The regular meeting of the Town of WappingerAecnxrtion Commission was
held May 12, 1994 at Schlathaus Park, All Angels Hill Road, Town of Wappinger,
Dutchess County, New York.
The meeting was called to order at 7:30 p.m. by Chairman Ralph J. Holt.
Others present were Commission Members Joseph Ennesser, Barbara Gutzler, Stephen
Miller and Town Board Member June Visconti.
The minutes of the April 12, 1994 meeting were approved on a motion by
Miss Gutzler seconded by Mr. Miller with all in favor.
CORRESPONDENCE
1. Letter to Town Board re: Vacancy on Commission. Donald Rider not seeking
another term and recommendation of James Chappas.

Received a letter from Linda Klocker, Chapter Director of March of Dimes
Birth Defects Foundation expressing thanks for our help in setting up the Castle
Point recreation area for their walk.
A letter was received from the Greenway Conservancy regarding our 1993
award of $1,000. which has not been requested from them. This award was to clean
up the beach area at Chelsea. The letter requested that we notify them in writing
if we are going to be unable to implement the project or if we will need an extension
of time. If we request an extension we must indicate the reason and likely extension
time period required for implementation. Mr. Holt will speak with Supervisor Smith
to see what the status is on the project.
A second letter was received from the Greenway Conservancy inviting pro-
posals for the 1994 grants. All applications must be in before July 1, 1994. If
anyone has any ideas for this grant, please bring them in to the June Meeting.

A letter was received from Copeland Coating Co., Inc. with a proposal
of $4,030. to re-surface the 2 courts on Montfort Road. What we really want
them to do is to correct the problem on the 4 courts where the corner is peeling.
The 2 courts won't be addressed until the other problem is corrected.
We received a Certificate of Insurance from the John Dore Sunday Morning
league. We have been trying to move them from Robinson lane to Castle Point but
they feel that the field is too short. Mr. Holt mentioned that he has spoken to
Jay Paggi and was told that Mr. Paggi has heard from theD.E.C. and hopefully they
will be responding to the Town any day about the closing of the landfill. As soon
as they approve the closure, we will get down there and start the 3rd field. When
we do get that 3rd field completed, we will haveall softball using those fields.
We received a list of all the area concerts from Richard Rose, Jr. Director
of Town of Poughkeepsie Recreation. He has compiled this information and will be
submitting it to the Journal for its special Summer Arts section on May 22nd.
SENIOR CITIZEN REPORT
Mrs. Delisa was unable to attend the meeting but sent her report of the
activities for the month of April. This report is attached to these minutes.
DIRECTOR'S REPORT
Mr. Reimer was unable to attend the meeting but sent a calendar of events
scheduled for the summer playgrounds which he has been working on. It was noted
that the "American Red Cross Responding to Emergencies" will be held May 23, 24,
and 25 from 8:30 a.m. to 5:30 p.m. at Schlathaus. The staff meeting will be held
June 13 at 6:00 p.m. at Schalthaus and registration is scheduled for June 18th from
9 - 1 and June 20th from 10 - 2 and 7 -9 all at the Town Hall.
Mr. Holt also made us aware that Mrs. Roe has spoken to Peter Carson from
Wappinger Bus Transportation and that the per mile charge will remain the same
as previous years at $2.33 a mile. We are, however, going to be charged this year
for the buses from the time they leave the bus compound to the park location and
back which evidently we have not been charged for previously. To make it easier,
they are adding a 5 mile charge each way for each trip. This will in essance,
almost double our transportation costs. Mr. Reimer will be asked to verify this
with Mr. Harvey, Transportation Supervisor and if this is the case we will follow
up with letters to the School District and Transportation.
Outside volleyball is scheduled to start on June 30th.
PLAYGROUND AUDITS
Mr. Ennesser is working on the audits for the playgrounds and has Castle
Point, Fleetwood, Robinson lane, Rockingham and Spook Hill roughed out. Most of
the recently purchased equipment meets the safety standards. The big thing we

