The meeting was called to order at 7:30 P.M. with the following persons present: Chairman Ralph J. Holt, Director Bernie Reimer, Commission Members Nancy Drennan, Ellen Korz, Joseph Mastroianni, Hugh J. Maurer, Donald Rider and Bill Wood. Others present were Gary Mensching, Town of Wappinger Little League President, Michael Malone from Bowdoin Park, and Joseph Incoronato Councilman. The minutes of the February 8, 1990 meeting were approved on a motion by Mr. Maurer seconded by Mr. Wood with all in favor. Mr. Michael Malone, the Manager of the Reese Sanctuary and who has a background of 8 years with the National Park Service currently holding a Part-time position at Bowdoin Park attended the meeting. He was invited to attend to give us some ideas on improving our Reese Park. Since the weather has not been very good, he has not had a chance to look over the park, but will walk the property with some of our members as soon as the weather is better. We assured him that we wanted to gear the Park toward nature and nature study. After he has had a chance to walk the park he will be better able to give us some ideas. Since we don~t have a lot of money in our budget, Mr. Mastroianni asked about the work crews from Beacon. Mr. Malone said he has had a lot of success using these wClrk crews but we would have to have a game plan available. It is free labor and they will work until it is completed but we would have to provide a Supervisor, plans, and equipment. They are accompanied by a guard but it is clur supervisor whcI gives instructions relative to the job. Councilman Joseph Incoronato was present and introduced himself to all the Commission Members. He also thanked Mr. Wood on behalf of the Town Board for his many years of service on the Recreation Commission and wished him the best Page 1 in his new "ventures". He also wanted to share some thoughts on a few items: 1. He mentioned that the pond at Rockingham has no security fence around it and he was concerned that some child while playing soccer would chase a ball into the pond. Mr. Holt informed him that we had already discussed putting a snow fence up as soon as soccer season starts. It would be placed around the pond adjacent to the soccer fields but not along the back of the pond. The fence would then be removed at the conclusion of the soccer season. 2. Mr. Incoronato's next concern was the practice of taking land and/or money from developers. He emphasized that wherever pc.ssible we shc.uld accept land and that there was nothing wrong with open land. He mentioned that the Recreation Commission and Planning Board has the option of pin pointing land ~~ want and that we don't have to take marginal land. Mr. Maurer mentioned that he felt that no one objected te. the philosophy of taking land "Ihere possible but felt that there could be problems with a developer if we wanted most of his prime land. Mr. Incoronato felt we still had the control and the developers would have to agree with our requests. 3. He mentioned that since the Chelsea Fire Co. will not be letting us use their Schoolhouse property for the Summer program, we need to focus on developing the site at Castle Point. Mr. Holt mentioned that in 1989 we went to the Town Board and requested funds for a number of items and we never heard from them. We did go ahead and we have accomplished a few of the items and we are planning a lot more for this year. Since we do not have enough funds in our 1990 budget, we wi 11 have to come to the Town Board feci use of our Parkland Funds. We have already discussed several items with Roger Humeston of R.G.H. Construction. In one of these conversations he mentioned that if we supply the material he might be able to provide the labor for a building for supplies and rest rooms. A letter to all Town of Wappinger organizations listing several items which we want to accomplish at Castle Point has been drafted. In this letter we are requesting help in any way to up grade this Park. Mr. Incoronato said he would back us completely in this project. He suggested that when the time comes for funds from the Parkland Trust Fund that a resolution be sent te. the Town Bc.ard fm- addi tional funding for the "special pi-oject at Castle Point to bring it up to speed with Federal requirements which has not been for 15 years. We will l-un the risk of loosing the property if nothing is done soon." 4. The last item discussed was the Boat Ramp in Page 2 Chelsea. Mr. Incoronato mentioned that there might be a Town right of way which would go through the gazebo owned by the Yacht club. He also mentioned that possibly we could work with the City of Beacon on a coecperative venture. We really need to see what we can do to improve the situation with the ramp. ~Q!3!3~~EQ~Q~~~~ A thank you letter was received from Mary Ann Clark of St. Columba Church regarding their participation in our Christmas program. A letter was received from Pamela Meybohm, Vice President of the Town of Wappinger Big League stating that Opening Day ceremonies are scheduled for April 21st at 9:00 a.m. and requesting porta johns throughout the complex. It was suggested that the secretary make arrangements for a porta john to be delivered Thursday March 15th prior to try- outs. This has been the practice for several years. Mr. Wood suggested that we contact Lucy Doroni to start opening the gate sececn. A letter was received from Frank Masci requesting use of Rockingham Park full time for their Spring Season. Mr. Rider mentioned that the season starts April 7th. It was