The regular meeting of the Town of Wappinger Recreation
Commission was held July 12, 1993 at Schlathaus Park, All
Angels Hill Road, Town of Wappinger, Dutchess County, New

The meeting was called to order at 7=55 by Chairman
Ralph J. Holt. Others present were Kathi DeLisa, Senior
Citizen Director, Commission Members Ronald Friedman, Ellen
Korz, Stephen Miller and Donald Rider. Barbara Gutzler

A thank you was received from the Little 'All Angels'
Nursery School for all the preparation at Schlathaus for
their graduation ceremony. They are hoping to make this an

A letter was received from St. Mary's Parish reques~lng
to reserve the volleyball courts on Pye Lane and Montfort
Road on WedneSday, August 4th from 5:30 until dark. They are
hosting a tournament with the D.D.A. Youth Ministry groups
from St. Columba, Hopewell Junction and St. Mary's, Fishkill.
Received a letter from Dutchess County Health approving
our variance request to allow a fully qualified lifeguard who
is not 21 years of age to fill the waterfront supervisors
posit.ion"
We received approval from Van Wyck for the use of their
gymnasium August 2nd to t.he 6th from 9 a.m. to noon for our
basketball clinic.
A thank you was received from Roland M. Patterson, Jr.
for letting the American Red Cross come to our facility to
teach Community First Aid and Safety.

SENIOR CITIZEN REPORT
Mrs. DeLisa handed out a report on the Senior's
activities for the month of June. The report is attached to
these minu~es.
SPOOK HILL
Mr. Friedman mentioned that there is graffiti on the
stockade fence and the bridge. A few shingles are off the
roof and need to be replaced. Maintenance will be notified
of this.
CASTLE POINT
Miss Gutzler mentioned that there was graffiti on the
wood at Castle Point. She also noted that the park was left
in good shape after the volleyball tournament on the 11th.
HISTORY MARKERS
Miss Gutzler mentioned that she has spoken with
Supervisor Smith regarding the history of Wappingers Falls
and she was referred to the County who would have such
information. She is still trying to get in touch with the
proper person. She said that another suggestion was to
contact Brenda Von Berg and Miss Gutzler will also do that in
the near future.

Miss Gutzler mentioned that a part of the railing on the

Baseball camp was held last week using one field with
only 16 registered. Although there was a small enrollment
the camp was a success. Little League has complained again
about the kids going in the equipment room. The Summer
Director will be asked to again stress the fact to the
Director that the children are not to be allowed in the
building. They are to take their equipment out and lock the
cloCl!".
Mr. Holt mentiClned that we are planning to close down
the rest rooms and do a major overhauling, steam cleaning and
painting of them. We will dCl any repair work that is
necessary. We will order two porta-johns and the tournament
director for the Dutchess Debs will be notified that the
porta johns are available and that if they feel that they
need more they can order them.
Signs have been ordered for Robinson Lane and should be
in shortly. Signs have also been ordered for the other major

A discussion took place about placing a pump down by the
creek and running lines to several of the fields (R2, Rl, SL
and Memorial Field.> Mr. Friedman said that to take water

may be hesitant because it is a trout stream. He suggested
that we look into constructing a dry well as collection pits
for the ground water and pump from there. We will look into
this.
SOCCER/ROCKINGHAM
Mr. Rider mentioned that the storage box for thB lime
really needs to be replaced and he asked about the truck body
at Robinson Lane. Mr. Friedman said that there were only a
couple of things in it and he thought it would serve the
purpose for soccer. Mr. Miller will check with Little League
<:i.bol...l.t it.
Mr. Rider placed the 15 cases of marking paint left from
the Spring season at the house for the time being. He also
said that we will need more paint or lime for the Fall season

