MEETING ADJOURNED NEXT MEETING ~ RECREATION COMMISSION MINUTES FEBRUARY 28, 1994 The regular meeting of the Town of Wappinger Recreation Commission was held February 28, 1994 at Schlathaus Park, All Angels Hill Road, Town of Wappinger Dutchess County, New York. The meeting was called to order at 7:30 p.m. by Chairman Ralph J. Holt. Others present were Kathi DeLisa, Senior Citizen Director, Commission Members Joseph Ennesser, Ronald Friedman, Stephen Miller and Donald Rider. The minutes of the January 11, 1994 meeting were approved on a motion by Mr. Rider seconded by Mr. Miller with the date change to August 8th for the Eastern Regionals on Page 5. CORRESPONDENCE A letter was received from E. Roland Norris requesting use of Holt Big Boy Field for approximately 10 home games on Saturdays from May to August. This usage will be for a new Town of Wappinger Rookie League team comprised of Town boys ages 18 and over. After a discussion with Little League Officials a letter was sent to Mr. Norris stating that we accept his proposal to begin a rookie league with the following conditions: 1. Town of Wappinger Little League takes priority. 2. In event of inclement weather, Town of Wappinger Little League program may bump your games to reschedule theirs. 3. Following your games and/or practices, it is your responsibility to take care of field, rake, fill holes or other necessary maintenance. 4. It is your responsibility to work with Little League in the development of a schedule including All Star events. 5. Any equipment you wish to use as part of your program will have to be worked out with Little League. Mr. Holt also mentioned that Mr. Norris was going to Supervisor Smith to ask the Town to provide an emblem so it can be put on the sleeve of the uniforms. A letter was received from Reverend Byron Widger of the Wappinger Bible Fellowship Church requesting permission to hold a sunrise service on Easter morning , April 3rd,at Schlathaus Park. Several churches would gather together at 7:30 for a short worship service and it would be open to all who desired to attend. Since there was some questions regarding this request because of the religious aspect, Mr. Holt asked Supervisor Smith for a ruling and was told that it was okay as long as all religious organizations are treated the same. A letter was received from Jeanne B. Stupplebeen regarding the meeting held at James Baird State Park for the upcoming "Fun In the Park." with a theme of "April Showers Bring May Flowers." Recreation Minutes February 28, 1994 Page 2 A request was received from the New Oaks Service Unit of the Dutchess County Girl Scout Council to use Schlathaus Park on Saturday, May 14, 1994 from 9:00 to 6 to hold its 2nd Annual Garage Sale/Flea Market. They will rent a portable toilet to have on site for that day for the Girl Scout's use. This request was approved. A letter was received from Kay Keane, Pres-Owner of "Kids-On-The-Go, Inc." They service busy parents - they get the children where they need to go when the parents can't. Mr. Rider questioned the size/type of vehicle they use. Mr. Holt felt we should post the notice and let the parents investigate further on their own. Mr. Miller felt maybe we should find out the size of vehicles and cost to see if it might be reasonable for us to use for summer transportation. It was decided that we would look further into this. A letter was received from Martin H. Wylde announcing that New York Tennis and Copeland Coating Company have completed a "mini-merge". We will send a letter to him stating that Copeland Coating had done some blacktop work on our tennis courts in 1992 and we are having a problem with one of the corners peeling. We wrote to James Raleigh, Vice President of Copeland Coating in 1993 asking him to take a look at the problem and we never heard from him. We will now write to Mr. Wylde to see if we can get him to look at it. A letter was received from Debra L. Bardin on behalf of the Southern Dutchess Women's Softball League to request the use of fields for their league. To meet their current needs, they are requesting use of fields weekday evenings from 6 p.m. to 8 p.m. beginning May 10th to August. Mr. Reimer will follow up on this. We received a letter from Hughsonville Fire District approving our request to use their facilities for our Summer Playground for 1994. This also included the placing of a trailer in the same location as last year. We received a contract from Deer Hill Center for the use of their pool for our Summer Swim Program. The cost of the season June 27th to August 12th will be $6,200.00 which is the same as 1993. OUTGOING LETTERS 1. Letters were sent to the Town Board for P.O.'s for Custodial services for Sheafe Road School for the Boys & Girls Basketball Program and to Myers Corners School for the Boys & Girls Gymnastics Program. 2. Letter to the Town Board requesting permission for Mrs. DeLisa, Mrs. Roe and Mr. Ennesser to attend the N.Y.S. Recreation & Park Conference at Nevele 4/17 - 4/20. 3. Request to the Town Board for P.O.'s for the summer concerts. 4. Letter to Town Board stating Mr.Miller is sitting in for Mr. Holt while he is on vacation. 5. Letter to Hughsonville Fire District for use of their facilities 6. Letter to Deer Hill Center for use of their facilities. 