The regular meeting of the Town of Wappinger Recreation
Commission was held November 8, 1990 at Schlathaus Park, All
Angels Hill Road, Town of Wappinger, Dutchess County, New

The meeting was called to order at 7:35 with the
following persons present: Chairman Ralph J. Holt, Director
Bernie Reimer, Commission Members Joseph Mastroianni, Stephen
Miller, Donald Rider, and Maintenance Supervisor John

The minutes of the October 11, 1990 meeting were
approved on a motion by Mr. Mastroianni seconded by Mr.
I::;:ider ..
COF:RESPONDENCE
A copy of a letter addressed to Supervisor Connie Smith
from the Dutchess County Youth Board was received stating
that they have recommended an award of $17,000. in support of
the Town of Wappinger Recreation Program.
A request was received to put in a walk gate at Robinson
Lane Recreation Area so residents could use the Park after
the nc."("mal closing time in October. A fe~'J reside'(",ts jl\st
like to play frisbee, walk or jog in the area but are unable
to gain access after the end of October.. It was decided to
take this request under advisement for 1991.

Mr. Miller suggested the following work be considered at

1. The drainage problems at Holt, R-2, R-3 and R-4
should be addressed. It was suggested that we contact Ron
Friedman to get some ideas on how to go about correcting
thf:"?se problems.
2. Some outfield fencing has to be repaired and. the
backstop on SL-2 needs to be built up where the frost has
raised it out of the ground.
3. Since we weren"t able to transplant some trees from
Reese this Fall we will try and do it next Spring.
4. Little League has requested permission to build a
shed to house their tractors and equipment. They would
probably place it where the present truck body is located. It
was mentioned that a building would look much better than the
truck body. A motion was made by Mr. Miller to approve the
building subject to the approval of the plans by the
Recreation Commission. This motion was seconded by Mr.
Mastroianni with all in favor.
5. We should start to think about putting lights on
Holt field with thoughts to fix the poles so it could cover
R-2. We don't know what the reality of this is but we should
keep it in mind with the older league expanding.
6. We should have drinking water and electricity at all
fields and think about putting rest room faciities at out

7" The roadway from the iYltersection should be paved to
R-3 and R-4 and speed bumps should be put in to slow traffic
through the whole complex.
8. Parking areas need to be developed between R-I and
R"P .
DIRECTOR"S REPORT
All the paperwork has been submitted for the West Point
Concert. The place had to be changed from Ketcham to the
Wappinger Jr. High which has recently been renovated and now
has a seating capacity of between 900-1000. The only problem
will be the parking.
Mr. Reimer received a call from the Wappinger Jr. High
on October 13th stating that our Fall programs could start
and so far all scheduled programs are going well. The
Thursday night volleyball program is very crowded. A request
was received for a MEN'S aggressive league. We will look
into it for future programs.
HALLm,IEEN PARTY
Thank you"s were given to Mrs. Korz and Mr. Rider for
all their work on the Halloween Party. After a few problems
in the beginning were ironed out (i.e. rain - should we
transfer to Myers, bleachers, and finding tables) everything
went ~'Jell. t'lrs. I<Olo.Z did a f.?D.:t~E.t.if; ..ig.9. on getting the
prizes and lining up McDonalds. Mrs. Korz sent word that a
letter of thanks has gone out to McDonalds for all their

Mr. Mastroianni mentioned that the trip on December 6th
was cancelled and another trip has been scheduled on December
4th to Peddlers Village, Paw
SOCCEH
Mr. Rider reported that the Town of Wappinger Soccer
League ~as unofficially expressed an interest in the Fishkill
f-ields.
Mr. Holt met with the United Soccer Club and informed
them that Mr. Rider is their interface and he should be
included in their meetings. They again discussed field
requirements and again no definite field assignments could be
given at this time. They also mentioned that they were
misquoted about using the Fishkill Fields and that they wOIJld
be willing to use them.
CHAIRMAN'S REPORT
Mr. Holt reported the following:
1. The barn has been painted.
2. Mr. Fulton (neighbor at the Montfort Road Property)
has indicated that the would like to straighten out the
prl:,pE'rty 1 ine.

the creek at the Montfort Road property. It was also
E":.ufJ<.:jE.stfi'!d that a wall be installed along with some ".Il:lllp'y'ball
courts and picnic tables at the barn property.
4. Dn November 13, Mr. Holt will meet with the Town
Board to present the Master Plan and to discuss the Senior
Citizen program. He has met with Mr. Mastroianni to get
ideas and to design a job description. This program

would report through the Recreation Commission. He is
planning on proposing that the Zion Program be discontinued
and if necessary open the Town Hall on Mondays. We still
have a lot of planning to do but the Director will be the key
per!::'.o'n.

this fall. Ran out to time. This will be done in the Spring.

The dock is a mess after the recent oil spill in the
Hudson River. The Hess Co. was suppose to clean it but so
far we haven"t heard anything. We will keep after this.

The drainage is in. The backstop can"t be put in until we
get an okay from Jay Paggi, Engineer to the Town. We have
recently been told that the Town must monitor test wells for

landfill area. Therefore, we won"t be able to proceed with

CHf'::: I STI'1/~S PARTV
Mr. Vorndran will decorate the tree around the 15th of
November. The party will be December 2nd at 6:00 p.m. and
letters will be sent to the Town Board Members and Town
Employees. Candy canes are on order along with the coffee urn
and thermos jugs. The New Hackensack Fire Company will be
contacted to bring Santa and to use the kitchen to do the hot
chocolate and cider. We have on hand 290+ ornaments and
cards will be available in case we run out. Mr. Verlin will
be contacted for Santa.
The meeting was adjourned at 9:15 on a motion by Mr.
Rider seconded by Mr. Mastroianni.
