MEETING - JANUARY 16, 1992
NEXT MEETING FEBRUARY 21, 1992
The regular meeting of the Town of Wappinger Recreation Commission
was held January 16, 1992 at Schlathaus Park, All Angels Hill Road, Town of Wappinger,
Dutchess County, New York.
The meeting was called to order at 7:30 P.M. by Chairman Ralph J.
Holt. Others present were Senior Citizen Director Kathi Delisa, Commission
Members Terry Fisher, Joseph Mastroianni, Stephen Miller, and Donald Rider.
The minutes of the December 19, 1991 meeting were approved on a
motion by Mr. Rider seconded by Mr. Miller with all in favor.
CORRESPONDENCE
A memo was received from Supervisor Smith regarding the Water/
Sewer Hookup for the trailer at Rockingham. In her memo she stated that the
D. E. C. has a moratorium on Oakwood and Rockingham sewer systems and the Town
cannot allow any more hookups until the mo~itorium is lifted.
A check in the amount of $75.00 has been received from Robert
P. Ianelli, Esq. on behalf of his client. This represents payment for repairing
damages to the Rockingham Park Field during an incident in August 1991. This
check has been forwarded to the Comptroller.
A list of quotes for possible bus trips has been received from
Annandale Tours. Mrs. DeLisa will be comparing prices.
A letter was received from David Schwartz, Business Manager of
the "Heart of the ~udson Valley Jr. Drum and Bugle Corp.". The letter was to
inform us that for donations, they are willing to perform at a variety of
functions i.e. parades etc. It was suggested that a copy of this letter be
forwarded to Supervisor Smith for her information.
The Commission members were given a copy of the Dutchess County
Youth Bureau Program Annual Report form DFY-3140 which Mr. Reimer had prepared
for the year ending 12/31/91.
Information has been received from the New York State Recreation
and Park Society regarding their conference which will be held at the Nevele
Resort, April 5 - 8, 1992. It was suggested that Mrs. DeLisa and Mrs. Roe try
to attend. A letter must be forwarded to the Town Board for permission to attend.
One particular interest was in obtaining grants. On this topic, it was suggested
that we invite Peg O'Leary to one of our meetings to discuss this further.

An application for field usage was received from Barbara
Montross for the use of Quiet Acres Field for practice for her team on Wednesdays
and Saturdays from March 21, 1992 to Labor Day. This will be referred to Mr.
Reimer for approval. The Commission also discussed charging and the thought was
if we charge a league for a season we should charge a team a nominal fee. This
was tabled for input from Mr. Reimer. Mr. Fisher mentioned that we need to add
on our field request form that we need proof of insurance.
The Commission Members received the following reports for their
information:
1. Report on Christmas Party
2. Report on work accomplished at Castle Point for 1991
3. Report on Commission attendance for 1991
SENIOR CITIZEN REPORT
Mrs. DeLisa handed out a report for the month of December which
is attached to these minutes. She also noted the following:
1. The Christmas Party at the Villa Borghese on the 6th of
December had 80 seniors attending.
2. Over 80 seniors attended the Christmas Luncheon at the
Town Hall on December 20th. Most of the Town employees
and several Town Board members also attended. The seniors
funded both of these parties through dues and craft sales.
3. Mrs. DeLisa mentioned that she had attended the Fishkill
Beacon Exchange/Rotary Senior Citizen Christmas Party. She
asked why the Wappinger Rotary or some other Town organiza-
tions couldn't be a part of this or hold one for the Town
of Wappinger Seniors. Many things would have to be worked
out before presenting the proposal i.e. where, entertainment,
etc. Mrs. DeLisa will try and work up a proposal to be
presented to the Rotary or other local organizations to
chip in toward a similar function.
4. Received a few quotes from Annandale Tours and~- prices
seem a little high. Mrs. DeLisa is contacting Mrs. Tiebout
regarding this,
5. Has hired a new exercise/line dance teacher.
6. Working on hiring a part time craft teacher.
7. Has put out a suggestion box and one item which was
mentioned was a microwave. Mrs. DeLisa will check on prices.
8. Because of the number of new Seniors attending the Center,
it was suggested that some type of name tag be issued. Mrs.
Delisa and Mrs. R'oe have been working on this.
9. Peter Vrovas, a member of the Senior Center would be willing
to teach computers to the Seniors. Mrs. DeLisa would see
if there would be any interest in this before proceeding
with this.
10. Mr. Mastroianni suggested that we hold a card tournament.
Mrs. DeLisa will check to see if there is any interest.

