OLD BUSINESS - Halloween Party Christmas Party NEW BUSINESS - Fees for 1991 MEETING ADJOURNED NEXT MEETING 'A RECREATION COMMISSION MINUTES NOVEMBER 21, 1991 NEXT MEETING DECEMBER 19, 1991 The regular meeting of the Town of Wappinger Recreation Commission was held November 21, 1991 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New York. The meeting was called to order at 7:30 p.m. by Chairman Ralph J. Holt. Others present were Recreation Director Bernie Reimer, Senior Citizen Director Kathi Delisa, Commission Members Terry Fisher, Hugh J. Maurer, Stephen Miller, Donald Rider and Maintenance Supervisor John Vorndran. The minutes of the October 17, 1991 meeting were approved on a motion by Mr. Miller seconded by Mr. Maurer with the following correction - Page 4, Section under Rockingham/Soccer, last Sentence should be "questioned" the use of agriculture lime instead of "was against". Carolyn Tiebout, of Annandale Tours attended the meeting to discuss tours for the Seniors for 1992. Her tour company uses Trailways Buses and can accomodate 47 people. She suggested that an escort accompany all trips. We asked her if she would prepare a few suggestions for trips and approximate cost and submit it for our review. She also said that she would be willing to work with us regarding payments since we are setting up new procedures for 1992 with reservations being handled through the Recreation Dept. instead of privately. CORRESPONDENCE A letter was received from Lt. Col. Frank G. Dubuy stating that approval has been given to our request for the Military Band to perform at Ketcham High School at 8:00 p.m. on ~bruary 28, 1992. We still have a problem with the cafeteria not being available because of the Boots and Bows Square Dance group using it that date. It was suggested that we contact Philip Fox of the Square Dance group to see if they could possibly make arrangements to move back the date or try and find another site. Mr. Reimer mentioned that he would call Van Wyck to see if that was available. A copy of a letter was received in which Assemblyman Donald H. McMillen wrote to Cynthia Marshall, Program Co-ordinator of the Grants-in-Aid for a project grant for the expansion of the Senior Center. Mrs. Delisa mentioned that she has recently been told that since Mr. McMillen is a Junior member of the Assembly, that a similiar request has been addressed to Senator Stephen Saland. A letter and reco~mended layout of the soccer fields~ parking, storage, and concession area was recelved from Peter Kennedy for the new area off Airport Drive. Recreation Minutes Page 2 November 21, 1991 To accomplish this plan, Mr. Kennedy mentioned that they would need an additional 10-15 ft. of property. A copy of this letter was also forwarded to Supervisor Smith and she forwarded to us a letter stating that the Town Board had discussed the request and have decided that they could not ask for more land. She mentioned that the Soccer people were getting the 10 acres and that they were to do what they could with it. Mr. Fisher questioned the size of the storage area of 3,200 sq. ft. and the concession area of 14,300 sq. ft. It was thought that these areas were quite large. Mr. Rider said that he figured that the septic problem had something to do with the sq. ft. Supervisor Smith has forwarded to us a copy of a letter received from Gus Thompson, Deputy Commissioner for Programs and Services of New York State Park, Recreation and Historic Preservation stating that our application for a grant for restroom facilities at Castle Point has not been selected for 1991. The letter also stated that our application will be retained for consideration in Federal Fiscal year of 1992. A letter was received from Joseph Garnot, Teaching Professional regarding the use of the Fishkill Golf Center for 1992 programs. Mr. Holt will write a letter saying that we would be willing to discuss this matter. He also indicated that next year there will be a charge for golf lessons. A memo was received from Supervisor Smith informing us that Graham Foster, Highway Superintendent has a supply of Round-up he wants to get rid of. Mrs. Roe has already contacted Mr. Vorndran regarding this and Mr. Vorndran indicated that it has already been picked up. A letter was received from Walter Meier, Assistant Principal at the Jr. High School indicating