NEXT MEETING FEBRUARY 8, 1994
The regular meeting of the Town of Wappinger Recreation Commission
was held January 11, 1994 at Schlathaus Park, All Angels Hill Road, Town of
Wappinger, Dutchess County, New York.
The meeting was called to order at 7:30 p.m. by Chairman Ralph J.
Holt. Others present were: Kathi Delisa, Senior Citizen Director, Bernie Reimer,
Recreation Director and Commission Members Ronald Friedman, Ellen Korz, Stephen
Miller and Donald Rider. Also present were Henry Provost, President of Town of
Wappinger little league and Town Councilwoman June Visconti.
The minutes of the December 14, 1993 meeting were approved on a
motion by Mr. Miller seconded by Mrs. Korz.
OUTGOING CORRESPONDENCE
1. Requests to Town Board for:
a. permission to attend safety conference 2/3/94 in Poughkeepsie. (This
was approved at the Town Board Reorganizational Meeting 1/3/94.)
b. approval to purchase doors for new building at Montfort Road - (This was
approved at Town Board Meeting 12/27/93.)
2. Memo to Comptroller to return balance of funds,in the amount of $2,176.00,
not used for Airport Park to Parkland Trust.

CORRESPONDENCE
We received a letter from Jerry Husted, Assistant Principal at
Wappinger Falls Junior High stating that it was necessary to change the starting
time for outside organizations use of the gym from 6:30 to 7:00. The Commission
is really frustrated with all the cancellations and changes that have come from
the Jr. High.
We received a letter from Jeanne Stupplebeen regarding the "Fun In
the Park" meeting scheduled for 1/27/94 at 1:00 at James Baird State Park. It
was suggested that maybe Mr. Holt and Mrs. Delisa attend this meeting.

Received a letter from the Greenway Heritage Conservancy with
a copy of the "Plan for the Trail".
A letter was received from Dana Sottile, Marketing Manager of
Fun Central offering discounted batting cage time to all little league and Senior
league teams and their coaches. This was referred to Henry Provost President of
Town of Wappinger little league.
We received a check in the amount of $7,000. from Dutchess County
Youth Bureau representing our claim for program expenses from 3/22/93 to 12/3/93.
Thank you notes were received from Newt and Helen Erickson and
lil and Bill Owen for the lovely Christmas Party at the Elks on December 7th.
Also, a thank you note was received from Gladys, Bob and Gail Ruit for the wonderful
trip to Radio City Music Hall.
A report was handed out on total recreation income for the year
1993 which amounted to $20,545. T.~is total includes the $7,000 received from
the Youth Bureau.
SENIOR CITIZEN REPORT
Mrs. Delisa handed out a report on the Senior activities for the
month of December 1993. This report is attached to these minutes.
She also mentioned that she has spoken to a member of the Fishkill
Plains P.T.A. and they suggested doing some intergenerational program at their
school. They will be in to speak with Mrs. Delisa further regarding this.
DIRECTOR'S REPORT
Mr. Reimer mentioned that because of the weather, there have been
numerous cancellations for our programs. He will be giving the directors of each
program a notice to inform all participants that cancellations will be given over
WRNQ-Q92 FM and WKIP 1450 AM.
He is working on scheduling concerts for this summer and is trying
to have a wide variety ie .easy listening, big band, country, 50's etc. If anyone
has any contacts, please let him know. He also noted that if West Point comes
through with a summer concert, we will still keep an opening for them as they
usually prefer Friday evenings. He hasn't gotten any publicity out on the West
Point concert scheduled for April 15th but will work on this soon. He will also
check on whether we have to provide a meal for them.
He has been working on contacts for the summer p~ogram i.e. Deer
Hill, Hughsonville etc. Mrs. Visconti suggested that we contact Jekoce Acres,
Steve Rosenstein, regarding our swim program. It is her feeling that they would
like to rent out time. Mr. Reimer will do this. It was also mentioned that we
hope that if there are any regulation changes coming from the Health Department
that they don't wait until the last minute to let us know. Also, if we are having
to comply with all the rules and regulations that we expect our neighboring Towns
to also have to comply. Mrs. Visconti said that if we have any problems with the