He said that Mr. Kennedy has questioned him about the
contract and Mr. Rider was told to tell him that they need to
submit a list of items which they were using the $3,000. to
purchase. They will then have to submit a contract similar to
the one they submitted last year. The contract will be
submitted to the Town Board for action.
As discussed at our previous meeting, permission has
been given to the soccer people to remove the concrete blocks
from around the old water fountain. Mr. Rider has also
talked to Mr. Kennedy about getting an engineer to shoot the
elevation for drainage from the 1st backstop to the bridge.
He took a better look at what he thought was the water
undermining the bridge and found that this is not the case.
Mr. Holt mentioned that he heard that David Longacre 5
soccer organization has merged with Wappinger. He was
concerned about this merger and if it is true are they
bringing with them fields. Mr. Rider was asked to check an
this and get back to the Commission.
VOLLEYBALL
Mr. Rider mentioned that the Tuesday Night sessions are
going well. He also requested that we purchase a leather
volleyball which lasts longer and save on injuries. Mr.
Reimer will be asked to look into this. Miss Gutzler said
that leather balls are softer a~d have a better bounce to it.
The rubber ones bruise easier. These balls could also be
used for the winter program indoor.
MARTZ FIELD PLAYGROUND
We have had requests for equipment for toddlers at our
parks. Mr. Rider has been looking a catalogs with that type
of equipment. He suggested that we do something on the back
side of the tennis courts at Martz Field. Mr. Holt said that
we should be looking at each park and see what the equipment
is like and to see what should be replaced/upgraded.
CHAIRMAN'S REPORT
Mr. Holt mentioned the following:
1. The men have been working hard at Robinson Lane to
get the electrical work done and it is a big job. We will be
getting $15,000. worth of work dane for approximately $2,500.
when the job is finished.

2. They are scheduled to dig the well at Castle Point this
week. It will be put on the left hand side of the Park as
you enter the gate.
3. The West Point Jazz concert was a great success desaite
the warm weather. Thanks to all who helped.
4. A new gate is being made for Robinson Lane - black steel.
The single gate should be installed by the time the Eastern
Regionals are held.
~. The bulldozing work has been done for the pole building
and hopefully we can start the construction soon.
6. The Men's Softball League has said that they are willing
to donate $800. toward the purchase of some good type of clay
for the upper field at Castle Point. Mr. Holt said that the
field is in bad shape and really should be done. Mr.
Friedmail again mentioned that Martz Field should also get
some clay. We are planning on doing this in the Fall.
7. Mr. Holt asked about the Rymer Subdivision and was told
that there was nothing new. The secretary was asked to check
with Mr. Levenson on its status.
The meeting adjourned at 9:15 on a motion by Mr. Rider
seconded by Mrs. Korz.

JULY 1993 REPORT TO THE RECREATION COMMISSION
FOR THE MONTH OF JUNE 1993
SENIOR CITIZEN CENTER
June activities at the Senior Citizen Center included the
regular schedule of art/crafts, oil painting, exercise, line
dancing, videos, cards and games.
The Seniors enjoyed a luncheon at Mariner's Harbor on
June 10 as a joint celebration of Mother's Day and Father's
Day.
The BIG event of the month was the celebration of the
Center's 5th Anniversary on June 18th. The actual
anniversary was June 8th. Eighty-five seniors attended plus
members of the Town Board, Recreation Commission and our
Supervisor, Connie Smith. There was a barbeque of hot dogs,
hamburgers and the seniors brought salads and other dishes.
And of course a beautiful cake was served for dessert. Each
Senior received a key chain marked with the 5th anniversary
of the Center. Raffle prizes were given throughout the day.
There was music by John Palumbo and a debut of our line
dancing class,who performed for all of us. A reporter from
the Southern Dutchess News attended and wrote a very nice
article for the paper. And Cable 6 News provided coverage
of the event. Eighteen original members of the Center
received a certificate stating their five year membership.
It was a wonderful day and a great suocess.
The Town sponsored trip to Atlantic City was on June 8th.
Everyone enjoyed the bus trip and their stay at Atlantic
City. There were two slight mishaps, however. One of the
Seniors fell, Dorothy Wood. She went to the doctor and is
okay. The other mishap was when the bus was returning on
Rt. 9D. Someone through a rook at the window of the bus.
Fortunately, no one was injured. The incident was reported
to the police.
Both the Office of the Aging and Blood Pressure screening
were cancelled this month and will resume in July.
There was an average of 35 seniors per day at the Center.
There was an average of 20 Seniors on Mondays. There are
184 seniors registered at the Center and 85 seniors on the
waiting list.
ITEMS TO BE NOTED:
1. The expansion plans have been delayed. The original
bids for the general oontracting were too high. The Town
Board rejected these bids and re-opened the bids. These