that the gym is not available for any scheduled activities and will not be usable in the forseeable future. We will be notified when the condition of the gym is rectified. A memo was received fromRi.ctBrd Rose, Vice President of the Hudson Valley Leisure Services Association stating that they are sponsoring a Vendor's Luncheon on Wednesday, January 22nd at Bear Mountain Inn. A fee and charges survey was received from Richard L. Rose, Jr., Director of the Town of Poughkeepsie Recreation. LETTERS SENT DURING MONTH 1. John Butler, Customer Outreach - Midstate. Thank you for sharing information on Senior Discounts and Rights and Responsibilities 2. John Beale - Thanks for sharing information on services available to Seniors in Dutchess County. Recreation Minutes Page 3 November 21, 1991 SENIOR CITIZEN'S REPORT Mrs. Delisa handed out a report for the month of October which is attached to these minutes. She also noted the following: 1. The Craft Fair on October 25th was a tremendous success. 2. As of November 18th registration at the Center was 151 and as of today it is 158. 3. Ann Buckley - A "wish list" for the Senior Center has been given to Comptroller A copy is attached to the report. 4. November events included a trip to Woodlock Pines on the 6th, a . Flu Clinic on the 7th, Thanksgiving luncheon on the 15th at Steak & Stein. 5. The Christmas luncheon will be held on December 6th at Villa Borghese and the Christmas Party will be held in the large meeting room on December 20th between 11 and 3. Mrs. Delisa invited all Commission Members to attend. 6. We are still in need of a part time craft teacher. If anyone has any names, please contact Mrs. Delisa or Mrs. Roe. Mr. Holt mentioned that both Mrs. Delisa and Mrs. Waldron have done a super job despite all the negativeness at the beginning of the year. 7. We are working on resolving our Town Trips. DIRECTOR'S REPORT Mr. Reimer mentioned the following: 1. As stated in the letter from Walter Meier, there is no change in the Jr. High programs but all other programs are going well. 2. The Children's programs are going as scheduled in January at Sheafe Road and Myers Corners. We have the same people to run these programs as last year. 3. West POint Band is scheduled for February 28th and a Magic Show is scheduled for March 21st at 8:00 at the Jr. High School. PURCHASE OF THERMOS/COFFEE POT Mr. Fisher received a proposal from Beacon Rest. Supply for $94.00 for a 100 cup thermos and $88.00 for a West Bend Coffee Pot. It was decided that we purchase 2 thermos and 1 coffee pot. Recreation Minutes Page 4 November 21, 1991 CHRISTMAS PARTY Mr. Fisher indicated that he would be able to supply 3 additional thermos jugs for the party. We will go with 3 hot chocolate, 2 cider and 1 coffee. We need to order a case of styrofoam cups. Mr. Vorndran has ordered the tent and heaters from Rent-All. Tables and barrels will be available and the bleachers will be moved back from the stage a little. Mr. Reimer has already ordered the 26 dozen donuts, 14 gal. cider and 4 bushels of apples from Meadowbrook Farms. Mr. Vorndran will take care of getting the tree, roping, etc. He will also get a tree for the gazebo. Gifts are in - candy canes are ordered. Mr. Miller will contact Mr. Mensching about Little League donating popcorn. Mrs. Roe has contacted the Fire Company about delivering Santa and using the kitchen facilities. Mr. Vorndran will check on getting the Menorah up. Mr. Miller said that Hanukah starts on December 2nd. We will meet on Saturday, December 7th, at 1:00 to trim the tree and decorate the stage. Invitations will be sent to the Town Board Members, and to the Town Employees. We have not set a raindate since the lighting is so late in the month this year. ROBINSON LANE Mr. Miller mentioned that some of the backstops need work. He especially noted SL 1 and SL 2 and asked if it would be possible to put in concrete instead of putting screening all the way to the ground and putting the wood on it. Mr. Vorndran mentioned that if we put concrete in, we would have to have footings and Mr. Maurer mentioned that we might have problems because of the water table. Mr. Holt said that we would check it out. Mr. Miller mentioned that the bathrooms look good. They have been painted. We are still working on getting the fixtures in. Mr. Miller spoke with Mr. Mensching