MINUTES
MAY 8, 1986
NEXT MEETING JUNE 12. 1986 AT 8:00 P.M.
The regular meeting of the Town of Wappinger Recreation Commission
was held May 8, 1986 at Town Hall, Village of Wappingers Falls, Dutchess County,
New York.
The meeting was called to order at 8:00 p.m. with the following
persons present: Ralph Holt, Chairman, Robert Blose, Director and Commission
Members Ellen Korz, Hugh J. Maurer, Joseph Mastroianni, H~rb Stoller and Bill
Wood. Frank Presti arrived at 8:15.
The minutes of the April 10, 1986 meeting were approved on a motion
by Bill Wood seconded by Ellen Korz.
SPOOK HILL
Several residents of the Spook Hill Area were present. Among them
were Mr. & Mrs. John Devine and Mr. Kerry O'Hara.
They brought up several concerns they had regarding the Park and among
them were:
1. The fence in the front of the Park. The residents wanted to
know what type of fence we were planning on installing. They were told that at
our last meeting we had decided upon a 4' green chain link fence. This fence would
have a passgate and a 6' swing gate for accessibility for che tractors. They
asked if they could give some input regarding the type of fence since they would
have to look at it. Mr. Maurer suggested that they speak to Mr. Ruppert of
A-l Fence Co. and get back to Mr. Holt or himself.
2. They felt that the basketball court that was installed was too
small. They were told that the Recreation Commission had nothing to do with the
equipment placed in the Park. There was an agreement between the Town Board and
the developer as to what was installed and where.
3. They questioned the grading and were told that it will probably
be regraded and reseeded this Fall. Because the residents were anxious for the
playground to open in June 1985, the job/~~~e by the developer in a hurry and
not done as it should have been. Since it is too late to do it properly for this
playground season, it will be scheduled for the Fall.
4. Mr. O'Hara mentioned that during the summer program the counselors
bring large radios, which are very annoying. Mr. Blose will mention this to the
summer employees.

5. The residents expressed concern regarding future equipment to
be placed at the Park. It was suggested that they make a survey of the residents
to determine what equipment they would like to see in the area i.e. tennis courts,
more basketball courts etc. This list should be submitted to the Recreation
Commission for consideration.
SOCCER
Attending the meeting were several members of the United Football
League, with Joseph Bialek as spokesman. He mentioned that the people in charge
of the soccer program are very frustrated and that they have two major concerns
one vandalism and the other space. He said that they have been experiencing a lot
of vandalism and need help to solve the problems. They were told that Mrs. Paino
had a meeting scheduled with Deputy Sheriff Carl Amburgy to see about additional
patrols in that area.
The concern for space was discussed and with the growing program they
now have, they are running out of field space. It was suggested that they
contact the Wappingers School district for use of their fields as a possible
immediate solution. The Commission promised to look into land for their program.
A future possible site might be Castle Point Recreation Area when the landfill
is finished.
Mr. Bialek questioned Mr. Maurer regarding the mowing schedule and
was told that the Field is on a weekly mowing schedule and it has been done
every week. They were told that if a special event was coming up that if we are
told in advance, the schedule could be changed so that the field could be done
the day before the event.
Mr. Holt, our new Chairman, introduced himself to the Commission and
asked each member to introduce them self and give a brief description of what they
do for the Commission.
Mrs. Korz - Is in charge of Quiet Acres Field and has been helping
Mr. Stoller with the Swim Study.
Mr. Mastroianni - Is in charge of Senior Citizen Programs, Fleetwood
Playground and has been working on a band shell for Schlathaus Park Bandstand.
Mr. Blose - Is in charge of hiring for the Summer and Winter programs,
concert series, and setting up all programs.
Mr. Wood In charge of the Boat Ramp at Chelsea, is the Little
League Representative and is responsible for Robinson Lane.

ROBINSON LANE
A request was received from Jim Welsh whose property adjoins the
Town Recreation Area at Robinson Lane. He has requested that the Town replace the
old fence which was rusted and broken and which he removed from between the
properties. The Commission agreed to install a chain link fence similiar to the
fence already at that facility. Since this was not a budget item for this year,
the work might be done in the late fall if we have any funds otherwise it will be
placed in our 1987 budget. A letter will be sent to Mr. Welsh regarding this.
Mr. Maurer questioned Mr. Wood about whether he was able to get 2
boys to line the fields. Mr. Wood said he had difficulty in the beginning and
Judy Cramer said she would try it but it didn't work out. He now has 2 boys
that will do it.
QUIET ACRES
A plan was received from Jay Paggi, Engineer to the Town for the
building at the above Park. After reviewing these specs, it was suggested that
we ask that a 3 or 4 ft. overhang be placed on the building and an apron put
completely around it. A decision was made to place the building on the right
hand side of the drive as you enter the Park. The specs will be forwarded to
Mr. Paggi for these additions and approval for the site.
SCHLATHAUS PARK
It was recommended last year that a fence be placed between the Park
and property owned by Robert Diesing. A letter will be sent to the Town Board
requesting funds from the Schlathaus Fund to do this project.
CHELSEA BOAT RAMP
Mr. Presti presented sketches which he had drawn up to secure the
floats at the Boat Ramp. Mr. Wood will review and make recommendations on the
sketches. It was requested that we ask Mr. Croshier to put a load of stone in at the
ridge of the ramp.
Mr. Maurer suggested that we ask the Sheriff's Dept. to patrol the
area over the Memorial Day Weekend - Saturday, Sunday, and Monday from 10 to 6.
A call will be made to Deputy Sheriff Carl Amburgh to arrange for this coverage.
Mr. Maurer mentioned that the Boat Club has had a lot of trouble
with residents using their facilities and he suggested we purchase several lock
sets that they would install on the facilities.

HUGHSONVILLE PlAYGROUND
A letter was received from the Hughsonville Fire District asking that
we have someone check and repair the swings at that Playground. Mr. Blose reported
that he has contacted Mr. Labieniec to have this done.
YE OLDE APPLE ORCHARD
A memo was received from Councilwoman Visconti regarding a complaint
of piles of brush at the corner of Kent Road and All Angels Road. Mr. Maurer
informed the Commission that Mr. Davis had pruned trees last winter and that the
brush is on Town Property. This brush will be removed as soon as it drys up
enough to get a truck in the area. A letter will be sent to Mrs. Visconti
stating such.
DIRECTORS' REPORT
Mr. Blose reported that he thinks he has something for a Senior
Citizen Swim. He will be getting back with further details later.
He mentioned that so far he has scheduled two concert~ Nick Seeger
and Dutchess Community College.
Mrs. Mary Schmalz attended the meeting and questioned why a white
corvette with a "4 sale" sign on it was allowed to be parked at Schlathaus Park.
She also questioned why we are hiring an extra person to mow the Park as she
felt that the mowing should be done by the person who rents the house.
The meeting adjourned at 10:20 on a motion by Bill Wood seconded by
Ellen Korz.