are running into is that all the surface treatments have to be done. The surface
areas under all the equipment has to have pea gravel installed. We have a lot
of cubic feet that has to be done and we will have to put this as a hot item in
the 1995 budget. The first item on the agenda is to install the new equipment--
prepare the surface area. Mr. Ennesser is working on this plan. Another item
on the playground audit is fencing repairs. Robinson Lane needs a lot of work
especially on backstops ahd:~bases of the fences . Per safety standards, all new
fences have to be capped top and bottom. Mr. Ennesser noted that the new backstop
on the new T-Ball field was put in upside down so he notified Mr. Friedman who had
this corrected immediately.
The dugouts at SL-l and Big Boy fields have big sp~kes driven into them
to hang hats on. These have to be removed as they pose a dangerous situation. The
dugout at Memorial Field has a hole in the roof approximately 8-10 "wide which
needs to be repaired. There are also a number of concrete blocks that need to
be fixed. Mr. Ennesser is breaking everything down into repairs and safety and
will present a full report.
FLEETWOOD
Mr. Ennesser mentioned that the area under the swings at Fleetwood is bad
with a lot of rocks etc under them. We will take a look at this and see what we
should do at this site.
MARTZ FIELD
Mr. Ennesser handed out a sketch relative to the location of the new play-
ground equipment at Martz. The proposed site is adjacent to the tennis courts.
The equipment is for children ages 2 - 5 and by placing it there it would isolate
it from the upper area (older children). This area is approximately 25 - 40' from
the road and is separated from the road by brush. It will eventually be fenced in

BOAT RAMP
Mr. Ennesser met with the Commodore at Chelsea Yacht Club and they agreed
that we could use the north wall to extend our dock 20-30'. Their only stipulation
is that we stay 6 - 8 ft. from the wall and that is not a problem. Mr. Ennesser
presented a sketch on how this would be accomplished. This could be done now,
but we want to wait until they concrete the wall. When the wall is completed,we
can put a plate in and put the arms on. The docks were suppose to be picked
up from White's Marina today but they weren't. We will check on this to see what
happened. The new docks from Whites are about 20' long by 20' wide and will need
a little surface treatment.. Mr. Ennesser will write a note to Chelsea Yacht Club
on what we have agreed to so they will know what we want to to in case we don't get
to do it right away.

ROBINSON LANE
Mr. Ennesser handed out a proposal for the control of the grease on the
roof of the building at Robinson Lane. He would like to discuss this proposal
further with Mr. Friedman. It would consist of a stainless steel section which
would slide over the chimney so the grease could be caught in a trap. It was
also suggested that we write a letter to Little League to make sure that the
grill is properly maintained and cleaned inside the building.
Mr. Miller said that Opening Day went well with the parade. There are
approximately 1200 participants.
He also questioned our proposal last year to dig wells to have water
available for the fields but we said that this was not a priority. The maintenance
guys are just trying to keep up with the mowing.
Mr. Miller also asked about the drainage work that was suppose to be done
between R-3 and R-4. Mr. Holt indicated that Mr. Foster has agreed to help us
do this work but at present he is extremely busy with the pick up and sweepings.
It was suggested that we flag this for a later date since it isn't a priority since
the wet weather is behind us.
He also asked about blacktopping the road from the corner by SL-2 down to
R-4 or at least to the corner. This will be kept in mind.
The porta-john at Robinson Lane can now be moved to Castle Point.
Mr. Holt noted that the weeds in the infields have been sprayed.
Mr. Ennesser said that he called Bob Smith to get a price to put in
outlet boxes at Robinson Lane in the pavilion. The cost would be $550. for water
proof circuit breaker box in the eaves with conduit and 6 waterproof outlets.
Since the Road Runners are basically the big users of this for the running of
their computers for the race in September, it was suggested that we ask them to
split the bill or at least make a donation towards the project. This would be
in addition to their $50. field use fee and we felt that in good faith they could
contribute.

