The regular meeting of the Town of Wappinger Recreation Commission was held February 8, 1993 at Schlathaus Park, All Angels Hill Road, Town of Wappinger, Dutchess County, New York. The meeting was called to order at 7:05 P.M. by Chairman Ralph J. Holt. Others present were Kathi DeLisa, Senior Citizen Director, Bernie Reimer, Recreation Director, Commission Members Barbara Gutzler, Ellen Korz, Stephen Miller, Donald Rider and Maintenance Supervisor John Vorndran. The minutes of the January 11, 1993 meeting were approved on a motion by Mr. Miller seconded by Miss Gutzler with all in favor. CORRESPONDENCE A letter and check in the amont of $150. was received from Bob Drennan, of the Wappinger Modified Softball League for the use of the Castle Point fields for 1993. They also'presented a plaque as a token of appreciation for all that we have done for them over the years. It was noted that he did not request any fields at Rockingham. As of this year Rockingham will be strictly for soccer use. A letter has been received from Little League requesting fields for the 1993 baseball and softball programs. All fields are acceptable with the exception of Rockingham, Quiet Acres and Castle POint which are not available for Little League use. A letter has been received from Richard J. Bernhard of the Sunday Morning League requesting the use of two fields at Robinson Lane and one field at Rockingham on Sundays from 9:00 a.m. to noon beginning April 18, 1993 to September 26, 1993. They also included a check for $150. to cover the fees due. The request to use Robinson Lane was approved but Mr. Reimer was asked to contact Mr. Bernhard to request that they use the upper field at Castle POint as we are hoping to take out the backstop at Rockingham. A letter was received from Ken R. Hack, Director of the Dutchess County Classic requesting the use of Robinson Lane complex on Sunday, September 19, 1993. That is the date for the traditional Dutchess County Classic Road Race. This request was approved although it was emphasized that they must bring in their own porta johns and make sure the facility is cleaned up after the race. They also must monitor the parking -- no cars are allowed to park on the fields. Supervisor Smith received a letter from Joseph Mastroianni resigning as a member of the Recreation Commission. He stated that his future plans will force him to be absent from meetings and that he wouldn't be able to participate in the Commission's programs fully. We have several people who are interested in the position and after our March meeting we will send a recommendation to the Town Board. Recreation Minutes February 8, 1993 Page 2 An application has been received from the Greenway Heritage for the 1993 Harold L. Hoffman Community Awards Program. Every member was asked to think of a project to submit and have it ready for the March meeting. Deadline for the application is March 31st. If possible it would be great to do something at the beach area by the Yacht Club. Mr. Holt will check with Supervisor Smith to find out where this stands. A check in the amount of $7,000. has been received from the Youth Bureau for the 1992 Youth Programs. The 1992 Annual Recreation Report prepared by Mr. Reimer, Director Mrs. DeLisa, Senior Citizen Director and Miss Slacin, Summer Director was distributed to the Commission Members. TENNIS PROGRAM (PROPOSED) Mr. Ben Marguglio attended the meeting to discuss with us his Summer Tennis Program proposal. The objective of his program is to provide tennis instruction to boys and girls ages 5 years to 17 years. The student/ instructor ratio would be 6 to 1. The head pro would be C.P.R. certified and certified in first aid. He said that they would also institute a safety procedure. They would have liability insurance and parents would also be offered an opportunity to acquire accident insurance at a nominal charge probably $5.00 or $10.00. He said that there would be a waiver clause on the registration form so if parents did not buy the accident insurance he/she would waive any rights to hold them responsible for any accident. Mr. Marguglio would like to run this program for 10 weeks having 2 sessions a day Monday through Thursday using Friday as a raindate. The fee would be $80. per student with the Town receiving a rental fee of 10% of the gross receipts. After a lengthy discussion, the Commission's concern was with tying up the courts for 10 weeks. Since we are pleased with our own program and instructor~, we were hesitant to do away with it. We also felt that by chargigg:;$80 .::-I'ler registrant that he wouldn't get that many people to register. Mr. Marguglio also stated that he wanted this agreement to go to the year 2010. It was decided that a letter would be forwarded to Mr. Marguglio that we felt that we were not ready to take on a program such as this for 10 weeks. OUTGOING CORRESPONDENCE 1. Letter to Town Board for approval of P.O. for fertilizer SENIOR CITIZEN REPORT Mrs. DeLisa handed out a report on the activities of the Center for the month of January. See the attached report. DIRECTOR'S REPORT Mr. Reimer reported the following: 1. There was a problem at the Sheafe Road School with the Directors of the basketball program and they have lost a couple of Saturdays. Mr. Reimer said that the problem has been straightened out and that he will try and extend the the program in April. Mr. Miller also mentioned that we have to have the Directors at the school by at least 9:45 for the 10:00 program so the children are not running loose in the school. 