The regular meeting of the Town of Wappinger Recreation Commission
was held March 19, 1992 at Schlathaus Park, All Angels Hill Road, Town of
Wappinger, Outchess County, New York.'
The meeting was called to order at 7:30 p.m. by Chairman Ralph J.
Holt. Others present were Senior Citizens Director Kathi DeLisa, Recreation
Director Bernie Reimer, Commission Members Joseph Mastroianni, Stephen Miller,
Donald Rider and Terry Fisher and Town Board Member June Visconti.
The minutes of the February 20, 1992 meeting were approved on a motion
by Mr. Mastroianni seconded by Mr. Rider with all in favor.
CORRESPONDENCE
A letter was received from the Hughsonville Fire District granting
permission to use their facilities for the summer program to be held June to
August 1992.
A letter of thanks was received from Castle POint V. A. Hospital for
the invitation to the West Point Concert held February 2B, 1992 at Roy C. Ketcham
High School. The concert went well and the buffet after was very nice. We had
plenty of food.
A request was received from Wendy C. Byrne, Office Manager of the
Little "All Angels" Nursery School to use Schlathaus Park on June 20th at 9:00
for their graduation ceremony. This was approved and it was noted that a fee
of $10.00 for single usage was pending before the Town Board.
A request was received from Gary Caporuscio of the Town of Wappinger
Little League requesting that a small number of portajohns be placed throughout the
Robinson Lane Complex for opening day. It was noted that we will have only the
one unit there. Mr. Holt mentioned that the partitions are in the rest rooms but
that we are still waiting for the blowers to be installed.
A letter was received from Peter Kennedy of the Wappinger United
Soccer Club listing several recommended improvements and repairs needed at
Rockingham to support their spring season. Mr. Holt also mentioned that he has
spoken to Mr. Kennedy and has requested that he supply the Town with an inventory
of items to be purchased with the money received from the Town and also a
contract. Upon approval of this contract by the Town the monies will be given
to the club.
A letter was received from Elizabeth A. Harris, President of the
Southern Outchess Women's Softball League requesting use of the Castle Point
Fields. Mr. Reimer noted that he has been trying to get in touch with Mrs. Harris

regarding this request. They will be given use of Quiet Acres Field. We will
be putting down clay and will roll the field.
A letter was received from Florence Graff of the Conservation Advisory
Council requesting permission to use Schlathaus on April 18, 1992 for the Annual
Tree Seedling distribution. She also requested that we put the information on
the board at Schlathaus. Permission was given for this usage and Mr. Reimer will
take care of the sign.
A memo was received from Robert Bush, Director of Financial Administration
stating that the Executive Budget for 1992-93 does not include funding for the
Recreation Program for the Elderly. ---
A memo was received from Supervisor Smith thanking the Commission for
all they do and for the excellent 1991 Recreational Report.
A letter was received from Peter Kennedy of the Wappinger United
Soccer Club regarding the Airport Park property. He mentioned that the Club was
greatly concerned about the long delay in securing these fields and requested a
meeting to discuss what they could do to make the Soccer Complex a reality.
A letter was received from Peter P. Mack, Assoc. Public Health
Sanitarian enclosing a copy of the Health Dept. approval for a variance to a
particular section of the N.Y.S. Sanitary Code regarding medical records without
immunization records.

SENIOR CITIZEN REPORT
Mrs. DeLisa distributed a report on the SEnior Center for the month
of February which is attached to these minutes. She also noted the following:
1. Doug McHoul, the new Direct:o~ of the Office of the Aging, will
be providing a Community Service representative to be at the
Center the second Thursday of each month beginning in March.
2. Mrs. DeLisa mentioned that there are 178 members registered at
the Center and that at Supervisor Smith's request, she has
closed member registration to the Center. She said that she is
having a hard time dealing with this request. A suggestion was
made to have some come in on Monday, Wednesday and Friday and
others on Tuesdays and Thursdays. Mrs. DeLisa said she felt that
the older members of the Center would have a problem with this.
A suggestion was made to ask the Seniors themselves for a solution
to the problem.
DIRECTOR'S REPORT
Mr. Reimer mentioned that the Magic Show is all set for this Saturday.
He also asked if we should try and get someone to do refreshments and after a
discussion it was suggested that he try and get someone. We realize that it is
short notice but maybe some school group might want to do it.
He mentioned that he received a call from Walter Leczinski our
Summer/Winter Volleyball Director and he said that the sand at the new courts on
Montfort Road was not very good. It was heavy and had stones in it. It was decided
that we need to get some white beach type sand. Mr. Reimer said he would contact
Mr. Leczinski since he mentioned that he might be able to obtain a good price
for us on this sand.
The Adult Basketball program at the Jr. High never came about because
of the problems at the gym.
He received a request to run a summer girls basketball clinic at the
Jr. High. After a discussion and determination that it would not compete with
the "Knights , "it was decided to look further into this request.
Mr. Reimer mentioned that he has received over 77 applications for
the 37 summer positions. 33 of last years staff have put in applications to
return and it was felt that this was good since we have already made an investment
in them. He also mentioned that because of the late closing of school this year
that we will be starting our program on Wednesday, June 25th.

