The January 15, 1987 meeting of the Town of Wappinger
Recreation Commission was held at Town Hall, 20 Middlebush Road,
Town of Wappinger, Dutchess County, New York.
The meeting was called to order at 7:35 p.m. with the
following persons present: Ralph Holt, Chairman, and Commission
Members Hugh J. Maurer, Joseph Mastroianni, Ellen Korz and Bill
Wood. Nancy Drennan airived at 7:45 p.m.
The minutes of the November 12, 1986 meeting were
approved on a motion by Mr. Wood seconded by Mr. Maurer with all in
favor.
The Commission received a copy of a letter sent to
Supervisor Paino from the Dutchess County Youth Board. It stated
that our 1987 award grant was in the amount of $17,000.
We received a copy of a letter addressed to Supervisor
Paino from Mark A. Day, Staff Engineer of Paggi & Martin Engineers.
In his letter dated October 30, 1986 he stated that he had analized
the proposed boat ramp at Chelsea and felt that the ramp would be
adequate. It was suggested that Mr. Wood write a letter to Councilman
Reis explaining the history of the ramp and that we had hoped to have
it done in 1986. We would also request an okay to go to bid early
1987 so the ramp could be ready for this year's boating season.
Mr. Maurer brought in specs for a 2-3 yard dump truck
which the Recreation Commission will go out to bid on. After a
discussion, the specs were finalized and will be sent out as soon
as possible. It was suggested that we go with a truck similiar to
the ones the Highway Department has and that because we don't have
any facilities for no-lead gas we stay with a diesel. Mr. Maurer
suggested that the purchase be limited to a 40 mile radius of the
Town to facilitate in any repair work that might have to be made.
SKATING AT SCHLATHAUS
Mr. Maurer mentioned that we have the plastic to go down
for the skating rink and hopefully if the weather cooperates we
should put it down tomorrow. It should be 70' by 150-200".
REESE PARK
Mr. Maurer mentioned that he had read in the paper about
the possibility of the Town building a sewer disposal plant at Reese
Park. It was the feeling of the Commission that the Town Board should
bring such items to our attention if they pertain to a recreation
facility. He also mentioned that he had recently received a call from
Mrs. Reese indicating her displeasure with us for not notifying her
earlier. Mr. Maurer told her he was not aware of it until it was in
the newspapers.

CASTLE POINT
Mr. Maurer mentioned that the Highway Superintendent
and Engineer were at the landfill site today to decide whether to
continue to dump there. Mr. Holt and Mr. Maurer felt that it was
exhausted.
SPOOK HILL
Mr. Holt reported that he had sent a letter to Supervisor
Paino requesting funds for the rest rooms at Spook Hill. The Commission
felt that this was a must for the playground to continue.
A letter was written to James Klein last October re-
garding the re-grading and re-seeding of the Spook Hill Playground.
Since we haven't heard from him to date, a follow up letter will be
written.
RECREATION AREA AND SWIM FACILITY
Mr. Holt mentioned he had attended a meeting regarding
the recreation facility which is being planned in East Fishkill. He
requested that Mrs. Korz and Mrs. Drennan attend all further meetings
to keep our Town informed so when the right time comes we will be able
to make a decision whether to join in or not. Mr. Holt will contact
Patrick Manning and give him their names as contact persons from
Town of Wappinger Recreation.
SENIOR CITIZEN EXERCISE
Mr. Mastroianni questioned the status on the above
program. He asked why Senior Citizen Association is taking credit
when he felt we should be doing the program. He will contact Mr.
Blose to see what the status of the program is.
SENIOR CITIZEN ROOM
Mr. Mastroianni asked about the status of the Senior
Citizen Room and mentioned that some program should be set up. After
a discussion Mr. Wood and Mr. Holt felt we should come up with some
program and present it to the Town Board.
BARN
Mr. Wood mentioned that a trailer is again being parked
in front of the barn and blocking the door. It was requested that a
complaint be sent to the Zoning Administrator to have them remove it
from our property.

Mr. Holt reported on the followings
1. He thanked everyone for their support in 1986 and
all their help on the Christmas Party at Schlathaus. There was a
big crown and was a tremendous success.
2. He was informed that the money received from the
Youth Bureau for funding goes into the General Fund and not to the
recreation budget. He felt this money should go to recreation and
he mentioned that he was going to see if he could obtain the funds.
If so the monies could be used for the Quiet Acres building.
3. He has suggested that our Comptroller Dennis
Lasowski be invited to attend our February meeting to explain the
new purchasing procedure and go over the special funds i.e. Parkland
Trust Fund and the Schlathaus Fund. He mentioned that Recreation was
not a problem with purchasing but that a new system was in effect as
of January. Any item over $50. must have a purchase order number
which is obtained from the Comptroller. Mr. Holt requested that any
item purchased should have as much information as possible on the
bill i.e. purpose, field etc.
4. Eight people have sent in applications for Maintenance
Supervisor and interviews have been conducted. Of those interviewed,
one was very qualified and is noW employed in East Fishkill. He
presently has a salary of $25,500. which is way out of our reach.
Of the rest only two others were possibilities John Vorndran, who
already ~rks for us and a Robert Henderson. Mr. Henderson is a
young family man and it is Mr. Holts opinion that he would ask for
more than we can pay. A letter will be sent to Councilman Reis with
all resumes and our recommendation that John Vorndran be accepted for
this position.
5. Pizzagalli Construction contacted him and mentioned
they have a wooden structure on Boardman Road that they have to take
apart and get rid of. They were willing to donate the structure,
wallboard, carpeting, lights and heating system to the Town. Mr.
Holt and Mr. Maurer went to see the building and felt we would be
able to use it. The pieces will be delivered to the barn and to
Schlathaus starting the week of the 19th. We will have to construct
it at Schlathaus in the Spring.
6. We are unhappy with communications with other Town
Departments and it was suggested that a letter be written to the
Town Board to see if this could be remidied.
6. A question came up about whether we are bonded.
The secretary will contact Harry Reis about this.

7. Assignments were given for the work-up of a 5-year
plan to be presented to the Town Board.

8. A letter has been written to Councilman Reis about
increasing money in lieu of land from developers from $500. to $800.
per lot.

The Recreation Commission reviewed the sub-division plat
on the above and recommended money in lieu of land.
SPRING TERRACE SUB-DIVISION
After reviewing the above sub-division plat, the
Recreation Commission wished further information on the sub-division.
A letter will be written to the Planning Board requesting a field
trip be set up.
The meeting was adjourned at 10:00 on a motion by Mrs.
Korz seconded by Mr. Wood.