7. Letter to East Coast Bingo Corp. for information and prices for cards. Recreation Minutes February 28, 1994 Page 3 A copy of the 1993 Attendance Record for the Recreation Commission meetings was given to all members and also given to the Town Board. Mr. Holt thought overall we did excellent. An updated list of the 1994 Town of Wappinger Officials and Officers was distributed to each member. A copy of the 1993 Annual Report was distributed to each member and will be given to the Town Board members. SENIOR CITIZEN REPORT Mrs. Delisa handed out a report on the Senior Activities for the month of January which is attached to these minutes. She also mentioned that a certified hair dresser has asked if she could come into the Center once or twice a month to provide hair cutting services at a low cost. The Commission was not keen on the idea but will check to see if there are any legal problems with this. DIRECTOR'S REPORT Mr. Holt reported the following for Mr. Reimer who was unable to attend. The West POint concert is confirmed for April 15th at Roy C. Ketcham High at 8:00 p.m. and we have found out that they have requested the buffet following the performance. They were extremely pleased with how they were treated on their previous trips to Wappinger. We now need to get some menus and prices. Mr. Holt will speak to Mrs Korz to get a menu from the person who catered the buffet the last couple of times. If anyone else knows of someone, please try and get a menu for the next meeting which is March 15th. Mr. Reimer has already requested the use of the cafeteria. Programs are going okay with the exception of the basketball program at the Wappinger Jr. High. Between the snow cancellations, school cutting back on our time and the school taking away the whole month of March, we haven't had much of a program. It was suggested that we have Mr. Reimer put down all of the programs and what problems we have incurred. It was then suggested that maybe we should request a meeting with Mr. Marmello. At the last meeting, Mrs. Visconti suggested that we speak with a representative of Jekoce Acres regarding our swim program to see what they may have to offer. Mr. Reimer spoke to the Director of the Jewish Center and found out that in no way could they accommodate our needs. He did, however, suggest our using their picnic area for kids or their softball area. Mr. Reimer will check further on this. Mr. Ennesser brought in quotes for the purchase of the staff shirts for the Summer Program. He will give these to Mr. Reimer. '. Recreation Minutes February 28, 1994 Page 4 ROBINSON LANE/LITTLE LEAGUE Mr. Miller mentioned that the last Little League sign up is scheduled for March 12th. He said that the first two sign-ups were low but the weather could have been a factor. Little League wants to run a parade on Opening Day from Secor's to the Recreation Field. Mr. Trudell has spoken with Mr. Holt and Mr. Reimer about this and asked us if we could get a band. Mr. Holt suggested that they check into getting a school band. He was then asked if we would pay a nominal donation to the school for the band and was told that we couldn't. We didn't want to start a precedent. Mr. Miller said he felt it was a bad place for the parade. Even if they close the road it is too windy and who would watch it since there is no place to park. Mr. Holt, Mr. Friedman and Mr. Miller all felt it would be better to march up from R-4 (#7), the creek or even come in to the field from the entrance. Mr. Friedman mentioned that Little League has approved putting good clay on 2 fields along with our doing two. Hopefully, we could get Rl (#3), R2 (#5), SB 3 (#11), and SB2 (#1) done this year. Mr. Holt would like the Commission members to meet at Robinson Lane to determine where the new gate will be installed and how we will set up the parking. We would like to get this done before Opening Day weather permitting. Mr. Holt mentioned that Mr. Provost had received a call from Dan Zoller, of the Board of Health, and has scheduled a meeting with him for today. Mr. Holt said he wasn't sure what it was regarding. Mr. Miller was asked to follow up on this and see what the meeting was about. Mr. Holt has tried several times to contact Mr. Eastwood of Central Hudson regarding the lights at Robinson Lane and has not been successful. He will keep trying. SCHLATHAUS PARK Several requests have been received for the use of Schlathaus Park. The first was from New Hackensack Fire Comapny to use Schlathaus for parking for their Bavarian Fest June 10, 11, and 12th. They mentioned that they will fence off the memorial and have 2 people stationed in the lot. We have no problem with this request. Mrs. DeLisa will notify them that their request was approved. Little All Angels Nursery School has requested use of Schlathaus for their graduation ceremonies on June 18th from approximately 8:00 - 1:00 p.m. This request was also approved. Marlene Turano of the 4-H Group now using Schlathaus for meetings also is in charge of a Daisygroup. This group would like to donate to the park an oak tree which they would plant and care for. They would also like to do something for the community and would like to "Keep Schlathaus Park Clean". This was also approved. Recreation