NEXT MEETING OCTOBER 12, 1992 AT SCHlATHAUS PARK AT 7:30 P.M.
The regular meeting of the Town of Wappinger Recreation Commission
was held September 16, 1992 at Schlathaus Park, All Angels Hill Road, Town of
Wappinger, Dutchess County, New York.
The meeting was called to order at 7:30 by Chairman Ralph J. Holt.
Others present were Senior Citizen Director Kathi Delisa, Recreation Director
Bernie Reimer, Commission Members Ellen Korz, Terry Fisher, Barbara Gutzler,
Stephen Miller, Donald Rider, Maintenance Supervisor John Vorndran and Town
Councilwoman June Visconti.
The minutes of the August 12, 1992 meeting were approved on a motion
by Mr. Fisher seconded by Mrs. Korz with all in favor.
CORRESPONDENCE
Thank you notes were received from Pat and Marygeralyn Wilday for the
engraved key ring received at the "end of summer picnic."
A letter was received from Dominic Spinella, Acting Store Manager of
Taylor Rental. This letter is in response to Mr. Miller's letter of August 21st
stating that the dunking tank when received for the end of summer picnic hro mud in
it and the plug was missing. We were disappointed in the condition the tank was
received and we felt health and safety conditions existed. Mr. Spinelli's letter
basically addressed the fact that the tennis balls were not returned.
A letter was received from Ronald B. Friedman, Town of Wappinger
little league requesting permission to use Robinson lane Facilities for various
tournaments during August, September and October. This request was addressed at
our August meeting by Mr. Miller and was approved at that time. This was just a
confirmation letter.
Approval was received from Stephen Miller, Principal of Sheafe Road
School for use of their gym January 9th to April 3rd from 10 - 12 for our Boys and
Girls Basketball Program.
A letter was received from Jerry Husted, Assistant Principal of Wappinger
Jr. High approving our facilities use application for volleyball and basketball
starting in October and running to April 1993.
Supervisor Smith forwarded for our files a copy of a letter sent to
Philip E. Fox of Boots and Bows and the opinion of the Attorney to the Town
regarding the Town's past sponsorship of this program.
A thank you letter was received from J8el Sassar, President of the
Wappingers Falls Rotary Club thanking the Seniors for the invitation to the "Just
because its August Picnic."

A letter with a check for $315.95 was received from Marshall and
Sterling representing our claim for vandalism at Castle Point Park on July 17th.
A copy of the Town of Wappinger Vehicle Use Policy was received from
Supervisor Smith.
lETTERS SENT DURING AUGUST
1. letters to Southern Dutchess News, Senator Daniel P. Moynihan,
and Senator Alfonse M. D'Amato urging not to eliminate the West Point Band.
2. letter to Frank Dubuy, West Point requesting a Concert Band
performance in February or March 1993 and the Jazz Band performance in the summer.
3. Thank you letters to:
a. Wendy Mallet,Heart Association for blood pressure screening
b. Tom Brooks - Fishkill Recreation, Mike Garrett - Ben & Jerry's,
Mike Cornell - Splashdown, Irene Moody - Mobile Office Concepts,
for help with summer program and picnic.
4. letter to Rosealice D'Avanzo, Dutchess County Youth Bureau, stating
that we will not be submitting an application for funding as we are now charging
for youth programs.
5. letter to Planning Board - Re: Noto Subdivision requesting money
($6,000.) instead of paving of the road.
6. letter to Jon Nash - Hudson Valley Orienteering Club requesting
more information.
SENIOR CITIZEN REPORT
Mrs. Delisa handed out a report on the Centers activities for the
month of August. She noted the following:
1. 63 seniors and 25 Rotarians attended the "Just because its August
barbeque".
2. Hunter Mountain trip (2 buses) had complaints on the food service and
a couple missed the trip (had the wrong date) and wanted a refund. She explained
to them at leprechaun could not refund as they had to guarantee number of people.
3. Wednesday exercise teacher Jay Mathad left on September 2nd. Sue
Borchardt will take over the Wednesday class.