MAINTENANCE
It was suggested that the maintenance personnel keep a record of the jobs
they perform. We do a lot more than just mow grass and a lot of people do not
realize this. For instance, so far this Spring, we have built a bridge at Spook
Hill so we can cross the stream, we have done some brick work at Robinson Lane
dugouts and have rebuilt a dugout on one of the lower fields. We have also
installed a 50-gal tank at Martz Field to correct the problem with the rest rooms.
We would like the Town Board to understand what we do. Mr. Holt mentioned that
we lost one of our Summer Part Time employees and we have asked Supervisor
Smith if we could place an ad in the paper for someone to take his place.
CHAIRMAN'S REPORT
Mr. Holt reported the following:
1. A letter has been written to the Town Board requesting the purchase
of 100 T of the good clay for Robinson Lane. Little League will also be purchasing
SOT. They will be ordered together but billed separately. We are hoping that
it could be delivered in 2 days and that we could do the girls fields the first
day and R-l and R-2 the following. Little League will have people available to
help spread it.
2. A request has been sent to the Town Board to replace some fencing at
Castle POint going south from the gate. The cost to do this will be approximately
$1,300. The fence will be installed further back from the road and will help in
the mowing of the grass etc.
3. A request for a P.O. has been sent to the Town Board for paint to do
the dugouts, rest rooms at Robinson Lane (the paint is peeling off the walls)
and the Barn. The rest rooms should be done before the Eastern Regionals. The
barn hasn't been painted in a few years and the paint has just soaked in because it
hadn't been done in many years.
4. A P.O. has been requested for the purchase of cowbay sand for the
volleyball courts. It has been ordered and we are waiting for a delivery date.
5. We have received an estimate for a simple set of lights for the
volleyball court. The first estimate came in at $6,000. which was much too high.
We are now going to Central Hudson to get permission to use their existing poles
which would be a big cut in the price. We are still waiting for the second
estimate.
6. A request is in to the Town Board for a P.O. to purchase pea gravel
which will be used for the installation of the new equipment at Martz Field and
the surface under the existing equipment. This pea gravel is required as a safety
measure under all playground equipment.

7. The maintenance guys have cut the grass at Airport Park and it looks
great. We now have to do the drainage work. Soccer has proposed a parking area
on the left hand side of the Park, We will have someOne come in with a bulldozer to
take off the top soil and then we will have to get fill for the parking area. Some
of the top soil will be taken to Robinson Lane to fill in where the electric lines
were installed and the ground has settled. Hopefully we can get someone to donate
the fill.for the parking area.
8. The new mower came in today.
9. Last year we put a new gate on Reese Park and with Tri Muni going in
and out the gate was broken. The workers went back to fix it but all they did
was to bend it back and it really isn't doing anything. It was suggested that
when we put the new gate up at Robinson Lane that the old one would go to Reese
Park. We will then put some boulders by it.

10. We still have to get quotes for the blacktop work at the Spook Hill
11. We are looking into putting a few speed bumps on the road into
Robinson Lane Park. The sign is posted at 10 M.P.H. but no one observes this
speed limit. It was suggested that one of the speed bumps be put by the girls
field, one just before the store and another on the road going to R-l.
12. The roof on SL-l needs to be repaired. The guys have the material
and will be repairing it as soon as they can-- hopefully by next week.
13. We have discussed the placement of the new gate at Robinson Lane and
we will proceed with this work as soon as possible.
14. The sign on Memorial Field needs to be repaired (letters re-done).
The guys will also put a roof on it to protect it from the weather. Peter Brent
has offered to have the sign repaired so after the season we will take it to him.
15. The fence at Rockingham which was down because of the winter
has all been reset. We pushed back all the sweepings for more parking.

16. We have talked with Mr. Baisley to take the lights off the tree.
If anyone knows of anyone who has a tree that they would donate to the Town we
will have it removed professionally and moved to Schlathaus. The present tree
is really in bad shape. Mrs. Visconti said that she might have a tree and that
she will discuss it with her sister and get back to us.

The Commission reviewed the above subdivision. It was suggested that we
write a letter to the Planning Board stating that our first choice is always to

take land but we would like the builders recommendation as to what land he would
provide us.
Mr. Ennesser brought in some information obtained from the New York State
Parks and Recreation Conference. He has some information on benches, tables and
car stops made from recycleable plastics. They are sturdy and cannot be burned.
He also has a study regarding the lighting for Robinson Lane's Big League
Field. The cost for the hardware is approximately $53,500. The study shows all
the lights required, how each is set and a suggestion of concrete poles instead of
Central Hudson's poles. The cost is spread over 5 years and then after 5 years
we pay $1.00 and they are ours.

