RECREATION COMMISSION MINUTES
AUGUST 12, 1992
NEXT MEETING SEPTEMBER 16, 1992 AT 7:30 P.M.
The regular meeting of the Town of Wappinger Recreation Commission was
held August 12, 1992 at Schlathaus Park, All Angels Hill Road, Town of Wappinger,
Dutchess County, New York.
The meeting was called to order at 7:35 p.m. by Chairman Ralph J. Holt,
Others present were Kathi DeLisa, Senior Citizen Director, Bernie Reimer, Recreation
Director, Commission members Terry Fisher, Barbara Gutzler, Joseph Mastroianni,
Stephen Miller, Donald Rider and Maintenance Supervisor John Vorndran.
The minutes of the June meeting were approved on a motion by Mr. Fisher,
seconded by Mr. Mastroianni with all in favor and the minutes of the July meeting
were approved on a motion by Mr. Mastroianni seconded by Mr. Fisher with all in
favor.
CORRESPONDENCE
A letter was received from Floyd Scholz, Tournament Director for the
Dutchess ~ regarding their tournament held at the Robinson Lane Complex on
July 25th and 26th. In his letter he mentioned that he was disappointed that
Little League opened their refreshment stand during the Debs tournament time
thereby taking business away from the Debs. He stated that last year with 18
teams they had a profit of $2,400 and that this year with 24 teams they only made
$1,725. and because of this their 16+ under team could not go to their last tourna-
ment. Mr. Holt mentioned that he has heard several conflicting stories and was
under the impression that the Little League Concession did not sell the same items
that the Debs sold. Mr. Holt will write a letter to Mr. Scholz that we understand
his concerns but im was felt that if there are any little league games going on
that we can't ask them to close the store. In connection with this tournament,
Mr. Rider mentioned that Mr. Valdez (who lives just on the other side of the fence
next to SB-2 field #1) complained about the number of foul balls that were hit into
his yard and the fact that people parked along the roadway outside the gate. It
was suggested that in the future we should not let the Debs use that field but have
them shift to other open fields. As far as the parking - - it was stated that the
Town actually owns the property along the roadway.
Mr. Holt mentioned that when we run a tournament such as this, that we
need to have Lucy Doroni ~ome in several times during the day to clean up and put
in fresh supplies. With that number of people using the facilities, they get
very dirty and the supplies don't last. We should also have a representative
available from the Commission when such tournaments are scheduled or when someone
uses the facilities. We have to make sure that everything is covered and if there
are any concerns we are aware of it.
A letter was received from Jon Nash, President of the Hudson Valley
Orienteering in response to an inquiry from Mr. Mastroianni to learn more about
the sport and their club. He felt that it might be something for Reese Park. He.

mentioned that he spoke with Mrs. Reese about this and she sounded enthusiastic
about it and she said that she would be glad to meet with us to discuss it with us.
Mr. Holt asked all members to go through the information and then when we all
understand a little of the program, we will invite someone in to explain it in
detail.
A letter was received from The Wappinger Pop Warner indicating that
they are in need of practice space and to request the use of Robinson Lane between
softball field and R....1. It was suggested that a letter be written to Mr. Dahl
indicating that we understand his problem of field availability but at this time
we do not have a long term solution. In the meantime, approval is given for their
use of the same area they used last year at the Robinson Lane Complex.
A letter was received from Florence Graff, Chairman of the Wappinger
Conservation Ad~isory Council extending an invitation to attend a presentation
by Erik Kivi'at of Hudsonia on "Identifying and Conserving Significant Habitats
and Rare Species." This presentation will be held Wednesday, August 19th at Town
Hall at 7:00 p.m. Mr. Rider and Miss Gutzler will try to attend this meeting.
A letter and resume was received from Robert Gembecki, M.S., CTRS in
consideration for a position in our organization. He has extensive experience
as a recreation therapist working with disabled, retarded individuals as well as
children, senior citizens and general public. A letter will be sent to Mr. Gembecki
stating that we have no openings available but that we will keep his resume on file.
A copy of a letter addressed to Joseph H. Fulton, Jr. from Albert P.
Roberts, Attorney to the Town was forwarded to the Commission for our information.
This letter referred to the proposed land swap at the MOntfort Road property. Mr.
Holt indicated that he hoped that Mr. Fulton did sign the proposed contract and that
Mr. Roberts could now send it to Senator Stephen Sa land and Assemblyman Donald
McMillen. He also noted that the land swap probably will not be approved until
the 1992/93 legislative year.
A letter approving a grant award of up to $500. has been received from
Greenway Heritage Conservancy for the Hudson River Valley. This grant is to be
used for improvements at the Castle Point recreation area. It was suggested that
2 tables be ordered for the picnic area.
A letter was received from Arthur W. Waddle, District Secretary of the
Hughsonville Fire District regarding the use of the phone at the firehouse. The
letter stated that the counselors have been using the phone for non-emergency
situations. Mr. Reimer has discussed this matter with the counselors.
LETTERS SENT DURING THE MONTH
1. Letter to Town Board for approval to purchase paint sprayer at
approximate cost of $1,500. and to spend $3,200. for sand for volleyball courts.

