The regular meeting of the Town of Wappinger Recreation
Commission was held May 21, 1992 at Schlathaus Park, All Angels Hill Road,
Town of Wappinger, Out chess County, New York
The meeting was called to order at 8:00 P.M. by Chairman
Ralph J. Holt, Others present were Senior Citizen Director Kathi DeLisa,
Recreation Director Bernie Reimer, Commission Members Ellen Korz, Terry Fisher,
Joseph Mastroianni, Stephen Miller and Maintenance Supervisor John Vorndran.
The minutes of the March 19, 1992 and April 16, 1992 meetings
were approved on a motion by Mr. Fisher seconded by Mr. Mastroianni with all
in favor.
CORRESPONDENCE
A letter was received from Gary Mensching, President of the
Town of Wappinger Little League inviting all Commission Members to attend
Opening Day ceremonies on Saturday, April 25th at 9:00 a.m.
A letter from James C. Tompkins, Secretary of the Chelsea Fire
Company has been forwarded to the Commission by Supervisor Smith. In his letter,
he requests that the Town consider the naming of the Field at Castle Point Recreation
Site after Peter Coughlin recently deceased. The letter mentioned that Mr. Coughlin
dedicated his life to the Community and the Fire Company. After a research on
this subject, the following information was given:
1. There was a letter from Town Supervisor Louis Diehl dated
7/8/80 indicating that the land dedicated by the Federal Government to the Town
be named "Dratz-Deegan Field". A letter was also written by Supervisor Diehl to
Chairman Hugh J. Maurer dated 8/21/80 to proceed to have a sign prepared and placed
at the site indieat:i.nJJ the site to be "Dratz- Deegan Recreational Area - Town of
Wappinger."
2. In February 1985 in a letter from Chairman Hugh J. Maurer to
Town Councilman Joseph Incoronato, it was stated that the site was named but if
the TDwn desired to honor Kenneth Arthur Browne, a 19-year old Chelsea resident
killed in the Korean Conflict, we could name a field within the site after him.
Another option was a monument. This last suggestion was done.
The Commission had recently submitted a policy to the Town Board
relating to the naming of Parks and/or fields. This policy stated that in naming
of Parks/Fields, that the person should have made a contribution to the recreational
enhancement of the Town. It is our understanding that Mr. Coughlin was an honored
citizen of Chelsea but we didn't feel that the naming of a field was the correct
avenue to take. A letter stating such will be sent to the Town Board. All agreed
with this decision.

A letter was received from Florence Graff Chairman of the
Conservation Advisory Counsel advising us that the C.A.C. will be meeting every
third Wednesday of each month at Schlathaus. We will see that the building is
open for her on those dates.
Since we sent a letter in January 1992 to Robert Baisley stating
that the Town Recreation Maintenance would take over the mowing of Hughsonville,
we have received a letter from Carl Wolfson, Attorney for the Fire District stating
that we have no authority over the District property. They stated that they
intended to maintain the same as in the past. Since that letter was received,
Supervisor Smith asked the Attorney to the Town, Al Roberts, for a ruling. In
his letter dated 4/24/92 to Supervisor Smith he stated that Mr. Wolfson was correct
in that the Recreation Commission has no authority over the Fire District property.
However, the Recreation Commission does have the right to utilize its own employees
to maintain the facilities it uses. If, however, there is a formal written agreement,
that the Town/Recreation Commission reimburses the Fire District in exchange
for the ballfield then that agreement would control until re-negotiated. Mr. Holt
mentioned that he has spoken to Supervisor Smith and we will cut the grass at
Hughsonville. He also sent a memo to Supervisor Smith that there is no agreement
for the mowing for 1992 and that the Commission just receives written approval
for the use of the property in the form of a letter from the District.
A letter was received from New Hackensack Fire Company requesting
use of the Schlathaus Property for parking for their Annual Bavarian Festival
on June 12, 13, and 14th. Approval was given for this, however, we expect
the property left as it was found.
A list of Free Summer Concerts was received from the Town of
Poughke~psieRecreation Director Richard Rose, ~Ir. The concerts are those scheduled
for East Fishkill, Mills State Park, Town of Poughkeepsie, Hyde Park, Town of
LaGrange, Town of Washington, Ci~y of Poughkeepsie and Town of Wappinger.
A letter and check in the amount of $50. was received from
Charles Sprauer for the use of Robinson Lane facilities on September 20th for
the Mid-Hudson Road Runners Race. A receipt was sent on April 29th. In his letter,
he requested keys to the rest rooms in case of an emergency. It was decided that
we will see that he has a key but that he would be responsible for any damages.
A memo and check in the amount of $10.00 has been received from
Wendy Byrne, Office Manager of Little 'All Angels' Nursery School for the use
of Schlathaus on June 20th at 9:00 a.m. for their graduation ceremonies. They
also requested use of the electric box.

