TOWN OF WAPPINGER RECREATION COMMISSION
MINUTES - JULY 19, 1984
NEXT MEETING AUGUST 16, 1984
A Special Meeting regarding the barn was held Thursda y, July 19, 1984
at Town Hall, Mill Street, Village of Wappingers Falls, Dutchess County, New
York.
The meeting was called to order at 8:00 after the meeting with the
Town Board on the Citizens Advisory Report. The following persons were present:
Hugh J. Maurer, Chairman, Joseph Mastroianni, Frank Presti, Mary Schmalz and
Herb Stoller.
Mr. Presti presented a package of information on the barn which is
attached to the original of these minutes. Included in this package is
"What has been done, A Memo To Town Board, reconnnendations short range and
long range potential."
After reviewing the information it was_decided to submit the package to the
Town Board for their reconnnendations. Mrs. Schmalz requested that a copy of
the letter from Richard Crowley, Architect be attached.
Mr. Stoller said we should itemize and priortize the items we want
to accomplish and go to the Town Board with this list.
Mrs. Schmalz agreed that a full time maintenance director is needed
and that perhaps living facilities could be included as part of the salary
using Schlathaus.
MrQ Maurer requested that each member review the report of the
Citizens Advisory Connnittee and at our next meeting connnent on each item
and make reconnnendations. He also mentioned that we should start focusing
on the 1985 budget.
Mr. Stoller mentioned that at the first soccer registration only
20 children signed up. He felt that a lot of children were reluctant to
change their leagues.
Mr. Stoller also mentioned that the current sign up for tennis,
which is driving over to the courts the night before to sign up, should be
changed. He felt it was inconvenient for residents living any distance from
the courts. He suggested that perhaps people could call in 2 or 3 days prior.
All were in favor and thought is that he should contact the Town Clerk about
having her office do this.
Mr. Mastroianni asked that a letter of appreciation be sent to
Ronald Petro thanking him for his work on the Connnission and wishing him
success in the future. All were in favor of this being done.
Mrs. Schmalz mentioned that she attended a Youth Board meeting
on July 18th.

Mr. Maurer mentioned that the Commission was requested to attend
a meeting of the Planning Board on July 23rd at 8:00.
Mr. Stoller showed the Commission a newspaper clipping regarding
2 groups being awarded contributions mandated by a recent settlement between
the Exxon Corp. and the New York State Fishermen's Association.
The meeting was adjourned at 9:40 on a motion by Mr. Presti
seconded by Mr. Stoller.

A Special Meeting was held July 19, 1984 with the Recreation Commission,
Town Board and Citizens Advisory Committee regarding the Report prepared by
the Advisory Committee submitted to the Town Board on July 16, 1984.

Mrs. Ballard mentioned that the Recreation Commission Members serve
without pay and are volunteers but that the ultimate responsibility of
recreation is with the Town Board.
Mr. Versace asked each person for their comments on this report.
Most thought that a full time maintenance director was necessary for
better upkeep of the playground grounds and equipment.
Mr. Mastroianni mentioned that we should do a study of other Town and
County programs and shouldn't compete or duplicate their programs. He also
mentioned a co-operative understanding with the village.
Mr. Presti showed the Town Board our Recreation Bulletin. Most were
not aware of it. Mr. Stoller suggested it be sent out with the tax bills but
Mrs. Schultz mentioned that a lot of tax bills are sent to banks to be paid
out of escrow.
Mrs. Schmalz had no comment at this time.
Mr. Incoronato made mention that the maintenance of the areas was bad.
He pointed ou~ that Castle Point aeeds more clay, and the boat ramp is in
need of repairs. He then stated that Reese Park is a haven for speeders and that a
locked gate should be installed. He mentioned that 1 or 2 people on the
Recreation Commission do all the work and that there should be some areas of
responsibility.
Mr. Maurer said the ,report was very accurate and at a later date he
would like the Recreation Commission to sit and go over the items as to why
or why not certain things were not done.

Mr. Stoller agreed with the need for a full time maintenance director
and mentioned the need for parking facilities at the boat ramp. He also
agreed that we should keep in contact with the County about their programs
and facilities.
Mention was made that the Sch1athaus building or the barn be a
recreation office but Mr. Stoller felt there should be cooperation with the
Town Board and we not be kept separate from Town Facilities.
The floor was turned over to the audience and Mrs. Schultz said that
for a Town of this size the facilities are pathetic. The Recreation areas
have a lot of weeds and the equipment is in bad shape. She also mentioned
vandalism ahd felt that it could be controlled to some extent if people were
interested in their parks and would call authorities if they notices vandalism
activities. She also mentioned she would like less direction toward organized
programs and more to family type outings.
Mrs. Korz mentioned there were no places to go for family outings.
Robinson Lane is a great place if you play ball but she should like picnic
areas also.
The main thought was that a Town Swimming Pool be the number one
priority.
Mr. Charles New from the Sr. Citizens mentioned the July 5th trip to
Kutztown, Pa. He thanked the Board for the trip and stated that everyone
enjoyed themselves. They are also planning a trip to Conn. in August.
Mr. Klein showed a plan of the Spook Hill Recreation Ares with the
handball court, basketball court, swings, etc. This work is being done in
lieu 0 f land.
