The regular meeting of the Recreation Commission of the TQWnof wappinger
was hEl!ld on November 20, 1980, at Town Hall, Mill Street, Village of
Wappingers Falls, Dutchess County, New York.
Mr. Maurer opened the meeting at 8:02 P.M.
Present: Hugh.J. Maurer, Chairman, Ron Petro, Frank Presti, Mary Schmalz,
Bill Wood, and Joseph Ennesser, Director.
REPORTS
Mr. Ennesser reported that some of the winter programs had started--
Men's Basketball on Wednesday evenings at Wappinger Junior High, Volleyball
would start on Nov. 24th, Monday and Thursday evenings, other programs
would start after the first of the year; he was still searching for
qualified instructors. The Woman's Excercise Program could start, but
he had a problem with matching the instructor.with the available nights.
He was trying to work something out and switch nights with another program.
He set a date of December 14, 1980 at 6PM for the annual Tree Lighting
Ceremony at the Schlathaus Park; he was looking for a Santa Claus. Bill
Wood offered to do the honor and Mr. Ennesser was elated, provided the
borrowed suit from Connie Smith would fit him!! Mr. Ennesser would get
together with Mr. Wood to make arrangements for the program. The secre-
tary was asked to invite the Town Board, Town Clerk and Officials and
all employees, as well as contact the three fire companies so they would
spread the work throughout their districts of the coming event.
Mr. Presti Eeported on the property they had leased from Evanowieta which
the Town Recreatmon 'WOuld use in conjunction with the events at the

Schlathaus Park. An agreement had been signed for the consideration
of $1.00 to use the parcel of land for parking and also to erect a
sign listing future events. A copy of the agreement had been sent to
them, however, Mr. Presti felt it would be more binding if a check in
the amount of $1.00 was also sent and asked the secretary to check
this with the attorney, and if advisable, have the Comptroller's office
send the check on to them. He and Mr. Ennesser had met with the owners
and they were receptive to a sign as previously mentioned.
Mr. Wood reported on the progress of the Little League on their plans
at Robinson Lane. The Town Board had approved an expenditure of $6,500.
on certain items~ however, Mr. Maurer had been conaacted by Mr. Holt
regarding two back stops, and his recollection was that they had been
promised one back stop, not two. He then presented the original list
and found that it was one back stop. Mr. Wood was asked to discuss this

with Mr. Holt.
Mrs. Schmalz reported that she had attended a conference in Albany,
Handicap Side By Side, relating to conforming playgrounds for the use
of the handicapped. On October ~9th, she attended a Seminar an Fahnestock
on Grants, and on November 15th, she attended one on Open Space and
Recreation and presented Policy Proposals for the 80's by Dutchess County.
Mrs. Schmalz also reported on the status of the condition of the barn
on Montfort Road that had been requested of her a few months ago. Mr.
Richard Crowley, Architact, had inspected the barn on October 3, 1980
and ,gave a report on same. There were no cracks vicible in the block
walls and the masonry work was in sound condition. He recommended the
alterations that could be made to make it usable.

There was money in the budget that could be used to repair the roof
just to the point of preservation---make it leafproof, extensive work
would have to be done over a ,period of a few years. Mr. Maurer then
recommended that Mrs. Schmalz look into costs of minor repairs to the
roof.
APPOINTMENT
A vacancy still existed on the Commission: Mr. Joseph Mastroianni had
been interviewed a few months ago and had made a favorable impression
on the members of the Commission., He was a senior citizen, but a very
active one, had a cultural paokground, also knowledgable of working
budgets, and his wife was still involved with the County Senior
Citizen Office. He was available during the day, and not hesitant to
offer his services in whatever field the Commission deemed necessary.
Mrs. Schmalz moved to recommend the appointment of Joseph Mastroianni
as a member of the Recreation Commission, to fill the vacancy that had
occurred by the resignation of Jean Beaham. seconded by Mr. Presti and
unanimously carried.
The secretary would forward this recommendation to the Town Board for
action at their December 8th meeting.
CORRESPONDENCE
A communication from the Planning Board re the willow Brook Subdivision
was received for comments from the Commission on the recreation site.
The members did not agree with the choice of the P&anning Board but
preferred a site near the Sprout Creek and Mr. Presti said he would
contact the Healbh Department to determine if there was pollution in
the Creek and what plans, if any, were being made to correct the

pollution, if it existed. He had also heard the County was auctioning
Airport Park, and would try to get information on this matter and then
determine if the Town would be interested in its acquisition. This
property could be a possible recreation site for the Town once the
pollution was disposed of. It was worth thinking about and the members
of the Commission agreed the matter should be researched.
The secre~ary informed the Commission members that a meeting had been
set for discussion of Conservation Subdivisions with the Town Board, the
Planning Board and the Recreation Commissmon on December 15, 1980.
Mr. Maurer directed the secretary to send c:->pies of a local law
establishing bridle paths or horse trails which had been adopted in
the Village of Old Westbury, to the Planning Board and the Town Board
for their information and comments.

Mr. Presti moved to adjourn the meeting, seconded by Mrs. Schmalz and
carried.
The meeting adjourned at 9:30 P.M.