Mr. Holt mentioned that he isn't sure whether Mr. Weston would
be able to come back to work but if he does, he will need a medical release. The
only people still on staff until the college students return are John, Lewis
Rompala, and Bob Weber. Mr. Holt noted that with the grass growing as it has,
that we are underwater with work. We seem to be mowing all the time and are unable
to do any repair work on water fountains, water lines or work on the gazebo.
SENIOR CITIZEN REPORT
Mrs. DeLisa distributed a report on the Senior Citizen Center for
the month of April which is attached to these minutes. She also noted the
following:
1. Registration for the Center is closed and there is a waiting
list of approximately 12 people.

2. While attending the Recreation Conference at the Nevele, she
spoke to the Recreation Director of the Town of Scriba and she sent Mrs. Delisa
information on a Senior Camping Program. This information should be sent to the
Office of the Aging since it should be a County program.
3. She spoke with Ellen Fabian at Wappinger Junior High about
Seniors and students working together to do a video. The focus will be on
memories of the Town when they moved here.
4. Now we have name tags for Seniors. It makes it easier for
all to communicate and get to know each other since there are so many new members.
5. On May 15th the Seniors had a FREE Bowling Party at the Holiday
lanes. The purpose of this was to encourage a Senior Bowling Club on Fridays.
Over 50 attended and all loved it.
6. June 12th is the Center's 4th Anniversary and the Seniors
will be celebrating with a block party and barbeque. There will also be dancing
and boccie and horseshoe tournaments.
Mr. Holt reminded Mrs. Delisa that we should start to work on
the Christmas Party--maybe with a letter to the Elks.
RECREATION DIRECTOR'S REPORT
Mr. Reimer handed out a list of all the Summer employees and noted
that in total only 3 are new applicants. This year we have hired a "floating
counselor" who will be available to substitute for any absent employee, help out
when needed at any specific park and to step in to help Miss Slacin when needed.
Tentative dates have been set for June 1st and 2nd for the C.P.R.

Mr. Reimer mentioned that the counselors have been asked to help that day. The
Commission Members were all asked to help out especially to handle the money.

A tentative calendar of events has been made up with several new
items such as bowling (for $5.00 you get 2 games, coke, chips and a hot dog), and
McGruff the Crime Dog will visit each playground. The usual Splashdown trips
are scheduled. Mr. Reimer mentioned that the bus schedule is 90% finished.

