NEXT MEETING OCTOBER 8, 1987 at 7:30 P.M.
The regular meeting of the Recreation Commission of the
Town of Wappinger was held September 10, 1987 at Town Hall, 20 Middle-
bush Road, Town of Wappinger, Dutchess County, New York.
Mr. Holt opened the meeting at 7:40 p.m. with the following
persons present: Ralph J. Holt, Chairman, Bernie Reimer, Director,
and Commission Members Hugh J. Maurer, Joseph Mastroianni, Bill Wood,
and Maintenance Supervisor John Vorndran. Commission Member Nancy
Drennan arrived at 7:46.
The minutes of the August 6, 1987 meeting were approved on a
motion by Mr. Wood seconded by Mr. Mastroianni with all in favor.
A call was received from M. & G. Sanitation stating that the
dumpster at Martz Field is filled with large debris which they cannot
take. They also called with a name of a private individual whose mail
and magazines were found in the dumpster. The name of the individual was
given to Herb Levenson the Town Zoning Administrator and he followed up
with a letter to the individual. The Commission suggested that Mr.
Vorndran remove the bulk items from the dumpster and then we should have
M. & G. come and remove it. We should also check on whether the dumpster
from Spook Hill Recreation Area has been removed yet. They were called
in August to remove it shortly after the Playground ended and it was
still there a couple weeks ago.
At our last meeting it was suggested that Amy Slacin our
Summer Playground Director be given an extra $200. payment for the
excellent work she did for the Summer Program and hopefully an incentive
to her to return next year. We were recently informed by the Comptroller
that we are not allowed to give "bonuses" even though there is money left
in our budget for summer employees. Mr. Holt mentioned that the Attorney
to the Town is looking into this and it was hoped that this could be
accomplished before the impact is gone.
CHRISTMAS TREE
Mr. Maurer mentioned that the Tree will be moved to Schlathaus
Park sometime next week. The cost to move it will be about $150 an hour
and it is estimated to take about 2-3 hours. He also said that we might
have to haul some dirt and Mr. Vorndran suggested we use some from
Quiet Acres.

QUIET ACRES
Supervisor Paino spoke with the Secretary regarding a call
she had received from a Mrs. Raasch, a resident living next to the
Quiet Acres Park. She reminded Mrs. Paino that she had submitted a
petition to the Town Board in 1983 with 75 signatures against the
building of any permanent structure at the above park due to the flood
zone and because of vandalism. She has recently noted that the area
has been surveyed and was interested in the proposed plans.
It was suggested that Mrs. Korz go out again with another
petition since it is about 4 years later and that we are planning to
place the building out of the flood zone. Mrs. Korz had noted that
in the past year or so the vandalism has decreased. Unless we get some
positive response the idea will be dropped.
SENIOR CITIZEN ROOM
Mr. Mastroianni mentioned that he had a meeting with Mrs.
Paino about the above room and at that time they discussed the job
description for the Director. We are still waiting for the funds to
come in and Mrs. Paino feels that we should wait for the money before
we proceed further with our plans. A letter will be addressed to Mrs.
Paino regarding the status of hiring a director, funding and what the
responsibilities of the Recreation Commission will be.
Mr. Mastroianni mentioned that the K. of C. is now operating
as a private club and that the person previously running that program
is no longer there. He mentioned that maybe she might be interested in
doing our program.
The Food Distribution program is scheduled for September 25th
in the Senior Citizen Room. Mr. Mastroianni said he would help but
most of the work is being done by the Supervisor's Office.
DIRECTOR'S REPORT
The Summer program is all finished and attached is a copy of
Amy Slacin's report. The trip to Wilcox Park at the end of the.program
went well. Mr. Reimer mentioned that he has written a letter to the
Directors thanking them for such a great job especially during the
last two weeks when both Amy Slacin and Mr. Reimer were"under the
weather~
Mr. Reimer is currently working on plans for the Fall and
Winter Programs and is requesting facilities use from the Schools. Most
of last year's instructors are willing to come back again for the 1987-
1988 programs.

Mr. Reimer mentioned that he had purchased a tape recorder
for the summer program at Lechmere at the Galleria Mall. Mr. Wood
suggested that he go to Dutchess Audio to see what they recommend for
us for the stage at Schlathaus - just to get an idea of equipment needed
and cost.
Mr. Reimer has spoken to someone from West Point regarding
having that Band perform at our Christmas Party. He was told that they
couldn't do the Christmas Program but they might be able to do one for
us in the Summer. He was told that a letter should be submitted in
September requesting a date for next summer and preferably a Friday since
they don't do mid-week concerts. Mr. Reimer will take care of this.
He has also spoken to the I. B. M. Band for Christmas and they
prefer not to do it because it is outside. He is still checking on the
possibility of the I. B.M. Glee Club and is talking to a Mr. Hanson at
John Jay regarding a School Band.
CASTLE POINT
Mr. Wood suggested that we take a couple of the multi-colored
bleachers to the above site and place them on the 3rd base side of the
field. After a discussion it was decided to wait until next Spring to
do this so they won't be destroyed over the winter.
It was suggested that a letter be sent to the Supervisor
asking the status on the tires and dirty metal still at the above site.
ALARM SYSTEM
Mr. Holt mentioned that Mr. Fisher of Little League met with
the representative from the alarm company about correcting the problem with
the installation at Robinson Lane. Mr. Fisher will take care of correcting
the problem. For this weekend the system will be turned off for the
Marathon Race being held there.
ROBINSON LANE/LITTLE LEAGUE
Little League has requested a meeting with Mr. Holt and Mr.
Wood regarding several proposals for Robinson Lane. These proposals
will then be submitted to the Commission for approval.
Mr. Wood mentioned that Little League is planning a work day
on september 19th and mentioned that they would fertilize the infield
and asked if we could supply a load of screened top soil. Mr. Vorndran
suggested the pile of soil in back of Holt Field and Mr. Wood said they
needed it screened. We will check on this and place an order with
B. & D. Excavating.

BUDGET FOR 1988
Mr. Holt mentioned that the budget for 1988 has been forwarded
to the Town Board and copies will be distributed at our next meeting.
NICOLE FARMS
A request was received from the Town Planning Board to attend
a workshop on the above Subdivision on August 31st. Since our Chairman
was out of Town and the Commission had not yet discussed what we would
actually request, a letter was sent back to ask them to re-schedule this
workshop some time after September 10th. Mr. Wood suggested that we
come up with a list of things we would like in lieu of land i.e. building
at Schlathaus Park, building at Quiet Acres, do something at the Barn.
It was thought that something be done in the area where the Subdivision
will be located.
QUIET ACRES
Mr. Holt mentioned that the basketball base has been put in but
the hoops are not in place yet. A letter will be sent to Kenneth Croshier
Superintendent of Highways thanking him for all his help in this project.
SPOOK HILL RECREATION AREA
A suggestion was made to re-seed the above area this fall since
we weren't able to get it done in the Spring. It was mentioned that if
we were to proceed with the building of the rest rooms that we shouldn't
do the seeding. Mr. Vorndran said he would see what he could do at the
area.
The bids for the rest rooms are scheduled to be opened on
September 16, 1987.
It was mentioned that the truck is now gone from Martz Field.
Mr. Maurer mentioned that the dump has been pushed back at
Robinson Lane and we will be receiving a bill soon.
The Town seal is now in for the truck and have been given to
Mr. Vorndran.
Mr. Holt mentioned that an ad will be placed in the paper for
a part-time maintenance person.
The meeting was adjourned at 8:50 p.m. on a motion by Mr.
Wood seconded by Mr. Mastroianni.