Minutes February 28, 1994 Page 5 With the requests being made to use Schlathaus for meetings etc. a problem arises with having the building open and making sure it is locked after each use. The Commission does not want to give out keys because somehow they get duplicated and we don't want people going in at all times. Mr. Rider suggested that we call the alarm s~stem to see if they have any way of calling in a status change. Another suggestion was to put two locks ontthe door - a community key and the second a dead bolt. When there was a meeting scheduled, we would make sure the dead bolt is unlocked so the people using the building could use their key to gain access. Then at our convenience, we could lock the dead bolt. This will be checked into. PARKLAND TRUST Mr. Holt mentioned that Supervisor Smith, based on the auditor's recommendation, said that the Town Board would like to put in place a policy on how to use the Parkland money. They felt that there should be a balance level and Mr, Holt suggested not going below $100K. They will establish a policy and hopefully it would be worded so that if an opportunity arises and we need the money that we could. GRANTS We have been told that the request for CD Funds for $17,000. for the fencing for Martz Field, Airport and the Barn has not been approved and that we did get approval of $21,000. of the $53,000 funds for the Castle POint water and rest room facility. Mrs. Smith has asked us where the balance of the funds would come from for the building and we said that hopefully from the Parkland Fund. Mr. Holt also said that he hoped to do the job for less than $53,000. FEES Each member was given a sheet stating the charges for the various recreation programs. Supervisor Smith has asked us to review these fees and possibly raise them to help meet some of the expenses involved in running the programs. Everyone was asked to come back to the next meeting on March 15th with their input. SAFETY Mr. Holt and Mr. Ennesser attended a safety seminar recently which was conducted by the New York State Recreation and Park Society in Poughkeepsie. Through the information received, the Commission unanimously appointed Mr. Ennesser as Safety Officer. He will check all playgrounds and safety standards. A sheet will be made up showing each piece of equipment and date of last inspection. " Recreation Minutes February 28, 1994 Page 6 EVERGREEN ESTATES (METZGER) SU8DIVISION - Old Myers Corners Road The Commission reviewed the above subdivision plat and recommended that a letter be sent to the Planning Board that since land is still our primary objective, we would request lots 8, 9, and 10. The acceptance of dollars in lieu of land would be our last choice. The meeting was adjourned at 9:25 p.m. on a motion by Mr. Miller seconded by Mr. Rider. Peggy Roe Secretary FEBRUARY 1994 REPORT TO THE RECREATION COMMISSION FOR THE MONTH OF JANUARY 1994 SENIOR CITIZEN CENTER January activities and the Center at Schlathaus were closed and the Senior Citizen Center reopened at Town Hall on January 10th. <rescheduled from Jan. 7th due to snow.) Connie Smith and Eileen Hickey shared the cutting of the ribbon for the opening ceremony. Coffee, tea and danish were served to the approximately 100 guests attending this "Grand Reopening." January activities at the Senior Citizen Center resumed on Jan. 11 and included the regular schedule of arts/crafts, exercise, line dancing, videos, oil painting, cards and games. Due to the inclement weather this month, the "party schedule" was limited to our month birthday party. However, on January 15 the seniors celebrated Hat Day. Everyone wore a silly or beautiful hat. Prizes were given for the three best hats. And to close the month, the seniors celebrated National Pop Corn Day with popcorn (of course) for all. Diana Weibrecht from the Office of the Aging was at the Center on the 13th. Blood pressure screening was cancelled due to a snow storm. The Seniors are very happy with their new, improved Center. Their comments have been mostly positive ones. They are delighted to have a second bathroom, a video room and more space. Due the severe weather, snow and ice storms the attendance has been quite low with an average of 19 seniors a day. On the positive side of, this has given Regina, Sue and me an opportunity to resettle in our new surroundings. There are 186 seniors registered at the Center and 106 seniors on the waiting list. ITEMS TO BE NOTED: 1. These past weeks, I have called many on the waiting list that do not attend the Center and asked if they will be attending in the future. Some members had moved, others have become to ill to attend. These members I have removed from the list and replaced them with those on the waiting list. Z. I have a serious concern about adding new members to our membership. Although, our space will now accommodate 80 people, our staff remains the same. For example, we had 53 seniors in on one day, most of whom do craft projects. This is a lot for one craft person to teach each day. No, not every day is this busy. But, there are two or three days a week (especially when the weather is better) that this is the case. Before adding too many new members, I would like to resolve this problem. 