2. Letter to Planning Board regarding Evergreen Estates.
3. Letter to James Raleigh of Copeland Coating Co. stating that we
were pleased with work on tennis courts but disturbed by the fact that we lost
3 tennis nets while the work was being done.
4. Memo to Supervisor Smith referring a letter from Philip Fox, Boots
and Bows Square Dance group, requesting us to sponsor their activity for 1992/93
school year.
5. Letter to D. C. Personnel enclosing a Seasonal Summer report listing
all summer employees, social security numbers, salary, starting and termination date
for each. There are 49 employees.
6. Letter to Scott Carlin, WPDH, requesting the Boom Box for the "End
of summer picnic."
7. Letter to Mike Garret, Ben & Jerry's thanking him for making National
Ice Cream Day special.
8. Letter to Hudson Valley Orienteering Club requesting information.

10. Letter to Supervisor and Town Board members stating that Mr. Holt
will be on vacation from August 13th to September 10th and Mr. Miller will be

11. Copy of check received from State of New York Office of Aging
for $56.00- reimbursement for the Recreation for the Elderly program.
SENIOR CITIZEN REPORT
Mrs. DeLisa handed out a report on the Senior Citizen activities for
the month of July which is attached to these minutes. She also noted the following:
1. July 17th they celebrated National Ice Cream Day. Mike Garret, of
Ben & Jerry's donated ice cream for all seniors and town employees. Each had a
choice of either a cone or cup of ice cream.
2. July 22nd the seniors celebrated National Hot Dog & Baked Bean Month
with a barbeque.
3. The trip to Albany for the Dutch Apple Cruise on July 14th had many
favorable reports.

4. Average attendance on Monday is still low. Six members have moved
therefore 6 people on the waiting list have been notified that they may now attend
as members of the Center. We still have 17 Seniors on the waiting list.
5. Jay Mathad the Wednesday exercise teacher will be leaving soon.
Sue Borchardt our current exercise and line dance instructor has been asked if
she would do the Wedbesday session also and she has agreed.
6. August 20th the Seniors will have a "Just Because It's August" picnic.
As a token of their appreciation to the Wappinger Rotary, they have invited the
rotary members to join them as their guests. All expenses for this comes from
the senior dues fund.
DIRECTOR'S REPORT
Mr. Reimer thanked everyone who helped make the picnic a success. He
mentioned that he has already spoken to the directors and counselors to review
the picnic and to get ideas for next year's picnic. It was suggested that the
lip sync be separated from the picnic. Those who helped or contributed were:
1. WPDH with their boom box. - They also donated free soda and 33 tapes
and cassettes for the prizes for contests.
2. Ben & Jerry's with 250 coupons for free cones.
3. Thing's Engraved for gifts for counselors.
4. Judges from the Fishkill recreation
5. Splashdown for free coupons to the slide.
Other things that he is working on are:
1. Transportation for next summer. He mentioned that he has had positive
comments from Kay Valentino at Wappinger Transportation and she said the way we set
up the schedule this year worked well. She said that she would recommend that
they do the transportation next year. Mr. Miller will try and set up a meeting with
Mr. Marmillo, Superintendent of Schools for September 14th or 15th. Mr. Reimer
mentioned that Bill Green of East Fishkill would also like to attend this meeting.
2. Mr. Reimer needs to work on the Youth Bureau application.
3. He mentioned that applications have been submitted to the schools
for use of their facilities for our fall and winter programs.
4. There are 2 more concerts left for this season. Tomorrow night will
be Gelfer, Gordon and Brady (Folk Rock) and the 20th will be Jennifer Dreaper
(Country) which was rained out on July 23rd.

