RECREATION COMMISSION MEETING
MAY 9, 1991
NEXT MEETING JUNE 13, 1991 AT 7:30 P.M. AT SCHLATHAUS PARK
The regular meeting of the Town of Wappinger Recreation Commission was
held May 9, 1991 at Schlathaus Park, All Angels Hill Road, Town of Wappinger,
Dutchess County, New York.
The meeting was called to order at 7:30 p.m. by Chairman Ralph J.Holt.
Others present were Recreation Director Bernie Reimer, Senior Citizen Director
Kathi DeLisa, Commission Members Ellen Korz, Joseph Mastroianni, Hugh J. Maurer,
Donald Rider and Maintenance Supervisor John Vorndran.
The minutes of the April 18, 1991 meeting were approved on a motion by
Mr. Mastroianni seconded by Mrs. Korz.
CORRESPONDENCE
A letter was received from Brian McFarlane regarding fixing up the basket-
ball court at the Spook Hill Playground. Mr. Holt asked Mr. Vorndran to check on
the condition of the court to see if the repairs could wait until the fall re-paving
schedule. If it can wait maybe we could work in conjunction with the Highway Dept.
when they are doing their projects. We will fix the nets immediately. As far as
installing lights, we aren't sure that we are ready to install them at this time as
that always seems to bring about other problems. Mr. Holt will answer this letter
as soon as we hear from Mr. Vorndran regarding the condition of the court.
We received the usual letter and application from Boots and Bows for
sponsorship for the 91/92 season. The application will be signed and forwarded to
the School District.
A request was received from the New Hackensack Fire Department to use
Schlathaus Park for parking for their annual Bavarian Fest June 8, 9, and 10.
Approval for this was given but it was suggested that if there is any damage that
we would expect them to help with the repairs. Because some of the area tends to
be wet especially this time of year, we will have Mr. Vorndran mark off where it
would be safe for parking and we would like them to monitor this and if possible
consider fencing the wet areas off.
We received a contract from Deer Hill Conference Center for the 1991
use of the Deer Hill Pool for our swim program. After reviewing the contract,it
was agreed that Mr. Reimer sign on behalf of the Town.
We received a copy of a letter from Attorney to the Town Al Roberts to
Supervisor Smith regarding the Montfort Road Property re-alignment. Mr. Holt
mentioned that he and Mr. Vorndran had met with Mr. Fulton regarding this property
realignment and they came to a possible agreement. Mr. Holt said that he would
like to speak with Supervisor Smith and the Attorney before their meeting with Mr.
Fulton. At their meeting Mr. Fulton also mentioned that he has several Town easements
in his deed. The secretary will check into this.

A letter was forwarded to us from Supervisor Smith regarding lease/license/
Concession of Town Property for Baseball or Soccer Camp Sponsored by a Private
Organization. It was suggested that everyone review it for comments at the next
meeting.
Mrs. Roe spoke with Dynamark Security Systems regarding the Maintenance
Plan Agreement. What we have is a hard wire system which doesn't use batteries.
She was told that this type of system doesn't usually have too many problems. If
we purchased the Plan A, it would cover the motion sensors, wires and the $50.service
call charges. We were told that we could judge by our service calls from the previous
years whether the service plan would be helpful. It was decided not to go with this
Plan.
SENIOR CITIZENS
Mrs. Delisa gave out their report for the month of April which is attached
to these minutes. She also noted the following:
1. There was a serious arguement during the month among three Seniors
paying Pokeno making it necessary to adopt the following rule "Anytime such an
incident should occur, all those party to the incident will be suspended from the
Center for a period of time the Director feels warranted. This behavior cannot and
will not be tolerated."
2. Mrs. Delisa is still working with Sylvia Epstein from the Jr. High
to integrate students with the Seniors. Hopefully the program will start next
week with the Art Class.
3. She spoke with Supervisor Smith about having a blood pressure screening
site at Town Hall and Mrs. Smith said she would take care of this since it would have
to be held in the Town Meeting Room.
4. Today the Seniors held a barbeque with about 53 members attending. They
went through 64 hot dogs and 40 hamburgers. The cost of this came from the Senior's
own dues account.
5. The bus trip to the Maritime Center in Norwalk, Conn. is scheduled
for May 22nd
Mr. Mastroianni asked Mrs. Delisa if she found out anything on the
I.B.M. and Rotary picnics. Mrs. Delisa said she found that the I.B.M. picnic was
run by I.B.M. East Fishkill and the United Way but so far she has not been able to
follow up on this information.
Mr. Mastroianni suggested that when the boccie court is completed that
we have a boccie ceremony and have tournaments with other Centers.

