The regular meeting of the Town of Wappinger Recreation
Commission was held May 6, 1982 'at the Town Hall, Mill Street,
Village of Wappingers Falls, Dutchess County, New York~
Mr. Maurer opened the infor~al meeting at 7:43.
Present: Hugh J. Maurer, Chairman, Joseph Ennesser, Joseph
Mastrioanni, Mary Schmalz and Town Board Member Frank
Versace.

VANDALISM
Mr. Maurer mentioned that there has been a lot of
vandalism at Martz Field specifically breaking the locks off and
breaking the water fountain. He stated that the fountain has been
repaired twice.
Mrs. Schmalz mentioned ~hat we have money set aside in
the budget for alarms to be installed on the buildings at Martz
and Robinson Lane~ She said they work well at the Pop Warner Field
House. It was suggested that she give Mr. Maurer the name and phone
number of the person who installed the alarms at the Pop Warner field.

OPEN MEETING WITH QUORUM
Mr. Bill Wood arrived at 7148 and Mr. frank Presti
arrived at 71-50. Since this constituted a quorum the meeting was
opened.
MINUTE~ Of MARCH 25TH
Mrs. Schmalz objected to the portion of the minutes of
the March 25th ~eeting concerning the informal meeting and Little
League Contract. Mr. Versace reported to Mrs. Schmalz that the contract
was between the Town and Little League and has nothing to do with the
Recreation Commission and that it was shown to us as a courtesy.
When asked what her objection was Mrs. Schmalz stated she
was making ~n effort to get private funds not tax dollars or municipal
funds. Mr. Versace asked why she did not appear before the Town Board
with this information. If she has any way to get funding she should
come to the Town Boar~.
During further discussion Mrs. Schmalz stated she had a
tape recording of the March meeting. It was stated that the Commission
was not aware that she was making a private tape and all felt this was
a violation of privacy. It was further noted that the only tape
recording allowed at the meeting was for the secretary's purposes.

Mr. Versace questioned Mrs. Schmalz regarding copies of the
contract which she had made during the March Meeting. He also stated
that she has to figure "which hat she is wearing" and follow procedures
regarding town material. Mrs. Schmalz would not answer Mr. Versace's
question regarding why she had made the copies, as a private citizen
or a member of the commission.
Mr. Presti questioned what Mr. Johnson referred to
regarding Airport Park and Sprout Creek.
A: motion was made by Mr. Wood seconded by Mr. Presti
to accept the minutes as originally written. Four (4) were,~n favor
Mrs. Schmalz opposed to Little League section. 7.
DIRECTOR~S REPORT
Mr. Ennesser reported that all the winter programs are
finished.
He is now reviewing applications ,and setting up the
summer programs. He said he has 11 people returning and only needs
4 or 5 new~peop~e_ The swim program is set and the contract set up.
Information has been received on the Midget Met Program
and the Secretary:.othas been requested'" to get possible dates ..for the
trip.
The trees have been received and they will be distributed on
May 15th from 9 - 12 at Martz Field.
Summer concerts are set with 4 concert dates involving
3 different organizations. They are as follows:

Mr. Ennesser has the contracts and asked if ~here were any objections
to the prices. All were in favor and all authorized him to go ahead
with the contracts.
ROCKINGHAM fIELD
This Saturday, May 8th, Mr. Ennesser will be working on the
all purpose field at Rockingham and noted that money was needed for a
backstop. After a discussion Mrs. Schmalz suggested we use the football
money since they have had to cut back from 6 to 4 teams and won't be
needing much equipment. Anothers~ggestion was made that funda be
used from Reese Park. Mr. Wood ~ade a motion, seconded by Mr. Presti
to pursue the backstop a~d get the money from one or more of the
accounts.