Health Department to speak with Supervisor Smith since she has worked for the
County and knows a number of the individuals in that Departm,ent and could
probably help us. She also suggested that we check with Medicus regarding the
First Aid and CPR courses.
ROBINSON LANE
Mr. Miller questioned whether we still intended on putting the red
clay down at Robinson Lane. Mr. Holt said that it was in the budget and that
we are hoping to do two fields-l girls field and 1 boys field. It was also noted
that we should stock pile some of the good clay so they could fix up the fields
and not use the old type of clay. Mr. Holt also mentioned that it would be nice
if Little League put some red clay on a couple of fields at the same time we do
ours.
Mr. Miller asked if there had been any further discussions re-
garding lights at Robinson Lane. Mr. Holt questioned whether Little League wanted
the lights since he has gotten conflicting opinions. Mr. Friedman said that it
had never been discussed by the Little League Board of Directors. It was noted that
it really isn't a question as to whether Little League wants it since it is a Town
decision if we think it is the right thing to do. We did want to get some ideas
from Little League just the same. Mr. Holt will try and set up a meeting with
Central Hudson.
Mr. Miller asked if the roofing repairs would be done on the store
and the dugouts this year. Mr. Holt said that the roof on the store will be done
but only the part that really needs it (the old section). He also said that he
wasn't aware of any dugout roofs that needed to be done. He said that he thought
that Mr. Broadie had been out this past Fall and had repaired them.
Mr. Miller also questioned whether we would blacktop at Robinson
Lane. Mr. Holt said that blacktop work was not in the budget and he asked what
needed doing. Mr. Miller said that he felt we should do the road back to R-3 & 4
at least to the corner to cut down on the dust. Mr. Holt said we could get an
estimate from Clove and see what we are talking about. Mr. Friedman said that if
it has to come from Parkland, maybe we should consider doing the whole thing instead
of part each year.

Mr. Rider asked some questions regarding the location of the fence
at Airport Park. Mr. Holt said he thought the fence will be far enough in off
the road and will still leave room before the first field. Parking will be along

the road as you go in with enough room for two cars all the way down the road.
Parking will be directly from the roadway. Money for the fencing project is
encumbered from 1993 funds.
GRANTS
Recently we worked up grants in the amount of $17,000. for 3
fencing projects. The first was to put wings on the fence at Airport Park. The
second was to enclose the property at Montfort Road (Barn) and the 3rd was app~oximately
75' by 50' of fencing to enclose the new kiddie equipment at Martz Field. Mr. Holt
and Mr. Vorndran have been at Martz and have tentatively made plans for this equipment.
We also went in for a grant for $53,000. for the construction of
rest rooms at Castle Point. The bad news on this Castle Point work is that Mr.
Holt spoke with Mr. Paggi and was told that the closing of Castle Paint landfill
will not be until the end of 1994 therefore we will not be able to work on the 3rd
field.
Mr. Holt mentioned that we had a grant from Heritage Task Force for
improvements to the beach area in Chelsea. Mrs. Roe indicated that this grant goes
until May 1994 so Mr. Holt said that he would discuss this further with Supervisor
Smith regarding the acquisition of this property.
Mr. Holt mentioned that the doors for the barn have been ordered.
He also indicated that the Radio City Music Hall trip was a great
success and he has had a lot of positive comments. It was suggested that we try
and save enough to have 2 buses for the 1994 Christmas Show. This would be open to
ALL Town residents.
Mr. Holt mentioned that the Town owns approximately 6 acres of
undeveloped property off Pye Lane called Deer Run. He said that hopefully this
year when we have a slow spot that we would like to clear the scrub brush out of
this area.
Mr. Provost mentioned the following:
Information has come from Williamsport that it is now an option
to play with 5 year aIds and that 9 - 10 year aIds can be eligilble for tournament
play up to the state level.
The Senior League 13 - 15 year aIds will be playing baseball
with Fishkill since Fishkill is too small for a program for that age group. He
said that this is about 95% finalized.

He also mentioned that the Village of Wappingers Falls has given
up their Charter, so we are now taking on those children in our progra~ thereby
increasing our rolls by approximately 110 children. Little League will also
be talking with the Village about the use of their fields.
Little League would like to sponsor a safety clinic. They feel
that the managers and coaches should have this training.
1994 is the 30th year for Town of Wappinger Little League and Mr.
Provost said that he is approaching bis Board to see if they could do something
special.
He also said that he will suggest that a volunteer recognition
program be started.
Mr. Holt asked if Little League was planning on hosting the
Eastern Regionals_a~ain this year and was told that they were. Tournament play
starts on August~gt'Mr. Holt mentioned that we will do what we can for the
tournament but we ask that we don~t get surprise requests a few weeks before the
start of the tournament.
The meeting was adjourned at 9:10 on a motion by Mr. Miller
seconded by Mr. Friedman.