LITTLE LEAGUE/ROBINSON LANE
Mr. Miller mentioned the following:
1. That tryouts were suppose to be held this weekend (March 21st).
He doesn't know how the snow will effect this.
2. They are busy working on the improvements to the building and
that the grill area is almost finished.
3. Opening Day is April 25th and everyone is invited.
BULLETIN/FLYER
Mr. Fisher mentioned that he had picked up a flier from the Town of
East Fishkill which describes their summer programs. He thought that this bulletin
was very informative and asked if we have something like this to publicize our
programs. We thought that this was a good idea. Mr. Holt mentioned that he would
work with Mr. Reimer on something after the middle of April.
SCHLATHAUS
We still need to get a P.O. for curtains for the house. Mrs. Visconti
said that she had some paintings that we could hang on the walls.
SOCCER/ROCKINGHAM
Mr. Rider asked about soccer's request for a fence or telephone poles
to separate the parking area from the field to keep the cars from going around
the pond and out on to the field. Mr. Holt mentioned that the fence will be put
around the pond hopefully by next week. It will not be a chain link one but
fencing similiar to what we already have on the other side of the park.
Mr. Rider asked again about putting water into the trailer. Mr.
Holt mentioned that he will have to speak with Supervisor Smith and tell her that
we already have a water fountain in place at the site and that all we want to
do is run a pipe approximately 25 feet over to the trailer.
A porta john will be needed for the first weekend in April. Mrs.
Roe will take care of this.
The 10 mph signs to be placed along the roadway inside the park have
been ordered.

TENNIS COURTS
Mr. Hider asked about putting up the wooden wall by the tennis courts
so single players could hit the ball aga~ the wall for practice. Mr. Holt said
that this would be done.
At the February meeting it was mentioned that a quote of $11,295.
was received from Copeland Coating for repair work on the tennis courts. On
February 24th Mr. Holt met with Mr. Wylde of N.Y. Tennis and received another
estimate of $8,500 to do similiar work. A letter has been sent to the Town Board
to seek their approval to have both proposals studied and to commit to have the
work done taking the money from the Parkland Funds.
CHAIRMAN'S REPORT
Mr. Holt mentioned the following:
1. We have to finish the landscaping at Martz Field where we had
to repair the water line last fall.
2. The trees have been cleared opposite from the park at Castle Point.
The V. A. Hospital was so impressed with the job we did that they want us to
continue this work further down toward the old pumping station building. We have
asked that the V. A. send us a letter to cover this request.
3. We have heard that the deed is in on the Airport Park property
but understand that there is a stipulation attached to it. We are still awaiting
further information on this from Supervisor Smith.
4. We will be fertilizing all the fields next week.
5. Mr. Holt is trying to set up a meeting with Mr. Scofield of
Fishkill to see about doing some work on the soccer fields. He is still waiting
for a return call from Mr. Scofield.
6. He would like to set up a meeting with the Recreation Directors
and/or Commission Chairmen of Fishkill, East Fishkill, LaGrange and Town of Poughkeepsie,
to discuss similiar programs/joint ventures such as softball, pop warner and
what each is doing for these programs. He felt that it would be nice if we got to
know each other.
7. Mr. Holt informed the Commission that the DiPalma Subdivision plat
has been sold out to a new developer and therefore, we won't be obtaining any
land. The subdivision has been re-submitted by another developer who is proposing
a 5 lot subdivision. It is our understanding, however, that the Planning Board
has stipulated that Recreation would get $900. a lot upon approval of the subdivision.

the Town Conservation Advisory Council will be using Schlathaus for her meetings.
Mr. Holt said that her files and computer will also be placed in the extra room
and she will be given a key to the room only. Access to the house will be through
the Commission.
10. Approximately 20 years ago, while cleaning the roads, the Highway
Department found a cemetery headstone and have kept the stone in the highway
garage. Recently, while working at the Town Cemetery, a matching stone was found
and so when the weather permits, we will replace the stone. At such time the
newspaper will be notified for the story.
CEDER RIDGE SUBDIVISION - Cedar Hill Road and Smithtown Road
After reviewing the Subdivision Plat for the above subdivision, it
was suggested that a field trip be taken before a determination is made on the
recreation dedication.
The meeting was adjourned at 9:25 on a motion by Mr. Miller seconded
by Mr. Mastroianni.