Mr. Rider asked about the swim program for Seniors at Deer Hill and was
told that we felt that there was no response last year when we suggested this.
RECREATION DIRECTOR'S REPORT
Mr. Reimer mentioned that the concert was a tremendous success and he
thanked everyone for the "Team Effort". He mentioned that he had many compliments
from the band members regarding the food and the audience enthusiasm. He also
thought that we might be able to get them to come with other bands to do more
concerts. Mr. Holt thanked Mr. Reimer for all his work in contacting the band and
all he did to make it the success it was.
Mr. Reimer handed out information on the staffing and calendar for the
Summer playgrounds. 22 of the 32 staff members are returning. He mentioned that
since we aren't going to attend the conference that he has scheduled two meetings
for the staff members. The first is on June 11th to go over payroll information and
to have a short meeting with "Sloper" and the second is on June 18th for a meeting
with the "Task Force for Child Protection". Both meeting will be held at 6:00 at
Schlathaus Park.
Playground registration will be held June 24th at Town Hall from 9 - 3.
Mr. Reimer mentioned that the new Director from the Health Department has
been in touch with Mrs. Roe regarding our Application to run a Summer Camp. Mr.
Zoller mentioned that so far he has 25 items to be corrected in our application.
The Commission was disturbed and felt that they want us to close down and that
some of the items are unreasonable. We do not want to be classified as a Camp
but a Playground such as East Fishkill and Fishkill. It was suggested that a
meeting be set up with Peter Mack of the Health Department as soon as possible
to get some answers on the classification.
All building requests for the Fall and Winter programs and the Summer
of 1992 have been submitted to the Schools. He doesn't know how the cuts and the
budget problems will effect the programs.
MARTZ FIELD
Mr. Rider mentioned that there are several rough spots on the basketball
court. Mr. Vorndran will check this out.
The trees by the memorial stone are a mess. It was decided that these
should be removed and a slower growing tree be put in. If these can be removed
without too much damage they can be replanted at the barn.
Mr. Rider mentioned that the left hand corner of the fence around the field
has been run into and needs fixing. It is an old fence and Mr. Vorndran will check
and see if he can do anything with it.
One of the swings need to be repaired.

TENNIS
The court lights should be put on around May 30th.
The tennis courts need to be resurfaced. The last price we received was
back in 1988 and it was for $10,000. We will have to look at this when the budget
time comes. It was suggested that Mr. Maurer check this out and give us some
ideas on what could be done.
Mr. Rider asked about putting up a single wooden wall for tennis and/or
racquetball. He said he has seen one in Fishkill and it was made of treated
plywood.
Mr. Holt mentioned that the Ketcham Hockey players have been playing
on the Tennis courts. He has asked them to leave several times but they just
go back as soon as he leaves. He also noticed that people are being intimidated
by these kids and are not playing tennis. We will have to speak with the Town
Patrol about this. There are signs up already saying "sneakers only" and we have
signs on order which say "No Hockey or Roller Skating". Hopefully the patrol will
help us with this situation.
ROCKINGHAM
Since we can't do anything with the manhole at the turn at the above
site, Mr. Rider asked if we could do something on the fencing making it kiddie
corner. Mr. Maurer and Mr. Vorndran didn't think anything could be done there
because the clay there sometimes bleeds. It was suggested that we discuss this
with Mr. Tremper of Camo.
Mr. Rider mentioned that he thought that the seeding that we did in the
Spring was worth it. The grass seems to be much better.
BUS TRIP
A discussion was held about sponsoring a bus trip to a soccer game in
Albany. The possibile dates would be June 7, 14, or 29. The cost for the bus
through Leprechaun Lines would be $517. on Friday and $542. on Saturdays and the
bus would accomodate approximately 47-49 people. If we did this we would only
pay for the bus and the participants would pay for any other expenses incurred.
Mr. Maurer questioned about what would happen when other groups requested trips
i.e. baseball, Little League, Hockey etc. We decided that not enough people would
benefit and we will not do this.

