MINUTES
AUGUST 29, 1985
NEXT MEETING OCTOBER 10, 1985 at 8:00 P.M.
The regular meeting of the Town of Wappinger Recreation Commission
was held August 29, 1985 at Town Hall, Village of Wappingers Falls, Dutchess
County, New York.
The meeting opened at 8:00 p.m. with the following persons present:
Hugh J. Maurer, Chairman, Robert Blose, Director and Commission Members Joseph
Mastroianni, Ellen Korz, and Bill Wood. Mary Schmalz arrived at 8:35 and
Frank Presti arrived at 8:40.
Prior to the regular business 2 residents from Quiet Acres Recreation
Area brought in a petition from their children voicing their dissatisfaction of
this year's Quiet Acres program and Director Rich Rogers. They felt Rich had
no motivation in planning activities and they felt that he actually incouraged
the children not to return in the afternoon. After a discussion Mr. Maurer
thanked the residents for their information and requested that if problems like
this come up again they should contact the Commission immediately so something
could be done to correct the matter.
The regular meeting started at 8:25 p.m.
The minutes of the July 14, 1985 meeting were approved on a motion
by Mr. Wood seconded by Mr. Mastroianni.
ROCK INGHAM PARK
Rockingham has been a problem this year with vandalism and there has
been a suggestion that a gate and fence be installed. Some of the residents
feel it is a good idea and others feel it would hinder their patrol and the
Town Patrol.
After some discussion it was suggested that a letter be written to the
Town Board stating that the Commission felt that if a gate were installed it
would deter the patrol from unlocking it to go into the area to check for
people who enter by foot from the creek area. We feel that a more vigorous
patrol should be set up for that area.
Another request was for a price for fencing around the area. If fencing
were put up the cost would depend on footage as well as the type of ground i.e.
stone, sand, etc.

It was also noted that the signs have been installed 3 times at
Rockingham this year and the Commission will be replacing them again.
YE OLD APPLE ORCHARD
A letter was received from Mr. Versace regarding a claim for $400.00
received from Ruben and Barbara Barnes of 226 All Angels Hill Road. The
Barnes claim that they had to hire someone to clean their entire back yard while
a neighbor had it done by the Recreation Commission. The Commission discussed
the situation and noted that each year improvements are made to the land
around the pond. This year the lines to each yard have been identified, all
rocks and debris have been cleared and the area will be seeded in the fall.
The Commission was not aware of any previous requests from the Barnes and
since improvements have been made to Town Property only we do not feel that
we are responsible in this matter.
CHELSEA BOAT RAMP
On previous holidays during the year, there have been problems around
the Boat Ramp regarding parking etc. Mr. Maurer, therefore, suggested that the
Sheriff's Department be contacted to patrol the area on Labor Day Weekend.
The patrol would be on duty from 10 a.m. to 6 p.m. on Saturday, Sunday and
Monday. All were in favor of cont~cting Carl Amburgy to set up this patrol.
Mr. Presti mentioned that he has contacted 3 people to look at the ramp to
give us some professional ideas on how the dock can be anchored. The docks are
now at the Highway Garage.
BARN
Mr. Presti mentioned that he has contacted 2 people for prices on
securing the barn and an answer should come within a couple of weeks. The
work will be done immediately since there is money in the budget and the Town
Board has requested us to do the work.
Mr. Presti asked about the debris that was cleared out of the barn this
past summer and Mr. Maurer said that the Highway Department will haul it away at
their discretion. Mr. Presti noted that some monies are left under the line item
trash removal and suggested that this money be used and the debris hauled away.
YOUTH BOARD
Mrs. Schmalz reported that the Youth Board Application for 1986 funding
has been sent in.

ADULT SOCCER LEAGUE
Mrs. Schmalz reported that the League has completed a successful season.
UNITED FOOTBALL LEAGUE (SOCCER)
Mr. Fran Donofrio of the United Football League (Soccer) and members of
the Board of Directors spoke at 9:15 regarding the vandal problems that the
league is having at Rockingham Field. He noted that a few weeks ago 2 individuals
were stopped by the patrol but charges could not be pressed because there are no
signs posted.
The following three suggestions were made by the League to help the
situation:
1. Erect signs - seal in cement - Weld shut.
2. Place a gate across the entrance to the area.
3. Extend fencing along property lines.
Another suggestion was made to use large boulders to stencil the signs
on. These signs couldn't be carried away and if they are painted over, the sign
could be re-stenciled. Mr. Donofrio said he would check on getting these boulders.
The meeting resumed at 9:45.
LITTLE LEAGUE
Mr. Wood mentioned that Little League Program went to Supervisor Versace
for jackets for the Big Boy Champs.
A request has been received to put in 2 dugouts at R-4. We would provide
the cement and Little League will do the work.
Mr. Maurer noted that the work on the fences scheduled to be done on
the Big Boy Field will be done in the Fall.
FLEETWOOD
Mr. Mastroianni asked about the possible scraping of the Fleetwood
Playground. When he spoke to Supervisor Versace he was told a survey of the
property was not necessary and Councilman Incoronato said he had an idea of the
property lines. The Commission agreed that before anything was done a survey
was needed as we could run into legal problems if we bulldoze without knowing
where the actual lines are.

WEDGEWOOD HEIGHTS SUBDIVISION
A discussion was held regarding the above Subdivision and all members
voted to take money in lieu of land.
Mr. Blose reported that the monument dedication for Kenneth Arthur
Browne will be held on September 28, 1985 at Castle Point.
At 9:45 the proposed 1986 budget was.prepared.
The meeting was adjourned at 11:20 on a motion by Mr. Wood seconded by
Mr. Presti.