The Health Dept status is ahead of schedule. Mr. Reimer spoke
with Mr. Zoller and they will want to get water samples for testing prior to
opening of the playgrounds. For the Castle POint Playground, they will have to
get samples from Cori Russell's home. We are also in the process of updating the
buddy system for the swim program.
Mrs. Roe presented a booklet which she prepared which describes
the summer programs. It was suggested" that we see about having them printed and
maybe distribute them through the Southern Dutchess News.
Mr. Reimer mentioned that he had heard that the gyms in all the
schools will be closed this Summer and if this is the case the gymnastic program
will be in jeopardy. Mr. Miller mentioned that he thought that Van Wyck will
be the only open gym. It was suggested that Mr. Reimer contact Van Wyck to see
if we could use their facilities July 6th to 17th from 10 a.m. to Noon.
GOLF CLINIC
Mr. Holt mentioned that the golf clinic went well and thanked
Mr. Miller for the use of Sheafe Road School and his help in running the clinic.
He felt that by charging that the program went smoother and that the people didn't
miss sessions. Everyone thoroughly enjoyed it.
QUIET ACRES
Mrs. Korz mentioned she was impressed with the condition of
Quiet Acres and that the field is getting a lot of use which might deter
vandalism. Mr. Holt mentioned that the building will need to be painted before
the opening of the playground.
"ADOPT A PARK"
Mr. Mastroianni mentioned that he has read in the paper about
different organizations "Adopting a Road" and asked why this approach couldn't
be used to "Adopt a Park". The same idea would be behind it - to help maintain
and keep the park clean. It was decided that Mr. Reimer would put something in
his weekly column about this.
ROBINSON LANE
Mr. Miller mentioned that the store is selling a lot of different
things this year and that they are doing well. He did mention that there seems
to be a lot of garbage generated from the store (i.e. cups, wrappers and boxes)
and he asked if we could place a larger dumpster at the site. Mrs. Roe mentioned

that Royal Carting has already been called and a new dumpster should be delivered
on the 22nd. He said that he has heard of no complaints about garbage or papers
on the fields only in the dugouts.
Mr. Miller mentioned that there is a problem with the drinking
fountain at SL-1. Mr. Vorndran said that he thought there was sand in it and
he will try and get out there as soon as he can to check it out. With the
weather as it has been, he has had a hard time keeping up the the mowing.
Mr. Miller also asked about putting round up around the backstops
and Mr. Vorndran said that he will be doing that when the ball season is over.
CHAIRMAN'S REPORT
Mr. Holt reported on the following:
1. He met with Paul Labieniec of Miracle Recreation regarding
the installation of the slide at Spook Hill. Mr. Labieniec noted that per
safety regulations all playground equipment must be installed over either sand,
pea gravel or safety surfacing. In order to install the slide at Spook Hill,
preparation work must be done at the site where it will be placed. Mr. Labieniec
will draw up the necessary plans. Mr. Holt mentioned that we will have to do
this to ALL playground equipment in the very near future.
2. He mentioned that Spook Hill area is a mess. Beer bottles
are allover the place, the bridge has been broken, and the building is a mess
and needs to be painted again. This all has to be done before the playgrounds
open on June 25th.
3. The tennis courts are scheduled to be done the week of June 1st.
They will be resurfaced, leveled and repainted.
4. Mr. Holt plans on meeting with Mr. Scofield of Fishkill
regarding the soccer fields to discuss about putting another light cover of dirt
over what he has already done and to rake and seed it. Hopefully if this is done,
we will have something for the FaIlor next year.
5. At Castle Point approximately 20 ft. from the fence to the
right of the pavilion is a water hydrant on the Castle Point V. A. property.
Mr. Holt mentioned that he would like to speak with Mr. Lipp, Director of the
V.A. Hospital, about hooking into that water with a meter, to run it to the
Recreation Area for the playgrounds and eventually the rest rooms. Mr. Holt
mentioned that he will speak with Supervisor Smith to get her approval to proceed
with this.