3. February activities include: "No Talk Day," a Valentine's party and a President's Day celebration which includes a visit from Betsy Ross and Uncle Sam. 4. Peg and I have been working on the trip schedule. A schedule should be available at the next meeting. 5. A certified hair dresser has asked if we would be interested in her coming to the Center once or twice a month to provide a hair cutting service at a low cost. Is there any legal problem to this? Any problems? 6. Karen Barone has once again chosen our Center for her Internship for her Dutchess Community College course. Karen will be bringing a variety of projects and games with her each week. I have suggested she attend one or more of our Commission meetings. SE.NIOR 1'rE. tV S By Kathi DeLisa, Director FEBRUARY 1994 WE'RE BACK!!!!!!!!! And so is winter and lots of snow! But, spring is only six weeks away, so keep smilin'. The snow and inclement weather has certainly given us time to resettle. But reorganize? Well, we are working on that and have some interesting happenings this month. But before we talk about the "happenings," let me remind everyone that with newly painted walls, new floor, new kitchen, bathrooms and more space comes a few rules. We are asking everyone to help keep our Center neat and clean. If you use something, put it away, if you sPill something, clean it up. Treat the Center as your home. With everyone's cooperation, the Center will stay neat, nice. Please, do not expect someone else to clean you. I don't think I need to say more than this. considerate and use common sense. Thank you. To start the month, on Fri., Feb. 4, it is "NO TALK DAY." No, I did not make this up, it really is! So, beginning at 10:00 A.M. (except me when I have to answer the phone), everyone will receive a specific number of pokeno chips. Each time you talk, you must put a chip in the "Oops I Talked Box." At Noon, the one with the most chips left will win a prize. There will be three prizes to the three with the most chips. Do you think you can be a winner? Boy this is a tough one! I'll never make it! How about you? On the 9th, a little more serious business. John Butler from NYNEX will be at the Center to tell you about Caller ID, Voice Dialing, Lifeline and ways to save on your phone bill. On the 10th, Diana from the Office of the Aging will be at the Center and on the 15th, there will be blood pressure screening in the Video room. Valentine's Day falls on Monday this year. We will have a little cake or something (?) and after lunch will play some dance music so we can dance in the "ballroom" also known as the Video Room. And another party on the 22nd for President's Day. At 11:00 a.m. we will have a visit from clean and up after Please be " Betsy Ross and Uncle Sam. They'll be so glad to talk to you about, well you'll have to wait and see. After their presentation we will celebrate with cherry pie and ice cream in honor of "Honest George." UPCOMING EVENT! By popular request, we will have a bowling party at Holiday HoeBowl on Rt. 9, Wappingers on Fri. ,March 4 from 11:00 a.m to 2:00p.m. In case of snow, the snow date will be Fri., March 11 same time. The Fishkill Senior Center will also be joining us, so you'll have a chance to see some friends and make new ones. There will be coffee and donuts on your arrival. A slice of pizza and soda will be served for lunch. The cost for bowling 2 games, (free shoes), and food is $3.00 for current dues paying members. If you are not current with your dues or are a new member (you must be a dues paying member for six months) the cost is $6.00. You MUST SIGN UP WITH KATHI BY FEB. 28th. if you would like to go. The Center will be closed that day! Speaking of new members, we would all like to welcome the following new members to the Center: Arthur & Trudy Kern, Anthony & Marie Perrone, Kay & Henry Rigler, Rose McGlone, Rita Casaccio, Viola & Walter Mauthe. Welcome, I hope you will enjoy our activities and the Center. Easter Luncheon time is near. If you have suggestions on where to go, please let me know. Many of you have asked for the list of trips for this year. It should be ready in the next couple of weeks. Some new and interesting places and some favorite ones are on the agenda. Sometime this month or in the near future, we will be visited by some girl scouts. They would like to ask you all questions about "Your Growing Up Years." Some of you may remember the Brownie Troop that was here last year and questions about your youth and Wappingers years ago. It is our hope that the girl scouts and video camera crew will obtain footage to be used for a video to possibly be distributed to schools or community organizations. Should be fun! Hope you will all participate and help the girl scouts perform their community service and obtain a badge. In regard to birthday parties: as of January, 1994 those who have birthdays in the month are asked to bring a birthday cake for the birthday party. This will ensure that everyone takes a turn bringing a cake. The Lions Club needs old eyeglasses or hearing aids. These are used for those less fortunate. So if you have any you no longer want or need bring them to the Center. I will see to it that they are given to the Lions Club. For those paying dues by the month, February dues is $2.00.