2. He has called Aristocrat for information on a trip to the Radio City Christmas show. 3. Letters have gone out to Hughsonville Fire District and Deer Hill Conference Center to use the facilities for our summer program. 4. All the summer concerts have been booked and he will have a copy of the schedule for the next meeting. 5. An ad for the West Point Concert is scheduled for this Wednesday in the Southern Dutchess News. It was suggested that he try for a second ad on the 24th and a press release for March 3rd. He has sent out ads to four A.M./F.M. stations, Channel 6 Community Calendar, and Poughkeepsie JOurnal Enjoy Section. He has checked with Michael DeFillipo, Principal of the Jr. High, and was told that we can use the balcony for overflow seating. We must fill the downstairs first. It was decided that we should again invite the Castle POint Veterans. We wtill have to get the menu and decide on a caterer. LITTLE LEAGUE/ROBINSON LANE Mr. Miller mentioned that he met with Little league representatives and they are hosting the Northeast Regionals from August 9th to the 14th. Since this date does not conflict with the dates the Dutchess Debs are requesting, they will be able to use the complex for their tournament. A letter will be sent to Mr. Scholz regarding this. Mr. Miller also mentioned that Little League has been talking about trying to raise money for lights for Robin~on Lane. They will . come back to us when they have a plan in place. They (Llttle League Representatlves) Recreation Minutes February 8, 1993 Page 4 were talking about putting red clay on at least one field and said that they thought they could get it for $23.00 a ton opposed to $28.00. It might be a possibility that we could go in with Fishkill and get a better price. Mr. Scofield will be testing it for water and they will discuss this further. Sign ups for little league were held last Saturday and will be held again on February 20th and March 6th at the Hughsonville Firehouse. Mr. Holt mentioned that he had spoken to Mr. Letterri and that there are a lot of things that need to be addressed for this regional. There will also be extra maintenance needs for our crew. We still need to get the blacktop work done at Robinson Lane and hopefully by April 1st it could be finished. In the meantime, Mr. Miller suggested we put a couple loads of item 4 in where it has been dug out to keep the mud down until the blacktop work can be done. Mr. Holt will contanct Mr. Versace to see if we can get the item 4. Mr. Vorndran mentioned that we still have problems with Little League in that they drive the scotch harrow over the fields and roads and tear them up. He met with the Town Board and received an increase in salary for Regina Waldron of 3% and Robert Weber of 4%. 2. He also spoke with the Town Board regarding the money vs. land for recreation on new subdivisions. The Town has voted to raise the fee to $1,500. Mr. Levenson, Town Zoning Inspector was asked to do the paperwork on this. Recreation Minutes February 8, 1993 Page 5 3. Mr. Levenson mentioned to Mr. Holt that there are some problems with the Rymer Subdivision and that they are objecting to putting in the road to Old Hopewell Road. He has asked us to send in another letter to the Planning Board reaffirming our stand on this. 4. Mr. Vorndran mentioned that he has spoken to Mr. Fulton regarding the lot line and was told that he has all the papers ready to bring in and have notarized. 5. The mower bid was approved by the Town Board and Pine Plains has been notified that their bid has been accepted --without the additional roll bar. 6. The stove and refrigerator at Schlathaus are not working and when we had someone in to fix the stove they said that it was not worth fixing. In fact, it should not be used at all. Mr. Vorndran said that he has pulled the fuses. When the Town has their pickup, we will dispose of them. We will also be looking to purchase a stove and refrigerator. 7. Supervisor Smith spoke with Central Hudson and they will hook up the electric at Reese Park. She also received a quote of $2,300. to fix the box. Mr. Vorndran was asked to have Chris Bar go down and give us another quote for that work. When the box is fixed, we may have to fence it in similar to the one at Martz Field. hookup. 8. A letter has been sent to Castle Point regarding the water 9. Information has been received on the Annual Recreation and Park Conference to be held in Niagara Falls April 18 - 21st. Those interested in attending are to let Mrs. Roe know as soon as possible indicating what sessions they are interested in attending. A letter will then be submitted to the Town Board for approval. 10. Mr. Vorndran was asked to get a quote from Clove for work to be done at Spook Hill and Quiet Acres. FEBRUARY 1993 REPORT TO RECREATION COMMISSION FOR THE MONTH OF JANUARY 1993 SENIOR CITIZEN CENTER January activities at the Senior Citizen Center included the regular schedule of arts/crafts, oil painting, exercise, line dancing, videos, cards and games. The Center was closed on Tues., Jan. 12 because of snow and on Jan. 18 for Martin Luther King Day. Amy McAden from the Office of the Aging was at the Center on Jan. 6 to discuss Medigap insurance and to answer questions pertaining to this. The Heart Association provided blood pressure screening on the 19th. The Community Service Worker from the Office of the Aging was cancelled on her regularly scheduled visit due to snowy and icy conditions. And of course there was time for parties in January as