6. A couple of months ago the Yacht Club came in to the
Planning Board with a request to do some site work. At that time we found out
that their fence was 4 - 5 feet on our property and that the parking area on
Bank street was Town property. It was Mr. Holt's understanding that they have
had surveyors in the area. He also noted that we are concerned that if the
survey is not favorable to them that they will not proceed with their proposal.
We certainly do not want that to happen and if we don't hear from them within
the next month or so, we will go back to the Planning Board with a letter.
7. We have a leak at Martz Field around the area of the easement
between the Rose and Meyer residences. We have been looking at the problem and
have had the Highway Superintendent, Graham Foster, looking into it and he has
found that one of his pipes has collapsed. He will be fixing the pipe and when
he is through, we will have to do some work leveling and seeding our recreation
area. This, too, has to be done before the playground opens.
8. Mr. Holt also noted that we still have to do some work around
the gazebo and we need to fix the ditch which was dug last fall to install the
electric to the gazebo.
9. He spoke with Supervisor Smith about putting up a gate and
fence across the parking area to the left of Martz Field. After fencing off this
area, we are planning to put 3/4" of fine blacktop on the surface. In doing this
we hope to 1. keep the trailers fromparking in the lot and 2. give the kids
a place to use their roller blades and play hockey. We would like to keep them
off the tennis courts and from ruining the surface and nets.
10. The cottonwood tree has been removed from Schlathaus and
Mr. Holt mentioned that he has received several complaints regarding its removal.
He mentioned that at a workshop meeting with the Town Board, Supervisor Smith
mentioned that the Town was expecting to receive some money for landscaping
the Park and that we will keep that in mind when we have to do work at that site.
Mr. Holt mentioned that maybe we would see about putting in the dance area in
front of the stage.
11. We have an application from Heritage Task force for a grant
of up to $1,000. which must be something in conjunction with the Hudson River.
For the past 2 years we have received money for putting in the charcoal braziers
and to purchase tables for Castle Point. Suggestions for this year were additional
picnic tables or benches for Castle POint. Mr. Holt will work on this proposal.
If anyone has any ideas, please let him know as soon as possible.
12. The truck body that is at Robinson Lane is now ready to be
moved to Castle Point. Mr. Foster, Highway Superintendent will help us move it
sometime next week .

14. Mr. Holt mentioned that at the April Town Board meeting
that Mr. Maurer was not reappointed for another term on the Commission. In his
place, they appointed Barbara Gutzler to the 5-year term ending May 1997. Mr.
Holt welcomed Miss Gutzler to the Commission. The Commission decided that they
would like to thank Mr. Maurer for all his work and dedication to the Recreation
Commission by taking him out to dinner. Mrs. Roe will call him to set up a time
which is convenient for him.
JORDAN SUBDIVISION (FORMERLY DI PALMA)
The above subdivision has received preliminary approval for the
site on Robinson Lane.
RYMER SUBDIVISION
The Commission reviewed the subdivision plat and were not entirely
happy with the land dedication. They would like to set up a meeting to walk the
property to see how it would meet our needs.
CHANGE OF MEETING DATE
There was a discussion on the meeting date and the fact that by
having the meeting the 3rd Thursday of the month created a problem with having
items ready for the Town Board Meetings. Several of the members also had a
problem with the Thursday night meetings. A vote was taken and it was decided
to change the meetings to the second Wednesday of each month starting with the
June meeting.
The meeting was adjourned at 9:50 on a motion by Mr. Miller
seconded by Mr. Mastroianni with all in favor.

MAY 1992 REPORT TO RECREATION COMMISSION
FOR THE MONTH OF APRIL 1992
SENIOR CITIZEN CENTER
April aotivities at the Senior Center inoluded the
regular sohedule of arts/orafts, exeroise, oil painting,
videos, oards and pokeno. The Center was olosed for Good
Friday. Monday attendanoe averages 17 Seniors for that day
of the week.
The Seniors oelebrated Easter with a lunoheon at Gino's
Restaurant on April 9th. Seventy-seven Seniors attended the
lunoheon. The Center was olosed. On April 10th, Vio
Fanuele of IDS Finanoial Servioes spoke on finanoes for
retirees. An additional Easter oelebration was held on
April 15th with an Easter egg hunt. Plastio eggs were
hidden outside near the Center. Eaoh egg was filled with
oandy and jelly beans. Nine of the eggs also had a pieoe of
paper with a number from 1-9. Prizes were given to those
with a prize number. There was also a prize for the most
eggs found. Seniors had lots of fun and everyone oame away
with oandy and/or a prize. Prizes inoluded: plants and
stuffed bunnies or bears. There were 60 eggs hidden. Only
52 were found. We are still looking for the other 8. All
prizes were olaimed.
Diana Weibreoht from the Offioe of the Aging was at Town
Hall on April 16 to provide the oommunity servioe available
to seniors. The Heart Assoo. provided blood pressure
soreening on the 21st. Dr. Donald Berman spoke to the
seniors on the 24th regarding health oare planning. We had
a pizza party at lunohtime on the 24th. And of oo~~se we
held our monthly birthday party on April 30.
There was an average of 36 seniors at the Center per day.
As registration is olosed there are still 182 seniors
registered at the Center. There are 12 people on the
waiting list.
ITEMS TO BE NOTED:
1. Peggy Roe and I went to the NYS Parks and Reoreation
oonferenoe at the Nevele on April 5,6 and 7. The olasses
and workshops were enlightening and eduoational. Several of
the olasses provided speoifio information on senior oenters
and aotivities. The exohange of ideas, programs, problems
and solutions were very benefioial.I am hoping to
implement many of the ideas and programs in the near future.
2. I have spoken to Ellen Fabian at Wapp. Jr. High. We