CHELS~A PLAYGROU~D
Mr. Maurer and Mr. Ennesser met with the Chelsea fire Commissioners
regarding the Chelsea Playground. It was suggested that we request
a "Playground" sign to be installed. The fire Co, also requested a
"Jonny on the Spo~". .
CHELSEA BOAT RAMP
After a discussion regarding the parKing problems at the ramp
site, it was suggested a letter be written to the Zoning Board
requesting the legalities to install "No Parking" signs on ~e
boat ramp side (eastern side). .'
Mr. Maurer has talked to Mike, owner of the Marina. He said
Mike has parking facilities and would charge and direct the parking
if we would sanction its use.
After a discussion ,on the boat ramp, it was suggested that Mr.
Presti and Mr. Wood get together and make up a draft to get to Mr
Lapar. If it is okay then we should go to bid.
fLAG POLE

Thera was a discussion regarding the flag pole at Schlathaus.
A decision was made to have it surface mounted and put a stone in
later. Mr. Versace mentioned that maybe Trap Rock would donate the
stone..
CHELSEA RECij~ATION AREAS
Mr. Ron Montalto of Chelsea attended our meeting and was concerned
w~th the lack of recreational facilities in that area.
After a discussion regarding the basketball courts (resurfacing
and fixing the rims) and plans for developing Castle Point, it was
suggested he write up his ideas and view points for improvement and
then get back with us.

Mr. Mastrioanni mentioned that there were many interesting meetings.
He noted that there were many educational meetings on elderly or ill.
H~ attended the State Program on Elderly and brought back information
on "The Operation of State Aided Recreation Programs for the Elderly" to
be distributed to the members~
LITTLE LEAGUE OPENING
Mr. Mastrioanni attended the ceremonies and was very impressed.
Me also mentioned that he invited Mr. DeMatteo to attend to see the
park but he was unable to attend.

TENNIS
Mr. Maurer has asked Martin Wylde about re-surfacing ths tennis
court. He has done a job at Marist and was asked to give us a run
down for our courts. It was suggested that we send this report to
Rudy Lapar to see if it is okay. If so prepare it to go for bid.
CAPIT~L PLANS
Mr. Presti mentioned that there was a lot of money received
in lieu of land and we should get started on some recommendations.
It was suggested that we have a meeting at the Barn on Monday,
May ~7th at 6:30 to make some notes and go from there.

REST ROOMS
Mr. Wood mentioned that the rest rooms at Robinson were a mess.
He said Little League would paint them if we got the paint. Mr.
Maruer said the paint was already there. Mr. Maurer mentioned that
blacktop ramps have to be made at the rest rooms at. Robinson and
we will have to see about enlarging the doors for wheelchairs to
enter the rest room facilities.
RANGER RICK
Mrs. Schmal~~~id that the High School age Ranger Ricks would
like to take a trip to Albany and she asked Mr. Ennesser .about school
buses for transit.
SOCCER
Schedules for the big boys were given to Mr. Ennesser with the
starting date to be Saturday, May 8th. There are no problems with their
fields.
The under 12 age-group has problems since the entire staff is
gone and vandals at the Jr. High have completely destroyed the goals.
Mr. Ennesser will put a request in the paper for volunteers for this
group.
LITTLE LEAGUE
Little League opened the 27th and everything is running smoothly.
They are lining fields again this year.
Mr. Wood reported that Little League obtained 13 55-gal drums from
Fairchild for garbage. He also said he would try to get some for Castle
Point. The secretary was also asked to call Boye Galioto to deliver a
dumpster to Martz Field as soon as possible.

Fencing was discussed for the Girls Field.
CORRESPO~DENC~
. Received a letter from Robert Peters, Deputy Bldg. Inspector
regarding garbage and junk dumped on property at 17 Fl~etwood
Drive (corner of Kretch Circle). Mr. Maurer said it ~as checked
out and looks like it is the neighbors and not up to us.
Received a letter from New Hackensack Fire Company requesting
use of the town property on the corner of Myers Corners Road and
All Angels Hill Road for parking space during their 4th Ann~al
Bavarian Festival on June 11, 12 and 13. All were in favor:' and
it was requested that the secretary send a letter so stating.
Meeting was adjourned at 9:50.