ROBINSON LANE
Little League has agreed to give us one of the truck bodies which we
will move to Castle Point for storage of the chalk dust and playground supplies.
Mr. Reimer asked about storage for the Robinson Lane Playground and Mr. Holt said
he hoped Little League would let us use a part of the new building for this purpose.
SOCCER
Mr. Holt asked Mr. Rider to go down to Fishkill and mark off and line
the fields assoon as possible. We will chalk it the first time and then Fishkill
will take over. Mrs. Roe will call Glen Scofield of Fishkill tomorrow to make
sure it has been mowed.
BOAT RAMP
Mr. Vorndran mentioned that the boat ramp will be put in next week. A
patrol will be obtained for the Memorial Day weekend Saturday, Sunday and Monday
from 6 a.m. to 6 p.m. Mr. Maurer asked if Mr. Wood (previous Commission Member)
had written to the railroad to use their property. Mr. Maurer was asked to make up
a description of the area in question and Mr. Holt will write the letter.
The meeting was adjourned at 8:55 on a motion by Mr. Maurer seconded by
Mrs. Korz.

MAY 1991 REPORT TO RECREATION COMMISSION
SENIOR CITIZEN CENTER
Senior activities in April included the regular schedule
of oil painting, exercise, line dancing, arts/ crafts,
videos, cards/games. Bocci was played few afternoons.
Crafts included several items made with plastic canvas and
yarn: baskets, items to be used with magnets on the back,
and flag pins. Many Seniors started making jewelry. The
yellow ribbons for the May 3rd concert were completed.
Many of the Seniors from the Center participated in the
bus trip on May 3 to the Elmsford Dinner Theater to see "A
Chorus Line." On May 4th, Sal Patricola from Hospice
Caregivers spoke about this organization. Debbie Gross from
Jewish Family Services spoke on the SHARE program for
Seniors on the 19th. This program offers assistance with
housekeeping services. And on April 25th, our monthly
birthday party-each April birthday member received a coffee
mug.
There were an average of 30 seniors at the Center per day
for the month of April. There are 96 seniors presently
registered at the Center.
ITEMS TO BE NOTED:
1. A serious argument occurred this month among three
seniors playing Pokeno,making it necessary to establish
a rule of order. I addressed the members of the Center
and explained that in the future: "Anytime such an
incident should occur, all those party to the incident
will be suspended from the Center for a period of time
I feel is warranted. This behavior cannot and will not
be tolerated." As for the incident in question, the
three parties involved were suspended from playing
cards for three weeks.
2. Sylvia Epstein from Wappinger Jr. High School and I met
to discuss plans to integrate students with seniors. We
have decided to begin with 4 students that will work
with the oil painting class beginning May 7th.
3. We removed one love seat from the Center room. This
was moved to Schlauthaus.
4. May events include author Violet Dunckley who will speak
on her new book and discuss issues of interest to
Seniors. May is Senior Citizen Month. Connie Smith is
declaring May 7th Senior Citizen Day in the Town of

Wappinger. A celebration for this day will include cake
and a flower for each Senior. May 9th the Seniors will
have a Bar-B-Que in honor of Mother's Day. Stephanie
Mallozzi from the Horticulture Dept. of Dutchess Co.
Cooperative Extension in Millbrook will discuss home and
lawn gardening care. The bus trip to the Maritime
Center in Conn. is scheduled for May 22nd
5. In regard to the Heart Assoc., I have spoken to Wendy
Mallet about using the Town Hall as a blood pressure
screening site. We discussed setting up a once a month
program with specific hours. I will speak to Connie
Smith to see if this is possible.
6. The Recreation Commission bus trip rules have been
posted at the Center. I will give Helen Nixon a copy.