MARCH 1992. REPORT TO RECREATION COMMISSION
FOR THE MONTH'OF FEBRUARY 1992
SENIOR CITIZEN CENTER
February aotivities at the Senior Center inoluded the
regular sohedule of arts/orafts, exeroise, line danoing, oil
painting, videos, oards and pokeno. The Center was olosed
on Feb. 17, for President's Day. Attendanoe is still low on
Mondays with an average of 13 people for that day of the
week.
On Feb. 5, Amy MoAden from the Offioe of the Aging spoke
on medioare insuranoe and other issues of interest to
Seniors. Doug MoHoul, the new Direotor of the Offioe of the
Aging, stopped in to introduoe himself to the seniors. He
has instruoted his offioe to provide a Community Servioe
representative to be at the Center the seoond Thursday of
eaoh month beginning in Maroh. The representative will be
available to answer questions and assist any Wappinger
Senior with servioes provided by the OFA. On Feb. 13, Larry
Tenda, a hearing consultant provided a free preliminary
hearing test for seniors. The response was overwhelming, 26
members and several non members partioipated. Feb. 14, was
our Valentine's Day party. Rose instigated a "leg oontest."
Only male oontestants were eligible. Eaoh partioipant
reoeived a token gift, the first, seoond and third plaoe
winners won a prize. Baked Ziti was served followed by
oake. Eaoh senior reoeived a valentine from "guess who?"
Blood pressure soreening took plaoe on Feb. 17. On the
21st, we oelebrated Washington's birthday with oherry pie
and ioe oream. Rose ohallenged the seniors with a
Presidential Quiz. On the 27th we had our monthly birthday
party. The big event for the month was on the 28th
oelebrating with a Sadie Hawkins ~arty. Many seniors oame
in L'il Abner/Daisy Mae oostumes. We had countrymusio and
square danoing for entertainmentas well as a sing-a-long.
Food was served-12 feet of hero sandwiohes, oole slaw,
potato salad and maoaroni salad. Seniors brought in
desserts and soda. It was a fun day for all.
There was an average of 36 seniors at the Center per day
in February. There are 178 seniors presently registered at
the Center.

ITEMS TO BE NOTED:
1. Rose Mulato is no longer our Thursday exercise and
Friday line dancing instructor. She has had health problems
(diabetes and dizziness) and will not be able to continue.
Therefore, Sue Borschardt has returned as the Thursday
exercise teacher and will begin line dancing classes again
in the near future. No date has been determined as yet.
2. Rose Mulato is continuing as a volunteer on Friday until
April 20th to complete her field experience and internship
for a college course. As stated in last month's report,
Rose's responsibility for this internship is to provide a
project or activity per week. The Valentine "Leg Contest"
was one of her aotivities. She has brought oreative and
innovative ideas to the Center.
3. We have purohased a miorowave. The Seniors are
delighted!
4. Maroh events inolude a leoture on "How to a Manage a
Home Improvement Contractor on the 5th. On Mar. 12, a
representative from the Offioe of the Aging will be
available to assist seniors with any questions or problems
they may have. On the 17th, we will have a St. Patriok's
Day party as will as the blood pressure soreening. The
monthly birthday party will be on the 26th. On the 31st is
the town sponsored trip to The Castle Dinner Theater in
Hamburg, NJ for dinner and a show, "Red Hot and Cole, A
tribute to Cole Porter".
5. A list of all upooming town trips for 1992 is attaohed.
6. April events include a finanoial seminar sponsored by
IDS Finanoial Servioes Ino. on "Managing Your Money During
Retirement" on the 10th. The seminar will be oonducted by
Vio Fanuele. An Easter lunoheon at Gino's on Rt 82 on the
9th. The Center will be closed. And Dr. Berman will speak
on health oare issues on the 24th.
ITEMS TO BE DISCUSSED:
1. As per Connie Smith's request, I have closed member
registration to the Center. There are 178 members
registered, although not all of them aotive. Our Monday's
are very slow. Is it feasible to allow new members to oome
only on Mondays? There are problems with this, for example
when we have luncheons, parties eta. Suggestions/oomments?