4. She is working with the Junior High and Cable T. V. on making a
video "What Wappinger Was?" After speaking with someone from Cable she said that
in order to do this project she might need some funds and she is looking into
some grants for this. She also spoke with Chase Manhattan Bank regarding their
Neighborhood Grand. Mrs. Visconti gave her the name of Mike Dolan at Cable T.V.
as a possible contact person for the project.
5. We have a new intern from Dutchess Community College. She is in
on Wednesday and Friday. No money is involved as she does this for college credit.
6. We have had no response from the Elks regarding the Christmas Party
for the Town SEniors. Mr. Miller will check on this.
7. The air quality during the winter in the Senior room is a concern.
She wanted to bring this up early so something could be done if possible.
RECREATION DIRECTOR'S REPORT
Mr. Reimer reported the following:
1. The concert by Gelfer, Gordon and Brady on August 13th was rained
out and was rescheduled for September 10th. That date also had to be cancelled
due to the forecast of severe weather. He mentioned that he has rescheduled this
group for next summer. Mr. Holt mentioned that he noticed that East Fishkill was
running a bus trip to New YOrk City for the Christmas Show. He asked Mr. Reimer to
check with Mr. Green about having such a trip.Since we have the concert money
left, maybe we could use this and have a similar trip for Town of Wappinger residents.
2. Fall/Winter programs will be starting soon. At the Jr. High we
will have Adult Volleyball on Tuesdays starting October 6th and Adult Basketball
on Wednesdays starting October 14th. At Myers Corners School Aerobics will be
held on Monday and Wednesdays starting October 14th and Adult Volleyball on
Thursdays starting October 1st. All instructors from last year have been contacted
and everyone will be returning.
3. Mr. Reimer and Mr. Holt met with Mr. Gobel to discuss transportation
for our summer program for 1993. At this meeting he gave no commitment but said
that he would respond to us within a couple of weeks after he has spoken with
transportation and other involved persons.
4. The volleyball courts are still getting a lot of use and everyone
is pleased with the sand. Mr. leczinski, director, started with one night (Thursday)
and had so many participants that they now go both Tuesday and Thursday. Mr. Holt
said that we should look into continuing the existing fence with a gate otherwise
we will find the sand disappearing into the resident's sandboxes. Mr. Fisher
noted that whenever he goes by the courts they are busy and suggested that we look
to install some more courts possibly at Castle POint.

ROBINSON LANE
Mr. Fisher mentioned that we should start to replace bleachers at
Robinson Lane as some of them are not in good shape. Mr. Holt asked him to check
all of the bleachers for safety and mark those which he feels need to be fixed or
replaced. We will then have the maintenance crew check to see if they could be
repaired or if they need to be replaced. Mr. Miller mentioned that we still have
to do the paving and to scrape the grass for parking. He said that he was pleased
that the area was being used more this season with the additional tournaments.
CONSERVATION PRESENTATION
Miss Gutzler and Mr. Rider attended the presentation on August 19th
by Erik Kiviat of Hudsonia on "Identifying and Conserving Significant Habitats
and Rare Species." They thought that the presentation was very educational but
very specialized. After the meeting they discussed that since we have the option
of land vs money that perhaps these groups, who provide services for a low or no
fee, could be consulted to delineate the wet lands to let us know if land is
worthwhile. Miss Gutzler also became aware of a group called "Ducks Unlimited" an
environmental group in New York State with a local representative in Wappingers Falls.
She suggested calling them to get information on what they do and to see how they
might be able to help us.
LAND VS MONEY ON SUBDIVISIONS
Mr. Holt mentioned that he felt that there has been further discussions
from the Planning Board and the Town Board regarding the taking of land vs money
from developers. He felt that they were leaning toward money rather than taking
small pieces of land or pieces of land not conducive to recreation. Mrs. Visconti
mentioned she was definitely in favor of land even if it is useless at present.
Maybe they should be left forever wild. Her idea was that in 30 years that this
small piece of land might be the only piece of greenery around. She also suggested
a school contest to design a park to get different ideas. Mrs. Visconti mentioned
that Supervisor Smith has asked the Attorney to the Town to check on fees that the
developers pay. Miss Gutzler agreed with Mrs. Visconti about taking the smaller
pieces of land-- if we take away greenery what happens to the environment?
CHELSEA BOAT RAMP
Miss Gutzler reported that the sign was up at the dock and looks good.
CASTLE POINT
Mr. Vorndran reported that Trap Rock has donated approximately 100 ton
of item 4 for a new parking lot at Castle Point. The highway department helped to
transport the item 4 from Trap Rock to the Castle Point site. A letter will be
sent to Trap Rock thanking them for this donation.

