The regular meeting of the Town of Wappinger Recreation Commission
was held May 14, 1987 at Town Hall, 20 Middlebush Road, Town of
Wappinger, Dutchess County, New York.
Mr. Holt opened the meeting at 7:35 p.m. with the following
persons present: Ralph J. Holt, Chairman, Bernie Reimer, Director, and
Commission Members Nancy Drennan, Ellen Korz, Joseph Mastroianni, Hugh
J. Maurer, and Bill Wood. John Vorndran, Maintenance Supervisor was
also present.
The minutes of the April 9, 1987 meeting were approved on a motion
by Mr. Maurer seconded by Mrs. Korz with all in favor.

A letter was received from Hughsonville Fire District granting
approval for the use of the Firehouse grounds for the 1987 Summer
Program which runs from June 22, 1987 to August 14, 1987.
A letter was received from the New Hackensack Fire Company
requesting the use of the Town property on All Angels Hill and Myers
Corners Road for parking far their Bavarian Festival June 12, 13, and
14. The Commission voted to grant the use of the Schlathaus Property
to the Fire Company. We will note in our letter that we will be raping
o'ff certain areas which are not to be used and that if the weather is
bad that they use their discretion in using this area.
A letter was received from Mark A. Day for Paggi & Martin,
Engineers for the Town, regarding an engineering estimate on the
proposed handicapped rest rooms at Spook Hill. In his letter he stated
that the estimated cast should be between 522,000. and $25,000. The
bLlilding will be going to bid soan with bid opening scheduled far May
29th and with a deadline for completion to be June 19th. Mr. Maurer

19th that we wouldn"t receive many bids. A discussion was held
regarding this deadline. It was suggested that if we don"t get any
bids that we go right back out to bid and have the work done as soan as
possible. If that is the case we would bring in a truck body and porta
john and hold the playgroung at the further end of the field. We want
the job done as soan as possible to make sure that we don"t lose the
f'unding rnonies.
We received from the Town Clerk"s Office a copy of a letter
addressed to Pete Sanfilippo of the Mid Hudson Road Runners Club
granting approval for them to utilize the Recreation Facility at
Robinson Lane during their marathon event on September 13, 1987.
Mrs. Paino forwarded to us a copy of a letter dated April 6, 1987
from the Department of the Interior regarding Castle Point. It was

requested that a letter be directed to Councilman Reis asking about the
plans to remove the discarded tires and metalic materials from the
landfill site so that grading can get started.
We received a copy of a letter addressed to Sports 9 from a Joann
Oracz. In her letter she requested them to consider donating some of
their rental skates to a local park. The Commission didn"t feel that
we had a place in the Town where they could be used.

Mr. Mastroianni mentioned that he had given Mr. Holt some thf.:<ughts
he had for the use of the above room. A letter has been forwarded to
Cc.uncilman REd.s cover-ing these thoughts. At the T()wn Bc.ard Meeti'i-lg on
May 4th the Supervisor requested that $20,000. of the Community
Development Funds be used for the purpose of outfitting the room and
starting programs. Mr. Mastroianni will work on this regarding

Mr. Holt mentioned that suggestions for the use of these funds
must be worked up and sent in soon. He suggested 3 items which we
sholJld work on which would be something not normally in our budget.
1. Acquire Land. - Land is needed for swimming and soccer and j~
presently very scarce in the Town. It was suggested that Mrs. Drennan
meet with the Assessor's Office and see if any information could be

2u Bllilding at Quiet Acres. - For the playground to continlJe

room facilities. It was requested that Mr. Maurer see if he could
come up with a design for a building to be placed at the top of the
hill.
3. Robinson Lane. - Several years ago a design was presented to
the Commission for expansion of the store, a shelter, and handicapped
rest rooms. The handicapped rest rooms were completed and it was
thought that we mi!]ht cc.ntinue with the rest of these plan!:',. t1r. Holt
and Mr. Wood will see if they can write up a presentation for the
expansion of the store and shelter.

Mr. Reimer. mentioned that Mr. Oore from the above league has bepn

requesting the use of Rockingham Fields on Sunday Mornings. He has
been putting him off because of the problems that we have had with that
league at Robinson Lane. Mr. Holt mentioned that we were not happy
with their conduct at the fields and with the Little League Officials.
It was decided that we will suspend their request until we have proof
that the teams can conduct themselves properly at Robinson Lane.

Mr. Reimer mentioned that he has met with Amy Slacin, Summer
Director and that they have the staff and salaries set for the summer
program. Increases have been given to directors and aides who have
been with us for several years. A complete list of employees will be

transportation to Splashdown on Tuesdays, for the swim instruction at
Deer Hill, and for the 2 plays by CERT scheduled at Schlathaus Pa"(k.
So far 5 concerts are scheduled for Schlathaus Park.He also has
Steve Johnson corning back this year with his magic show.
For tennis director he has obtained Jennifer Jacobs, a physical

poses a hazardous situation and that we must implement something very

She asked about the possibility of getting bleachers put at
Rockingham and was informed that every time we place them there they
end up in the water or get destroyed. Mr. Holt said we might have Mr.
Vorndran take up an old set and see what happens.

Mrs. Korz mentioned that we still haven't blacktopped by the
basketball hoop and that the backstop has not been fixed. Mr. Vorndran
will call A-I Fence to get an estimate on
the cost to repair the backstop. We will also get an estimate on the
blacktop for the basketball court.

Mr. Holt and Mr. Reimer will contact Mr.Labieniec from Miracle
Recreation to see about purchasing some tables. We had already been

Mr. Maurer mentiDned that the Town has told Mr. Ed Shelley that
they are not interested in the lake even though he has gotten D.E.C.
permision. The Supervisor was afraid that it might effect the aquifer

Mr.Mastroainni mentioned that the trip scheduled for Albany is
almost all filled up. He also mentioned that the exercise program held
at the K of C has had an enthusiastic response and is gDing well.

Mr. Holt mentined that he met with Mr. Maurer, Mr. Vorndran and
Mr. Croshier and they had made up a list Df improvements for the Park.

He has sent a letter to the Town Board regarding these improvements.
They are as follows:
1. Correct the drainage problems from All Angels back to the

new building but also for the present house.
3. New pole building that we want built on the property.
4. Enhancement to the stage.
5. Increase electrical power to the stage and to the house.
At the Town Board Meeting this letter was referred to Jay Paggi,
Town Engineer for his review and comments.
Mr. Wood asked what the status is on the light on the flagpole at
Schlathaus. The sec:r'etar"y will call Silvest'ri and find c.ut and m.?rd::i.o'l'l
that we hope to have it on by Memorial Day.

Mr. Holt thanked everyone for their participation in the
dedication of the Brian Holt Memorial Field on Opening Day of Little
L.f.:~ague .
He mentioned that he has spoken to Peggy O.Leary regarding grant
monies and hopes to have her attend one of our meetings to discuss this
an~"r.~ ~\lith us.
Letters will be sent out shortly regarding the ordering of
Christmas gifts for the children. We will write to several ornament
companies to get prices.
A letter will be written to Herman.s, Adams, D"Agostinos, Lewis,
and Lawrence Farms requesting information on obtaining a 20" tree to be
planted r.~t Schlath.::~us Pa'd::.
Mr. Holt also reminded us about information for the 5 year plan.