CONCERT/WEST POINT
The Commission reviewed the proposed snack buffet menu prepared
by Mike Franco, "The Champagne Chef". After a discussion, it was requested that
he be contacted to see if he could include some ziti and some meatballs for a
total price not to exceed $925. Mrs. Roe will contact Mr. Franco to discuss the
matter. Invitations to the concert and buffet will be sent to the Town Board
Members. A letter will also be sent to the V. A. Hospital inviting the Veterans
to attend the concert.
LITTLE LEAGUE
Mr. Miller mentioned that Little League registration will be
held the 1st weekend in February at the Community Center of the Galleria Mall.
There was some concern regarding the place and why they didn't contact us for
possible use of Schlathaus or the Town Hall. Hopefully we would be able to use
the Town Hall for next year.
Mr. Fisher mentioned that he had heard that Little League was
thinking of using fountain soda instead of cans this season. The Commission was
concerned about this and the litter problem. Mr. Miller said he would check on
this.
LIGHTS
Mr. Rider mentioned that he had read in the paper that East
Fishkill approved the installation of lights on a field at an approximate cost
of $50,000. He questioned the possibility of such a project for the Town and
the procedure. Mr. Holt said the cost would probably be twice as much since we
have nothing to start with. East Fishkill already has some ground work done.
He also mentioned that such a proposal would have to be made at budget time.
CHAIRMAN'S REPORT
Mr. Holt mentioned the following:
1. Although we under ran our 1991 budget by approximately
$31,000. we did not get everything done we had hoped to i.e.
work on the surface cracks at the tennis courts, fencing at the
barn, purchase of the wood for the construction of the building
at the barn property, plumbing work at Schlathaus and paving
at Robinson Lane.

2. Supervisor Smith mentioned that all the paperwork on the
Barn realignment has been forwarded to Senator Saland.
3. We still do not have a deed for Airport Park, therefore,
we are unable to start any clearing work for the soccer
fields.
4. The Commission is now suppose to administer the monies
for Little League, Soccer, and Pop Warner. It is our
proposal to give them their money in exchange for a listing
of what they have purchased.
5. Mr. Holt has talked with Mr. Foster, Highway Superintendent
about cleaning out by the creek on Montfort Road. This
would make it easier for the fishermen to gain access to
the creek for fishing season and make the area look much
better. The Highway Department might also help us to clear
out the trees across from Castle Point Park.
6. The electric is now installed in the gazebo.
7. Some of the projects for 1992 are:
a. Build a storage area at Castle Point with cinder blocks.
b. Purchase a large tent
c.
We will now be cutting the grass at Hughsonville.
Purchase a new slide for Spook Hill
Continue to fix the water line at Martz and do
landscaping.
Pave the road at Robinson Lane.
Work with Little League for parking at Robinson Lane.
Repave the basketball court at Spook Hill.
Stage needs repair - warped boards.
Electric work done around the Christmas Tree.
Purchase a paint sprayer.
Clearing work at Airport Park
Repair fence at Castle Point (again).

