OLD BUSINESS - Halloween Party NEW BUSINESS - Subdivision of Sabia Family Enterprises - Diddell Road 36 Lots 1990 Budget MEETING ADJOURNED: NEXT MEETING f' .. .. 1" MINUTES RECREATION COMMISS ION AUGUST 10, 1989 NEXT MEETING SEPl'EMBER 14, 1989 The regular meeting of the Town of Wappinger Recreation Commission was held August 10, 1989 at Schlathaus Park, All Angels Hill Road, Town of wappinger, Dutchess County, New yOrk. The meeting was opened at 7:32 with the following persons present: Ralph J. Holt, Chairman, Bernie Reimer, Director and Commission Members Ellen Korz, Joseph Mastroianni, Hugh J. Maurer, Donald Rider and Maintenance Supervisor John Vorndran. The minutes of the June 15, 1989 and July 13, 1989 meetings were approved on a motion by Mr. Mastroianni seconded by Mr. Maurer with all in favor. Mr. John Estes attended representing the wappinger contingent of the Senior Citizen Bowling League at the Southern Dutchess Bowling Center in Beacon. He requested support of the Town for the Sen~ors from Wappinger. Beacon has been picking up the tab for the wappinger Seniors but they are now reluctant to continue. The support would consist of $1. per day plus $10. toward the banquet for each Senior. So far there are 8 Seniors from Wappinger. Mr. Maurer made a motion that we support them seconded by Mr. Mastroianni with all in favor providing that it is open to all Town residents and that it is advertised as such. A letter was received from the Dutchess Debs thanking us for our support for their tournament July 29 and 30. Mr. Holt mentioned that he was out and they had over 250 girls aged 14 to 19 competing during the tournament. It was mentioned that if they request the facilities again next year that it be granted but that we must specify NO PARKING at the front entrance to the Park. It was suggested that a letter be sent to the Mid-Hudson Road Runners for their race September 17 regarding the parking. CHELSEA A letter was received from Mr. Todd of the Board of Fire Commissioners. Mr. Holt answered the letter stating that the basketball hoop would be fixed immediately and that we have instructed our Summer Director to put away all equipment and pick up the papers. We will also take steps to replace the playground equipment. The Board of Health inspected it and deemed it safe but it is showing its age. He mentioned that we will monitor and keep the grass as neat as possible. We looked at the retaining wall and stand ready to assist ~hem. We feel we shouldn't take on the job especially when we feel we would like to move the playground to Castle Point. In the letter we also mentioned that we assumed that they knew that the Board of Health had found the drinking water to be unsafe and that we were bringing in water for the playground. (Evidently they did not know as Mr. Todd called that night to request more information.) . . . . . Minutes August la, 1989 Page 2 Mr. Reimer mentioned that he spoke with the Director of the Play- ground and he said that when he leaves there are no papers and junk laying around. He feels it happens after the playground closes. DIRECTOR'S REPORT The past few weeks of the Playground program has run much more smoothly than the beginning few weeks. The plans for the end of the year picnic are progressing smoothly. The helium tahk, balloons, dunking tank have been ordered. McDonalds has said they would help us with drinks. Mr. Reimer handed out a tentative schedule which had the children arriving at 9:30 and doing organized atheletic competitions, relay races, art contests and having a music show. In the afternoon after the picnic there is scheduled a lip sync contest, prizes and awards. Mr. Reimer mentioned that he had received a call from a resident who was concerned about our balloon race effecting the environment in that the animals consume them and are killed. He said he had called the Department of Environmental Conservation regarding this and they did not seem concerned. They felt that most are retrieved and the worst harm is if they go into the water. Everyone agreed that we should continue it this year because of the effort put into it and that the children expect it. If the D.E.C. was concerned we would definitely cancel it but we will re-evaluate it for next year. Mr. Reimer asked if there was an existing written philosophy for the Commission. The issue came about during our efforts of changing from a Summer Playground to a Camp. It was suggested that Miss Slacin and Mr. Reimer prepare one. Mr. Maurer suggested that we ask the Board of Health for a test copy so we have some guide lines. At Spook Hill Camp the counselors and director cane across a possible abuse case. The children came to the director and counselors mentioning that the father was abusing the mother and that they were afraid. Mr. Reimer mentioned that we are required to report this to the Central Registry of New York State for Child Abuse and they in turn send forms to Dutchess County Child