will be reviewed at the July Board meeting. Therefore, our
move to Schlathaus has also been delayed. Due to these
uncertain circumstances, no plans will be made until there
is definite dates for the expansion.
2. I have spoken to a representative of the Elks Club. We
have set Tues., Dec. 7th for the Town Senior Christmas
party. The cost of the dinner will be the same as last
year, $4.50 per person. We have not yet determined a menu.
We have the option of the turkey dinner, as last year or if
we want something different we can discuss this at a later
date.
3. We had an incident with one of our seniors, Ray Weiler
on the 14th of June. Ray was angry that the donated items
from B.J. 's were being shared with employees of the Town
Hall. He shouted at Regina and also at Anne Buckley, who
was in the room to speak to a senior. I was off this day.
Regina was able to eventually calm Ray down. The incident
resulted in Connie Smith speaking to Ray and warning him
that if he caused any further trouble, he would be asked to
leave the Center. The incident has been written up and will
be kept in our files.
4. July events include an ice cream day provided by Ben &
Jerry's on the 14th. The seniors will join the children for
a music show at Schlathaus on the 21st. After the show, we
will have a small picnic.

HAPPY FOURTH OF JULY!
WHOOPS! There has been glitch in our expansion and
moving plans. WE WILL NOT BE MOVING IN JULY! Let me try to
explain. Whenever there is a large exenditure such as this
expansion construction, the Town must go "out to bid."
Well, they did. The set of bid proposals received were
nearly double what was estimated. In view of this, the Town
Board rejected these bids. Now, the Town must "go out to
bid" once again and hope the new bids will come within the
estimated costs. Hence, there is now a delay in the Center
expansion. However, there are no guarantees that the new
bids will show lower costs. The Supervisor and the Town
Board are working hard to resolve this but there are
specific guidelines they must follow. So let's hope that
this is just a minor delay. I will let you know of any new
develpments as they occur. So, a little more patience and
understanding is needed from all of us.
While all this is being resolved, there is no need for us
to "fret." We will continue on with our daily activites and
enjoy ourselves. So on to other July news. The trip to
Lake George is on Tues., July 13. In honor of National Ice
Cream Month, Mike Garrett from Ben & Jerry's will provide us
with refreshing ice cream on July 14th at 1:00 P.M. You
won't want to miss that. If you are lucky, I may even sing
a little ditty describing the flavors so you will know what
flavor to choose. Blood pressure screening will be on the
20th. Diana Weibrecht from the Office of the Aging will be
at Town Ha~l on July 22, to assist you and answer questions
regarding the agency's services. Please let me know if you
would like to speak with her. For those of you who
exercise, exercise is cancelled on July 21, 22 and 23rd.
Sue Borchardt will be away. The monthly birthday party will
be on the 30th.
The Office of the Aging has asked me to take a survey in
regard to interest and needs of a nutrition site at the

Center. Attached to this newsletter is a survey sheet.
Please fill this out and return to me. I am asking you to
put your name on this to enable me to give them an accurate
survey. All surveys remain confidential.
Many of you have taken for granted that someone else will
clean up your mess and it is getting out of hand. If you
have lunch garbage, cups or other debris, please put it in
the wastebasket. Do not expect someone else to do this for
you. We all need to work together and each do their share
instead of leaving all the work to just a few. I hope you
will voluntarily clean up after yourself. If not, other
alternatives are: each table will be assigned a week to
clean up their area and other areas or each take a turn
cleaning up the tables and other mutual areas for a week.
So please be more considerate and clean up after yourself.
Did I hear a sigh? a groan? a complaint? Oh well, the
complaint jar is on my desk, just drop in your quarter. It
will make you feel better. I don't want to complain, but I
sure have heard complaints now and then, but did not hear
the clink of the quarter in the "jar." There is a charge of
250 per complaint, 500 per BIG complaint. Proceeds from
this "Complaint Jar" will be donated towards our new
refrigerator. Anyway, just remember prooeeds go for a good
cause, so take this in the spirit in whioh it is intended.
However, serious complaints WILL be oonsidered and acted
upon if possible. And any other donation for this good
cause will be graciously accepted!
We are still looking for anyone interested in joining a
photo club. Please see me if you are interested. In regard
to the Metropolitan Museum, the price of a smaller bus is
way to expensive. I will continue to look for a reasonable
price for a bus and will certainly keep all of you who are
interested informed.
Please note the Center will be olosed Fri., July 2 and
Mon. July 5 for Independence Day!
For those paying dues by the month, July dues is $2.00.
