NEW BUSINESS OLD BUSINESS MEETING ADJOURNED NEXT MEETING . , RECREATION COMMISSION MINUTES APRIL 12, 1994 NEXT MEETING MAY 10, 1994 The regular meeting of the Town of Wappinger Recreation Commisson was held April 12, 1994 at Schlathaus Park, All Angels Hill Road, Town of Wappinger Outchess County, N.Y. The meeting was called to order at 7:40 by Chairman Ralph J. Holt. Others present were Kathi DeLisa, Senior Citizen Director, Bernie Reimer, Recreation Director, Commission Members Ronald Friedman, Barbara Gutzler, Ellen Korz, and Donald Rider. The minutes of the February 2B, 1994 and the March 15, 1994 meetings were approved on a motion by Mr. Rider seconded by Miss Gutzler. CORRESPONDENCE We received a letter from the John Dore League (formerly the Sunday Morning Softball) requesting use of the SB #1 and SL #1 field at Robinson Lane on Sunday Mornings from 9:00 a.m. to noon from April 24th to September 25th. They noted that they have applied for liability insurance and the Town will be named additional insured. We have tried to move them to Castle Point but they said that the field was too short. We will still try to get them moved. A letter dated March 17, 1994 was received from Henry Provost, Pres. of the Town of Wappinger Little League regarding their plans for Opening Day Ceremonies. We had a concern about the approval to close Robinson Lane and there- fore on March 24th we sent a letter to Mr. Provost suggesting that Little League contact all 3 Supervisors to gain approval to close the road. Mr. Holt reported that as of tonight Little League has approval from LaGrange and that they are still waiting for a reply from East Fishkill. A letter was received from Little League with copies of the 1994 bills for baseballs and softballs totaling $6,498.38. The letter stated that the $6,000. received from the Town in accordance with the contract will help pay these bills. A letter will be sent to the Town Board stating such and requesting that the $6,000. be paid to Little League. A letter was received from the Town of Wappinger Little League asking for our help with a drainage condition that exists between R-3 and R-4. We have talked to Graham Foster, Highway Superintendent regarding this problem and he has agreed to help us as soon:asit'isgryenoogh'todo/the work. Little league has provided us with a drawing for the proposed new T-ball field to be constructed between SL-2 and R-3 on the corner. The approval for this field has been given. We have received a letter from Bill Pauldine of R. C. Ketcham re- questing the use of the Pye Lane Courts for their tennis team. Because of the snow , Recreation Minutes April 12, 1994 Page 2 the instructor requested that we let his team come up to the courts and shovel the snow off the courts. This request was denied because we were concerned that the court surface would be damaged. We did go out of our way to get the courts ready as soon as most of the snow had melted. A letter was received from Carl Oken of the Outchess Debs requesting use of the Robinson Lane complex on July 30th and 31st from dawn to dusk for their tournament. This request was approved but it was noted that they will have to bring in their own porta johns. The rest rooms will be closed that day. They will also have to pay the facilities use fee of $250. We received a resolution from the Planning Board regarding the Evergreen Subdivision (Resolution of Preliminary Subdivision Plat Approval). It was noted that in this resolution it was stated "whereas, the Planning Board will require the payment of a fee in the amount of $10,500. in lieu of the dedication of suitable parkland as a condition of final plat approval:" A call was received from Bob Herman from Fleetwood requesting that we fix up the basketball court (hoop and backboard) and also put additional blacktop for a full court along with lights. It was decided that we would have the maintenance people go down to clean up the area and fix up the basketball hoop. If we find that the court gets use and we have no trouble, we will entertain the idea of adding to the court but we will not put in lights. A thank you was received from Rev. Byron Widger of the Wappinger Bible Fellowship Church for permission to hold a sunrise service Easter morning at Schlathaus Park. A notice was received from Youth Worker Training session to be held Park. This training session is free and gistrations for the following sessions Worker/Child Communications 4. Dealing D. C. Youth Bureau regarding a Recreation on Wednesday June 8, 1994 at Bowdoin each agency is able to send up to 4 re- 1. Leadership, 2. New Games 3. Youth with children with special needs. A letter was received from Jeanne Stupplebeen, Asst. Regional Recreation Co-ordinator stating that the next recreation meeting is scheduled for Thursday, May 5th at the Restaurant In The Park at James Baird Park in Pleasant Valley at 1;00 p.m. A copy of the fee schedule for Fishkill was shared and noted for