A Special Meeting was held by the Town of Wappinger Recreation
Commission on August 29, 1984 at Town Hall, Mill Street, Village of
Wappingers Falls, New York for the purpose of reviewing the Report of
the Citizens Advisory Committee for Recreation.
Mr. Maurer opened the meeting at 7:45 p.m. The following persons
were present: Hugh J. Maurer, Chairman, Frank Presti, William Wood,
Joseph Mastroianni, Mary Schmalz and Robert Blose, Director.
UNDER GENERAL RECOMMENDATIONS
1. Re: Posting of Signs
Signs have been posted at all sites in the past and we will
attempt to put in more permanent immovable signs.
2. Re: List and Map of all Town Sites
This is a good idea and will pursue the matter to update and
consolidate a list.
3. Re: Better Publicity - A Flyer
We have a flyer which was printed in 1983 and will update it
for the 1985 season.
4. Re: Maintenance Director
We recognize the need for a maintenance director and feel it
should be budge ted for in 1985.
5. Re: Spring Clean-up
We agree that this should be done. Dugouts were painted in 1983
and garbage barrels were secured for the past 2 years.
6. Re: Maintenance Program
We currently have a schedule, however, weather conditions and
special events may alter the schedule from time to time.

7. Re: Problem of Flooding at Quiet Acres, Rockingham and Robinson
We open mindedly accept any suggestions for a solution to this
problem.

8. Re: Re-evaluation of Summer Playground Programs
We continutally re-evaluate the summer programs and facilities
and will give further empmasis on the Hughsonville and Chelsea problems.
Hopefully one will be housed at the new Town Hall.
9. Re: Swimming Area
We recognize the need for a Town swimming pool and we suggest we
place a referendum on the 1985 ballot.
SITES WEST OF ROUTE 9
Castle Point -
We will put fill and clay on the right side of the field to
level it.
We will budget for playground equipment in the 1985 budget.
The existance of the current landfill will determine the long

Chelsea School -
This area is not owned by Recreation but by the Chelsea Fire
-company. D vl~
We have replaced the basketball hoops and the courts have been
re-coated.
It is not feasible to use taxpayers money for a seasonal phone.
Costs were checked out and reported in our minutes of June 21, 1984.
Basic single line installation was $165.75 with a monthly charge of $14.26
if we install the jack. If they install it, it would be $19.13 a month.
A semi-public phone installation would be $285.00 with a monthly charge of
$45.00. The Commission voted against it.
We don't recommend the fencing.
Boat Ramp
It was improved this year, and we are working on adding a dock.
We agree that the Town Patrol should be asked to continue to
patrol this area.
Signs are on order.
We feel a survey of this area should be made by the Town
Engineer to determine exactly what land the Town owns near ~he Chelsea
Yach t Club.

Hughsonville

Long Range - Possibly move this playground to the "new" Town Hall
Althoug~ it will probably stay at the present site for the 1985
Again, this property belongs to the Fire Company and not to the
Town.
Possibly, we could add to the job descriptions of the playground
personnel - light maintenance such as edging and weeding around the equipment.
Reese Park
We feel a survey is necessary for the entrance and we ask that the
Town Board instruct the Engineer to the Town to secure this survey of the
property.
We agree that a committee be established to recommend a plan for
the future of the Park. Mrs. Schmalz and Mr. Maurer would be our representatives.
Fleetwood
The area needs its boundaries defined by the Engineer to the Town.
Before we can take down the backstop, we have to find out who
owns it and we suggest the Attorney to the Town look into this matter.
We will get playground equipment.
EAST SIDE OF ROUTE 9
Quiet Acres
We have tried regular fencing in the past and it has not lasted.
The chain fence seems to be working out the best.
Don't feel it is feasible for bathroom facilities or for fencing
along the creek as the flooding waters would only ruin it. The only tables
would have to be concrete tables.
We should designate a parking area.
Schlathaus Park
We have checked and found the adjacent property is not for sale.
There is no reason to move the flag pole or to move the signs.
We have investigated and determined it is not practical to turn the
house into an office.
Block house and toilet facilities could be put in at a future date.

Angelbrook
This area is on the mowing schedule and has been mowed.
A letter should be sent to the area residents to see what they
want. The residents civic association in the past only wanted it mowed
and possibly water but nothing else.
Again the Town Engineer should survey this area to determine the
boundaries.
Rockingham
We have been seeding and fertilizing these fields.
A bid is already in for equipment for this area.
We feel a fence and lockable gate does not last due to vandalism
and adds to maintenance costs.
Martz Field
The basketball courts have been fixed.
A new roof for the field house will be put in the 1985 budget and
Kira (the original painter of the Charlie Brown murals) has already agreed to
touch them up in the Spring.
Posts will be put in at the entrance to Long Court.
Taking everything else under advisement.
Robinson Lane
This area provides the Town with all purpose fields for the entire
Town. Little League cannot play under lights -- only softball could use the
lights.

Spook Hill
This is being developed under the joint effort of the Town Board,
Recreation Commission and James Klein.
Kent Road
We will install signs at this area on the All Angels Hill side
which is the right of way.
DeGarmo Hill Pond
We will discuss this with the owner.