and was told that someone had approached him about putting some type of memorial up at Robinson Lane for Jason Smith. Possibly a stone near the flagpole. We all thought this was a nice idea but we were concerned about opening the door for future memorials. It was suggested that we set up some guidelines to follow in respect to these memorials. It was suggested that each member give some thought to this and we will discuss it further at our January meeting. Mr. Miller mentioned that at his school, they plant trees in memory of someone. This might be a thought. CHAIRMAN'S REPORT Mr.Holt mentioned the following: 1. Approval has been received from the Town Board to do fencing in the amount of $1,900 along the volleyball court on Pye Lane. 2. Mr. vorndran has spoken with the Highway Department to help us clear out some scrub trees across from the Castle Point Recreation Area to create a better view of the river. Recreation Minutes Page 5 November 21, 1991 3. Mrs. Smith notified us that there has been shooting at Reese Park and has asked us to post the property. 4. The wiring and pole is in for the gazebo at Town Hall. We still have to have the meter hooked up. 5. the schools. We haven't heard anything further on the charges for the use of We don't know if Supervisor Smith has scheduled a meeting yet. 6. We still haven't heard from Supervisor Smith about whether we can hook up water and sewer to the trailer at Rockingham. this year. 7. We are still going to try and get the wood on the tennis courts 8. We received from Supervisor Smith answers to our letter addressed to Comptroller Ann Buckley regarding the Parkland Trust Funs. The following information was received. a. Balance in the fund is $128,202.55 b. It is invested in money market accounts c. We depend on the Zoning Administrator to see that the fees are collected. d. Status Reports are given monthly e. Re: Outstanding monies - There is no record or list of those coming in. However, the Town Board has made the decision not to keep drawing money out of Parkland for things other than the purchase of land. Activities at the Senior Center included the regular schedule of oil painting, exercise, line dancing, arts/crafts, videos, cards and games. ! The Office of the Aging held a public Forum on planning the future for Seniors on Oct. 2. Our members took an active part in this forum, presenting opinions and views of what they felt was needed for Seniors in the community. On Oct. 11, the New Hamburg Fire Dept. presented a fire prevention lecture including a video for the Seniors. The Heart Association provided the monthly blood pressure screening on the 15th. And on Oct. 17, Mr. Butler from the NY Telephone Co. spoke to the Seniors on discounts, benefits and other issues of interest to the Seniors. John Beale spoke to the Seniors on Oct. 30 on services available to Seniors in Dutchess Co. The annual Craft Fair was held on Oct. 25 in the large meeting room. The Fair was a great success. Attendance was a record breaker. Seniors sold the crafts they had made throughout the year. Other items for sale included items for Granny's Attic, books, records, and baked goods. There were two separate raffles that provided seven winners. and two door prizes. Lunch was served in the Senior room. The menu included Baked Ziti with meatball or sausage and hot dogs. It was a busy and exciting day. Our other big event for the month was the Halloween Costume Party combined with our monthly birthday party. Not all of the Seniors came in costume, but many did. It was a fun day for all. Prizes and treats were given to all those in costume. Thank you to the Recreation Commission for providing donuts and cider for all the Seniors. There was an average of 36 Seniors at the Center per day for October. There are 151 Seniors presently registered at the Center. ITEMS TO BE NOTED: 1. I have provided a "wish list" to Ann Buckley as per her request. (list attached) Hopefully this is a beginning to fulfilling our need for larger space. We are still waiting for the necessary information that is required to apply for funds for a grant to enable us to enlarge the Center room. " . 2. November events include a trip to Woodlock Pines on the 6th, a flu clinic on the 7th, a Thanksgiving luncheon at Steak and Stein on the 15th and of course the monthly birthday party on the 21st. The Center is closed Nov. 5, Election Day, Nov. 15 for the Thanksgiving Luncheon, Nov. 28 and 29 for Thanksgiving. 