reference. It was stated that Wappinger is still one of the lowest in the area. It was also suggested that we try and put out a flier. It was noted that Supervisor Smith is compiling a map for the Town and it was suggested that we request an extra 150 copies to be distributed to the people attending the Eastern Regionals in August. The Mid-Hudson Road Runners have requested the use of the Robinson Lane facilities on September 18th for their annual race. They have requested use of the electric to run their computers. We will ask Mr. Ennesser to check into this to see how we could accomodate their request without opening the building to them. ~ Recreation Minutes April 12, 1994 Page 3 SENIOR CITIZEN REPORT Mrs. DeLisa handed out a report of the Senior activities for the month of March which is attached to these minutes. DIRECTOR'S REPORT Mr. Reimer reported the following: 1. The orchestra director from John Jay indicated that he was interested in performing a concert for us this summer. Since we are all booked for our regular night, we said that they could play another night. We are all in favor of supporting the kids. We might suggest doing something for the Seniors at Schlathaus and having a picnic after. 2. He had been requested by Little League to look into getting the school Marching Band for Little League opening. He mentioned that they were not available since they were just getting organized for this year. 3. The concert for West Point is this Friday, April 15th and Mr. Reimer has been constantly in touch with West Point. They are very precise on what they need and very happy with what we do for them. Mr. Reimer has been to Ketcham to check on the rooms, chairs and stands and to get an emergency phone number for the band members. The conductor will be Major Dietrich. They were also concerned about a piano and whether it is tuned. Mr. Reimer checked on this and everything is set. He will be at the school at 6:30 to meet the group. 4. The Tennis program is ready to start with an adult session to start May 17th for 4 weeks on Tuesdays and Thursday mornings. Barry Casowitz will again run this program. The summer session will start June 27th. Registration will take place at Town Hall. The new fees will apply - $15. for the 1st family member and $10. for each additional member. Mrs. Korz requested a P.O. to purchase the tennis balls. 5. Winter Programs are over with the exception of volleyball which will go thru April. The summ er volleyball program will start the end of June and run for 8 weeks into August. 6. The summer staff is 99% completed with approximately 33 of the 37 returning. All the new hires will be taken from the 18 -20 year old applications. We have also made 3 Director changes. He has scheduled programs such as bowling, movies, Splashdown, roller skating, Fun Central, and the picnic at Schlathaus. He has also made arrangements to have McGruff the Crime Dog come and is working with the D. C. Co-Op Extension to have their Wisdom Wagon come. The playgrounds start on June 27th and runs to August 12th. We will schedule an early June staff meeting and are tentatively scheduling registration for Saturday, June 18th from 9 - 1, Monday during the day and an evening registration possibly from 7 - 9. He is working on scheduling dates for the First Aid Certification. Recreation Minutes April 12, 1994 Page 4 7. The Easter Show went well on March 31st. 8. Field use schedules are almost complete. Mr. Reimer will call Mr. Drennan to clarify his field usage at Castle Point. He is still working with the Southern Dutchess League to finalize what days they will need. BOAT RAMP Mr. Ennesser has spoken with representatives of the Chelsea Yacht Club about expanding our ramp docking arrangement along the north wall of their property. He also spoke with Don White (White's Marina) and he has 2 or 3 finger docks he will let us have. There is a little repair work for us to do on them but they are not in bad shape. PLAYGROUND AUDIT Mr. Ennesser is in the process of setting up playground audit sheets for all the playgrounds and equipment. He will also institute a general check list to review all field and building conditions which should be useful in budgeting for repairs and future enhancements. He will also attend the playground staff meeting to discuss safety with the counselors. SPOOK HILL Mr. Friedman noted that the stockade fence has some missing parts and needs to be fixed up. There is also some broken glass by the handball court which should be cleaned up. He also noted that the building needs to be painted again. COUNTY UPDATE Miss Gutzler gave us a copy of the resolution to create a Parks, Recreation and Conservation Advisory Board. This board is comprised of non- paying personnel. The description of the Board is written out in the resolution and if we know of anyone who might be interested in being on the board we can advise them to get a resume in to her as soon as possible. It would be great to