JANUARY 1992 REPORT TO RECREATION COMMISSION
SENIOR CITIZEN CENTER
December blew in a month of activity and parties.
Activities included the regular schedule of arts/crafts,
exercise, videos, cards and games. Oil painting was
cancelled all but one week in December as was line dancing.
Eighty Seniors attended the Christmas luncheon at Villa
Borghese on the 6th. They dined and danced to the music of
1~~ Jee Palumbo, an accordionist. The Thanksgiving baskets
given to the Seniors by Brownie Troop 440 were raffled and a
free hair cut at Palace Hair Design was raffled as a door
prize. All had a wonderful time. ·
The monthly birthday party was held early in the month on
the 12th because of the Christmas holidays. Blood pressure
screening was provided by the Heart Assoc. on the 17th.
Over 80 Seniors attended the Center Christmas party on
Fri. Dec. 20th. The food was catered by Channingville Deli
and included baked ziti, meatballs, sausage and peppers,
honey-dipped chicken, cold cut platters and salads. Seniors
brought soda or dessert to compliment the luncheon. Michael
D'Adamo, one of the Seniors, played the accordion and we all
joined him in a Christmas Carol Sing-a-Long. Santa took
time from his busy schedule to stop in and give each Senior
a gift. (a lovely Christmas ornament). Many of the Seniors
gave an impromptu dance. All had a good time. Town
employees, Town Board members and elect and the Recreation
Commission were all invited to join us for this Christmas
party. Sue Mahoney from Hudson Valley News/Wappinger Weekly
wrote a very nice article on this event. The Seniors funded
this event with their dues and craft sale fund.
There was an average of 35 Seniors at the Center per day
for December. There are 160 Seniors presently registered at
the Center.
ITEMS TO BE NOTED:
1. Carolyn Tiebout of Annadale Tours provided an estimated
price list of specific trips.
2. Leprecahn Tours provided specific prices for some of the
trips. A comparison of these prices and trips are being
made. We will have to begin booking trips in the near
future.
3. In January the Center will be opened five days,
Mon.-Fri. Events include a lecture on Preventive Hearing
Health Care, Blood pressure screening as well as our regular
schedule of oil painting, exercise, line dancing,
arts/crafts, videos and cards and of course our monthly
birthday party.
4. February events will include a lecture on medicare and
medigap insurance by a representative of the Office of the
Aging, a Valentine Day party and a George Washington Day
party.
5. Rose Mulato has worked a few days at the Center becoming
acquainted with the Seniors. The Senior's response to Rose
has been very positive. Rose is replacing the Thursday
exercise and Friday line dancing instructor. I am pleased
to report that the exercise and line dancing classes Rose
led were well received. Rose motivated many of the Seniors
that had not participated previously. Seniors enjoyed her
program and have requested even more dance programs under
her leadership. Rose will not be working as the part time
activities teacher as stated in last month's report due to a
technicality. However, Rose will continue to do the
exercise and line dancing on Thurs. and Fri.
ISSUES TO BE DISCUSSED:
1. We still need a part time craft teacher to relieve
Regina on her days off and to fill in when needed do to
vacations, sick days etc. It is important that we hire a
part time craft teacher very soon. May I place an ad in the
paper?

Happy New Year to all of you!!! May 1992 be a happy and
healthy one for all.
Regina and I want to thank you all for the wonderful
thoughtful gift you gave to us. It was a delightful
surprise and very much appreciated. Thank you so much!!!
We also want to thank you for the wonderful year you have
given us. Your cooperation, support and patience is truly
appreciated. You have been there for us in our time of
sorrow. You have shared in our joys and given us your
friendship. We both thank you for a memorable year and look
forward to working with you in 1992.'
The New Ye~~ will be bringing a change at the Center.
Beginning this month, the Center will be opened on Monday
from 10:00 a.m. to 3:00 p.m. Also for Dial-A-Ride Seniors,
service will be extended to inolude Wednesday. You must
call Dial-A-Ride 2 to 7 days in advanoe if you want them to
bring you to the Center on Wed. My understanding is that
this must be done each time you want to come to the Center
on that day. Thursday and Friday arrangements will remain
the same. Dial-A~Ride asks that you call at the beginning
of eaoh month to oonfirm your reservation for those two
days. And of course, if you will not be using Dial-A-Ride
for any reason, please oall them to let them know.
Within the next couple of weeks, we will be issuing 1.0.
oards for Wappinger Seniors. Details of this will be
announced shortly.
There is now a suggestion box by the sign-in sheet. Your
suggestions are most welcome as well as any complaints.
Please feel free to give suggestions for new programs,
videos, parties and other celebrations, lunoheons, lectures,
games, orafts, improvements or anything else you would like
to add. to the Center activities. Suggestions may be
anonymous if you choose. All suggestions and oomplaints
~ ~
will be seriously considered. I cannot promise that action
will be taken on all, but I do promise to do my best for
you.
Many of you were given cups as a birthday present last
year. Please use these cups or bring a cup in rather than
use the styrofoam cups. This will benefit the on going
garbage problem, help our environment plus keep our supply
costs down. Your cooperation will be greatly appreciated.
Raffle winners of the Thanksgiving baskets at our
Christmas luncheon were Judy Thompson, Helen Selinger, and
Carmela Vrendburgh. John Moran won a free haircut at Palace
Hair Design. At the Christmas party, Rose Visentin won the
beautiful hand crocheted table topper made by Florence
Bidwell. Maureen from Justice Court won the doily.
A big thank you to Michael DIAdamo for providing us with
music and entertainment at our Christmas party. Welcome to
Rose Mulato. Rose will be assisting Regina with arts and
crafts and will also be doing the exercise and dance
programs on Thursday and Friday. Welcome aboard Rose!
Please note the Center will be closed on Mon., Jan. 20th
for Martin Luther King, Jr. IS Birthday. Also on the 15th,
there wil be a lecture on preventive hearing health care and
there will be a blood pressure screening on the 21st.
In closing I want to wish each and everyone of you a
very Happy and 'Healthy New Year. And a BIG HUG FOR ALL OF
YOU TOO! ! ! ! ! !