HALLOWEEN PARTY
Mrs. Korz has contacted the same businesses as last year for donations
of prizes for our party and she said all but one will give something. Steve
Johnson is all set with his magic show. She also mentioned that she tried to
get a group of the drama club students from John Jay to do something but they
told her that they did not have enought time to prepare something. A note, was ~nen
sent to Tony Renta at the Jr. High School to see if his drama group could do
something although it might be a little too late for this year. She will be
~! Supervisor Smith and Town Clerk Elaine Snowden to act as judges for the
costume contest.
TENNIS
Mrs. Korz questioned the duties of the tennis court attendants and
felt that their job description had to be reworked. She felt that they did not
have enough to do to warrant a paying position. After a discussion, it was
decided to eliminate the position for next year but we will have to rework the
sign ups into another area. Mr. Casowitz told her that the clinics went well and
all were filled.
HANDICAPPED FACILITIES
Mr. Miller reviewed the Archetypes' plan and recommendations to make
recreation facilities accessible to the handicapped. For recreation, it would
mean paving of parking lots and walkways, reconfiguration of bathrooms, water
fountains, etc. Mrs. Visconti said that they are suppose to have another meeting
with Archetypes to review these proposals. She felt that there are ways of
mitigating the proposals so that we may not have to spend a lot of money. She
also suggested that Mr. Holt be present when they discuss recreation.
VANDALISM
Mr. Vorndran suggested that we publish in Mr. Reimer's column the
vandalism that goes on in the Parks so that the residents are aware of the
problems that exist in the different areas.
EQUIPMENT FOR TODDLERS
Mr. Rider mentioned that a Patricia McCauley of Alpert Drive wrote a
note regarding playground equipment for toddlers at the Martz Field Area. She
gave Mr. Rider a picture of the equipment available to residents from Endicott.
We don't disagree with this request, but it isn't something we can do in one year.
Mr. Rider will spend some more time on this and work up a plan.

SOCCER
Mr. Rider mentioned that Opening Oay for Soccer went well with no
complaints as far as he knew. He said that he met with Mr. Scofield of Fishkill
along with Mr. Holt and Mr. Vorndran to discuss the conditions at the Fishkill
field. He noted that the field was rough with numerous dips which are dangerous.
After discussing the situation and the fact that neither Town had extra money for
top soil, they decided that after the next rain that Mr. Scofield will roll it
with a 10 ton roller. If we get a lot of rain, we will see about getting Roger
Humeston to go down with his 15 ton roller and compactor to go over the field.
Mr. Rider questioned whether this would be enough and Mr. Holt mentioned that at
the present with no funds available that we will have to try this plan first and
hope it will work and that the field would be safe. Mr. Vorndran said that to put
down top soil you would need 3 - 4" and that would be big money. Mr. Holt said
that Mr. Scofield will put a pile of soil down and when soccer notices any dips or
holes that they could fill it in. It was noted that there are now two teams of
just Fishkill kids.
Mr. ~ider mentioned that he has spoken to Mr. Kennedy about the name
of the soccer club and Mr. Miller's suggestion that it be "The United Soccer Club".
Mr. Rider mentioned that Mr. Kennedy was against this because when they travel
people do not know where they come from. If anything Mr. Kennedy would suggest it
be the "WappingerjFishkill Soccer Club". It was suggested that Mr. Holt send a
letter to Mr. Kennedy asking for input from the soccer club. As soon as we
receive a reply from them, we will forward it to Mrs. Visconti for our Town Board
and to Mr. Barry Silverstein for the Fishkill Town Board.
Mr. Holt said that at OPening Day Supervisor Smith mentioned something
about the possibility of filling in the Pond at Rockingham. He said that the pond
is almost the size of a football field and is approximately 3' deep (a big area
to fill in). Our engineer was concerned about the displacement of the water.
Supervisor Smith will look further into this.
We need to move the front backstop at the Rockingham fields. Since
we are not in a position at present to install it at Castle POint, we will put it
behind the barn until such time that we can install it at Castle POint.
AIRPORT PARK
Mr. Holt mentioned that Supervisor Smith hoped that Airport Park
would be ready for next years' soccer season. Mr. Vorndran said he would be
going over within the next week or so with the brush hog to start to clear the
area. Mr. Holt said that there was a lot to do there and was concerned about
the fact that we wouldn't be able to fertilize the grass because of the wells
in the area. We were also told by the Engineer to the Town that we would be
unable to build restrooms. After Mr. Vorndran has finished clearning out the
area we are going to have to put a plan together and go to soccer for help either
manually or with funding. This land is deeded "soccer only".

