MINUTES
FEBRUARY 12, 1987
NEXT MEETING MARCH 12, 1987 AT 7:30 P.M.
The regular meeting of the Town of Wappinger Recreation Commission
was held February 12, 1987 at Town Hall, 20 Midd1ebush Road, Town of Wappinger,
Dutchess County, New York.
Mr. Holt opened the meeting at 7:40 P.M. with the following persons
present: Ralph Holt, Chairman, and Commission Members Ellen Korz, Hugh J. Maurer,
Joseph Mastroianni, and Bill Wood. Nancy Drennan arrived at 8:00 P.M.
The minutes of the January 15, 1987 meeting were approved on a
motion by Bill Wood seconded by Joseph Mastroianni with all in favor.
CORRESPONDANCE
A letter was received from Norma Gallinger advising the Commission
that she would be unable to maintain the Robinson Lane Recreation Park this year
due to personal family reasons and other committments.
It was suggested that Mr. Wood contact Mr. Fisher, President of
Little League regarding this and see if there might be someone in Little League
who would want to do this job. A letter will be sent explaining the duties.
A letter was received from Stephen E. Conklin, Resident Customer
Relations Manager of Central Hudson regarding the installation of standard yellow
guy wire protectors. It was suggested that we ask Mr. Vorndran to see if we need
any of these in our parks.
The following letter was received from James A. Klein regarding
our letter to him of January 20th on Spook Hill Park:
"With reference to your letter of January 20, 1987, I discussed
this matter with Mrs. Paino after I received your first letter and thought that
she had discussed it with you.
I originally agreed with the Town Planning Board to do certain
recreation work. As it turned out there was a considerable additional amount
of fill and site work needed to complete this job. We also built an additional
storage building that was not called for and put in numerous paths through the
woods. When we completed the project, I had suggested to the previous supervisor
that we do not seed until after the summer of that year. However, he insisted on
having the entire project completed, seeded and landscaped in May which we did.

When we completed the final landscaping the job was checked by the Town Engineer
for completion. Shortly thereafter the summer activities started with numerous
children and as I predicted a good deal of the grass did not grow.
My feeling is, we did a considerable amount more than was called
for in our original agreement and we acted in good faith and gave the Town a first
class recreation area.

It was suggested that we do not go back to Mr. Klein for the
additional work to be done.
A letter was received from "Dutchess Debs" Girls Fastpitch Softball
Club requesting fields. It was decided to send a note to them offering theuuse of
the Castle Point Field and invite them to inspect the site to see if it would take
care of some of their field requirements.
Since Mr. Lasowski was unable to attend tonights meeting, it was
suggested that we invite him to the March meeting.
ROBINSON LANE FENCING
Mr. Maurer mentioned that all the fencing projects were completed.
Mr. Wood said that he had been out there and that the fence between the girls
senior league and instructional fields were not finished. There was a question
as to whether this was in the original request. It was suggested that the original
request letter be verified and if this was not in the original request that the bill
be submitted for payment and a snow fence would be placed there for this year.
SENIOR CITIZENS
Mr. Mastroianni mentioned that a Senior Trip is scheduled for
March 19th to Pomona. He also said that a trip is being planned for Albany later
in the Spring. Mr. Mastroianni will advertise in the paper.
COOKE FOUNDATION RECREATION AREA
Mrs. Korz and Mrs. Drennan attended a meeting on February 3rd
regarding the Cooke Foundation. They mentioned that Phase 1 of the project would
cost $2.5 million and would include a 20-1ane pool. Empire Pool has already donated
labor for the project. Also included will be a Senior Citizen Room and Teen Center.
The area for this project has been changed from Old Hopewell Road to
51 or 52 acres between John Jay and Brinckerhoff. 26 acres will be used to develop

the park and the rest will be sold. They mentioned that some discussion was held
regarding fund raising and Mary Damn was in charge. There also was a discussion
regarding the charge for membership which is suppose to be less than All Sport.
After reviewing this information it was decided that we invite
Patrick Manning to attend our March meeting and find out just what his ideas and
plans are and how the Town would be involved if the decision was made to join the
project.
LITTLE LEAGUE
Mr. Wood mentioned that the roof onpR-2 was not fixed yet and that
it must be done as soon as the weather permits. 0 ening day of the ball season is
April 25th.
A letter has been received from Terry Fisher, President of Little
League requesting the field requirements for the 1987 baseball and softball
programs from March 1st to August 31st. After reviewing the request it was decided
that Rockingham would not be available after May 7th. Mr. Wood will send a letter
stating what fields will be available.
Mr. Wood suggested that we buy several picnic tables - 5 or 6 for
Robinson Lane, 1 for Martz, 2 for Spook Hill. Mr. Maurer suggested we wait until
after the Conference at Kutchers and maybe some ideas can be obtained from the
displays.
A drawing was received from: Little League for fencing around the
batters box. After reviewing the drawings we were confused and could not see
the advantage to this proposal. Mr. Wood will contact Mr. Fisher and let him
know that we are unable to agree with this proposal.
SPOOK HILL
Mr. Holt said that the rest rooms for the above park must be
started soon in order to be finished for this year's Playground. He asked Mr.
Maurer to help get specs ready. It was suggested by Mrs. Drennan that a large
"slop" sink be installed to help with clean up from arts and crafts projects.
CHELSEA BOAT RAMP
It is hoped that approval will be given at the Town Board's March 2nd
meeting to go to bid on the ramp at Chelsea. We want it installed by May.15th.

CHAIRMAN" S REPORT
Mr. Holt met with Supervisor Paino and Councilman Reis regarding the
appointment of John Vorndran as Maintenance Supervisor and Bernard Reimer as
Recreation Director. It is his indication that the Two appointments will be made
at the March 2nd Town Board Meeting.
He also spoke to them regarding the increase of "money in lieu of
land" for new purchases fromthe present $500.00 to $800.00. It was indicated that
this proposal will be voted upon at the March 2nd Town Board Meeting.
SKATING RINK
The weather has not really been condusive for ice skating so far
this winter. It is hoped that the Fire Company could again try and fill it
and try to do it in stages with a little at a time.
Mr. Holt reminded the members that an inventory will be kept of all
tools over $50.00. Mr. Vorndran will paint a number on them. Mr. Goeff Clausen's
name was given to Mr. Holt as a possible plumber for the parks.
Mr. Holt went over the 5-year plan and distributed sample sheets on
how the information should be presented to make it easier to put together.
STONE-RIDGE SUB-DIVISION - 22 Lots Ketchamtown Road
After reviewing the above Sub-division map, the Commission requested
that a field trip be arranged.
The meeting was adjourned at 10:00 p.m. on a motion by Bill Wood
seconded by Ellen Korz.