well. On Jan. 8th, the Seniors celebrated Elvis's birthday with a pizza party. And on Jan. 15, we had a pajama party. All the seniors and staff came in pj's, or robes. There were bear slippers, bunny slippers, mop slippers and other footwear walking through the Center. We started the party with breakfast of orange juice, danish and muffins. For lunch there was pizza, soda and popcorn. And then for after lunch snack, we had hors d'oeuvres including cheese puffs and lobster rolls. We played some word games- winners claimed a prize. And there were a few pillow fights in between. All had a wonderful time! It was lots of fun and something to chase the winter blues away. Our monthly birthday party was held on the 28th. There was and average of 30 seniors per day at the Center. The average Monday attendance was 11. The icy and snowy weather kept many Seniors home this month. There are 184 Seniors registered at the Center. There are 53 on the waiting list. ITEMS TO BE NOTED: 1. The art exhibit at Chase Manhattan Bank will be taken down this month. All the artists went to the bank and had photos taken. Southern Dutchess News was suppose to be there also, but did not show. The Bank gave each artist a beautiful mug in appreciation for the exhibit. 2. February events include several parties. On Valentine's Day, Dinny Cackowski will lead us in a sing-a-long. We will .'i.;' " celebrate Washington's birthday with cherry pie and ice cream. Then on Feb. 23, we will have a Mardi Gras party at the Holiday Inn in Fishkill. We will help the Seniors make masks and/or costumes for this event. There will be cajun food, music and some surprises for all. 3. The first Town sponsored bus trip is to the Elmsford dinner theater on Feb. 26 to see "Nunsense." A list of the year's trips is attached. 4. Have submitted the Chase Manhattan Bank grant. We have applied for a cultural event-a trip to Radio City Music Hall and possibly dinner after. We'll wait and see what happens. 5. The Town of Fishkill Senior Center and our Center will be working together to make ribbon flowers to be given away at the March 5, West Point concert. If this works out well, Susan Schlach, director and I hope to do more joint projects and possibly social functions together. 6. Just a note: June 8th marks the 5th anniversar~ of the opening of the Town Center. I am open to any suggestions and/or help to make this a speoial oelebration! .~ . . Are you ready to make merry? Are you ready to move on from pajama parties to more adventurous parties? Well let's go!!!! Valentine's Day is on Sunday this year, but fea~ not, we will have a Valentine's Day party on Friday,. Feb. 1~. Might as well celebrate Lincoln's birthday as well~ To make the day a little special, Dinny Cackowski from RSVP will be leading us in a Sing-a-long. She will bring her Karoke and we can croon along with her. On Fri., the 19th we will celebrate George Washington's birthday with cherry pie and ice cream of course. Just a little party to warm us up for the next week. Now that you've practiced having more parties again, get ready for MARDI GRAS! We will celebrate this great event at the Holiday Inn in Fishkill from Noon to 3:00. The menu includes a fruit cup, salad, choice of one: Blackened Fish, New Orleans Stew (both moderately spicy) or Sliced Sirloin of Beef. Entrees will be served with Jambalaya Rice and a Medley of Vegetables. Dessert and coffee or tea will top the meal off. There will be music and dancing! You must sign up with me by Feb. 16 if you wish to attend. (No refunds after this date.) Mardi Gras is quite festive. In New Orleans they have parades, pig greasing contests, races, food, music and competitions. Will, trust me, we are not having a pig greasing contest! However, there will be prizes for costumes. In case you did not know, most participants of Mardi Gras attend in costume. To help you, Regina, Sue and I will help you make a festive mask. The official colors of Mardi Gras are purple, green and gold. So if you need a mask see Regina and Sue or even I can help. If you want to dress in costume (of course you do!) and need ideas, let us e.... ..., . . know. We are here to help you. For Dial-a-Ride passengers, you can request to be brought to Town Hall the morning of Mardi Gras. This is not a normal stop for Dial-a-Ride so you must call and tell them you are going to Town Hall. They will not be able to pick you up and take you home. We will arrange transportation for you to Holiday Inn and back home. If you need this transportation, you MUST let me know so I can arrange for the appropriate number of cars. Please note the Center will be closed Feb. 15 in honor of President's Day. Diana Weibrecht will be at Town Hall on the 11th to assist you with other services provided by the Office of the Aging. And there will be blood pressure . screening on the 16th. . Many of you are now paying your dues on a-monthly basis. If you would like to do this, I suggest you pay your $2.00 or $2.50 (depending on the month) at the beginning of the month. Mark the amount you are paying on the attendance sheet so you will be credited for the proper amount. You must still sign in every week and check the days you attend in the week. If you have any questions, feel free to ask me. I want to thank Regina and Sue for the wonderful job they are doing with crafts. They have managed to keep you busy even though we have not had sufficient supplies to continue the projects you have started. I apologize for this and take full responsibility for this inconvenience.
