County Youth Bureau is requesting your attendance at an In-
formational Meeting and Proposal Writing Workshop on:

*Alternate date: Friday, July 13th, 3-5 PM
At this time, the 1985 Request for Proposal (RFP) will be
be distributed. It will not be mailed to you this year.
Because the NYS Division for Youth is requiring a full,
detailed narrative proposal, we will also provide training in
preparing the program application.
As you can see, your attendance is especially important.

TOWN OF WAPPINGER - RECREATION COMMISSION
JUNE 21, 1984
Next Meeting July 19. 1984
The regular meeting of the Town of'Wappinger Recreation Commission
was held June 21, 1984 at Town Hall, Mill Street, Village of Wappingers Falls,
County of Dutchess New York.
Mr. Maurer called the meeting to order at 7:55 p.m.
PRESENT: Hugh J. Maurer, Chairman, Robert Blose, Director, Joseph
Mastroianni, Frank Presti, Bill Wood, and Mary Schmalz.
The minutes of the May 31, 1984 meeting were approved on a motion
by Mr. Wood seconded by Mr. Presti with the following correction. Page 3 under
Barn the following sentence be added "The Commission voted 4 to 1 to go ahead with
the project." All were in favor.
DIRECTOR'S REPORT
Mr. Blose reported the following:
1. The playgrounds will open on Monday, June 25, 1984 and will
close on August 17, 1984. Most supplies are in. Canopies have been purchased.
There is a huge turn out for Hughsonvi11e Playground Swimming. The program runs
from 9 - 3 Monday to Friday. We are planning trips to the Roller Derby, have
plays scheduled by CERT and hope to have some bowling.
2. Concerts to be held at Sch1athaus Park are scheduled for 7
consecutive Thursdays beginning at 7:30. The dates are as follows:
7/12 D. C. C. Jazz Band
7/19 Sweet Ade1ines
7/26 Riverbank Banjo Band
8/2 Mid Hudson Philharmonic Dixieland Ensenb1e
8/9 A concert of Magic
8/16 Dutchess Community College Jazz
8/23 Nick Seeger Quartet
Mr. Maurer questioned whether someone should be booked with the
Sweet Ade1ines to round out the evening but Mr. Blose said they were diversified
this year and that they knew they were performing alone.
3. The Wet Head Concert was good but the crowd was disappointing.
There was a discussion as to whether indoor concerts are worth the cost of
having them. Mr. Blose mentioned that he had spoken with a lot of Recreation
Directors and they feel that "free con~erts are not the way to go".

4. Mr. Blose questioned the form which is currently being used at
registration for the playgrounds entitled "Permission to Leave Playground." He
felt that by using this form we are opening ourselves to problems and assuming
more responsibility than we can handle. It was decided that we forward this to
the Attorney for the Town for his comments.
Mr. Stoller arrived at 8:20 p.m.

The basketball hoops are in. Mr. Blose will put the ones up at
wait until after the courts are blacktopped to do the ones at
suggested pictures be taken when they are put up.
SENIOR CITIZENS
Mr. Mastroianni mentioned that the Senior Citizen Trip to Kutztown
Pa. is scheduled for July 5th. They are also planning a trip in August.
TOWN HALL
Mr. Mastroianni attended a meeting on the proposed Town Hall. There
are some changes in the funding so it is still up in the air about the Senior
Citizen Recreation Room. Mr. Maurer mentioned there is no recreation office
included in the plans.
BARN
Mr. Presti will pull together a package on the barn to present to the
Commission. The Commission will hold an informational meeting on July 19th to go
over these recommendations.
BLACKTOPPING
The bids for blacktopping Martz Field Basketball Court and Chelsea
Basketball Court. are due in on June 28th. The secretary will contact each
member after the bids are in to get their recommendations. A recommendation will
then be given to the Town Board for them to follow through on.
LITTLE LEAGUE
Mr. Wood mentioned that:
1. R-4 is now dry and asked if it could be mowed. Mr. Maurer
said that it had been too wet for the tractor.
2. He has a place where we can get 25 - 30 barrels at no cost.
The only problem is that we have to fill the barrels with water and dump them
on their site because they had alcohol in them. We are to contact Mr. Ron
Friedman at 297-5679 to set up the time.

SOCCER
Mr. Stoller met with Mr. Fran Donofrio concerning setting up a Town
Soccer Program. Mr. Donofrio has been involved in soccer programs at various
levels in Town of Poughkeepsie and State. Both Mr. Stoller and Mr. Donofrio hope
to have a fall program. On Monday June 25th Mr. Donofrio, Mr. Blose and Mr.
Stoller will look at town sites to find a suitable field. Mr. Maurer mentioned
making use of Castle Point Fields. Mrs. Schmalz mentioned that if it is Club
Soccer it is independent of the Town.
Mrs. Schmalz mentioned that the soccer goal at the Jr~ High is
broken (again). Someone from the Jr. High will take the goal to the Highway
garage to be fixed.
Adult soccer is going well. Mrs. Schmalz mentioned that she has so
many teams they might have to go 4 nights a week instead of 2.
Mrs. Schmalz will attend the Youth Board Meeting on Wednesday July 11th.
Mr. Stoller questioned a master plan for recreation. Mr. Presti
asked what the money received in lieu of land is to be used for. Mr. Maurer said
the first priority is a pool. Mr. Stoller and Mr. Presti will get together and
develop some new plans for a swimming pool.
Mr. Maurer mentioned the following:
1. The cost for a lawn mower needed for commercial work is up
to at least $800.00. There is only $500.00 in the budget and he asked the members
if there would be any objection to using the money left over from the purchase
of the "flail mower". There were no objections.
2. The fields need more seeding and that they are 1 - 2 weeks
behind in mowing because of the rain. One of the mowers is also not working.
3. He ordered chemicals for the ponds at Kent Road and Rockingham.
They will be in around June 22nd. The copper sulfate is a killer not a preventative.
Mr. Stoller questioned this procedure and was told that it was Town property and
we have the D.E.C. recommendation to apply twice a year.
BLOCK GRANT MONEY
Mrs. Schmalz wanted it on record that she is in favor and that the
Commission should recommend that the Block Grant money be used in the water district
first. If the money cannot be used there the second priority should be to make
handicapped and Senior Citizens facilities in the barn. Mr. Presti seconded the
recommendation. All were in favor.

PHONE AT CHELSEA
The Secretary reported on costs for a phone to be installed at
Chelsea Schoolhouse. The basic single line installation would be $165.75
with a monthly charge of $14.26 if we install the jack. If they install it
the charge would be $19.13 a month. A semi-public telephone installation would
be $285.00 with a monthly charge of $45.00. The Commission will look into
something else.
PORTCO APARTMENTS
The Secretary called Planning Beard regarding the above Apartments
and was told that no recommendations were required from us. The map was just
for our information.
HERRINGTON HILLS SUBDIVISION
After making a field trip and reviewing the subdivision maps, the
Recreation Commission recommended that we ask for Lot #1 (about 2 acres) as
partial consideration of the dedication and the balance in money or services.
All were in favor. The Park would have swings, slide and 1/2 basketball court.
The meeting was adjourned at 9:20.