3. December, the Seniors will have their Christmas luncheon on the 6t~ at Villa Borghese. The Christmas party will be held in the large meeting room on Dec. 20th. Bill Verlin has confirmed that he will be our Santa. ISSUES TO BE DISCUSSED: 1. If anyone knows of a craft teacher that would like to work at the Center two days a week plus a fill in when needed, please let me know as soon as possible. 2. The gazebo would look beautiful and festive if there was a decorated Christmas tree in the center. I am sure there are seniors that would volunteer to help decorate it. Are we interested in obtaining a tree for this? 3. We still need to resolve what our plans are for the Town trips. . TOWN OF WAPPINGER SENIOR CITIZEN CENTER Kathi DeLisa, Director WISH LIST November 1, 1991 Membership to the Senior Center is increasing rapidly. In January 1~91 there were 75 Seniors registered at the Center. Attendanc~ averaged 29 Seniors per day for the month of January. As of November 1, there are 144 Seniors registered at the Center and an average of 36 Seniors per day. The designated room for the Seniors is inadequate to accommodate the Seniors and all the activities planned. To enable this program to grow successfully, larger space is needed. The following is a "wish list" that will help to fulfil the needs of the Senior Center. 1. Craft Room: A room equal in size to the present room where Seniors can do needlework and other crafts. 2. Special Craft Room: A room to be used for oil painting, ceramics, quilting and other special crafts such as flower arranging, mop-dolls, etc. Can also be used for cards and games 3. Exercise Room: A room adequate for up to 30 people to exercise and do line dancing. 4. TV/Video Room: For those that want to watch the weekly video. This room can also be used as a library and reading room. This would be available at all times except when videos are scheduled. 5 Larger Kitchen and Dining Area: To be used for lunch and special occasions. This would also give Seniors an opportunity to have specialty cooking classes such as Chinese Cooking, Cake Decorating, etc. 6. Special Events Area: A room large enough to accommodate 150 people or more. Our recent Halloween Party had 58 Seniors in attendance plus Regina, the Craft Teacher and me, the Director. 7. Storage Room: to be used for Senior crafts, oil painting supplies, kitchen supplies, paper products etc. 8. Four Bathrooms: 2 for men; 2 for women. Handicapped equipped, and small lounge in at least 2 of the bathrooms. 9. Office: for the Director and Craft Teacher (We can share). Space for filing cabinets and any other necessary office equipment. 10. Proper Ventilation: air-conditioning and air circulation. NOVEMBER 1991 , . Thank you to all who worked year round, making the wonderful handmade crafts. Thank you to all of you that donated afghans, special craft items, crocheted items, and sweater sets. Thank you to all of you that worked the tables set up at the Craft Fair. Thank you to the kitchen staff and to "Chef Tony" for providing a delicious luncheon. Thank you for supporting our raffle by buying raffle tickets from Ann. Thank you to all that helped to clean up after the Fair. And I want to especially thank Regina for her continuous creative efforts with the crafts and her support and help throughout the planning stages for the Fair and her dedication and help the day of the Fair. We could not have done this without her. A BIG HUG TO ALL OF YOU!!!!!! !!. YOU ARE WONDERFUL!!!! !!!! Please note the CENTER IS CLOSED: NOVEMBER 5 (ELECTION DAY); NOVEMBER 28 and 29 FOR THANKSGIVING. Mark your calendars for the Flu clinic on Thursday, Nov. 7 between 1:30-3:00 p.m. And Blood Pressure screening on Nov. 19. Our Thanksgiving Luncheon will be held on Nov. 15 at Steak and Stein from Noon-2:30 p.m. Line Dancing is cancelled on this day. The Center will be CLOSED. Many of you have requested the video "Dances with Wolves". This will be shown on Nov. 22. It is a long movie, therefore the video will begin at 11:00 a.m. We will have an intermission at noon for lunch. The video will resume at 12:30 p.m. Our Christmas Luncheon will be at Villa Borghese on Dec. 6 from Noon -3:00. Menu and sign up for this will be announced later.