MAY 1994 REPORT TO THE RECREATION COMNMISSION
FOR THE MONTH OF APRIL 1994
SENIOR CITIZEN CENTER
April activities at the Senior Citizen Center included
the regular schedule of arts/crafts, oil painting, exercise,
line dancing, videos and cards and games.
On Friday April 8, Anne Rabbit from Vassar Hospital spoke
on Nutrition in the Golden Years. On the 13th, the Town of
Wappinger in conjunction with the Am. Heart Assoc. sponsored
a cholesterol screening. Thirty six people participated in
this screening. The response and comments were very
positive, many complementing the Town for providing such a
vital service. The Heart Assoc. also provided the monthly
blood pressure screening the same day with over 60 people
participating. Results of the cholesterol screening will be
mailed to the participants. A follow up lecture on how to
interpret the cholesterol screening is scheduled for May 11.
The seniors were invited for breakfast and entertainment
at Fishkill Plains Elementary School on the 21st. It was a
great morning for both seniors and students. The students
taught the seniors a line dance and then our seniors taught
the students several line dances. This was followed by the
5th grade string orchestra playing for the seniors. After
their performance, they brought their violins, violas and
cellos over to the seniors and taught them how to playa
tune. The seniors were thrilled. This was then followed by
first graders who each sat with two or three seniors and
read them a story from one of their books. The morning was
exceptional for both the seniors and students. The seniors
presented each group of students with pencils with furry
toppers that they had made specifically for this occasion.
On the 27th, the Wappinger Jr. High School Jazz Ensemble
came to the Center and entertained the seniors (in the large
meeting room) with some jazz olassics. The seniors were
dancing in their seats. Once again, this was a great
experience for both the seniors and the students.
Karen Barone, our intern from Dutchess Community College
finished her internship on April 27th. She wrote a poem and
framed it and gave it to us as a momento. She made
individual copies of the poem and gave one to each of the
seniors. She filled some pinatas with candy (the seniors
made them the week before) and had the seniors "whack" them
until they broke and spilled the candy allover. A fun day.

Karen was responsible for setting up the speaker from Vassar
Hospital and for scheduling the WJHS Jazz Ensemble to play
for the seniors. Throughout Karen's internship, she brought
in a variety of craft projects for the seniors. She did a
great job, was well liked by all. We will all miss her.
Diana Weibrecht from the Office of the Aging was at the
Center on the 14th. Our monthly birthday party was held on
the 29th.
The trip to Mt. Haven was excellent. Regina once again
did a great job escorting the trip. The next trip is
scheduled for May 19 to Proctor's Theater for "The Will
Roger's Follies."
On April 17, 18 & 19, Peggy, Joe Enesser and I went to
the NYSPR Conference. The conference was once again v~ry
informative, stimulating and gave all of us the opportunity
to learn more about the recreation field. I was abl~ to
speak to others working with the Senior population and
discuss problems as well as solutions, new ideas and
thoughts on the growth of this field. It was a valuable
experience.
There are 195 seniors registered at the Center and 113 on
the waiting list.
ITEMS TO BE NOTED:
1. Bob English, a prize winning photographer, will be at
the Center every Thursday at 10:30 a.m. to lead a photo
club.
2. I have started a Walking Club. The seniors walk around
the Town Hall, usually in a group. Although this started
with only six seniors, most of the seniors are now
participating. Our goal is to walk 50 miles (6x around
bldg. is a mile) by the end of Sept. However, those who
have difficulty walking can make their own goals even if it
is 1x around the building a week. This has been very
successful so far and the seniors are delighted to be
getting out in the fresh air.
3. The Wappingers Lions Club gave a donation to the Center
to buy a bingo game. The game consists of 100 Slide Bingo
Cards, a Masterboard and 2 decks of bingo cards. They have
arrived and we will begin Bingo games shortly.
4. May is Senior Citizen Month. We will celebrate Senior
Citizen Day on May 18. Other May activities include a
Mother's Day celebration, a speaker on cholesterol, and a
week long book sale beginning May 23.
5. June 8th is the Center's anniversary. We will celebrate
with a barbeque on June 10th.