have a representative from Wappinger. ROBINSON LANE Mr. Holt would like to meet with Mr. Friedman, Mr. Vorndran and Mr. Miller on Tuesday at 10:30 at Robinson Lane to discuss the placement of the new gate. Since Mr. Ennesser will be out of Town he will ask him for his input before he leaves. Recreation Minutes April 12, 1994 Page 5 ROBINSON LANE CON'T During the winter the frost heaved the wall in the SL-2 dugout. We had our guys go out and brace it but we still have to have it repaired. The slab of concrete has cracked also but that is too thick to replace. Mr. Provost has asked if he could put an attached storage shed on the building but we feel it should be placed on the other dugout. We still have to turn the water on at the store. Mr. Friedman asked if we have been contacted to get some clay for the fields for immediate use and Mr. Holt said that he hadn't been contacted. MARTZ FIELD to be fixed. Mr. Rider mentioned that the top board on one of the bleachers needs He also requested that a picnic table be put out by the volleyball courts. We also need to get more sand for the courts as we loose some each year. ROCKINGHAM We need to turn the water on at the Park. The fence around the pond is down but we will have to wait until the water receeds. The porta john should be delivered this week. We have to have Mr. Foster come in and level off where they have dumped the road sweepings. Mr. Bider indicated that we need paint and lime for the season _ 10 cases of white and 10 cases of orange and also the marking chalk. Mrs. Roe indicated that a palet (approx. 60) of marking chalk has been ordered. We will have to check on the supply of paint and order that. Mr. Rider indicated that Mr. Masci distributor for World's Games will be moving soon so we may have trouble ordering from him. Mr. Friedman suggested Paint Plus on Route 55. TERM EXPIRING Mr. Rider indicated that his term on the Commission expires the end of this month and that he will not be taking another term. The Commission thanked him for his contribution to the Town and wished him luck in his future endeavors. OUTGOING LETTERS: 1. To Town Board - Request for P.O. for Porta JOhns~Deer Hill Center. Health requesting variance on immunization records. 6. Letter to Eileen Hickey - re: restrooms at Castle Point with handicapped accessibility. CHAIRMAN'S REPORT Mr. Holt mentioned the following: 1. Fishkill has offered us their facilities to hold our golf program. Mr. Holt is looking further into this possibility. The fee for this year will be $20.00 per person. 2. The maintenance people are now working full time. Mr. Holt indicated that he had spoken with Supervisor Smith and that they will be discussing the possibility of establishing 2 full time positions starting January 1995 so this will be handled in the 1995 budget. Mr. Holt will follow up on this. dry. field. 3. Fence at Airport Park is still on hold waiting for it to get Mr. Holt and Mr. Vorndran have been looking at various ways to drain the One new way was to do strip drainage. They are looking further into this. 4. The alarm code at Robinson Lane has been changed and it is hoped that discretion is used by Little League in giving out the - code. . We Have also ordered a new lock to be put on the building. 5. The Castle POint fields are in good shape. The fence in the back, however, has holes in it made by the residents to afford accessibility for their 3-wheel recreational vehicles. We will fix the fence again and it was suggested that we put signs on the fence. Mr. Holt mentioned that maybe we should talk to the Town Attorney to see about writing a letter to the neighborhood saying that we need their help in keeping the fence in repair and the vehicles off the fields. That if they see anyone cutting the fence or riding on the fields to call us. 6. We also need to replace some OLD fencing along River Road South where a car ran into it. It was suggested that the fence be moved in to help provide some parking and to help with the mowing. 7. Mr. Holt indicated that the Town will not be working on the maintenance of the Village fields. It was requested that Mr. Miller check into this and see whose responsibility it is. The meeting was adjourned at 9:30 on a motion by Miss Gutzler seconded by Mrs. Korz. Peggy Roe Secretary APRIL 1994 REPORT TO THE RECREATION COMMISSION FOR THE MONTH OF MARCH 1994 SENIOR CITIZEN CENTER March activities at the Senior Citizen Center included the regular schedule of arts/crafts, oil painting, exercise, line dancing, videos and cards and games. Due to inclement weather the bowling party at Holiday Hoebowl was rescheduled to March 11. Forty seniors enjoyed a day of bowling, coffee and danish and pizza for lunch. The Fishkill Senior Center joined us for the bowling party. The Seniors celebrated with a 90th birthday party for Peter Burgazzoli on March 2nd. This was a special day for Peter and all the senior~ joined in to give him their best wishes. On the 17th, the seniors had a ~.