CASTLE POINT
Miss Gutzler mentioned that there has been a lot of vandalism at Castle
POint with beer bottles being broken allover the site. In light of the break in
of the truck body, she suggested that a cement block building be constructed for
the storage of the supplies. Mr. Holt mentioned the we have discussed this but
we are not sure whether we have the funds to do this. He also said that we have
not heard from Castle POint in reference to our request to hook into their water.
Mr. Fisher suggested that we might think of getting a Senior Citizen in to spend
the season to act as caretaker/security. They would have hook-ups in exchange
for watching the parks. Mr. Mastroianni said that he had read where a recreation
department in Westchester has a civilian group working as a patrol and asked if
we might do something similiar. Mr. Holt ~hougb~ that this might be too
dangerous and probably not possible.
BOAT RAMP
Miss Gutzler asked about the sign for the boat ramp and Mrs. Roe said
it is in at the Highway Dept. It was suggested that it be put on the left side of
the ramp to avoid confusion with the Club.
SOCCER
Mr. Rider mentioned that there are 900 registered for soccer this year.
Since the season will be starting soon he asked about fixing or replacing the snow
fence around the porta john. Also there are several ruts in the field that need to
be filled in otherwise the area looks great. He asked if we had any idea about
when we would be moving the backstop which is now at Rockingham to Castle POint.
Mr. Holt said it all depended on when the 3rd field at Castle POint is useable.
Supervisor Smith has told him that tests have been taken at the site at Castle
POint and everything looks good. She said that the Town might have to put more
dirt on the area before we can use it. As soon as we get the okay, the backstop
from Rockingham will be moved and we will put top soil down and grade it for soccer
play. Mr. Aider said that the soccer club has requested that we get another
porta john since the one there gets filled especially on weekends. It was also
noted that the soccer club is planning on using the Fishkill field again this season.
VOLLERYBALL
Mr. Rider gave a guote of $40. for %" nylon rope for markers for the
volleyball courts. A question was raised about what would happen at night--how
long would it be before they were cut or disappear? Mr. Vorndran suggested we
use plastic rope which would be cheaper. He was asked to look into this and see
what he could get. It was also suggested that some picnic tables be placed
between the courts and the road.
Mr. Badar has spoken with Mr. Rider about running a volleyball tournament
with Town support to raise money which would be given to the Town. What he would

need would be help with insurance, advertising and possible rest rooms. They
would like to hold it September 19th and 20th. Mr. Holt said that the Town
couldn't sponsor the tournament. Mr. Badar would have to run it and then make
a donation to the Town. We could help with fields (getting them ready) and a
portajohn but we can't sponsor it. He would have to apply for use of field and
pay the fees. Mr. Rider will go back to him with this information.
ROBINSON LANE
Mr. Miller reported that there is still a lot of activity at Robinson
Lane with various tournaments in progress. There will be a 9/10 year old tournament
from August 15 to 23, Girls 9/10 and 11/12 year olds on August 28 - 30 and the Boys
Senior League having a fall program on weekends during September and October. It
is nice to see that it is still being used.
There was a discussion on putting in lights at Robinson Lane and the
bottom line was that it was too expensive. We will wait until Little League comes
to us with some type of proposal.
Mr. Vorndran suggested that we skin off about 30 feet of the area just
past the pavilion to the corner. We then could put in some sweepings and use it
for parking. This would be done for now and when we have the money we would
blacktop the area. He said that cars already park on the grass leaving ruts
and the area is a mess. It was decided that this should be done on both sides
of the roadway in that area. We do need a barrier of old railroad ties or something
to keep the cars from riding onto the field.
Mr. Holt mentioned that we still have to pave in front of the new building
and across the street by the flagpole as already discussed at a previous meeting.
BARN
Mr. Vorndran mentioned that the maple tree by the barn is dead and should
be taken down. We should go ahead with getting a P.O. for this and get Baisley in
to take it down before a limb falls on a car.
HALLOWEEN
Mrs. Korz could not make the meeting but sent a note indicating that she
has spoken with Steve Johnson about doing a Halloween show and received the following
quotes:

