Notice is hereby given that Town of Wappinger Planning Board is requesting sealed proposals
from qualified firms to perform Planning Services. The Town of Wappinger is located in Southern

PLANNER OUTLINE FOR SERVICES
Town of Wappinger is a historic community experiencing a renaissance in southern
Dutchess County. For general information about Town Of Wappinger, visit the Town's

• The Town Planning Board is seeking proposals from planners to review ongoing
development proposals and to help update and implement zoning changes outlined in the
Town's Comprehensive Plan.
• The consultants chosen for interviews should be prepared to provide a brief description of
the approach they will use, references, and relevant examples of its work.
• Proposals should include an hourly rate for providing detailed planning services to the
Town that would include zoning ordinance revisions, on-going review of development
proposals, SEQR guidance, and other activities necessary to carry out the implementation
of the Comprehensive Plan and general Town Planning Board services. Please submit this
cost portion of the proposal in a separate letter in your submittal package.
II. Project Goals
• The Town completed an update of their Comprehensive Plan in 2012, and now seeks
to implement recommendations outlined in that plan. The Town is resolute in making
changes necessary to promote development in Town of Wappinger, while protecting
its resources.
• In preparation for responding to this RFP, the following activities are highly
recommended:
Review the Town's planning and zoning regulations, as well as the Comprehensive
Plan adopted in 2012 -both which can be found on the Town's website
www.Townof Wappinger.us
III. Performance Standards
• The successful consultant should demonstrate a history of municipal work in
communities similar in size and complexity, and an ability to complete projects on time
and within budget.
IV. Scope of Services
• The successful planning consultant, at a minimum, will perform the following work:
l . Provide technical assistance to Town officials on special planning and zoning
projects for the City Council to include drafting of proposed amendments to the

Zoning Ordinance, and performance of City-wide master planning activities.
2. Coordinate project reviews with Town staff.
3. Maintain Town o f W a p p i n g e r Zoning Map.
• Hourly rates charged shall be for professional staff time and will not include
secretarial and administrative staff time. Hourly rates shall be inclusive of all
secretarial, clerical and administrative services, local telephone, postage and other
customary overhead expenses.
Please include itemized list of standard hourly rates for each staff member.
V. Rating and Selection Criteria
The contract will be awarded to the responsible consultant whose proposal is within a
competitive range and determined to be the most qualified to work with the Town of Wappinger.
Past experience and professional expertise will be used to evaluate the proposals and selection of
the preferred consultant, and cost will also be considered.
VI. Proposal Requirements
The successful respondent should demonstrate a thorough understanding of the nature of the
requirements and show significant experience in the public sector. Each proposal received will be
carefully evaluated for its technical merit and cost. The following items must be addressed in the
proposal. Each proposal shall lay out a clear and realistic work program within budget and with
provisions for delivering all products expeditiously. The work program shall show the consultants
ability to provide the necessary products in a timely fashion and meet project deadlines.
A description of the firm's ability to perform the required services should be included. Names,
titles, qualifications, and relative contribution of all the individuals who will be providing services
should be given for evaluation. Indicate how their combined qualifications/assignments
enable them to competently complete the work. A lead individual from the company is expected
to be the "Town Planner".
Provide references from organizations for which the respondent and the selected staff members
provided similar services. Provide the following information for each reference and project:
Name of client or organization, mailing address, contact person, email address, and telephone
number.
VII. Insurance Requirements
Prior to commencement of any work under this Contract and until completion and final acceptance
of the work, the firm shall, at its sole expense, maintain the following insurance on its own behalf,
and furnish to the Town certificates of insurance evidencing same and reflecting the effective date
of such coverage as follows:
])Worker's Compensation and Employers Liability Policy, covering operations in New
York State.
2) Commercial General Liability Policy, with limits of no less than $1,000,000 Each
Occurrence/$2,000,000 Aggregate limits for Bodily Injury and Property Damage.
3) Comprehensive Automobile Policy, with limits no less than $1,000,000 Bodily Injury
and Injury and Property Damage liability including coverage for owned, non-owned,
and hired private passenger and commercial vehicles
4) Umbrella Liability, with limits of no less than $3,000,000, including coverage for
General, Automobile and Professional Liability.
5) Professional Liability, with limits no less than $1,000,000.
6) Certificates shall provide that thirty (30) days written notice, by registered mail with
return receipt requested, prior to cancellation or expiration be given to the Town of
Wappinger. Policies that lapse and/or expire during term of work shall be recertified
and received by the Town of Wappinger no less than thirty (30) days prior to
expiration or cancellation.
The firm shall furnish to the Town of Wappinger Certificates of Insurance as evidence of
coverage prior to commencement of work and naming Town o f W a p p i n g e r as an Additional
Insured.
The cost of furnishing the above insurance shall be borne by the firm.
All carriers listed in the certificates of insurance shall be A.M. Best Rated A VII or better and be
licensed in the State of New York.
VIII. Exceptions
All exceptions to the requirements of the RFP must be clearly identified and explained in
writing.