CHAIRMAN'S REPORT
Mr. Holt mentioned the following:
1. Mr. Mensching has asked permission to allow a Twilight League to
play at Robinson Lane. We felt that this request was great. Mr. Holt said
that Mr. Mensching will be setting up a meeting soon regarding this.
2. Mr. Holt requested that all the lights at Schlathaus be tested
to make sure everything is set for Christmas. He also suggested that the white
pine on the All Angels side of the Park be decorated with little white lights.
3. Mrs. Smith requested Mr. Holt to get the trees for Schlathaus. He
mentioned that we want to get some flowering trees for the perimiter of the Park.
4. He mentioned that he would like to put together a report on what
we have accomplished in 1992. Not a lengthy report but just bullets so the members
of the Town Board will be aware of all that we do during the year. He requested
each member to put together a page of accomplishments and he will gather the
information and put it together.
5. He mentioned that he certainly hopes that our request for the
1993 budget to add Robert Weber on full time will be approved. We now have Lew
Rompala, who is 65, Ron Broadie, who just retired and Bob Weber, who is 22, all
of ~ are part time. Lew can only work so long each year until he meets his
social security level wich leaves us short toward the end of the year. Mr.
Vorndran said that Lew has cut grass everyday except for 3 days or when it has
rained and what takes the time is the moving of the equipment from park to park.
6. The date for the Christmas Party was set for December 6th. Mrs.
Roe mentioned that the decorations have been ordered.
The meeting was adjourned at 9:25 on a motion by Miss Gutzler
seconded by Mrs. Korz.

SEPTEMBER 1992 REPORT TO RECREATION COMMISSION
FOR THE MONTH OF AUGUST 1992
SENIOR CITIZEN CENTER
August activities at the Senior Center included the
regular schedule of arts/crafts, exercise, oil painting
videos, card and pokeno.
On August 20, the seniors had a "Just Because It Is
August" picnic. The Wappinger Rotary Club was invited to
join us ~or this picnic as a token of appreciation for all
they do for the Seniors and the community. 63 Seniors and
approximately 25 Rotarians attended the event. In addition
to our regular hot dogs and burgers, "Chef Tony" made
sausage and peppers. Seniors all brought a salad or
dessert. We held two raffles, one for the seniors and one
for the Rotarians. The winners received a bottle of wine,
donated by one of the Seniors. All expenses for this picnic
were paid for by the Senior Dues Fund.
Other August activities included Diana Weibrecht from the
Office of the Aging on the 13th and blood pressure screening
on the 18th. Our monthly birthday party was held on the 27.
The trip to Hunter Mountain was on the 21st. Most seniors
enjoyed the trip, although there were several complaints on
the food and service.
There was an average of 29 seniors per day (many seniors
were away on vacation). The average Monday attendance is
still low with an average of 11 per Monday for August.
There are 184 Seniors registered at the Center and 25
seniors are on the waiting list.
ITEMS TO BE NOTED:
1. Jay Mathad, the Wed. exercise teacher will be leaving us
on Sept. 2. Sue Borschardt, the Thurs. exercise teacher and
Fri. line dancing teacher will begin teaching Wed. as of
Sept 16.
2. A couple scheduled to go on the Hunter Mtn. trip, missed
the bus. They thought the trip was the following day.
Wanted refund, explained Leprechaun could not refund any
monies as they had to guarantee the number of people.
However, Peggy will now give each senior a paper of the date
and time of each trip when reservation is paid for.
3. I will be meeting with Ellen Fabian from Wapp. Jr. High
on Sept. 22 to discuss making a video on "What Wappinger
Was?" Students will have the opportunity to interview
seniors and learn what Wapp. was like when they were
children or even when they came to the area. I have spoken
with Cablevision and hope to meet with a technician in the
near future who may be able to assist with this program.
There may be a need for some special funds for this project
so read on.
4. Chase Manhattan Bank offers a Neighborhood Grant to
non-profit organizations yearly. Grants range from $500.00
to $5000.00. I have spoken to Rosemary Duerr, Asst. Trea.
of Chase Bank at South Hills Mall. Applications are
available in January. It is possible that such a grant
could help with the video project mentioned above. However,
are there any other recreation projects that need grant
funds?
5. Sept. activities include a luncheon at Mariner's Harbor
on the 3rd., Diana Weibrecht from the OFA, Blood pressure
screening and a day of bowling at Hoebowl lanes. The trip
to Woodloch Pines is on Sept. 15.
6. Oct. activities include a fire prevention program on the
7th, a flu clinic on the 15th, our annual Craft Fair on the
23rd and Halloween party on the 30th. The trip to Roseland
Ranch is the 20th.