set for October 25th at 1:00. She has started contacting businesses for donations
and has spoken to an old student of hers who was involved in drama for a haunted
house. She will have more information at the next meeting. Mr. Reimer will check
on Myers Corners School as a rain site.
WEST POINT CONCERTS
Mr. Mastroianni mentioned that he had read in the paper that the West
Point Band is to be dissolved because of lack of funds. He suggested that we
write a letter to our Congressman saying what a plus the concerts nave been for
the Town. Mr. Reimer will write this letter.
CHAIRMAN'S REPORT
Mr. Holt mentioned the following:
1. The sand for the volleyball courts will be coming Friday.
2. Trap Rock is donating Item 4 for Castle Point sometime after
August 24th. We will have to speak with Graham Foster to see if the highway might
be able to haul it. The donation will be a minimum of 100 tons - maximum of 200
tons.
3. He asked if we had ordered the Christmas gifts and was told that
we were working on this.,
4. Requested that Mr. Vorndran use round up on the baseball infield
at Robinson Lane as soon as all the leagues are out and the summer program is
over. He should also do Quiet Acres.
5. Supervisor Smith was in Albany yesterday to look at State maps of
the Chelsea Area. She mentioned that the Yacht Club has brought in maps that they
had prepared and the Town Board and Planning Board did not agree with them. Mr.
Holt said that the next time they are on the Planning Board agenda that a repre-
sentative from the Commission should attend the meeting.
6. The maintenance crew is in the process of cleaning and painting the
white storage building at Schlathaus.
7. Mr. Broadie of the maintenance crew is working on plans for the benches
for the gazebo.
8. Mr. Miller will be sitting in for Mr. Holt while he is on vacation from
August 13th to September 14th.

9. We still have to repave the basketball court at Spook Hill because
it is not smooth - it has waves in it. We have received several letters from
the residents of that area and we have promised that this work would be done this
year. A request has been received to repave the Quiet Acres court. When thiscourt
court was originally installed, the surface was a rough top coat and when the kids
fall on it, they can really get hurt. Mr. Holt requested that Mr. Vorndran check
with Clove Excavators to obtain prices to resurface both courts. He mentioned
that we should also write a letter to Clove thanking them for the work at Martz
Field. It was a super job and we only had to pay $700. for the labor.
Mr. Rider mentioned that there are holes in the court at Martz Field
basketball court at either end where the pipes were removed. Mr. Vorndran will
check on this .
10. The summer maintenance help will be leaving next week and we wanted
to note that they did a super job. They all have been with us several years and
know where everything is and what has to be done. This alone makes everything go
smoothly.
11. We have to check the electrical work around the Christmas tree and
have to check all the lights on the house.
12. The trees and/or bushes for Schlathaus property still have to be
purchased and it was mentioned that we should dig up all the tulip bulbs before
the work starts on the monument.
13. We had one C.I.T. from Spook Hill, David Hongach, who did an
outstanding job and it was felt that we should do something for him in appreciation.
He has been a C.I.T. for 3 or 4 years and has really grown with the job. Mr. Reimer
mentioned that he is a good candidate for a summer position.
14. We need to request a Sheriff Partol at the Boat Ramp for the Labor
Day weekend - Saturday, Sunday and Monday from 6 a.m. to 6 p.m.
15. Pictures and measurements were taken from the dunking tank used at
the summer playground picnic. Mr. Holt said that the whole operation really
revolves around the tank itself. Mr. Broadie is working on this project. Mr. Holt
said it would be great if we could get it ready for Community Day but noted that
there really isn't much time to do it.
16. Mr. Holt requested that Mr. Rider make sure that the audio system is
ready and available for Supervisor Smith for Community Day on September 13th.
17. It was requested that a letter be sent to Taylor Rental regarding
the condition the dunking tank was in when received on the day of the picnic.
When it was picked up it had mud in it and it was dirty. The plug was also missing.
Before it could be used we had to clean it and obtain a plug.

