RECREATION COMMISSION MINUTES
FEBRUARY 7, 1980
Next Meeting--- March 6th 1980
The regular meeting of the Recreation COmmission of the Town of
Wappinger was held on February 7th, 1980, at Town Hall, Mill Street,
Village of wappingers Falls, Dutchess COunty, New York.
Mr. Maurer opened the meeting at 7:30 P.M.

BASEBALL BIDS
The first order of business was baseball bids which had been advertised
and opened by the Town Clerk on February 7th, 1980 at 2:00 P.M. six
bids were sent out, two were received: Schumann Army and Navy Co. at
$4500.00 and Letterii Sporting Goods at $3,963.00. All members present
looked over the bids. When asked for recommendations, Mrs. Schmalz
noted that she would vote for the low bidder as long as the equipment
was delivered as bidded, not substituees or shortages. It must be the
manufacturer specified in the bid, or equivalent. All present voted
to recomnend that the Town Board award the bid to Letterii Sporting
Goods in the amount of $3,963..00.
CAPITAL IMPROVEMENT REPORT
Mr. Frank Presti reported that he was finishing the report on updating
the Recreation program which included Capital Improvements. He wanted
to meet with Mr. Maurer and the TQwn Board Recreation Committee (~~s.
Reilly and Mr. Johnson) in the very near future. A meeting was set for
March 3, 1980 at 7:30 P.M. at Town Hall.
LITTLE LEAGUE
I'Ll:". !'laurer reported that he was still trying to find fill for the
fields at Robinson Lane as had been promised to Little League. He
was not doing too well at Trap Rockt he had call Ralph Holt f~om the
Little League Association and asked him to try also; if he had any
success he could contact the Commission.

SOCCER REPORT
Mr. Maurer then asked for the Soccer Report which he had requested
at the January meeting from the director of this program, Mary
Schmalz. Just to refresh your memory--the Town Board had requested
a report on the status of the Soccer Program because of conflicting
reports Councmlman Johnson had heard about this program. There had
been a problem due to the so called "philosophy" of this program and
there were two sides. Mr. Johnson had asked for a majority view and
a minority view, if the two existed, and he had requested that they
be submitted at the January 14th Town Board meeting. The Recreation
Commission held their meeting on January 10th, and at that time Mrs.
Schmalz did not have a report, nor did anyone else. Mr. Maurer
requested that they be ready for the February Recreation meeting and
now requested that this report be presented for discussion and then
forwarded to the Town Board. Mrs. Schmalz did not have a written
report ready, but rather a verbal one, and had invited Soccer coaches
to attend and speak on her behalf. This was not. the intention, Mr.
Maurer explained, he merely wanted her report on the status of the
program and if there was no action in this program, why not. She,
however, proceeded to give the whole story which was mainly an her
,\ philosophy" of the program she was running and the ),.\.philosophy' of
the coaches and parents who were on the other side. One being a fun
thing, everyone playing, no real competition, just everyone partici-
pating, whether they had lots of talenf' or a little, or none at all,
and for those in great physical form and those who were not. It was
to be a diversion from the highly competitive program of baseball.
There was a lllfalling outf1 so to speak. of the two minds and conse-
queatly some dropped out of Soccer and conflicting stories arose.
The Commission had had all this related at a meeting back in October
and Bill Haas, one of the coaches using Mrs. Schmalz1s philosophy
was present then, and was also present tonight along with Dave Orsmond.
They commanded Mrs. Schmalz for the effort and hard work and time she
put in to the program~ without her, there would be no program, they
both agreed. Mr. Ennesser brought forth points he felt would help.
Mr. Haas thought they should forget the past events, start in anew,

but to do this, Mr. Ennesser persisted, you have to go over the past

and correct these incidences, so they do not occur again. If this
program is started with the fun play philosophy, then that's the way
it has to continue and all participants---coaches, kids, parents,
must abide by these regulations, otherwise ask them to leave the
program and recruit others. It was decided again, as had been decided
at previous discussions, to have a meeting, but be sure to notify all
that were originally in the program--get them all together and spell
everything out. Mrs. Reilly (Chairman of the Town Board Recreation
COmmittee) stressed lots of publicity should be used to notify the
public of this meeting in.order to involve new people, not just the
original ones involved. Both coaches present, Bill Haas and Dave
Orsmond, were enthusiastic and said they would cooperate. They
would be notified when the meeting would take place, they were told,
and they were urged to spread this meeting date and encourage all
interested parents and coaches to attend.
DIRECTORS REPORT
Mr. Ennesser reported that the winter programs were progressing very
well with no problems. The registration of all the programs had
increased. He announced the start of a new program, that of fencing
for 10 through 18 year olds at Myers COrners School 7:30 P.M. on
February 11th. The fencing instructor was presently instructing
this course at the YMCA. The first session would be primarily
demonstration. No equipment was needed, this would be provided.
YOUTH PROGRAM REIMBURSEMENT APPLICATIONS
Mr. Maurer then discussed the County and State Youth Applications
for reimbursement on some of the recreation progr~~s. Mrs. Schmalz
had been doing this for several years. However, Mr. Maurer felt that
since we now have a new Comptroller, they sould approach his office
to prepare it as it required lots of record searching on vouchers and
payroll, which were kept in his office. He recommended that Mrs.
Schmalz get together with the Comptroller on this, brief him on the
nrocedure, then the three of them would meet to discuss the matter.

TRACTOR LOADER
Mr. Maurer informed the members present that he would like to go to
bid on the purchase of a tractor loader for the Recreation Commission.
This piece of equipment was needed to do the jobs on the fields and
they would save money in the long run. There was a line item in the
1980 budget of $4,000 for tractor rental and this amount could be
used toward the purchase of the equipment plus monies encumbered from
the 1979 budget for this pUrPOse. Those present agreed and the
secretary was directed to send a letter to the Town Board asking
permission to go to bid for the purchase of this tractor.
CONFERENCE
The Recreation Commission wished to obtain permission from the Town
Board to attend the New York State Recreation and Park Convention
at the Nevele Country Club at Ellenville, New York from April 20,
IBrough April 23, 1980 and the secretary was requested to send a
leteer to the Town Board asking for this permission.
There was no other business to come before the Commission.
The meeting adjourned at 9:45 P.M.