FOR THE MONTH OF DECEMBER 1993
SENIOR CITIZEN CENTER
December activities at the Senior Citizen Center included
the regular schedule of arts/crafts, exercise, line dancing
videos, oil painting, cards and games. It was also a month
of parties.
Ninety-seven Seniors enjoyed their annual Christmas
luncheon at Villa Borghese on Dec. 3rd. There was dancing
and music provided by John Palumbo. Santa arrived to
deliver gifts for all the Seniors and to wish everyone a
Merry Christmas.
Then on Dec. 7, a Christmas party open to all Town of
Wappinger Seniors was held at the Elks Lodge. 175 Seniors
attended the party. Music was by the Bi'll Nepfel band,
Santa arrived to hand out the many gifts of wine, candy and
ornaments to each person. There were 30 raffle prizes and
great food: Centerpieces on each table were awarded to the
person with "the spoon" when the music stopped playing.
There have been several compliments and thank you's written
to the Rec. Commission for helping to provide this
outstanding Christmas party for Seniors.
The Seniors w~re invited to breakfast at the Myers
Corners School on Dec. 15. The fifth grade served breakfast
and the fifth grade chorus provided marvelous entertainment.
Over 30 Seniors attended. Handmade placemats with a candy
cane to take home adorned the tables. The seniors were
truly enthralled by the special attention they received and
the touching songs the chorus sang.
Because of the expansion and uncertain plans as to when
we would return to Town Hall, a large Center Christmas party
was not possible. However, to make up for this, we had a
"Six Days of Christmas" party instead, starting on Dec. 16.
The "First Day of Christmas Party" we had cold cuts, salads
and other "goodies" brought in by the Seniors. The "Second
Day of Christmas" was a Chinese Christmas, with an
assortment of Chinese food.- On the "Third Day of Christmas"
(Monday), there were very few seniors so we had a Leftover
Chinese and Cold Cut Party." Due to inclement weather we
had a repeat of leftovers for the "Fourth Day of Christmas."
However, on the "Fifth Day of Christmas" we had an Italian
Day. Chef Tony brought in baked ziti and other seniors
brought in other Italian dishes. And the "Sixth Day of
/
Christmas we had leftover Italian Dishes. Although, it
wasn't the same as one big party, everyone seemed to enjoy
the many little parties.
Blood pressure screening was cancelled this month. Diana
Weibrecht from the Office of the Aging was at the Center on
the 9th. And our monthly birthday party was on the 29th.
The Center was closed to Seniors as of Dec. 30th to
enable us to prepare for our move back to Town Hall. The
expansion is complete and the Center will reopen at Town
Hall with a Grand Reopening on Friday Jan. 7, 1994.
There was an average of 22 seniors per day at the Center.
There are 184 seniors registered at the Center and 110
seniors on the waiting list.

JANUARY 1994
HAPPY NEW YEAR TO ALL OF YOU!! AND A BIG HUG TOO!
The New Year is bringing us the long awaited news. The New
Center will reopen at Town Hall on Friday, January 7 at
10:00 a.m. There will be a ribbon cutting ceremony followed
by light refreshments. There will be time to visit, catch
up on news from the people you haven't seen and time to look
around to see our new Center.
Now that we have a new expanded Center, I hope that you
will all enjoy the various activities we have in store for
you throughout the New Year. Patience Please! We need a
little time to resettle and reorganize. I want to thank
Regina and Sue for all their help in moving. And a special
thank you to Peggy, who has done so many things to help,
such as ordering the blinds, extra tables, chairs and just
numerous odds and ends necessary to the opening of the
Center. And to our Recreation maintenance crew for moving
all our "things."
Of course none of this would have been possible without
our Supervisor, Connie Smith and the Town Board. So when
you see any of these people, let them know how much they are
appreciated.
With newly painted walls, new floor, new kitchen,
bathrooms and more space comes a few rules. We are asking
to help keep our Center neat and clean. If you use
something, put it away, if you spill something, clean it up.
Treat the Center as your home. With everyone's cooperation,
the Center will stay neat, clean and nice. Please, do not
expect someone else to clean up after you. I don't think I
need to say more than this. Please be considerate and use
common sense. Thank you.
Regina, Sue and I would like to thank all of you for your
generous Christmas gifts. Your thoughtfulness is most
appreciated. Thank you and a big hug to all of you.
Friday, Jan. 15 is HAT DAY! Come to the Center with a
silly, pretty, droopy or goofy hat. You may even win a

We hope to initiate a speoial oraft projeot hopefully, on
a monthly basis. Although we do orafts daily, many of you
have agreed that it would be nioe to do something different
suoh as making a mop doll, a speoial wreath, a seasonal
projeot, eto. This "speoial" projeot will be a one day
projeot made on a speoifio day. You will be shown a sample
and notified of the day this will be made. You must sign up
for any of these speoial projeots to enable us to buy the
neoessary supplies. If you do not sign up, or oan not make
it that speoifio day, you will not be able to make the.item.
More on this later. First we have to get our "things"
together.
In regard to birthday parties: as of this month those
who have birthdays in the month are asked to bring a
birthday oake for the birthday party. This will ensure that
everyone takes a turn bringing d oake.

These are used for those less fortunate. So if you have any
you no longer want or need bring them to the Center. I will
see to it that they are given to the Lions Club.

$2.50. Don't forget the COMPLAINT JAR! DROP YOUR QUARTERS