Protection Agency. It was also recommended that we contact the Y.W.C.A. because they work quicker. Shortly after it was reported the mother approached the Director and thanked her. Apparently someone did contact the family and she mentioned that her husband was in a rehab facility in Connecticut. The counselors are to be commended for their efforts. Mr. Reimer mentioned that the Schlathaus Race will be held October 7th. A request was received for the use of the Schlathaus stage on August 17th and September 16 for a Gospel Singing Musical Show. It would be open to Town Residents. It was agreed to grant the request but they must be responsible for parking and trash pick up. . ' , , , Minutes August 10, 1989 Page 3 HALLOWEEN PARTY Mrs. Korz mentioned that she has contacted McDona1ds to help with the party and they agreed to do something and they will also bring Grimace. Pizza Hut said they will donate halloween bags and will arrange something else and Ben & Jerry's wants something in writing before they will commit anything. She has to call everyone back in September. SENIOR CITIZENS Mr. Mastroianni mentioned that he saw an article in the paper for "Fun in the Park for Seniors" to be held September 12th at Baird Park. This program was put together through the Dutchess County Office of the Ageing. He asked if this might be a possibility for us to do for the Town Seniors. We felt it was something to look into. At this time Mr. Holt mentioned that we have been requested by Supervisor Paino to put monies in our budget for Senior Citizens. Since we are unclear about our responsibilities regarding this program we felt we should askfor some direction. MARTZ FmLD Mr. Rider mentioned that the roofs on the dug outs need to be replaced. There is a hole in one. There is also a swing that needs to be fixed and branches need to be trimmed. Mr. Vorndran said he was aware that the dug outs need to be fixed and as soon as the playground program is over work will be done there. TENNIS COURTS Mr. Rider mentioned that we need to re-set the timers on the court and the lights need to be fixed. It was recommended that a photo cell be placed on the lights. GOLF DAY Mr. Rider mentioned that he spoke to Clifford Larsen at Beekman Country Club. A weekend charge of $27.00 would include the green fee and cart. A weekday charge would be $21.00 per person for the 18 holes which would also cover the green fees and cart and also a lunch (club sandwich and drink). If we wanted to go with a buffet it would be $8.50 for a cold buffet and $13.00 for hot. Prices may change by October so we will have to go over the details as the time gets closer. They would be able to accommodate up to 200 people. , I, , I Minutes Page 4 August 10, 1989 SOCCER Mr. Rider said the opening date for soccer is September 9th and everyone is invited. Invitations will be sent out to everyone. They have requested the use of our P.A. system and Mr. Rider will speak with Mr. Reimer about this. It was requested that when the softball games are completed that the bleachers be moved to the soccer field. Mr. Reimer will check on the final game for softball. We have to start planning for what we will do in the Spring for Soccer and there_was a discussion on new land acquisitions. CASTLE POINT Mr. Holt mentioned that a letter was sent June 22nd to the Town Board requesting funds from Parkland to start work at Castle Point. We hope to be able to put 3" fill on the dump area, spread and seed it and to change the road and fill it with bank run gravel. If we can get a start on this during the fall we might be able to put softball there and release Rockingham for soccer. BUDGET A copy of the proposed 1990 budget was handed out to alL members and each was asked to review it and call the secretary with any additions or corrections they feel warranted. BARN It was suggested that Mr. Vorndran order a sign for the Barn about 4 x 8. Mr. Maurer suggested that we might need to speak to the Town ZOuing Adm. regarding this. SCHLATHAUS Chris-Bar has installed the cable for the Christmas Tree but he still has to put in a new wire from the house to the garage. Roger Humeston will drill test holes for the sept,tc system. Mr. Maurer felt that the system should work as it is only in 4 or 5 years and that we should investigate why it doesn't so we will know what we have to do. , t Minutes August 10, 1989 Page 5 TRACTORS Mr. Vorndran has put in a request to order covers (roof) for the tractors which he estimates to come to about $590. All agreed with this request. Mr. Holt requested that Mr. Vorndran check all fencing to see where repairs should be made this fall. SUBDIVISION OF SABIA FAMILY ENTERPRISES - 36 Lots Diddell Road Based on the information received a determination. cannot be made regarding Recreation Land. We therefore will request the Engineer to give us a site tour. Mr. Holt will be on vacation from August 11th to September 7th. Mr. Wood will sit in for him at any meetings.