MAY 1994
MAY IS SENIOR CITIZEN'S MONTH!! !! We will celebrate this
day on May 18th. HAVE YOU HUGGED A SENIOR TODAY?
Interested in photography? Bob English, a prize winning
photographer will be at the Center each Thursday at 10:30 to
teach those interested, all about cameras, how to take prize
winning photos and even how to develop yo~r own film. This
is open to all senior~ in the Town of Wappinger; So if_you
have a friend, tell th~m too. Bob will work with each ~f
you according to your own level, beginner to advanced. Also
good for those who just want to take snapshots of family,
friends or even a vacation. So come join Bob for a new and
exciting adventure.
Many of you know, we have now started a Walking Club.
The majority of us start out at about 11:30a.m. and walk
around the Town Hall. Six times around is a mile. You may
only want to walk around one time or you may want to walk
the whole mile. Whatever is best suited for you is all you
need do. This is a good source of exercise and has many
health benefits. Between May 2nd and Sept. 30th, our goal
is to walk at least 50 miles. Sounds like a lot doesn't it?
Well, a little today, a little tommorrow, you can do it!
Think of it this way, if you keep putting one foot in front
of the other and head West, you will eventually come to
California. No~ we are not going to California (too many
earthquakes), but we can each strive to reach our 50 mile
goal. For those of you who have some difficulty walking,
set yourself a smaller goal, maybe 20 or 25 miles. In five
months, if you do ten miles a month (60 times around the
building) you'll make the 50 miles. Now for the reward!
For those who genuinely attempt this goal, we will go out to
lunch at a place of our mutual choice. This will be only
for the Walking Club. Once or twice around the building in
these five months does not count. You must make an effort!
That is all that counts. There will be a Member Chart for
you to record your progress and help you to keep track of
~I
your miles or partial mile. You can only count the walkin~
done around the Town Hall. The person who has walked the
most miles at the end of this period, ~ets a FREE lunch! So
brin~ in your walkin~ shoes, let me know you want to be a
part of this challen~e so your name ~oes on the chart and
start walkin~. Your on the honor system, no cheatin~!
It's also time for Bocce and Horseshoes. Come on ladies,
this is not just for the men.
Now other business. We will have a Mother's Day
Celebration on Fri., May 6 for all you moms. On the 11th,
there will be the monthly blood pressure screenin~ in the
Center. At 11:00 we will have a speaker talk about
cholesterol and explanation of a cholesterol screenin~.
Diana from the Office of the A~in~ will be at the Center on
the 12th. Our monthly birthday party will be on May 27.
Remember, those with birthdays are asked to brin~ a cake for
the party. We will all help you celebrat~! The annual Fun
In the Park is held on May 25th. There are applicatio~
available on the si~n-in table.
The week of the 23rd, we will have a book sale dai!y
beginning at 10:00 a.m. As you have noticed, we have an
abundance of books, thanks to the generous donation of the
Bookworm. But, we need to make room for more. If anyone is
interested in volunteering to help out, please let me know.
Thank you in advance. I will advertise this so we will also
put out some of our crafts to sell. We can "kill two birds
with one stone!"
The Wappingers Lions Club has generously donated some
funds to be used towards a Bingo game. The bingo cards are
on order and soon we' will be able to enjoy this fun game.
I'll let you know as soon as they come in! In the meantime,
the Lions Club needs old eyeglasses or hearing aids. These
are used for those less fortunate. So if you have any you
no longer want or need bring them to the Center. I will see
to it that they are given to the Lions Club.
Anyone interested in a Literary Club? That would include
reading literature, poems, novels and some of the
"classics," and then discussing them as a group. If there
is enough interest, I will find a leader for this club.
Please let me know if interested.
Almost forgot! A Mother's Day/Father's Day luncheon will
be sometime in June at (you guessed it) Mariner's Harbor!
Will let you know date, etc. soon.
For those paying dues by the month, May dues is $2.50.
The Center is closed on Memorial Day, May 30. A Happy and