-Patrick's Day party. There were balloons (green of course), green bagels and cream cheese and cake decorated in green. Each senior received a green carnation. On March 24th, the seniors enjoyed an, Easter luncheon at Hudson's Ribs and Fish. On March 30th we had an Easter Egg Hunt outdoors. 107 plastic eggs were hidden around the grounds. Each egg had candy and/or a small prize or a paper with a number on it for a larger prize. There are still 14 eggs out there somewhere (one even had a number for a prize in it.) There was also an Easter Bonnet contest. Six seniors participated in this contest. All the hats were hand decorated and showed quite an imagination. There were three winners. Blood pressure screening was held on the 9th. Diana Weibrecht from the Office of the Aging was at the Center on the 10th. The Town sponsored trip to Villa Baglieri went well. Regina did another excellent job escorting the seniors. The next trip is scheduled for April 19th to Mt. Haven for an Italian Fest. There was an average of 32 seniors per day at the Center. There are 193 seniors registered at the Center and 112 on the waiting list. ITEMS TO BE NOTED: 1. There are 35 people registered for the cholesterol screening on April 13th, sponsored by the Heart Assoc. 2. April activities include a speaker from Vassar Hospital speaking on Nutrition in the Golden Years, Cholesterol screening and blood pressure screening, breakfast at the Fishkill Plains Elem. School, and a concert by the WJHS Jazz Ensemble. APRIL 1994 . However, before we get started, please note the Center is closed on Good Friday, April 1st. This is NOT and April Fool's joke, we really are. A Happy Easter and Passover to all of you. Now we can get started. On Friday, April 8th, a representative from Vassar Hospital will speak to you on Nutrition for the Golden Years. Good nutrition is essential to maintain a vital and healthy mind and body. So mark your calendars for this interesting and informative talk. And thank you Karen for taking the time and effort to schedule this lecture. On Wed. April 13, the Heart Assoc. is sponsoring a cholesterol screening beginning at 9: a.m. at Town Hall. The screening will be done. by Roche Biomedical Laboratories. The cost is $20.00. (you can send this into Medicare.) If you wish to participate in this cholesterol screening, you must fill out an application form and return it to me along with your check for $20.00 .(made to The American Heart Assoc.) no later than April 6th. Results of your screening will be mailed to you. A representative from the Heart Assoc. will be at the Center in May to help you interpret the results of your screening. A registered dietician will also be available to speak on cholesterol and answer questions on nutrition. Blood pressure screening (at no cost) will also be available. All of this will take place in the large meeting room. Exercise will be cancelled that day. We are invited to breakfast and a show at Fishkill Plains Elementary School on April 21st at 9:30a.m. The children have. planned an exciting morning of entertainment for you Time to get out and Balls and Horseshoes Anyone interested in a In the meantime, we have - \ . and I hear they are very excited about hosting a breakfast and a "special morning." Many of you have helped to make pencils with toppers to give to the students as a gift from us. They will provide a light breakfast of bagels, jUice, , coffee and then entertain us with song and dance. Our line dancing group will also be there to do line dancing for the students. It should be a fun morning for all of us. Once again, you must sign up with me if you wish to attend this breakfast (they need to know how much food to have). The Center will be closed until we return from the breakfast. We should be back at the Center in time for lunch so we can eat again! After all, we don't want to miss our lunch! If anyone would like to attend and needs transportation, please let me know. More entertainment!! Again, thanks to Karen, the Wappinger Jr. High Jazz Ensemble will be at the Center on April 27th at 11:45a.m. This is quite a treat. The Jazz Ensemble,consisting of 7th and 8th grade students, is considered an outstanding group. I am sure that we will all enjoy the music they will provide for us. This will be held in the large meeting room. Lunchtime will be moved up to 12:30 on this day. On the 14th, Diana from the Office of the Aging will be at the Center. Our monthly birthday party will be on April 29. Remember, those with birthdays are asked to bring a cake for the party. We will all help you celebrate! The Lions Club needs old eyeglasses or hearing aids. These are used for those less fortunate. So if you have any you no longer want or need bring them to the Center. I will see to it that they are given to the Lions Club. For those paying dues by the month, April dues is $2.00. The Center is closed on Good Friday, April 1. A Happy Easter and Passover.
