from the government and carried certain conditions
to retain ownership. One of the Town COuncilmen seemed to think we
owned property by the river and Mr. Maurer seemed to think he was
right, but the Engineer to the Town had presented a map showing the
land owned and it was not near the river. Mr. Maurer thought perhaps
we could acquire this and of course this could be used for our share
of the funding. Ms. Dunwell felt there could be a problem due to the
grade crossing at the railroad tracks since Amtrack planned to close
all gFade crossings: this however, was not a closed issue and she
felt there might be avenues to approach to prevent this happening.
She was very informative and offered all kinds of assistance to the
Commission and stressed the fact that in addition to their cooperation,
they must have the interest and cooperation of the governing body of
the municipality which was the Town Board. She suggested a meeting
with them and the Commission at which time she would show slides of
interest to all. First of all, the COmmission would have toidentify
ownership and map out the possible sites; they would then move from
that point if this was feasible and the organization would step in
and help in contacting the various agencies such,as Planning, DEC
and EPA. A meeting was set for August 9, 1979 with Ms. Dunwell and
the Commission to meet at 6:00 PM at Town Hall and from there inspect
the sites that were mentioned as possible ones to begin a project.

Mr. Petro moved to accept the minutes of June 21, 1979 as submitted
by the Secre-aary and seconded"by Mr. Presti and unanimously carried.
Mr. Maurer reported that he had given a key to Mr. Wayne Holton,
President of Little League for the storage building at the
Schlathaus property. It had been agreed at a previous meeting
. that the League would be allowed to store equipment in one of
the buildings and when Mr. Maurer and Mr. Holton could get together
they would meet and decide where this equipment would be kept. Mr.
Maurer emphasized the fact that the key should be given to their
Purchasing Agent--no one else. He did not want everyone having a
key as this would be shared by the Recreation equipment. He would
clean out a certain section for them. Also Trap Roaki 'was back to
work on double shift and he would be working on them to get dirt
out to Robinson fields.
DIRECTOR REPORT
Joe Ennesser reported that all the playgrounds were in session and
everyone and everything was running smoothly. Hughsonville would
be having tAeir Fair and he would have to move equipment around
and asked that Tom Heady help him. They had started the swim
program and had arranged the time a bit different this year, as
suggested by one of the Directors. Each playground would have two
full weeks for swimming instead of certain days through the program.
The new program at Quiet Acres seemed to be welcome: there were 37
registered ana 25 daily. The Met baseball trip was scheduled for
July 28th: the registration was complete and he would meet with the
chaperones to give them their instructions. School schedules were
being made out and he asked the Commissioners to give him schedules
.if they had any-programs, they wished to conduct at the schools.
There was no other business to come before the Commission
The meeting adjourned at 9:40 P.M.