HAPPY SEPTEMBER!!! Gone are those lazy days of summer
and now it is time for some ACTION!!!! READY! SET! GO!!!
On Thursday, September 3rd, we will be going to Mariner's
Harbor for a Lobster Bake. No reason-no holiday-just a
luncheon. Of course, some of you have chosen something
other than lobster, but we'll still call it a Lobster Bake.
This was Ray's idea. Thank you Ray! The Center will be
open until it is time to leave for the restaurant. Those of
you that need a ride, please let me know so arrangements can
be made. We will be leaving the Center between 11:00 and
11:15 a.m. Those of you driving, who are not taking
passengers may go directly to Mariner's Harbor. Ask for
directions if you do not know how to get there. For those
that take Dial-A-Ride. Please arrange with Dial-A-Ride to
bring you to the Center as usual. You will be assigned to a
driver to take you to the luncheon. We should return to the
Center by 2:30. I have arranged with Dial-A-Ride to pick
you back up at the Center so you will have transportation
back home. However, you must inform them that you are going
to the luncheon.
Many of you requested another bowling party. I have
arranged for a day at Holiday Lanes (HoeBowl) on Friday,
September 18. John Pretak from HoeBowl has offered to
provide coffee, rolls and danish on arrival plus a slice of
pizza and soda for lunch plus 3 games of bowling for the
price of $6.00. For current dues paying members (for at
least the past six months), your cost will be only $3.00.
We had lots of fun last time, so if you are interested, you

must sign up with me and get a ticket. The Center will be
closed. Dial-A-Ride members must make arrangements as
usual. I have spoken to Audrey, she has been informed that
you will be going bowling that day.
Other Sept. events: Labor Day is Monday, the 7th. The
Center will be closed. Have a happy and safe one! Diana
Weibrecht for the OFA will be here on Thurs. the 10th, Blood
pressure screening on the 15th and our birthday party on the
24th. If you will volunteer to bring a cake for the
birthday party, please let me know.
October is Craft Fair time. I have tentatively scheduled
our Fair for Friday, Oct. 23 and will confirm this with you
as soon as possible. In the meantime, Regina and Sue have
promised to keep you all very busy making all these
wonderful crafts. A very big thank you and hug to all of
you who work on the many items that will be sold at the
fair. It is because of all of you that our craft fair last
year was a big success. Let's make this one a bigger and
even better one. It will be the best Craft Fair ever! ! ! !
We will also be selling books, and have a Granny's Attic.
Granny's Attic items must be clean and in working condition.
Do not bring items that are dirty, shabby or in need of
repair. They will not be accepted. Please do not bring
items in before Oct. 16 as we have no place to store them.
If you would like to volunteer to work at the Craft Fair,
please let me know.
Halloween is just around the corner so start thinking
about costumes. We will be having a Halloween party! There
will be prizes for the silliest, prettiest (or most
handsome), most original and most scary. Tricks and treats
for those in costume. More on this next time!
November brings Election Day-Don't forget to vote. The
Center will be closed. And of course Thanksgiving--
suggestions for our Thanksgiving luncheon are welcome.
Where oh where shall we go this year?
And then December blows in Christmas, Santa? Elves?
Parties? Well we do know that we will have our Christmas
luncheon at Villa Borghese. We do know that the luncheon