decided that soccer would get the use of Rockingham the same as last year and when fields are available at Castle Point for softball we will then meet and make other arrangements. Requests were received for softball fields from Bob Drennan, Wappinger Mens Softball League~ Pete Alderese, Big Girl Softball League and Gary Mensching Town of Wappinger Little League. It was decided that the Wappinger Mens League would get the same fields as last year until Castle Point is ready. That we.uld be Recckingham Monday and Friday, Castle Point Tuesday, and Quiet Acres Tuesday, Wednesday, and Thursday. Mr. Heclt said we will dec what we can to make Quiet Acres playable. Mrs. Di-ennan mentioned that the league members are willing to help work on the fields if needed and was told we will call on them when we are ready. The other requests will be given the same as last year. Mr. Reimer will send letters. .Q1B!;!;IQB~~ B!;eQBI Mr.Reimer reported the following: 1. The coaches clinic given by Mike Suydam is all set for March 19th at R. C. Ketcham cafeteria. He hasn~t Page 3 received an official count of those attending but by word of mouth there seems to be a number of people attending. 2. We have received notice from the Wappinger Jr. High that we will have to cancel the last 4 weeks in March and the other soccer program which uses the courts the same night will have to give up another 4 nights. This is because of a gymnastics program and the fact that the teacher doesn~t want to break down the equipment all the time. It was suggested that a letter be written to Pl-incipal Joseph Cccrrigan expressing our concern about their cooperation with the Town. Although the first delay in the renovation of the gym could be accepted by the Commission, we are a little disturbed ovey this second delay. We always seem to cooperate with the School District when they request the use of the Tennis Courts and baseball fields but we always seem to have hassles with the Jr, High. With the delay in the beginning because of the renovations and now the loss of 4 sessions, it has had a serious impact on our programs. Mr. Reimer will write the letter with a copy to Acting Superintendent Ponte and Supeyvisor Smith. 3. My. Reimer spoke with the Red Cross regarding a CPR and First Aide Course for our Playground Directors. He y-eceived a figure of $440. for either 2 4-hour sessions or I 8--hol.lr sessiccn. The course would be for 8 summer emp loyees. 4. My. Reimer has spoken with John Werner of Deer Hill about using the pool this summer. He was told that no definite decisions have been made but he thought we would be able to rent it or run it as we did last year. Mr. Reimer said that we would prefer to rent it. Mr. Werner mentioned that he would like to come up some Monday afternoon and discuss the program with him. We do have verbal approval for the use of the pool. Since we are planning on opening up a playground at Rccbinsc.n Lane we wi 11 have a schedul ing problem wi th the pool. Usually Quiet Acres and Chelsea go together and since we are not sure how many will sign up at Robinson Lane we will tentatively schedule them to go with Quiet Acres and Chelsea taking a chance on the numbers. It was also suggested maybe we could contact the Castle to see about some swim time there. 5. At the meeting for the staff prior to opening day we have previously had a representative from Sloper and it was suggested ~e do this again. It was also suggested we have a person from the Child Abuse area to speak to the counselors. b. Confirmation still has not been received for the Page 4 ,- . . conference in Middletown fOl- the Summer Personnel. Mr. Reimer is still trying to find out about this informative conference. 7. the barn they are Mary Schmalz of Pop for storage of some all boxed there was Warner has of the Pop no problem requested space in Warner uniforms. More details will be given on the trips as the time gets closer. ~Q~~sB Mr. Rider said that soccer hopes to get the trai leI- in place soon with electric service. They are getting a dcmation of the pole and fill and they are hoping that rec.reation would take care of the cost for the fence around the trailer. There was a discussion regarding the placement of the trailer, elevation and where the fence would be placed. There was a concern about one entrance and the possibility of people getting trapped inside. It was suggested that the gate be placed so that it would open in to make an entrance way and not allow people to go around the h-ailel. Mi-. Ridel- was asked to bring back a drawing and t-k. Maurer will be asked to check it. ~t!~HJ3t!~M~e BsEQ131 MI. Holt mentioned that he met with Mrs. Powers of the Dutchess County Senior Citizen Association and they went through Schlathaus. Although it is a long way away for use by the Senior Citizens she was very impressed and she asked if it might be used as a day center. Mr. Holt said that that decision would ultimately be a decision for the Town Board. We have to speak with Jay Paggi regarding the watel and septic as we want to get started with this project soon. t-11 . Ho 1 t suggested that a letter be sent to CharbOlo Realty to make an offer for a couple of acres plus the Barn. This propel-tv is adjacent to the Robinson Lane Prc.pelty. Mr. Stephen Miller has been appointed to the Recreation Coml1tission to fill the vacancy left by Bill Wood's retirement and subsequent move South. Page 5 . '" ,~ The lights at the Tennis Courts need to be fixed and/or adjusted. We should think about putting in hallogen lights.