May is Senior Citizen Month. HAVE YOU' HUGGED A SENIOR
TODAY? It was just a year ago that we began our hug a day.
And I must tell you all, that I sincerely enjou hugging each
and everyone of you. You are all special. Thank you tor
being here.' .
May is also National Physical Fitness and Sports Month.
To celebrate this, John Pretak of Holiday Bowl has
generously offered a bowling party on Friday, May 15th at
11:00 A.M. We are all invited to bowl (for free) and he
will serve coffee and light refreshments. The Center will
be closed so that we can all share in this. However, Mr.
Pretak would like to know how many of us are attending.
Therefore, please let me know if you are going and I will
put your name on the sign up list. Come on out and join the
fun. You don't have to know how to bowl, someone will be
there to show you how. Try it! Enjoy! Mr. Pretak has
offered to start a Senior Bowling Club on Fridays (no
obligation) at 11:00. He will explain this and give details
when we are there on the 15th. So mark your calendars and
don't forget to sign up. IT SOUNDS LIKE FUN!!! LET'S BOWL!!
May is also special as we celebrate Mother's Day on
Sunday, May 10th. Happy Mother's Day to all of you Moms.
You might also want to celebrate "Blame Someone Else,.pay: on
May 13th. That's one I definitely will celebrate cause I'm
tired of always taking "The Blame." Maybe you should all
warn Regina what day it is on the 13th. Sorry Reg, who else
will I blame? Any suggestions? And of course we also
celebrate Memorial Day. The Center will be olosed on Monday,
May 25th.
Time to get out to those Bocci courts and horseshoe pits.
How about some competition? Anyone lnterested in being on a
Bocci team and/or a horseshoe team let me know. If enough
people are interested we will have weekly games with prizes
and awards. Come on ladies, sign up and see it you can beat
the gentlemen!!!
I'
will be working together with students and seniors to create
a video. The video will focus on memories of the Town of
Wappinger, what it was like when they were growing up or
when they moved here. Ellen and I will meet before the next
school year to discuss this project. Any thoughts and ideas
are weloome.
3. We now have name tags for Center members. Since there
are so many new members, this makes it easier for all to
communioate and get to know one another.
4. John Pretak from Holiday Lanes has offered a free kick
off bowling party for seniors on May 15. He would like to
encourage a Senior Bowling Club on Fridays for the cost of
$1.50 per game. I have over 50 seniors planning to attend.
The Center will be closed.
5. May events include a lecture on denture care and dental
hygiene on May 1, A bowling party at Hoebowl, Holiday lanes
on the 15th, Diana Weibrecht from the Offioe of the aging on
the 14th, and blood pressure screening on the 19th. The
Center will be closed on May 25, for Memorial Day.
6. June events include an anniversary pionic on June 12,
and a crime prevention program on June 25. The bus trip to
Pomona is scheduled for June 23.