The meeting was adjourned at 9:50 on a motion by Miss Gutzler seconded

AUGUST 1992 REPORT TO RECREATION COMMISSION
FOR THE MONTH OF JULY 1992
SENIOR CITIZEN CENTER
July activities at the Senior Center included the regular
schedule of arts/crafts, exercise, oil painting, videos,
cards and pokeno. The Center was closed July 3 and July 6
for Independence Day.
In celebration of National Ice Cream Day on July 17, Mike
Garrett from Ben and Jerry's donated ice cream for all the
seniors and town employees. Each person had a choice of one
flavor and a choice of a cone or a cup of ice cream It was a
fun day for all! On June 22, the seniors celebrated
National Hot Dog and Baked Bean Month with a barbecue. The
weather was perfect and the food was delicious. The seniors
all brought a salad or dessert to compliment the hot dogs
and hamburgers.
Other July activities included Diana Weibrecht from the
OFA on July 9 and blood pressure screening on July 21. Our
monthly birthday party was held on July 30.
The trip to Albany for the Dutch Apple Cruise was on July
14. Reports were favorable. The seniors that went on this
trip enjoyed the day.
There was an average of 33 seniors at the Center per day.
The average attendance on Monday is still low at an average
of 14 per Monday. There are 184 seniors registered at the
Center. Six of our members moved out of Wappingers,
therefore six of those on the waiting list have been
notified that they may now attend as members of the Senior
Center. There are still 17 seniors on the waiting list.

ITEMS TO BE NOTEn:
1. Jay Mathad, the Wednesday exercise instructor will be
leaving us the end of August/beginning of September to take
a permanent position.
2. August activities include Diana Weibrecht from the OFA
on August 13 and blood pressure screening on August 18.
Exercise and line dancing will be cancelled on the 20th,
21st, 27th and 28th as the instructor will be on vacation.
3. August 20, the seniors will have a "Just Because It's
August" barbecue. As a token of their appreciation to the
Wappinger Rotary, the seniors have invited the Rotary
members to join them for this barbecue as their guests. An
invitation was sent and accepted. All expenses for this
barbecue will come from the Senior Dues Fund.
4. The trip to Hunter Mt. is August 21.

HAPPY AUGUST!!! The first week of Augus~ is National
Smile Week! So let's SMILE! SMILE! SMILE!
And just because it is August, I thought anot~er barbecue
was in order. So on Thursday, Augus~ 20, we will have an
AWESOME AUGUST BARBECUE! Anyone for something different
than hot dogs and burgers? Suggestions now being taken.
Just let me know what you think we should have? If yoU plan
on attending this B-B-Que please let me know. Also, please
let me know what you will bring. You will then receive a
ticket, as we did before. If you can not bring anything,
you may give a donation for food and you will also receive a
ticket. On the day of the B-B-Que, these tickets will be
collected. Anyone that has not signed up in advance and
does not have a ticket will have to pay $5.00 to
participate. This system will enable us to have enough food
for all who attend and will insure fairness to all. We will
then have a drawing'from all of the tickets. Winner gets a
prize! The majority of you agreed to invite the Rotary Club
members to this barbecue to show our appreciation for the
picnic they have each year for Seniors. Also, you may not
know, the Rotary Club donated a substantial amount of money
towards the gazebo that we have outside our senior room.
It's nice to give back to those that give.
I want to thank everyone that helped to make our July
barbecue a big SUccesa. And we had beautiful weather! Many
of you helped with setting up and Cleaning Up. Your help is
sincerely appreciated. And of course a special thank you
to Tony and Jim for their "super chefing." You did a great
job! Thank you all for making it a great day!
Other events in August include: Diana Weibrecht from the
Office of the Aging on August 13 and Blood Pressure
screening on August 18. Our monthly birthday party will be
on August 27. We need at least 3 cakes for this party.
Please let me know if you will volunteer to bring one. Many
of you have not contributed to this tradition. In fairness,
